Based on ‘No Objection certificate’ granted bySouth Western Railway, Hubli, for theestablishment of proposed 2 MTPA IntegratedSteel Plant, vide its letter no.H/W.280/II/NOC/DRG dated January 28th,2008; the Company has planned no industrialactivity 30m from the Rail way boundary.

iii) Efforts shall be made to reduce RSPMlevels in the ambient air and a timebound action plan shall be submitted.

The Industry has replaced with new opacitymonitors & running on trial basis. Display boardwill be fixed and connection will be given oncethe results are satisfied with manual results.

The State Pollution control Board has stipulated100 mg/NM3 in consent order for the Chimneyattached Sponge Iron units as per MoEF&CCnotification GSR 414(E) dated May 2008.The PM emission from Dedusting Chimneyattached DRI plant is less than 50 mg/NM3.Inter locking arrangement is provided.

iv) Electrostatic precipitator (ESP) shall beprovided to sponge iron plants, iron orepelletising plant, sinter plant and powerplant to clean process gas anddischarged through stacks to controldust emissions within 50mg/Nm3.

Dust extraction system at coal crushingunit, material transfer points etc. anddust extraction system with bag filtersshall be provided to DR plant, BF plantand coke plant to control dust emissionswithin 50mg/Nm3.

The clean air shall be let outinto the atmosphere through stack. Thedust collected in bag filters and ESPshall be recycled in the process. All thestacks shall have adequate height as perCPCB guidelines.

BF and Coke oven plants are yet to becommissioned.

As per condition Dust catcher and venturyscrubbers and bag filters have been provided tothe SMS. PM level in the EAF & FES bag filter isbeing maintained below 50mg/Nm3

3 Nos. of Dust Extraction systems are providedto the beneficiation plants wherever necessarywith stack. The dust collected in the DE systemis being recycled in the process and thechimney emission in within the CPCBguidelines.

v) Hot gases from DRI kiln shall be passedthrough Dust settling Chamber (DSC) toremove coarse solids and After BurningChamber (ABC) to burn CO completelyand used in waste heat recovery boiler(WHRB). The gas then shall be cleanedin ESP before leaving out into theatmosphere through ID fan and stack.

In order to control SO2 emission from theCaptive Power Plant, the Company is usingcoal, having low sulphur content in it.

The Company has installed CFBC technologyboilers. In this CFBC Technology, SO2 formationcan be greatly minimized due to addition ofDolochar / limestone/dolomite.

The Company has constructed height ofChimney based on the CPCB norms, for widerdispersion of flue gases.

The Company is monitoring AAQ at 6 monitoringStations in the core as well as buffer area. Ascould be seen from the AAQ results, the SO2levels in the core and buffer area are wellwithin the NAAQ standards. In view of the above this condition is complied.vii) All the standards prescribed for the

coke oven plant shall be followed as perthe latest guidelines. Proposer and fullutilization of coke oven gases in powerplant using heat recovery steamgenerators shall be ensured and no fluegases shall be discharged into the air.

Coke oven plant is in the design stage.These points will be complied.

viii) Only dry quenching method in the cokeoven shall be adopted and waterrequirement shall be reducedaccordingly

ix) The National Ambient Air QualityEmission Standards issued by theMinistry vide G.S.R. No. 826(E) dated16th November, 2009 shall be followed.

x) Gaseous emission levels includingsecondary fugitive emissions from allthe sources shall be controlled withinthe latest permissible limits issued bythe Ministry and regularly monitored.Guidelines/Code of practice issued bythe CPCB shall be followed. Newstandards for the sponge iron plantissued by the Ministry vide G.S.R 414 (E)dated 30th May, 2008 shall be followed.

Dust suppression system shall beprovided in unloading areas. At thematerial transfer points, dischargepoints, raw material storage andconveyor area shall be completelycovered.All the internal roads shall be asphaltedto control fugitive dust emissions.Water spraying shall be done to preventthe dust emissions due to vehicularmovement. Monitoring of fugitiveemissions in the work zone environmentshall be carried out regularly as per theCPCB guidelines and reports submittedto the Ministry’s Regional Office atBangalore, KSPCB and CPCB.

condensers although ‘permission ‘ fromthe State Govt. is obtained for 100 MLDvide letter no. CI/312/SPI/2008 dated21st October, 2008.

As proposed, no ground water shall beused.

Air cooled condensers and closed circuitcooling system shall be provided tofurther reduce water condensers andclosed circuit cooling system shall beprovided to further reduce waterconsumption and water requirementshall be further reduced accordinglyand shall inform to the Ministry and itsRegional Office at Bangalore.

The cooling water from palletizingplant, DR plant, sinter plant, BF plant,steel making units and rolling mills willbe recycled/ reused for gas /equipment cooling.

Thickeners shall be provided to recoverclear water from the tailings of thebeneficiation plant. Settling tanks andthickeners shall be provided to recoverclear water from tailings, continuouscasting machines shop, rolling mills andreduce fresh water requirement.

The effluent from power plant such asboiler blow down, DM plantregeneration wastewater shall beneutralized in the neutralization tankand treated effluent shall be used forash conditioning, dust suppression,green belt development and other plantrelated activities within the plantpremises.

Sanitary waste generated from allsections of the steel plant shall becollected in a closed drain from tailings,continuous casting machines shop,rolling mills to reduce fresh waterrequirement and treated water will beutilized for green belt development.

For 2 MTPA Steel plant no Ground water is usedfor process.

Air Cooled Condensers are provided at2 x 70 MW Thermal Power Plant1 x 70 MW Thermal Power Plant

Water conservation plan is implemented; wastewater generated from the DM Plant isneutralized and used in cooling rotary kilns.

Cooling water from the units is recycled aftertreatment. No discharge of treated wastewater.

Settling tanks provided to recover clear waterfrom tailings.

The effluent from power plant such as boilerblow down, DM plant regeneration wastewateris neutralized in a neutralization tank. Thiswater is used as for ash conditioning, dustsuppression, green belt development and kilncooling in sponge iron plant.

The harvested water is also used for green beltand dust suppression activity.

xv) All the wastewater from the differentplants shall be treated in effluenttreatment plant.

All the treated wastewater shall bemonitored for pH, BOD,COD, oil &grease, cyanide, phenolic compounds,Chromium+6 etc. besides other relevantparameters.

The wastewater from the different plants aretreated in effluent treatment plant, monitored,recycled and reused for activities like ashconditioning, dust suppression, green beltdevelopment and other related activities withinthe plant premises.The waste water is analyzed for the parametersas per the CFO and is being submitted toKSPCB.

xvi) “Zero’ effluent discharge shall bestrictly followed and no wastewatershall be discharged outside thepremises.

Zero effluent discharge principle adopted andno wastewater is discharged outside thepremises.

xvii) The water consumption shall not exceed16m3/Ton of Steel as per prescribedstandard.

At present water consumption is less than16m3/Ton of Steel.

xviii) Regular monitoring of influent andeffluent surface, sub-surface andground water shall be ensured andtreated wastewater shall meet thenorms prescribed by the State PollutionControl Board or described under theE(P) Act whichever are more stringent.

Leachate study for the effluentgenerated and analysis shall also beregularly carried out and reportsubmitted to the Ministry’s RegionalOffice at Bangalore KSPCB and CPCB.

xxiv) A time bound action plan shall besubmitted to reduce solid waste, itsproper utilization and disposal.

1]. The issue of reduction Solid wastegeneration, its utilization and disposal has beencarefully considered and enumerated whilepreparing EIA document in consultation withthe Process consultant. The quantity has beenassessed based on mass balance / materialbalance and technology. The Process consultantbased on his wide knowledge and practicalexperience on the subject has planned toutilize the solid waste generated back in theprocess. The quantity of Solid waste generatedand its utilization is furnished in the Annexure-2.

xxviii) Prior permission from the State ForestDepartment shall be taken regardinglikely impact of the expansion of theproposed steel plant on the reserveforests. Measures shall be taken toprevent the impact of particulateemission/fugitive emissions, if any fromthe proposed plant on the surroundingreserve forests viz., RF (4km),Nandibanda RF (4km) and SandurRF(4km) located within 10km radiusproject. Further, Conservation Plan forthe Conservation of wild fauna inconsultation with the State ForestDepartment shall be prepared andimplemented.

A detailed study on the Flora, Fauna AquaticEcology and Fisheries study has been done byDr. T. Balakrishna, Functional Area Expert inthe Field of Bio diversity.

According to the study no endangered andendemic species [Flora & Fauna] recorded inthe project area and its surroundings.

xxxii) Rehabilitation and Resettlement Planfor the project effected populationincluding tribals as per the policy of theState Govt. in consultation with theState Govt. of Karnataka shall beimplemented. Compensation paid in anycase shall not be less than the normsprescribed under the NationalResettlement and Rehabilitation Policy,2007.

Rehabilitation and Resettlement Policy hasbeen formed by the Management and the sameis described in the EIA and EMP report inChapter -6 page 29-36.

vi The overall noise levels in and around theplant area shall be kept well within thestandards (85 dBA) by providing noisecontrol measures including acoustic hoods,silencers, enclosures etc. on all sources ofnoise generation.

The ambient noise levels shall conform tothe standards prescribed under EPA Rules,1989 viz. 75 dBA (day time) and 70 dBA(night time).

Precautionary measures for control of Noiseare taken by providing acoustic enclosuresfor noise generating machines. Steps takento see overall noise levels in and around theplant area are kept within the standards.

vii The company shall develop surface waterharvesting structures to harvest the rainwater for utilization in the lean seasonbesides recharging the ground water table.

Three rain water harvesting ponds along anatural stream are developed. Rain water isused for green belt development and dustsuppression.

viii All the measures regarding occupationalhealth surveillance of the workers shall beundertaken and regular medicalexamination of all the employees shall beensured as per the Factories Act andrecords maintained.

Annual medical checkups to all employeesfor occupational related health areconducted.Minor disease / illness are treated at theOccupational Health Centre established inthe Factory for all employees. Two MBBSdoctors are providing medical service at theCentre. Further medical treatment isextended to all employees through cashlessmed claim policy and ESIC facility.

ix The project proponent shall also complywith all the environmental protectionmeasures and safeguards recommended inthe EIA/EMP report. Further, the companymust undertake socio-economicdevelopment activities in the surroundingvillages like community developmentprograms, educational programs, drinkingwater supply and health care etc.

The Company has taken environmental andsocial measures as per the EIA/EMP report.

x As proposed, Rs 412.00 Crores and 42.25Crores shall be earmarked towards capitalcost and recurring expenditure/annum forenvironment pollution control measures andshall be used to implement the conditionsstipulated by the Ministry of Environmentand Forest as well as the StateGovernment. An implementation schedulefor all the conditions stipulated herein shallbe submitted to the Regional Office of thisMinistry at Bangalore. The funds soprovided shall not be diverted for any otherpurpose.

Out of Rs 412.0 crore; till date Rs. 179.78crore have been invested on pollutioncontrol equipments, like ESP, Bag filters,chimneys, Scrubbers, STP’s, etc.,

• BMM Ispat Ltd., has opened a community health centre in the Name ofBMM Founder ‘Sri Udaychand Singhi’ on 28.3.2012 at HanumanahaliVillage. This village is at a distance of 1.5km from the plant.

• This medical facility is being utilized by the surrounding 6 villages.• Full time MBBS doctors, with staff nurses, etc are appointed by the

Company.• Doctor consultation with all medicines is provided at free of charge.• Dressing, minor stitch services are also provided free of charge.• ECG, X-ray, blood analysis facilities will be provided shortly, procurement

under progress.• Ambulance with mobile hospital to cater the medical services at door step

Annexure-4CORPORATE SOCIAL RESPONSIBILITY (CSR)

Implementation of CSR Activity

The industry will adopt Danapura village. Improve roads, water supply, sanitation, tree plantation, etc.

Rural Development

BMMIL has constructed 700 houses at Kudloor & Mottur Villages in Siraguppa Taluk of Ballari District in Karnataka for the

people who lost their house in the floods in the year 2009. As committed and promised, all 700 houses are completely built

and handed over to the Government. The Deputy Commissioner, Bellary recently conducted a program and has started

distributing the houses for the homeless.

Environment

BMMIL has roped in “Bangalore Biotechnology Center” to handle bamboo cultivation, which releases maximum oxygen.

Plantation of Bamboo saplings in 10 acres of land near to our plant in the limits of Danapura and Nagalapura has been taken

up on trial basis. Based on the success of this trial plantation. It has planted 50,000 bamboo saplings. Around 5,00,000

saplings of different species has been planted in the 7000 acres of land which BMMIL intends to raise forest in a Phased

manner over the period of 10 years.

BMMIL has planted 4500 saplings of different species in in Hosapete Railway Station Quarters & Gunda railway stationsunder CSR activity in the month of Aug-Sept 2016.

Drinking water

• In phase one activity, it has decided to provide potable water to 6 villages:

Sports

• BMMIL had sponsored refreshments at the All India Volleyball Tournament for under 14 years at sports complex forplayers who have participated from 14 states across India.

Health

BMMIL has set up a health center in the name Sri. Udaichand Singhi, Community Health Center at Hanumanahalli to provide

medical facilities to 23 villages in and around Danapur Village. The Centre has a full time qualified doctor and medical staff

and is equipped with all facilities.

BMMIL has set up a foundation called ANURAG-“REHABILITATION PROGRAMME FOR A DISABLED CHILD" way

back in 2008 in association with Sanjeevini Hospital, Bellary, Karnataka to provide free treatment for club foot disease in

children. The foundation has conducted operations and successfully cured till date around 300 kids.

An initiative has also been taken to provide nearby 5 villages with pure and safe drinking water.

• BMM Ispat Ltd., has opened a community health centre in the Name of BMM Founder ‘Sri Udaychand Singhi’ on28.3.2012 at Hanumanahali Village. This village is at a distance of 1.5km from the plant.

• This medical facility is being utilized by the surrounding 22 backward villages of the State

• Full time MBBS doctors, with staff nurses, etc are appointed by the Company.

• Doctor consultation with all medicines will be provided at free of charge.

• Dressing, minor stitch services are also provided free of charge.

• ECG, X-ray, blood analysis facilities will be provided shortly, procurement under progress.

• Ambulance with mobile hospital to cater the medical services at door step is also proposed to provide, implementationis under progress.

• At an average of daily 40 members have been treated for various medical problems/ailments/illness.
