Assessment Report – SY19 System Analysis Update April 20, 2020 (Updated May 27, 2020)
EXECUTIVE SUMMARY
PURPOSE:
In 2018, KCPS conducted a data-driven review – a System Analysis – of the current state of the
entire public education system (KCPS + charters) in Kansas City. When first undertaking the
System Analysis, KCPS envisioned that it would inform and guide collaboration and coordinated
decision-making (with charter leaders, charter sponsors, as well as education funders/support
agencies) that would result in better outcomes for all students. As that work is underway
through the District-Charter Collaboration Council, KCPS is also using the findings to inform our
own internal decision-making, including Blueprint 2030. As KCPS conducts internal assessments
in critical areas of KCPS’ operations and academic programs/services to inform Blueprint 2030,
it is also critical that we factor in the most recent data/trends through an update of the System
Analysis.
APPROACH:
The KCPS research and planning team updated several sections of the initial version of the
System Analysis with SY19 KCPS/charter data utilizing enrollment and MAP assessment data
released by DESE. Note: several sections of the system analysis have not yet been updated with
SY19 data as KCPS awaits receipt of student-level data from DESE, which will make the analysis
more robust.
KEY FINDINGS:
Long-range 2040 population forecasts by Mid-America Regional Council (MARC) show
further population loss in the census tracts where the majority of current KCPS students
live (which could result in further enrollment decline)
Charter K-8 enrollment is now greater than KCPS
KCPS/charter system has retention challenges (system serves 51% fewer students at 12th
grade than at Kindergarten)
Only 50% of KCPS/charter students (34% of high school students) attend a fully
accredited school.1 Note: this is down from 55% in SY17 ~ System Analysis 1.0
While the % of signature school students at the Proficient/Advanced (P&A) level in ELA
(45%) is approaching the statewide level (49%), KCPS’s overall P&A% (24%), lags behind
charter schools (35%)
In Math, signature (34%) and charter (33%) schools have a similar % of students at the
P&A level, yet they lag behind the State (42%) and are higher than neighborhood
schools (16%)
Neighborhood schools have almost 2x the % of students at the Below Basic level (ELA
43%; Math 59%) than signature schools (ELA 18%; Math 31%) and charter schools (ELA
22%; Math 33%)
Since SY16, KCPS has reduced the gap with the State average in both ELA and Math MPI
scores (7% reduction of the gap in ELA and 3% reduction in Math)
The systemwide grad rate has increased to 75%, a 2% gain since SY17 due to significant
increases at several charter schools (Note: KCPS is still identifying graduates in the SY19
cohort of students. Updates will be provided to DESE in June 2020, so rates may
increase further)
Three high schools have composite ACT scores that exceed the State (20.6). The
remaining 11 high schools have ACT scores that lag behind (14.1 – 17.0)
Mobility rates at neighborhood schools are more than double the mobility rates at
signature and charter schools
Financial implications of system inefficiencies continue
NEXT STEPS:
Update remaining sections upon receipt of student-level data from DESE
Engage members of the District-Charter Collaboration Council who have expressed
interest in working together on the SY20 update to the System Analysis, which can
hopefully drive additional collaboration and coordinated decision-making

WHY CONDUCT AN ANALYSIS?
“The Board of the Kansas City Public Schools believes the school district should play a defining role in building a more coordinated and organized public education system that meets the needs of all students…”
“Currently the Kansas City public education system has become increasingly fragmented, posing challenges for families to understand and navigate. To date there are 23 separate public school systems within the KCPS geographic area -- operating under different governance rules and educational models. This landscape does not provide families a clear path through the K-12 system.”

The system analysis is intended to provide a data-driven review of the current state of the public education system in Kansas City (KCPS + charters). We envision it will inform and guide collaboration and coordinated decision-making that will result in better outcomes for all students.
We want to ensure all children living within the KCPS boundaries have access to a quality Pre-K through 12 educational experience and graduate ready for college, career and life.

APR CALCULATIONS
Because DESE did not assign building level APR scores after SY17, and because most district APR scores were not published in SY19, KCPS calculated APR scores for SY18 and SY19 using MSIP5 guidelines and data published by DESE.
DESE does not assign accreditation status to charter schools, so KCPS used the calculated APR score, which was used to determine accreditation.
Many secondary schools in Missouri did not receive an APR score for SY17, therefore accreditation status was carried over from the previous year.

The State of Missouri and DESE have been updating their high stakes assessments in the previous years. The English Language Arts and the Mathematics assessment were updated in between SY17 and SY18. The science exams were field tested in SY18, providing no usable data. The American Government EOC was field tested in SY19.

Snapshot Measures: The academic achievement of a student at a single point in time
Ex. Achievement Level: One of four descriptors (Below Basic, Basic, Proficient, Advanced) assigned to students based on mastery of skill expectations, which are unique per grade and subject.
Limitations: Does not account for student mobility, special populations
Growth Measures: The academic growth a student has achieved between two points in time
KCPS believes that a growth measure is a critical component of evaluating achievement. We don’t have access to student level data for the entire State of Missouri in order to include this in our analysis
