CRPF the largest Para-Military force has yet again bagged the highest number of gallantry medals, amongst the Police and the Central Paramilitary forces announced on the eve of Republic Day-2015. CRPF has been decorated with 4 PPMG and 32 PMG of which eight have been awarded posthumously. The brave officers and men of the Force have been in the forefront in tackling maoist menace in the LWE states and militancy in J&K and the North East.

Shaheed ASI Avadh Bihari Singh who has been decorated with the President’s Police Medal for Gallantry posthumously, eliminated two heavily armed militants when the Police Public School in Bemina, Srinagar came under a fidayeen attack in March 2013, before attaining martyrdom. The other recipients of PPMG are Shri Arvind Singh Bisht, Dy Comdt, Sub Insp Biresh Chauhan and Const P Velumurgan. Shri Arvind Singh Bisht, Dy. Comdt, single-handedly took on a group of heavily armed maoists and despite being badly injured broke a well planned ambush placed by the maoists near Tamilwada Nallah in the worst maoist affected district of Sukma, in Chattisgarh, while troops were being de-inducted after the Assembly polls in Nov 2013. CRPF bags the highest number of Gallantry Medals

defying valour in a fight against Maoists when his troops were ambushed in Chakrabandha forest of Bihar. Despite himself being badly injured, he organized his troops and launched a counter-attack on the Maoists. He laid down his life in the endeavour and forced the Maoists to run away from their well entrenched positions with their injured cadres.

23 medals have been awarded to troops deployed in the LWE theatre for their distinct acts of valour, whereas four of them have been awarded to the troops deployed in North East and nine for conspicuous acts of gallantry in J&K.

Apart from this six officers and men, including two IsG have been awarded the President's Police Medal for Distinguished Service and 63 other have been awarded the Police Medal for Meritorious Service.

Till date CRPF has been decorated with 1426 medals for the gallant acts of its officers and men since its raising in July 1939, which includes 01 George Cross, 03 King’s PMG, 01 Ashok Chakra, 01 Kirti Chakra, 01 Padma Shri, 01 Vir Chakra, 12 Shaurya Chakras, 49 PPFSMG, 189 PPMG, 1 Yudh Seva Medal , 5 Sena Medal, 4 Vishist Seva Medal, 1060 PMG, 5 IPMG, , 2 Jeevan Raksha Padak and 91 PM’s Police Medal for Life Saving .

Smt. Sandhya Mishra, the wife of the Director General, CRPF is now Ex-officio- President, CWA (CRPF FAMILY WELFARE ASSOCIATION). Smt Mishra while interacting with members of CWA in a meeting on 19th January' 2015 and general council meeting on 13th February' 2015 has emphasized on its effective and significant functioning. She urged all members to put in their best efforts in strengthening and streamlining the functioning of CWA as to make CRPF Family Welfare Association as a strong forum to take care of the well being of CRPF differently abled personnel, family and wards of CRPF martyrs. Grievances mechanism shall be put in place at every Regional, CWA to redress the grievances of women/wards residing in Group Centre campus.

In General council meeting held on 13th

February 2015, Governing body, 16 CEC members, Honorary treasurer and Honorary Secretary and various committees were formed a fresh through a process of election.

All the members of committees newly constituted were apprised and sensitized to pursue programmes to facilitate development of academic/vocational skill training for the differently abled CRPF personnel and wards.

New CWA President arrivesIn order to give a sense of pride and

belongingness and to enhance the income of CRPF ladies working in RCWA/FWC, it has been deliberated to collaborate with reputed companies for branding of products like pickles, handmade articles, embroidery items etc.

In the interactive session, she further added to strive towards women empowerment, health care, parent counselling, career counselling of wards and other welfare activities affecting the well being of CRPF families, widows, children with special needs, differently abled personnel and families of retired personnel. These were the areas in particular, on which, she sensitized all members of CWA to work and render guidance to Regional CWA for accomplishment of Aims & objectives of Association.

A Step in Communication

A Leap towards Modernization

The CRPF signal is responsible to provide effective and efficient communication for the force deployed in multifarious role. It effectively manages the Wide Area Network of CRPF connecting Directorate level to Group Centre. It provides all types of training pertaining to signal personnel, technical evaluation and procurement of all modern radio equipments/communication gadgets, repair and maintenance of all kinds of radio equipments, frequency allotment and use of cipher in the force.

During last two decades, CRPF has expanded hugely with a multiple role resulting huge work load which requires more dedication and hard work of signal personnel. Signals have been updating its equipments with introduction of state of art Radio and line equipments. Automax, which was introduced in 1988 and remained in service till 2005 started giving way to INTRANET Network called SELO. CRPF was first CAPF and among few Govt departments who were having their own network. First it was introduced for static location but further it has been extended to executive Bns through Virtual Private Network (VPN).

The following state of art systems have been introduced in the force:

Satellite Phone: Light weight, Hand Held and one of the most Modern state of the art Satellite phones have been provided to Ex- units deployed in LWE areas.

Micro UAV Netra:

M i c r o Unmanned Air Vehicles (Netra) are extensively being used for reconnaissance in LWE area.

Satellite Tracker: Light weight, Hand Held Satellite Trackers have also been provided to Ex- units deployed in LWE areas.

In addition, CRPF is also utilizing the following C o m m u n i c a t i o n equipment provided by other organizations like DCPW and BSNL.

POLNET: POLNET (Police Network) managed by DCPW is a satellite based wide area network for Modernization of the Police Telecommunication of the country.

DSPTs: Digital Satellite Phone Terminals have been installed by BSNL in LWE areas in remote and interior locations where no other means

of communication is available, as a welfare measure to jawans.

Future Plan:

CRPF Signals has marched ahead from the days of heavy wireless equipments like TX/RX HM 30 and TX/RX LVP 313 to modern day light weight Digital VHF sets (being provided shortly). Presently we are using only Micro UAV Netra but in days to come, we will be focussing on Mini UAV’s and MALE (Medium Altitude Long Endurance) UAV’s.

Back Ground of CPC

Central Police Canteens came into existence through an O.M. of MHA dated 18th September, 2006.

The Hon’ble Home Minister inaugurated 1st CPC Canteen in BSF HQ in CGO Complex, Lodhi Road on 27th November’2006.

CPC was initially established to provide services to CAPFs. Subsequently facilities are extended to all CPOs coming under MHA like CBI, IB, SPG, NCRB, NCB, NICFS, NIA, BPR&D, NSG, R&AW, NDRF, Railway Police and also to all State Police serving and retired personnel and their families.

From The Desk of Financial Adviser

Integrated Financial Advise in Government of India

The Origin of the system of Integrated Finance can be traced back to the year 1968 when the Integrated Financial Adviser (IFA) was made in charge of the budget and accounts section and was required to be consulted in all matters pertaining to the exercise of delegated financial powers. This in effect meant that the Ministry of Finance would limit its control mainly to the scrutiny of the schemes etc., before inclusion in the budget and allow operational independence and faster implementation through integration of financial advise within the Administrative Ministries.

Further reforms with an objective of expeditious decision making along with concurrent financial scrutiny before expenditure sanction was brought in by the Department of Expenditure in the year 1975. With this notification, Financial Adviser was made responsible both to the administrative ministry and to the Ministry of Finance. He was also entrusted with the job of assisting in budget formulation, scrutiny of projects and programmes for approval by MOF and post budget vigilance to ensure that there was neither considerable shortfall in expenditure nor unforseen excesses for which budget provision had not been made.

Considering the potential of the integrated financial adivse system, the scheme was improvised during 2006, where in the IFAs were called upon to facilitate the administrative divisions to formulate, implement and monitor projects/ schemes with the overall aim of ensuring

‘value for money’ and improving quality of expenditure to achieve the intended outcomes.

IFA system in CRPF

A specialised Finance Cell of CRPF headed by Assistant Financial Adviser was created on 18th March, 1970 which was upgraded to the Deputy Financial Adviser during the year 1981. Commensurate with the growth of the Force and the consequential enhancement in the budgetory allocations to the Force the Post of Director (Finance) NSG was upgraded to Financial Adviser, NSG and CRPF in 1991. Now the Finance Directorate is headed by the Finanical Adviser. In the responsibility task of ensuring finaical prudence and propriety the IFA is assisted by the five Deputy Financial Advisers located at Delhi, J&K, Guwahati, Kolkatta and Hyderabad and the IFAs representatives in the Sectors / Group Centers.

In the recent past, there have been several attempts to institutionalise the IFA system up to the grass root level with the motto of providing financial advise to every Competent Financial Authority. In 2011, Assistant Comandants (Ministerial) were permitted to be associated as representatives of the IFA in various procurement activities in the Sectors and lower field formations up to a financial value of Rs. 50 lakhs and their advice was construed as that of the IFA Hqrs. Currently after review of this system, it has been decided to continue association of ACs (M) in

procurements up to Rs.50 lakhs, with the scrutiny of the proposals before final concurance by Dy.FA of the concerned Zone for proposals beyond Rs.20 lakhs. As on date, 48 Asstt. Commandants (Min) have been detailed as IFA representatives.

Achievements

The budget of the Force which was a meagre 129 Crores in the year 1982 has now gone up to a whooping sum of Rs.13,421 crores during the current year. Likewise the strength of the Force which stood at 91,684 has crossed 3 lakhs during the same period. Finance wing of the CRPF has been relentlessly striving to provide the necessary financial services and support despite certain inherent limitations. None the less, the zeal to serve the nation and its bravehearts have kept the sprits of the Finance stream high. We are scaling the new heights of professional competance and dedicated performance.

The primary concern of ensuring functional independence for rendering free and frank financial advice, has been addressed by bringing the nominated AC(M) within the the reporting channel of the IFA Hqrs, through concerned Zonal Dy.FAs. Further, in order to build porfessional competancy of the officials associated in Finance, workshops and training programmes are being planned regularly. With the approval of the competant authority, officers and staff have been encouraged to acquire certifications and memberships to the professional institutions like Institute of Internal Auditors, Information system Auditability and Control Association, Certified Information Systems Auditors, Financial Management Reserch and Resources Society, Certified Fraud Examiners etc.,

In order to provide real time expenditure

progress monitoring as reflected on MHA’s e.lekha access rights have been obtained from MHA and provided to all concerned. As a step towards adoption of IT solutions, budget is now being distributed and monitored through SELO only. Efforts are on to further develop a platform for export of budget allocation data to the e.lekha to do away the need for multiple data entry and consequential delays, errors etc.,

Formation of Audit Committees at Directorate and Zonal level has given the much needed impetus to the expeditious settlement of outstanding audit objections and bringing in necessary systemic changes. Due to the interest shown by the functionaries at all levels, nearly 2000 audit observations pending since last several years have been got settled.

With the initiative taken by the Finance Directorate the problem with respect to procurement of POL has been put to rest. CRPF has now entered into an MOU with IOCL and BPL for supply of POL and K/Oil and funds have been placed with DIG(Prov) for procurement of POL and K/Oil centrally to meet the entire requirement of field formations.

A new practice of holding monthly meetings with Director Accounts, PAO, CRPF, and DIsG of all branches of Directorate has been started to remove the bottlenecks and provide a platform for expeditious settlement of all bills and claims including those of terminal dues.

There is a continuous need to introspect and realign ourselves to move forward in the path to achieving the organisational goals. Operational Highlights

153 &159 Bns. unearth Major Maoist dump in Bihar

A credible Intel input generated by a CRPF officer led to a recovery of a major haul of arms, explosives and Improved Explosive devices dumped in the Chakarbandha forest area under PS Dumaria in Gaya district of Bihar on 17th February, 2015. The operation was jointly conducted by the CRPF and State Police. The dump was found inside a deep cave located amidst dense forest.

The recoveries included number of Can bombs weighing 40, 25, 10 and 02kgs, 25 Petrol Bombs, 23 Hand grenades, 90 kg of explosives, 9 kg ammonium nitrate, Cordex wire, detonators, radio sets, suitcase IED weighing 20kg, 03 nos of 12 Bore guns and other miscellaneous articles which are used for making indigenous explosive devices. In an earlier operation on 2nd February also the SFs had recovered another dump in the same area.

Chakarbandha forest which is spread in the Gaya and Aurangabad districts of Bihar touching the fringes of neighbouring Jharkhand was a stronghold of CPI (Maoist) till about two years ago. Since establishment of CRPF camps

in the forest in 2013, the Maoists activities have been effectively checked though their presence continues. These recoveries are attributed to the CPI (Maoists) of the Madhya Zone of Bihar Jharkhand Special Area Committee.

District West Singhbhum covers the area of three forest divisions i.e. Saranda, Porahat and Kolhan. The entire Saranda, Porahat and Kolhan forest area is highly naxal infested and undeclared fortress for the ultras. The poll boycott call given by the maoists had created a fear psychosis amongst the villagers and good Samaritans in the area of influence. Lots of pamphlets were distributed and posters were pasted by the naxals at public places. Naxals also planted landmines in routes and School / Panchayat buildings to harm Security Forces / Police parties during induction and de-induction. As per intelligence input, CPI (Maoist) planned to target prominent political leaders during election. CPI (Maoist), PLFI , JLT and other organizations are active in this area.

'Bloodless Election' : Mission Accomplished

All roads / tracks were mined and movements of Security Forces were highly vulnerable to IEDs & land mines and well blended with ambush. Naxal threat was also there to disrupt polling process under the garb of the uniforms of Security Forces, due to easy availability uniforms of different CAPFs / SAP in the local area and attack on security forces during movement by train/vehicles.

Assembly election in West Singhbhum, Jharkhand was held on 2nd December, 2014. In addition to 15 existing CRPF companies already deployed, an additional deployment of 25 CRPF companies, 11 BSF companies, 06 CISF companies, 06 SSB companies and 06 ITBP companies, (total 57 companies of CAPF under Adhoc Units and 15 Jharkhand Armed Police companies, got inducted for 2nd phase of assembly elections in the district of West Singhbhum. The existing deployed companies were briefed with all intelligence inputs and the naxal strategy on assembly election and also provided with the Do’s and Don’ts and operational movements apart from special emphasis and instructions on the challenges

round election meetings were conducted including interstate election meetings with Odisha. All the nitty-gritty were drawn at length, a detailed induction, placement, poll day duty, de-induction plan was drawn company wise and accordingly exhaustive election folder was prepared under the aegis of sub-nodal officer-cum-Commandant 174 Bn, Shri Manas Ranjan and the minutest details were incorporated leaving no iota of doubt in the minds of field commanders at any level. All the real time int inputs were incorporated at length and passed on to the ground forces, thus a foolproof strategy, meticulous planning well blended with on ground, real time int input, were shared with the troops and close monitoring enthused the troops to replicate the planning in action on ground.

available sufficient strength of Security Forces in polling booths. Dy. Commissioner and SP Chaibasa were also suggested by Sub nodal officer cum Commandant 174 to relocate some far flung polling booths to adjacent booths to negate possibility of naxal attack and thwart their evil designs. Accordingly the Chief Election Officer agreed with the proposal which not only restricted movement of troops and polling staff deep inside jungle, to the barest minimum, but also made available more strength of troops at polling booths. To counter the IED menace, troops were directed to move only cross country based on GPS and for each booth and camping station separate ops plan was made available to the troops. The troops moved completely on foot up to their temporary

camp from rail head and further to their polling booths on polling day. No vehicular movements was permitted and movement on road, tracks, beaten tracks was prohibited and emphatically enforced. Sufficient strength was deployed for area domination / strategic reserve duty in sensitive areas to counter naxal attack on polling officials. Before polling day the threat perception was countered by aggressive pre-emptive operations by the existing troops, months before polling day, in their area of responsibility, to arrest and neutralize naxals and to detect mines. Continuous pressure did not allow the naxals to activate the planted IEDs.

This unit carried an aggressive pre-emptive operation On 27th November, 2014. During the operation, near border area, before the assembly elections - 2014, troops of C/174 Bn apprehended two suspects namely Mantosh Lakhwa @ Petu age approx. 22 years S/o Shri Vandna Lakhva of village Beratulunda along with one revolver (inscribed made in china) with three live rounds (9 mm kf-03,kf-08 & kf-81) & 02 mobile phones (micromax X097 & X-251) and Aman Singh Dev age approx. 19 years son of Pradip Singh Dev resident of village

Kolbumari along with one combat trouser, one barret cap (maroon colour), one cap (black colour) one ammunition pouch and one mobile phone (Nokia). On spot interrogation it was revealed that they are active supporters of PLFI Group of Akash and were planning to create disturbance during assembly election s by threatening civilians to boycott poll and to attack security forces to infuse fear among st locals. This achievement built up confidence amongst local people and resulted in peaceful completion of elections with highest percentage of polling and participation by locals nullifying all poll boycotts by naxals.

All out efforts were made to place the troops strategically to negate all evil designs of naxals. All nefarious plannings of naxals were sabotaged and made unsuccessful by proper planning, briefing and on ground execution. Men were

The farewell parade of Sh Dilip Trivedi, DG CRPF was held at Group Centre, CRPF, Kadarpur, Gurgaon on 28th November, 2014. Eight contingents including Mahila, RAF & the jungle warriors-CoBRA participated in the magnificent march-past. The parade was followed by a spectacular show of ‘Daredevilry’ by the Women Warriors of CRPF.

Welcome address was delivered by Sh P.V.K. Reddy, ADG (HQrs), in which he deliberated upon the achievements during the tenure of Sh Dilip Trivedi, DG CRPF. Some of which are stressing on strengthening the existing training institutions and making training Operation oriented, starting of a ‘’Disabled Relief Fund”, opening of a ‘Transit Mess’ for SOs in 46 Bn, Mayur Vihar, Phase-III, New Delhi and for ORs in Faridabad, developing basic facilities in LWE areas etc.

Speaking on the occasion, Sh Dilip Trivedi, DG CRPF said that the Force is ready to face all challenges. He said that the jawans have demonstrated extreme patience in the face of grave provocation in the valley.

He said that CRPF is so popular, that Chief Ministers of all states demand CRPF for law &

order duties. He also informed that the Force has now been given a large number of VIP Security duties. Deliberating upon the problems being faced by jawans in the Force, he said that the biggest problem faced by them is being deployed far from home, which was tried to be addressed by making a new transfer policy. He also said that Supervisory Officers have been instructed to stay with their subordinates and jawans.

Sh Dilip Trivedi, DG CRPF further said that it is a matter of great pride that the Force has won 71 Gallantry Medals in its 75th year of Raising, which is the highest won by any Force, on a single occasion. He also said that the martyrs of the Force have now been conferred the status of ‘Shaheed”. He said that conducting peaceful elections in Naxal affected states was very difficult, but the Force did it with flying colours, resulting in substantial increase in voting percentage.

Earlier, he paid homage at the ‘Martyrs’ Memorial’. He was presented with a memento by Sh P.V.K. Reddy, ADG (HQ).

Later, he inaugurated the “CRPF Museum”, which houses heritage items of CRPF.

A two days long Blood Donation Camp was organized inside the premises of Trauma Centre, AIIMS on 14th Nov 2014 which was inaugurated by the Hon’ble Union Health Minister Shri J.P. Nadda. The honourable Minister also visited the Aashray, a 100 bedded facility established by CRPF in collaboration with AIIMS to provide shelter to the families of patients admitted in the Trauma Centre. Speaking on the occasion Hon’ble Minister commended CRPF's initiative ‘Aashray’ a shelter home at Trauma centre AIIMS for the poor & needy patients & their attendants, He also emphasized the need to develop this type of initiative all across the country. The Minister expressed his greetings to the force personnel and their families also on the occasion of Diamond Jubilee (75 years) of

the force. In the two days durations of the camp, 1100 soldiers donated blood to save the life of others.

Dr. M.C. Misra Director, AIIMS mentioned that Aashray, which was inaugurated by Shri Kapil Dev in the presence of Director General CRPF on 12th November 2013, has also completed one year of its great service to the humanity. Dr. Misra added that the willing personnel of CRPF, which has emerged as a lead partner in Organ donation drive of ORBO, AIIMS, are also registering themselves for the cause during the said camp. Once the site of bitter battle and contested terrain, now Salboni has turned out to be stable habitat. As part of its continued drive to win over the hearts and minds of the local populace, 207 CoBRA recently launched a series of Civic Action Programme in far flung remote areas of West Medinipur district under Police Station Salboni to develop strong ties with the villagers in the most sensitive areas in West Medinipur district. There was a massive and spontaneous response from the locals to attend the Civic Action Programme, which was hitherto, under the grip of naxal threats. Nangtisole, Mohistol, Katulpur, Banmalipur and other nearby villages applauded the efforts of 207 CoBRA On the occasion Shri Binod Toppo, Commandant – 207 CoBRA urged locals to disassociate themselves from the nefarious designs of Maoists and help administration in successful conduction of developmental works so as to enable them to join the national mainstream.
