targets for improving transport in their community
� LTP1 2001-2006
� LTP2 2006-2011
� LTP3 2011 onwards
�Authorities must produce both
Policies and an Implementation Plan.
Local Transport Plan (LTP)
� Accountable to our community – need to develop close
links with all sectors
� Funding for delivering transport policies/schemes is not
ring fenced
� Authorities need to take a fresh look at policies and
implementation proposals
� Funding levels will be reduced
� Develop good prioritisation frameworks for LTP3
policies

How does this relate to Travel Plans?
• Helps to generate conditions which enable
transport by different modes and encourage
changes in travel behaviour
• Warrington Borough Council has a Smarter
Choices team that can provide advice on
developing and updating travel plans
Birchwood Area Travel Plan
• The Highways Agency commissioned the study as part of their
‘Influencing Travel Behaviour’ programme.
• Partners include Warrington Borough Council, MEPC, Birchwood Forum,
Sustainability North West and the Birchwood Business Community.
• Birchwood was selected for a number of reasons:
- The size of the business community;
- The location of the site in relation to the M6 and M62 motorways
and the inevitable car culture;
- Attracts high proportion of long distance commuters;
- MEPC Birchwood Park’s successful travel management plan
- Significant problems with congestion, slow journey times, and
associated parking problems, etc.
