The National Innovation Agency (NIA) was established by the Ministry ofScience and Technology on October 1, 2003. Since its inception up to September 1,2009, NIA operated as an autonomous agency, under the supervision and policyguidance of the National Innovation Board, but outside the normal framework ofthe civil service and state enterprise. From September 2, 2009 onwards, NIA wasrestructured and became a Public Organization, while remaining under theumbrella of the Ministry of Science and Technology.

NIA undertakes a broad-based and systematic approach in facilitatinginnovation development in Thailand, both in terms of making improvements andpioneering new initiatives. What began in 1989 as a Cargill research project looking for innovative usesof carbohydrates from plants as feedstock for more sustainable plastics has quicklymatured into the innovative materials for which we are known today. NatureWorksLLC is an independent company invested in by Cargill and PTT Global Chemicalwho recently announced a $150 million investment in NatureWorks. Our companyis the first to offer a family of commercially available biopolymers derived from100 percent annually renewable resources with cost and performance that competewith petroleum-based packaging materials and fibers. NatureWorks LLC represents one of the largest efforts ever in green chemistryand biorefinery.

Our manufacturing facility, located in Blair, Nebraska, USA, has a name platecapacity of 300 million pounds (140,000 metric tons) of Ingeo biopolymer.Our plant came online in 2002. In 2003, we built the world’s largest lactic acidmanufacturing facility to feed our polymer plant. Then in 2009 we opened astate-of-the-art applications lab. Recently we announced Thailand as a preferredlocation for a 2nd manufacturing plant.

The origin of the Department of Science Service (DSS) is dated back to 1891,when it was set up as a small unit in the Royal Department of Mines and Geology.In 1902, the unit was then promoted to the Assay Office under the Ministry of RoyalTreasury. In 1918, the Assay Office was legalized to foresee all scientific activitiesunder the new name “Sala Yaktat” which functioned as the Government Laboratoryunder the administration of the Department of Commerce and StatisticalForecasting. On January 30, 1933, the Laboratory became the Department ofScience working under the Ministry of Finance. The Department of Science wasthen transferred to be under the Ministry of Industry in 1942. In 1979, the Departmentof Science was named Department of Science Service under the Ministry of Science,Technology, and Energy. The Ministry, presently, was named the Ministry of Scienceand Technology (MOST).

From the DSS’s early day until today, the responsibility and the amount ofworks have grown which resulting in several organization spin-offs. The Biopolymer business unit was started in 2007, to contribute in theconservation of the environment and thus ENVIPLAST was created as theenvironmental friendly polymer. The main purpose is to replace conventionalplastic disposable bags, which is the largest contributor to plastic pollution.

ENVIPLAST, being a full biodegradable polymer, is produced from rawmaterials, which come from renewable natural resources like starch (corn, cassava,potato –etc), vegetable oil (palm oil, corn oil, -etc) and other naturally abundantproducts. The ENVIPLAST polymer and its derivates completely degrade with thehelp of macro and micro organism to be converted into Carbon Dioxide (CO2),water (H

2O) and biomass in nature within months.

Other features of the ENVIPLAST film are that it dissolves instantly in hotwater, softens in cold water and leaves only a small amount of harmless ash whenburnt, contrary to conventional plastic, which result in hazardous chemical vaporsand molten residue.
