1 BIOGRAPHY U N I T E D S T A T E S A I R F O R C E COLONEL JANET W. GRONDIN Colonel Janet W. Grondin is the Chief, Spacelift Range and Network System Division, assigned to the Space and Missile Systems Center, Los Angeles AFB, CA. She leads over 250 government and contractor personnel modernizing and sustaining the world-wide Air Force Satellite Control Network (AFSCN) as well as the nation's Launch and Test Range System (LTRS) located at Vandenberg AFB, CA and Cape Canaveral AFS, FL. As Chief, she manages execution of the Spacelift Range System Contract (SLRSC), the Satellite Control Network Contract (SCNC) contract, and the LTRS Systems Engineering and Integration (SE&I) contract. She is responsible for developing the LTRS Integrated Support Contract (LISC) and the Space Acquisition Training Office that facilitates standardized training systems for the space enterprise. Colonel Grondin’s previous leadership assignments include Commander of the Global Positioning System (GPS) Advanced Control Squadron and Program Manager for the Operational Control Segment in the GPS Wing at Los Angeles AFB, CA. Colonel Grondin was commissioned upon graduation from Embry-Riddle Aeronautical University in Prescott, Arizona in 1989 with a Bachelor of Science in Aeronautical Engineering. Her assignments include the Oklahoma City Air Logistics Center, Wright-Patterson AFB, OH, Schriever AFB, CO, the Pentagon, and two tours at Los Angeles AFB, CA. As a Lieutenant, she provided engineering support to the Airborne Warning and Control System (AWACS) radar upgrade program. As a Captain, she was in charge of Delta II and Evolved Expendable Launch Vehicle (EELV) rocket subsystem development. Also as a Captain, she led a team fielding a new launch control system and operating center for the National Reconnaissance Office (NRO). As a Major, she facilitated budget decisions as Program Element Monitor for space situational awareness and classified programs at the Pentagon. In 2007, Lieutenant Colonel Grondin led a team fielding two new ground systems, worth $1B, to support GPS distributed operations. In 2009, she led an 80-member, ACAT 1D, competitive source selection for the next generation GPS Ground Segment (OCX). Colonel Grondin earned a Masters degree in Aeronautical Engineering from the Air Force Institute of Technology and is a graduate of the in-residence Air Command and Staff College and Air War College programs at Maxwell AFB, AL. She led the Air Force’s John J. Welch team of the year in 2007, is a recipient of the NRO’s Director’s Circle Award, and a winner of the Arthur Flemming Award.
