He became identified with the Confederate cause, and was Attorney-General and Acting- Secretary of War of the Pro- visional Government of the Southern Confederacy. In Feb- ruary, 18G2, lie was appointed Secretary of State of the Confederacy, which position he held until its fall in 18(15. He settled in London, England, after the war, and was made Queen's Counsel for Lancaster. During his residence abroad he wrote liis celebrated treatise " On Sales." He was elected, as a Repub-lican, from the 7th District, New York, to the 4(ith Congress.

NATHAN FRANK, of St. Louis, Mo., was born in Peoria, 111.,February 23, 1852. He wns educated in the public schools of

Peoria and St. Louis, and at Washington University. Hewas graduated from the Harvard Law School in 1871. He isa member of the St. Louis bar and the author of " Frank'sBankrupt Law." He was the Republican nominee from the9th District, Missouri, for the 50th Congress, but was de-feated. He was re-nominated by the Republican and UnionLabor party, and was elected to the .list Congress as aRepublican.

EMANUEL B. HART, of New York, was born in that city, Octo-ber 2'.), 1811. He early entered upon a mercantile career. Hewent to the Spanish Main as a supercargo, and settled inNew Y'ork as a commission merchant. He served for a timein the Board of Aldermen of New York City. He was a Rep-resentative in Congress from New York from 1851 to 1853.He was at one time a Lieutenant-Colonel of the State Militia.He was appointed by President Buchanan Surveyor of thePort of New Y'oi-k, and subsequently made an Excise Commis-sioner. He was frequently a member of the State andNational Conventions of the Democratic party.

.JULU'S HOUSEMAN, of Grand Rapids, Mich., was born in thevillage of Leckendorf, in Bavaria, Germany, December 8, 1H32.He. received a common-school and commercial education.He was engaged for thirty years in mercantile business andthe manufacture of lumber. He held the office of Aldermanin the city of Grand Rapids from 1861 to 1870 inclusive. In1871 and 1872 he was a Representative in the State Legisla-ture. In 1873 and 187.) he was Mayor of Grand Rapids. Hewas elected to the 48th Congress, as a Democrat, from the.1th District, Michigan.

BENJAMIN FRANKLIN JONAS, of New Orleans, La., was bornat Williamstown, Grant Co., Ky., July 19, 183-1. He removedwith his father to Adams Co., 111., where he received hiseducation. In 1853 he removed to New Orleans, where hestudied law and received a diploma from the law departmentof the University of Louisiana in 1855. He joined the Con-federate Army as a private of artillery, served as such andas Acting Adjutant of the artillery of Hood's Corps in theArmy of Tennessee, until the end of the war. He waselected a member of the Louisiana Legislature in 1865, andserved until reconstruction. In 1868 he was Chairman of theLouisiana Delegation to the Democratic National Convention.He was the Democratic candidate for Lieutenant-Governorof Louisiana in 1872, but gave way on the formation of thefusion ticket. In 187:.! he was elected to the State Senate,

and adhered to the McEnery government, refusing to takehis seat in the Kellogg Legislature. He •was elected CityAttorney of New Orleans in 1874 and re-elected in 1876. Hewas a member of the Louisiana Legislature in 1876 and 1877,and Chairman of the Judiciary Committee of the House. Hewas a member of the Democratic National Committee fromLouisiana, and was elected to the United States Senate, as aDemocrat, to succeed James B. Eustis, taking his seat March18, 1879. His term of service expired March 3, 1885.

JULIUS KAHN, Republican, of San Francisco, Cal.. was born atKuppenheim, Grand Duchy of Baden, on the 28th day of Feb-ruary, 1861. He removed with his parents to California in1866, and was educated in fhe public schools of San Fran-cisco, having been a member of the class of 1878 of the Boys'High School. After leaving school, he entered the theatricalprofession, which he followed for ten years, playing withEdwin Booth, Joseph Jefferson, Tommaso Salvini, Mr. andMrs. W. J. Florence, Clara Morris and other well-known" stars." In 1890 he returned to San Francisco and began tostudy law. In 1892 he was elected to the Legislature of theState of California, serving during the 30th session. In July,1893, he was elected Secretary of the Finance Committee ofthe California Midwinter International Exhibition. In Janu-ary, 1894, he was admitted to the bar of the Supreme Courtof California. He was elected from the 4th District, Cali-fornia, to the 56th Congress.

DAVID S. KAUFMAN, of Sabinetown, Tex., was born in Cumber-land Co., Pa., in 1813. He was graduated at Princeton Collegein 1833. Not long after, he removed to Natchez, Miss., andread law in the office of Gen. Quitman. In 1835 he settledin Natchitoches, La. In 1837 he emig'rated to Nacogdoches,in Texas, and in 1838 he was elected a Representative in theTexan Congress. He was twice re-elected and twice chosenSpeaker of the House. In 1843 he was elected to the Senate,and from the Committee, on Foreign Relations, in 1844, pre-sented a report in favor of annexation, and took an activepart in its consummation. In 1845 he was appointed Chargeto this government, but that office was superseded by thefinal act of annexation. He was elected one of the first mem-bers of the House of Representatives from Texas, servingfrom 1846 to 1851. He died in Washington, D. C, January13, 1851.

LEWIS CHARLES LEVIN was born in Charleston, S. C, Nov. 10,1808. He early removed to Woodville, Miss., becoming a

school teacher. Soon after a duel with an opponent, inwhich Mr. Levin was wounded, he left that town, and having1

read law, followed this profession in different States of theUnion, viz., Maryland, Kentucky, Louisiana and Pennsylvania.In 1838 he took up his residence in Philadelphia, and wassubsequently admitted to the bar in that city. He espousedthe cause of temperance, and edited the " Temperance Advo-cate." He became known as a speaker and a writer, and tohim is generally ascribed the formation of the Native-American Party in 1843. Its cause he assisted by the publi-cation of " The Sun," a daily paper, devoted to its interests.The new party won supporters, and as its representativeMr. Levin was elected to the House of Representatives threesuccessive terms, serving from 1845 to 1851. His importanceas a member of Congress was recognized in various ways,and he served as Chairman of the Committee on Naval Af-fairs. He died in Philadelphia, March 14, 1860.

JEFFERSON M. LEVY, Democrat, of New York City, was bornin New York. He is a son of Capt. Jonas P. Levy and anephew of Commodore Uriah P. Lev3'. He was educated inthe public schools and subsequently completed a course atthe University of the City of New York. He studied law withthe late Clarkson N. Potter, and having- been admitted tothe bar of the State of New York, was associated with himin various important litigations. Although active in publicaffairs and prominent in party work, he has never until nowheld public office. He is a member of the Chamber of Com-merce, of the Board of Trade and Transportation, of theReal Estate Exchange, and of numerous clubs and otherorganizations, and was for many years vice-president of theDemocratic Club. Commodore Levy, in 1830, at the sugges-tion of President Jackson, acquired Monticello, the home ofThomas Jefferson, and at his death Mr. Jefferson Levy be-came the owner. The homestead is maintained by Mr. Levyin keeping with its distinguished traditions. Mr. Levy waselected from the 13th District, New York, to the 56th Con-

LUCTUS NATHAN LITTAUER, Republican, of Gloversville, NewYork, born January 20, 1R59, in that city; removed to NewYork City in 1865, where he received his preliminary educa-tion; entered Harvard University and was graduated in 1878.He then engaged in the glove manufacturing business in Glo-versville with his father, to which he succeeded in 1882. Hewas elected to the 55th Congress and re-elected to the 56thfor the 22d District of New York.

MITCHELL MAY, Democrat, of the borough of Brooklyn, wasborn in that city, July 11, 1871. He was educated in theBrooklyn Polytechnic Institute and in the law school ofColumbia University, from which he was graduated in 1S92.He was elected to the 56th Congress for the 6th District ofNew York (Brooklyn).

ADOLPH MEYER, of New Orleans, was born October 19, 1842.He was a student at the University of Virginia until 1862, inwhich year he entered the Confederate Army and serveduntil the close of the war on the staff of Brigadier-GeneralJohn S. Williams, of Kentucky. He returned to Louisiana,and _has been engaged largely in the cultivation of sugarand cotton since, as well as in commercial and financial pur-suits in the city of New Orleans. He was elected Colonel ofthe Louisiana State National Guard in 1879, and in 1881 wasappointed Brigadier-General to command the First Brigade,embracing all the uniformed corps of the State. He waselected, as a Democrat, from the 1st District, Louisiana, tothe 52d, 53d, 54th, 55th and 56th Congresses.

LEOPOLD MORSE, of Boston, Mass., was born at Wachenheim,Bavaria, August 15, 1831. He received a common-school edu-cation at Wachenheim and came to the United States inearly life. He is a merchant. He was twice elected a dele-gate to the National Democratic Convention. He was elected,as a Democrat, to the 45th, 46th and 47th Congresses, rep-resenting the 4th District, Massachusetts; to the 48th Con-gress, representing the 5th District, Massachusetts: andto the 50th Congress, representing the 3d District, Massa-chusetts.

LEONARD MYERS, of Philadelphia, Pa., was born at Attle-borough, Pa., November 13, 1827. He received a liberal edu-cation. He studied and practiced law and digested the ordi-nances for the consolidation of the city of Philadelphia. Hewas solicitor for two of the municipal districts of Philadel-phia. He was elected, as a Republican, from the 3d District,Pennsylvania, to the 38th, 39th, 40th, 41st, 42d and 43d Con-gresses.

HENRY MYER PHILLIPS was born in Philadelphia, June 30,1811. He received a liberal education, subsequently readlaw, and was admitted to the bar in Philadelphia, in 1832.For some years, he followed criminal law practice withmarked success, and afterwards gave his attention to civillaw, by the practice of which he amassed a fortune, finally

ranking- as one of the best constitutional lawyers in thecountry. In 1856 he was elected, as a Democrat, from the4th District, Pennsylvania, to the .!5th Congress, and during-his term figured conspicuously in the debates, especiallyduring the discussion on the admission of Kansas as a Stateto the Union. On the expiration of his term, he declined toaccept any other political office, though frequently urged tobecome the Democratic candidate for Mayor of Philadelphia.He was prevailed upon, however, to accept numerous posi-tions in educational, charitable and financial institutions, andwas a Commissioner of the Board of City Trusts, havingcontrol of the Stephen Girard Estate, and was made presi-dent of tha t board. He was also chosen President of theBoard of Directors of the Academy of Music, President ofthe Fairmount Park Commission, Director of the Pennsyl-vania Company of Insurance and Annuities, Director of thePennsylvania and other railroad companies, of the JeffersonMedical College, Western Union Telegraph Company, andother corporations. He also served as Grand Master of FreeMasons of the State of Pennsylvania. He was a patron ofthe fine ar ts . He died April 28, 1884.

I 'HILIP PHILIPPS was born in Charleston, S. C, December 1:1,1807, and was educated at the Norwich Military Academy, inVermont, and at Middletown, Conn. In 1825 he commencedthe study of law in Charleston, and on the day after at taininghis majority was admitted to the bar. He entered publiclife by becoming a member of the "Nullification Convention,''in 1832, and voted with the minority. In 1834 he was elected,for two years, to the State Legislature; in 1835 he resigned.He removed to Mobile, Alabama, and practiced his professionwith success. In 18:-!7 he was elected President of the Ala-bama Democratic State Convention. In 1844 he was electedto the Legislature, and was Chairman of the Committee onFederal Relations. In ]S49 he was President of an " InternalImprovement Convention." In 1851 he was again elected tothe Legislature. In 1852 he went to the " Baltimore Conven-tion." He was a Representative in Congress from Alabama,from 1853 to 1855, and declined a re-election. He remainedin Washington, D. C, and practiced his profession there.

ISIDOR KAYNEE, of Baltimore, Md., was born April 11, 1850.He was educated at the University of Virginia, and wasadmitted to the bar in Baltimore in 1870, and has beenpracticing law since tha t time. In 1878 he was elected tothe Maryland Legislature for two years, and was chosenChairman of the Baltimore City Delegation, In 1886 he was

elected to the State Senate from Baltimore for four years.He was elected, as a Democrat, from the 4th District, Mary-land, to the 50th; 52d and 5.?d Congresses, and is at presentthe Attorney-General of the State of Maryland.

JOSEPH SIMON, Republican, of Portland, Oregon, was born inGermany, in 1851, and came to this country with his parentswhen but one year old. He has resided in Portland since1857, and received his education in the public schools of thatcity. In 1872 he was admitted to the bar. He was electedto the City Council of Portland in 1877, and served as amember of that body three years. He was appointed Sec-retary of the Republican State Central Committee in 187S,and managed the State campaign of that year; was chosenChairman of the Republican State Central Committee ofOregon in 1880, 1884 and 1886, and had charge of the Stateand National campaigns of those years in Oregon. He wasa delegate to the Republican National Convention, whichmet in Minneapolis in 1892, and was there selected as themember of the National Committee for Oregon. He waselected to the State Senate from Multnomah Co. in 1880, 1884,1888, 1894 and 1898, and was chosen President of the Senateat the sessions of 1889, 1891, 1895 and 1897, and at the specialsession of 1898. He was elected to the United States Senate,October 6, 1898, to fill a vacancy that had existed since March4, 1897. His term of service will expire March 3, 1903.

ISIDOR STRAUS, of New York City, was born in Bavaria, Feb-ruary 6, 1845. He came to this country in 1854 with his motherand settled in Talbotton, Ga., where his father had previouslyprovided a home. He was educated at Collinsworthi Instituteand was preparing to enter the West Point Military Academywhen the breaking out of the war prevented him from doingso. He removed to New York City in 1865, where his fatherfoimded the mercantile firm of L. Straus & Sons in I860.He entered the firm of R. H. Macy & Co., New York, in 1888,and the firm of Abraham & Straus, of Brooklyn, in 1893.He has been connected with various tariff and currencyreform movements. He is the representative of New YorkCity on the New York and New Jersey Bridge Commission.He was elected from the 15th District, New York, at a specialelection held on January 30, 1894, to fill the unexpired termof Ashbel P. Fitch, to the 53d Congress.

MYER STROUSE was born in Germany, December 16, 1825. Hecame with his father to the United States in 1832 and settledin Pottsville, Pa. He received an academic education and

subsequently studied law. From 1848 to 1852 he edited a news-paper in Thiladelphia, called the " North American Farmer,"after which he devoted himself to ths practice of his pro-fession. In 1862 he was elected a Representative from the10th District, Pennsylvania, to the 38th Congress, serving onthe Committee on Roads and Canals. He was re-elected tothe 39th Congress, serving on the committees on Territories,Expenses, the Interior Department, and Mines and Mining.

DAVID L. YULEE was born in the West Indies, but when quiteyoung- removed to Virginia, where he received the rudimentsof a classical education. He emigrated to Florida in 1824, anddivided his time between the practice of law and the pur-suit of agriculture. He was a Delegate to Congress from theTerritory of Florida from 1841 to 1845, bearing the name ofLevy, and, as Yulee, was a Delegate to the convention whichframed the State Constitution. In 1845 he was elected aSenator in the 27th Congress, where he continued until ]SC>1,officiating as Chairman of the Committee on Post Offices andPost Roads. He was also President of the Atlantic andGulf Railroad of Florida. He withdrew from the Senate totake part in the Civil War, and at the close of the conflictwas confined in Fort Pulaski ns a prisoner of state.

INTRODUCTION

At the Seventh Annual Meeting of the American JewishHistorical Society held at Philadelphia December 20, 1898,it was announced that Dr. J. H. Hollander, of the JohnsHopkins University, Baltimore, had been requested to col-lect details respecting the names, ranks and services of Jewswho were in the United States Army and Navy during theSpanish-American War.

Later on it was arranged that the preliminary list shouldappear in the American Jewish Year Book for 1900-1901,with the understanding that the final list would be publishedby the American Jewish Historical Society.

About the beginning of the present year, Dr. Hollanderformulated a plan and began the work, when he. was re-quested to go to Porto Rico for what was supposed to be atemporary service. I agreed to carry on the correspondence,meanwhile intending to turn the work over to Dr. Hollanderupon his return. A little later came his appointment tothe very honorable post of Treasurer of Porto Rico and thenecessity for his relinquishnient of work upon this list.

I accordingly determined to continue it. The sources forthe present list are as follows: For officers of the Army andNavy, the official registers; for non-commissioned officersand enlisted men in the Army and Navy, the Jewish news-papers and private information, since the War Departmentmuster-rolls are inaccessible; for the volunteer troops organ-ized by the various States, the rosters where published andagain private information and the Jewish press. There arescores of individuals all over the country to whom I am in-debted for important aid. Their names will be given in thefinal publication. Where names are starred, I have no evi-

dence that the persons are Jews, and have judged simply bythe name; this statement does not apply to the New YorkState list, where practically no stars are given, although theJewish identity has not been established in every case. If,perchance, men who are not Jews find their names in theselists, I am sure they will not object to being in the companyof those with whom they suffered privations and fought fora common country.

To save persons who will be called upon to criticize thislist any trouble or undue expenditure of time, I will pointout some of its most glaring defects. It is inconsistent andinconvenient in arrangement; it contains names which shouldhave been omitted, and omits names which should have beenincluded; it frequently gives names incorrectly or with insuf-ficient data or under wrong commands, and it even containssome repetitions. These faults are mentioned so that thosewho might otherwise be obliged to give their time in discov-ing them will use it in aiding me to correct them.

It may not be unnatural for some readers to enquire why.if the Editor was conscious of all these faults, the publicationof the list was not delayed until it could be made more per-fect, and the answer is, that the improvement by waitingwould have been inconsiderable, but a publication of thisrough list at once gives the opportunity whilst the war andthe organization of regiments and companies is fresh inmind to the five thousand and more members of the JewishPublication Society of America to aid in its correction andimprovement. Every Jew in the United States is interestedin this work, and each one can do something toward it. Willthey send their corrections at as early a date as possible to theaddress given below?

The Jews of Massachusetts, during the late Spanish-Americanwar, were not a whit behindhand in displaying- their patriotism;immediately after the declaration of war in April, 1898, scoresof Jewish young men applied at the various armories through-out the State, but owing to the fact that the militia organiza-tion of Massachusetts is so thorough, but a small proportion ofthe applicants were accepted, nevertheless there were about 100Jewish young men from Massachusetts who wore Uncle Sam'suniform during- the war.

Owing to the fact that the muster rolls are now in use at theAdjutant-General's office, and will not be open for public inspec-tion before September 15th, the writer has been unable to obtainthe names of all the Hebrews serving in the various regiments,but by inquiry among the various regimental officers who servedduring the last war he has been able to get the number ofJewish young men in each of the regiments.

The 1st Massachusetts Regiment Heavy Artillery, which wasthe first volunteer regiment mustered into the United Statesservice, contained 11 Jews, divided among the various batteriesas follows: Battery B, 3; Battery E, 2; Battery L, 1; Battery I, 3;Battery K, 2.

The 3d Massachusetts Regiment, which served in Cuba, and

was brigaded together with Tlst New York Regiment, contained7 Jews, 2 from Springfield in Company K, :i from Worcester, 1 inCompany A and 2 in Company H; 2 from Northampton in Com-pany I.

In the 6th Massachusetts Regiment, the writer himself served,and he is therefore able to give the names of those who servedwith him. I t contained five (5) Jews, divided among the variouscompanies as follows:

C, on the Yale, whichcarried General Miles to Cuba on July 8, 1898, and was atSantiago, but owing to the fact tha t Santiago surrendered, wasnot landed; the regiment, however, was taken to Porto Rico, be-ing the first American regiment to be landed on tha t island, andtook par t in the engagement at Guanica on July 26, 1898.

The 9th Massachusetts Regiment contained a larger proportionof Jews than any other Massachusetts Regiment, owing' tothe fact t ha t it is almost exclusively a Boston regiment; therewere twenty-two (22) Jews in tha t regiment. The 9th Regi-ment took par t in the battle of Santiago, being brigaded withthe 1st District of Columbia Volunteers.

The 8th Massachusetts Regiment, which was not fortunateenough to do active service, contained onlj' two (2) Jews, bothin Company I of Lynn.

The 5th Massachusetts Regiment, which was not called intothe United States Service until the second call for volunteers,and which did not see active service, contained eight (8) Jews,divided as follows: Company E, of Medford, three (3); CompanyF, two (2); Company L, two (2); Company M, one (1).

There were also ten (10) Jews in the Massachusetts NavalMilitia, and a large number of them enlisted at Boston duringthe war and served in the Regular Army.

In addition to the above, there was an independent companycomposed exclusively of Hebrews formed in Boston, of whichSamuel H. Borofsky, present representative to the Massachu-setts Legislature from the Sixth Suffolk District, was Captain,but owing to the fact of the short duration of the war, thiscompany was never mustered into the United States service.

JEWISH STATISTICSThe statistics of Jews in the world rests largely upon esti-

mates. In Russia, Austria-Hungary, Germany, and a few othercountries official figures are obtainable. In the main, however,the numbers given are based upon estimates repeated and addedto by one statistical authority after another. In spite of the ira-satisfactoriness of the method, it may be assumed that thenumbers given are approximately correct. For most countriesthe census of 1890 is employed, though where later trustworthyinformation is at hand it has been utilized.

THE UNITED STATES

As the census of the United States has, in accordance with thespirit of American institutions, taken no heed of the religiousconvictions of American citizens, whether native-born or nat-uralized, all statements concerning the number of Jews livingin this country are based upon estimate, though several of theestimates have been most conscientiously made.
