PRESIDENT’S REPORT - June 2017

It has been a pretty wild spring this year in terms of water. Here in the Okanagan, the big lakes have broken previous records for high water levels and are set to continue their rise for at least another week. Creeks across the province are spilling their banks, roads have washed out and countless private properties have been affected. Despite all of the immediate concerns with surface water, important issues with groundwater are percolating below the surface.

The Flowing Artesian Well Working Group (FAWWG) has met and Kathy is in the process of putting together the Association’s position before an upcoming meeting with the Ministry of Environment. A draft of the new Groundwater Handbook is ready and being reviewed by the Executive and it is hoped the new Handbook will be made available to everyone this summer.

For me, groundwater licensing continues to be the issue with the most potential to impact our membership and our industry as a whole. At our convention in March, we were informed by the Ministry of Environment that at that time, 32 groundwater licences had been issued. Since that time I have not seen any additional groundwater licences posted on the provincial Water Rights Database, and of the 15 or so groundwater license applications I submitted last year, not one licence has been issued. The uncertainty around the licencing process and timeline for approvals is definitely a concern of mine and for my clients who wish to drill new wells and put that water to use. As a reminder, according to the Water Sustainability Act, people are technically not allowed to use groundwater (for what would be considered a new use) until they have received a conditional license.

While no licenses have been issued on our projects, we have been involved with a file wherein a new groundwater licence application was formally rejected. I provided some information on this project in my last report. In brief, the licence application involved a new, 200 US gpm irrigation well in the area between Lumby and Mabel Lake. The well was located approximately 500 m from Bessette Creek, and the application was rejected on the grounds that Bessette Creek was fully recorded and that environmental flow needs in the creek could be affected. The implications of this decision are precedent setting: what this essentially means is that no new non-domestic wells will be licensed in this watershed. There are hundreds of fully recorded streams across the province, and if this decision-making rationale is extended to those watersheds…………….?

In closing, I would like to put a call out to all of the membership to encourage you all to submit content for the monthly newsletter. I think it would be beneficial to everyone if the newsletter became an even better forum for sharing current and high-quality information on our industry. This could be case studies for a particularly interesting project, examples of successful or unsuccessful groundwater licensing applications or regional perspectives on matters important to our members. This invite extends to our friends at the Ministries of Environment, Forests, Lands and Natural Resource Operations and the Oil and Gas Commission, who are likely involved in some of the most interesting and highest profile projects in the province.

GENERAL MANAGER’S REPORT - June 2017

This year is proving to be an exceptional year, with unexpected twists and turns in climate patterns and in provincial, national, and international politics. This has resulted in considerable uncertainty, whether it be about the security of homes and businesses in the path of rising floodwaters, the future of large infrastructure projects in this province, or our trading relationship with our American counterparts. To all of you coping with uncertainties, I would like to extend a word of support. This includes our friends at the Ministry who were on a communication hold at the time of printing of this newsletter, but will be back in September, hopefully!

Here in the back room of the Association, we have been busy chipping away at our priority action items for 2017, including a new Groundwater Protection Regulation Handbook, a new website, and the Flowing Artesian Wells Working Group. The new handbook is intended to be a quick reference tool for well drillers, well pump installers, and other working with groundwater resources. It will outline not only the regulatory requirements for working with groundwater under the Water Sustainability Act and Ground Water Protection Regulation, but also some industry suggested practices in relation to siting, drilling, testing, and decommissioning wells. Thank you to GW Solutions for their role in drafting the Handbook, and to members of our Handbook Committee for their editorial input and insight. We hope to have it ready for release this summer.

As general manager of the Association, I spend a good portion of my day on the phone. Being an introvert, this isn’t something I necessarily crave, but over time, I have come to realize how important

it is. A good conversation is worth several emails, as it allows you to better understand the subtleties of another person’s position and the experiences and information that support it. So much can be wrongly interpreted in a hastily written email. Regardless of whether you are a consultant, policy maker, contractor, or supplier, a conversation helps you build relationships and do your job more effectively.

Consider the three way yin yang design below. It is a symbol that Chinese philosophers use to show how different or contrary forces can be complementary and interdependent. Just about every aspect of what we do in this industry has a regulatory component, a theoretical component, and a practical component. As a regulator, consultant, or tradesmen/supplier, you relate most to one of these components. However, you need to adopt a bit of the other two to be at the top of your game, whether it be in formulating public policy, advising a client on where to drill their well, or completing a series of boreholes for a geotechnical investigation.

To achieve this essential balance, we need dialogue. Through dialogue, consultants and contractors gain an understanding of why the rules are as they are, policy makers and consultants gain insight into the practical challenges of implementing these rules, and contractors and policy makers gain an understanding of who needs these rules and the impact they may have on the resource. We all have a voice, so let’s keep the conversation going.

BIOFOULING GOES UNDETECTED   Submitted by Jim Clark, Water Well Driller and Rehabilitator  

I had the pleasure of attending Michael Schneiders’ presentation at our annual convention this year. Michael’s talk was predominantly about biofouling problems in wells.  He mentioned that biological growth can establish a solid foothold on a well screen before the well shows signs of impaired performance.  That is, before the pumping water level (PWL) starts creeping downwards.    

Regularly measuring a well’s PWL is a common means of tracking well performance over time, assuming that the pumping rate and static water level stay about the same.  Monitoring of the PWL is made possible by a sounding tube installed inside the well.   These are typically one inch in diameter and are usually installed from the top of the pump up to the well cap.  In my opinion, regular installation of sounding tubes is a mark of professionalism and an acknowledgement that the well will need to be monitored after the pump is up and running.   

Typically, well rehabilitation work is undertaken when the PWL drops too close to the pump intake.  However, Michael’s research challenges the assumption that a steady PWL means that a well screen is in good condition, when in actual fact biofouling may be beginning to take hold.  For this reason, a down‐hole video survey of the well screen is a worthwhile investment.  This is illustrated in Figure 1.  For this example, rehabilitating the well sooner, when the screen was partially obstructed, would have been easier and less costly than rehabilitating the well later, when the screen was almost fully obstructed and a drop in PWL was observed.   

A down‐hole video survey of a well can be completed at little extra cost during a pump change out.  If the well screen is not looking good, other information, such as microbiological and chemical analyses of a well water sample, may help determine the source and degree of the problem, and the opportune time to address it.      

Well Specialists rely on good information to help make informed decisions on well problems.  Well owners and operators can do their part by keeping records of:  static water levels, pumping water levels, water quality tests (including any unusual color or odour), and any video clips of the interior of the well.  Original measurements taken when the well is first brought on‐line are very important and constitute ‘basemarks’ against which future measurements can be compared.  These need to be documented and easy to access in the well owner’s files.   

With proper ‘basemarks’ in place, well owners can rely on their data to decide when to schedule rehabilitation work, rather than wait for a pump failure or noticeable drop in well performance.  Scheduled maintenance activities performed at convenient times (e.g. during the wet winter season for irrigation wells) are less costly and more efficient than a patchwork of rush maintenance activities performed at inconvenient times.  Furthermore, repeat, regular maintenance has the potential to extend the operating life of your well.           

Our improved understanding of biological growth in wells builds the argument for more routine monitoring of a variety of parameters besides PWL.  Pump installers are typically the ‘first responders’ when there are problems with the well, and can help well owners establish a ‘predictive maintenance’ program.  For this, a quality down‐hole camera is a worthwhile investment.  Wells are becoming older and need service work, and we all have a part to play in getting the most out of our water well asset.

OPPORTUNITY KNOCKS FOR PUMP INSTALLER TRAINING IN BC   Submitted by Kathy Tixier  

Pump installers are regaining some educational footing in BC, after suffering a major setback in 2013 after the dissolution of the Canadian Ground Water Association. Two years later, with the help of the BCGWA and MOE, British Columbia launched its own certification program for pump installers through the Industry Training Authority (ITA).  However, candidates were largely left to their own devices to prepare for the exam.     

The month of April proved to be an exception, with two independent pump installer training courses held on the Coast and in the Interior.  

The first course was given by Dave Mellis of PSI Pump Systems Incorporated in Nanaimo on April 7 in tandem with the Coastal Water Suppliers Association’s annual convention.  Seeing a dual opportunity to provide an educational ‘leg up’ to pump installers needing certification and put the BCGWA Laurie DeSilets memorial fund to good use, the BCGWA worked with FLNRO to promote the course and partially subsidized seven registrations.  The twenty two  in attendance reviewed basic groundwater concepts, well design and pump selection, NPSH, affinity laws, VFD’s,  and troubleshooting.  “We are a unique trade in that we work with both water and electricity,” says Dave.     

 

To obtain their certification, pump installers need to be aware of pertinent regulations (BC safety authority electrical regulations, Worksafe BC requirements, and the new Groundwater Protection Regulation), understand the resource they are working with (types of aquifers and how to test them), and most importantly how to deliver groundwater at a rate and quality suitable for its end use.  And when things go wrong, you need to be prepared to source and solve the problem quickly to get the well back on‐line. 

On April 26 and 27, MTS Maintenance Systems in Vernon also offered their inaugural Well Pump Installer Course.  It was led by Nelson Porter, superintendent of Pumps and Controls for the City of Burnaby.   

The 2‐day course covered 11 modules designed to prepare candidates for the ITA well pump installer exam.  The 10 in attendance worked with a ‘live’ pump installed in a 37 foot deep well simulator, and operated a variety of equipment and controls.  Many commented that it helped to fill the gap between what installers learn on the job and what they need to know in practice, as well as point them to useful reference tools that they were not already aware of.

In June I had the pleasure of meeting the latest recipient of the BCGWA Graduate Award in Hydrogeology, Ismena Bystron, and her supervisor, Dr Dirk Kirste, Associate Professor in Environmental Geochemistry at Simon Fraser University.

Ismena’s project investigated groundwater springs in the Peace River Regional District (PRRD) of Northeastern BC, where spring water is used both for potable water and agricultural operations. The aim of her research was to better understand what influences spring occurrence and investigate the relationship between springs and local and regional groundwater systems. Her approach included: investigating the likelihood of occurrence for prings with a GIS-based multi-criteria decision analysis; analyzing the geochemical and isotopic composition of spring water to establish groundwater flow paths and estimate mean residence time of spring water; and utilizing GIS and available information to identify the spring source area for several springs. With the increase in oil and gas activity in the PRRD, understanding the role of springs and their source areas will provide information for government and industry to improve guidelines for protection and management of spring waters.
