He has been appointed as the tenth Vice-Chancellor (V-C) of the University of Jammu to take over from Prof Varun Sahni, the present Vice Chancellor of Jammu University who had completed his tenure on December 7, 2011. A press release issued by Raj Bhawan said Governor NN Vohra, who is also the Chancellor of the University of Jammu, had in consul- tation with Chief Minister (Pro- Chancellor of the University) appointed Dr Ishar appointed as the Vice-Chancellor of the varsity from among a panel of three persons rec- ommended by a Search Committee headed by Professor G K Chadha, President, South Asian University, with Prof MM Salunkhe, Vice- Chancellor, Central University of Rajasthan, and Dr SS Bloeria, Vice- Chancellor, Central University of Jammu, as its members. Dr Ishar was born at Kathua dis- trict of Jammu on November 4, 1954. His forefathers had migrated to Kathua from Mandole in Poonch district, now in POK. He secured second position in the Jammu University in the B Sc examination and was awarded Certificate of Merit for standing first in the M Sc (Chemistry) examination by the Jammu University. The com- pany had challenged the Bombay High Court order asking Vodafone company to pay income tax of Rs 11,000 crore on a deal abroad. The apex court directed the tax department to return Rs 2,500 crore deposit- ed by Vodafone in compliance of its interim order within two months. "The government has no jurisdiction over Vodafone's purchase of mobile assets in India as the transaction took place in Cayman Islands between HTIL & Vodafone," Chief Justice S.H. Kapadia said. He said for the stability of economic opera- tions, investors should know where they stand. He added that Hutch Essar, whose Indian operations were acquired by Vodafone, was not a fly-by-night operator and was in India since 1994 and had contributed Rs 20,242 crore by way of direct and indirect taxes. Justice Kapadia delivered the majority judgment alone with Justice Swatanter Kumar. However, Justice K.S. Radhakrishnan differed with the judgment. JAN 14, 2012: A man running anon-governmental organisationthrew black ink on Baba Ramdevduring a press conference at theConstitution Club. The accused waslater arrested. Kamran Siddiqui (40),running Real Cause, in Okhla, hadsought Ramdev's opinion on the2008 Batla House encounter inwhich suspects of the Delhi serialblasts were killed.

The yoga guru refused to take thequestion and soon afterwardsKamran allegedly hurled the ink hecarried in a small plastic bottle.Ramdev had called the press meet toannounce his plans to campaign inthe upcoming Assembly elections onissues such as black money and cor-ruption.

Immediately after the attack,Ramdev's supporters caught hold ofKamran and beat him up beforehanding him over to the police. Hisshirt was torn and he was seenbleeding from the lips, eyewitnessessaid. The police then escortedRamdev from the club amid ajostling crowd.

Speaking to reporters soon afterthe incident, Ramdev said that hewould continue his campaignagainst corruption and would not bedeterred by such attacks. "We haddemanded action on black moneyand this is the gift we got. Black inkor anything else is not going to deterus. We were shown black flags, but

we did not care," he said. A case waslater registered against Kamranunder Section 153 (intent to causeriot) and 355 (assault with intent todishonour a person) of the IndianPenal Code at the Parliament Streetpolice station. EC to use new techniques to makestate elections more fool-proof

The Election Commission will make use of some new IT based techniquesin the assembly elections in five states to make the election process moretransparent and fool-proof. AIR correspondent quoting state election offi-cials reports that the use of mobile phones and SMS will help the speedyannouncement of trends and results during voting and counting of votes.The election commission has already launched voters' awareness cam-paign using modern IT tools. During the revision of voters' list, the com-mission has collected the mobile numbers of voters. The commission hasalso made arrangement of live streaming of poll process in selected con-stituencies of the state with the help National Informatics Centre.

LC recommends dilution of anti dowry lawJan 20, 2012 The Law Commission (LC) has recommended the dilutionof anti-dowry law to make it less stringent. The recommendation wouldallow the woman involved in the case to withdraw it with the permissionof the court provided she is not under any pressure. The Commission,headed by Justice P V Reddi, has recommended to the government tomake Section 498-A of the Indian Penal Code (IPC), which deals withharassment for dowry and cruelty to a woman in her matrimonial home, acompoundable offence. Compoundable offences are those which can becompromised by the parties to the dispute. The permission of the court isnot necessary.

Number Of Girl Student Rose In 2011Jan 17, 2012 The number of girl students enrolled in schools in the agegroup of 11 to 14 years improved significantly in 2011 and nearly 97 percent of the children aged between 6 to 14 years were enrolled in schoolsin rural areas. These are the findings of the latest Annual Status ofEducation Report for the year 2011 released in New Delhi by HumanResource Development Minister Kapil Sibal.

I&B Ministry Declares Citizen CharterJan 17, 2012 The Information and Broadcasting Ministry has declared aCitizen Charter under which it will deliver services to people within aspecified time-frame. As per the Charter, for granting permission to TVChannels for up linking or down linking, the ministry will forward theapplications within two months after receiving them in completed form tothe Ministries and Departments concerned for clearances. The Charterexplains that to issue permission for up linking or down linking of TVchannels from India, the application is examined by Department of Space,Ministry of Home Affairs and other departments.

The Supreme Court of India inthe first week of January 2012 ruledthat a person cannot be detainedunder the preventive detention lawlike National Security Act (NSA)without justifiable reasons. If it hap-pens, it would impinge upon theindividuals Constitutional right ofpersonal liberty. The apex courtobserved that the State authoritieshave been granted the power to curb

such rights under criminal laws asalso under the laws of preventivedetention. These laws are requiredto be exercised with due caution aswell as upon a proper appreciationof the facts as to whether such actsare in any way prejudicial to theinterest and the security of the Stateand its citizens, or seek to disturbpublic law and order, warranting theissuance of such an order.

NCPCR asked the state govts to proposea system called Shiksha Samvad

National Commission for Protection of Child Right (NCPCR) on 9January 2012 directed the state governments to propose a system calledShiksha Samvad for holding regular dialogues between government offi-cials and civil society on the implementation of the Right to Education Act.In a letter, the commission, which is monitoring the Act, asked the stategovernments to institutionalize the system for regular reviews of the act.This will enable the local administration to keep a close watch on how theimplementation of the Act is proceeding at the ground level. It will alsoallow the people to seek speedy redressal by raising the issues directlywith the government officials.

NRHM scam: CBI raids 40 places including ex-UP Health Secy office

JAN 19, 2012 The CBI conducted raids at 40 places including New Delhi,Lucknow, Kanpur, Ghaziabad and Noida after three new cases were filedin the National Rural Health Mission, NRHM, scam. The raids were con-ducted at residences and offices of former health secretary of UttarPradesh, Pradeep Shukla and five other members of Legislative Assemblyand Legislative Council. The CBI registered three more cases last evening.Shukla was director of the NRHM and was in-charge of distribution ofmoney and awarding contracts to various firms to supply medicines underthe mission. Some of the companies, which supplied the material, belongto the bureaucrats. They are also being raided by the CBI. The CBI hadregistered five cases earlier in connection with the NRHM scam. GNLF president Subash Ghising to take Govt to Court

Jan 20, 2012 Gorkha National Liberation Front (GNLF) Supremo SubashGhising is all set to drag the Union and West Bengal Governments to thecourt for the non-implementation of a Memorandum of Understanding(MOU) of which both were signatories. Ghising has been making frequenttrips to Delhi to consult legal experts in this regard. On the other handGorkha Janmukti Morcha (GJM) President Bimal Gurung has threatenedto resurrect the Gorkhaland agitation if the Government fails to form theGorkhaland Territorial Administration (GTA) within March 27, 2012.

On December 6, 2005, a Memorandum of Understanding had beensigned between the Centre, State and GNLF President Subash Ghising toaccord a 6th Schedule status to the Darjeeling Hills. However with theGorkha Janmukti Morcha (GJM) being floated by dissident GNLF leaderBimal Gurung in October 2007 riding piggyback on the Gorkhalanddemand finally led to the ouster of Ghising, the GNLF and the 6thSchedule demand from the Hills.

A fresh Memorandum of Agreement (MOA) was signed between theState, Centre and the GJM on July 18, 2011, for the formation ofGorkhaland Territorial Administration (GTA,) an autonomous administra-tive body to replace the existing Darjeeling Gorkha Hill Council. ThisMOA paved way for the passing of a GTA Bill by the West BengalAssembly. The Bill is at present under inter-ministerial consultation.Following a green signal from the ministries, the Bill will require an assentfrom the President of India. Jan 13, 2012 Prime Minister JuliaGillard has reiterated that Australiawill not agree to export uranium toPakistan, which is imploringCanberra to make a similar policychange as done recently for India.The policy is an exception whichrecognises the compelling rationaleand national interest for a change inrelation to India only. In the case ofPakistan, the issue did not arise as itdoes not have an exemption fromthe Nuclear Suppliers Group.Australia does not sell uranium tonuclear power countries which havedeclined to sign the NPT.

The Australian premier indicat-ed that the US might have played asignificant role in Australia over-turning the ban on the sale ofnuclear fuel to India. The primaryreason behind the ban on sellinguranium to India was that it wasthen part of a widely-supportedinternational strategy to bring NewDelhi into the Nuclear Non-Proliferation Treaty (NPT) but theUS-India civil nuclear agreement of2007 changed that strategy.

Against that background, itmade little sense for Australia tostand alone as a country that would

not consider nuclear trade withIndia. The exception made in Indiawas not only due to the US prod-ding but also because of close linksbetween the two prominent democ-racies. A number of Australianpolitical observers have been criti-cising the ban for hampering therelations with India. Australia andIndia have strong and deep tiesfrom trade and investment to educa-tion and science. Govt. prosecutes social network sites13 January 2012 Court hearings did not bring any respite for Google orFacebook, who are among the 21 companies in legal trouble over obscenematerial posted on their sites. Yesterday, the Delhi High Court warned that

like China, India can shut down thesesites. Today, the Indian government hasdecided to sanction the prosecution ofexecutives from these companies forcharges that include "promoting enemi-ty between groups" and "deliberatemalicious acts intended to outrage."Since some of the charges requested in

court are non-bail able, the government had to indicate whether it agreedwith the need for the websites to stand trial.

A Delhi court has also asked the government to issue summons to morethan 10 companies who have said they are head-quartered abroad, likeFacebook, YouTube and Yahoo. The executives of all 21 companies havebeen ordered to appear in court on March 13. They may face criminalcharges. Google and Facebook have appealed against the lower court'sproceedings in the Delhi High Court, which will consider the matter.

of militancy-free districtsJAMMU: Union Ministry of HomeAffairs (MHA) has asked the StateGovernment to take measures to freemore districts from militancy thisyear especially those where militan-cy related incidents were confined tosingle digit during 2011. The Statehas already declared five districtscompletely free of militancy.

The directive came at a high levelmeeting called by the Union HomeMinistry in New Delhi to reviewsecurity scenario, counter infiltra-tion measures and terror fundingexclusively in Jammu and Kashmir,official sources told the Excelsior.Union Home Secretary R K Singhchaired the meeting.

Expressing satisfaction over thefact that five districts of Jammu andKashmir including Jammu, Samba,Kathua, Reasi and Doda have beendeclared free of militancy, the MHAcalled upon the security agencies toconcentrate on completely clearingmore districts from militancy.

JAMMU: Jammu and Kashmir hasshown the largest gap betweenhaves and have-nots. The richestgroup are consuming a majority ofresources while leaving negligibleresources for the poorest, says astudy.

According to the study "RuralDevelopment in India: State-LevelExperiences" by The AssociatedChambers of Commerce andIndustry of India (ASSOCHAM),the state has seen the highest rise inthe monthly per capita consumptionexpenditure (MPCE) of its richesthouseholds.

The study has exposed the tallclaims of the government of imple-menting flagship programmes todevelop rural areas, including theMahatma Gandhi National RuralEmployment Guarantee Act(MNREGA), the Indira Awas Yojna(IAY) and others.

The report also revealed that"Gini Coefficient", the inequality inincome distribution, was the highestfor the state i.e. 7.37 per cent, fol-lowed by Madhya Pradesh, includ-ing Chhattisgarh, at 4.96 per centand Bihar, including Jharkhand, at4.9 per cent.

Rajasthan, Karnataka, northeast-ern states and union territories, too,had seen some fall in the degree ofincome inequalities.

ASSOCHAM secretary generalDS Rawat said reducing incomeinequalities was necessary foraccelerating economic and humandevelopment. Therefore, the stategovernments must play a major rolein developing social sectors andcritical infrastructure. "Along withachieving higher economic growth,more efforts need to be made tomake it more inclusive," he added.The survey indicated that the

inequality in consumption expendi-ture had aggravated in the ruralareas of the state.

The aggravation was broadlyaccompanied by a fall in the con-sumption expenditure of the bottom20 per cent population and anincrease in the consumption expen-diture of the top 20 per cent.

The study also stressed that highinequality threatened political sta-bility because more people weredissatisfied with their economic sta-tus, which made it harder to reachpolitical consensus among popula-tion groups with higher and lowerincomes.

It limited the use of importantmarket instruments such as chargesin prices and fines. Higher businessrisks and higher costs of contractenforcement impeded economicgrowth by slowing down all eco-nomic transactions, reads the report.

JAMMU: There are five wetlands inJammu division of the state,of whichtwo have completely vanished whilemigratory birds just choose one ofthe remaining three wetlands for theirseasonal trips. The state governmentand the Wildlife Department haveignored these wetlands.

Records of Wildlife Reserves andWetland Reserves of the departmentstate five wetlands of the region,including Gharana Wetland Reserve(0.08 sq km), Pargwal WetlandReserve (4.82 sq km), KokrianWetland Reserve (2.40 sq km),Sangral Wetland Reserve (0.68 sqkm) and Nanga Wetland Reserve(1.21 sq km).

Regional Wildlife Warden,Pachnanda said the district adminis-tration was to be blamed as no initia-tive was taken to settle the issuedespite issuance of a notification in1982. AK Singh, Chief WildlifeWarden, Jammu and Kashmir, saidthe department was trying its best todevelop and save Gharana wetlandbut the issue of ownership of landwas under process with the RevenueDepartment.

JAMMU: Out of the total produc-tion, only 25 per cent of the totalcocoons produced in the state areconverted into threads, with the restbeing exported to states like WestBengal. Jammu and Kashmir isamong five traditional sericulturestates of the country and has a pro-duction of quality bivoltine cocoonsof around 900 MT and 115 MT rawsilk.

Dr Anil Dhar, Director CentralSericulture Research and TrainingInstitute, Pampore, said this duringthe inaugural function of the first-ever national Silk Exhibition-cum-Sale on Wednesday.

Jammu records lowesttemperature in 11 yrs

Jammu: For the first time in thepast 11 years the winter capital ofJammu and Kashmir is witnessingharsh winter in January. The situa-tion is, however, better than the win-ter of 1945 when the temperaturehad dipped to 0.6°C. Meteorologicalexperts say this January witnessed alowest temperature of 3.4°C, whichbroke the record of last elevenyears. JAMMU: The AssemblySecretariat has issued the provi-sional calendar for the ensuingbudget session commencing fromFebruary 23 in the winter capital.The session will last for 26 days.

According to the calendar, therewill be total 26 business days. Thesession will begin with theGovernor's Address on February23 at 10.30 am and followed bydiscussion on Motion of Thanks onthe Address. The GovernmentBusiness will be taken on February24,25,27,28, March 1st and 30.

The Annual FinancialStatements of Expenditure for theyear 2012-13 will be presented onMarch 5. The discussion on thebudget will be held on March 6and 8. The Demands for Grantswill be taken on March 10, 12, 13,14, 15, 17, 19, 20, 22, and 24.

JAMMU: The state government onThursday gave extension to theterm of Cabinet Sub-Committee(CSC) till March 31. The CSC wasconstituted for examining the rec-ommendations made in the reportof the Prime Minister's fifthWorking Group on "strengtheningrelations between the state and theCentre".

It was entrusted with the task to

examine the recommendationsmade by Justice Sagheer Ahmed,who headed the Working Groupconstituted by Prime MinisterManmohan Singh on May 25, 2006,after sharp differences cropped upbetween coalition partners -National Conference and Congress- on key issues like greater autono-my.

The General Administration

Department (GAD), J&KGovernment, issued a formal orderin this regard, here this afternoon.The Committee has been asked tofinalise its recommendations byMarch 31, 2012. Sources said itcould be the last extension in theterm of the committee which hadalready been accorded five exten-sions since its constitution onOctober 11, 2010. The previous

deadline of the committee hadended on December 31, 2011.

The Committee was supposed tosubmit its report within threemonths after its constitution but itcouldn't finalise its draft due to lackof consensus between coalitionpartners on key issues.

It was asked to narrow down thedifferences on key issues throughdiscussions.

JAMMU: Vice Chairman, AdvisoryBoard for the Gujjar Bakerwal Mr.Bashir Ahmad Naaz today said that aGujjar and Bakerwal Hostel for stu-dents of the community would beconstructed in district Samba forwhich land has been already identi-fied. He announced this while inter-acting with the people during his visitto the border district, adding that thehostel building would be constructednear the District DevelopmentCommissioner's Office at an estimat-ed cost of Rs. 2 crore. The ViceChairman asked the DistrictDevelopment Commissioner, SambaMubarak Singh to prepare a compre-hensive proposal for the project.

Naaz said that Rs.10 lakh havealready been released for the con-struction of boundary wall around theconstruction site, while the work onthe main hostel complex would bestarted in due course.

Srinagarrecords coldestnight in 16 years SRINAGAR: The night tempera-ture in Srinagar Saturday droppedto minus 7.8°C, the lowest everduring the last 16. "The minimumtemperature dipped to minus 7.8degrees Celsius in Srinagar citySaturday.

This is the lowest ever for thelast 16 years. In 1995, the lowestrecorded for the season inSrinagar was minus 8.2 degrees,"Sonam Lotus, director of the localMet office said.

Srinagar, January 16: Potato Seed Development Farms of AgricultureDepartment Kashmir have yielded a record production of about 4000 quintalsthis year. Last year, the total yield was just 556.06 quintals primarily due toweather constraints and the previous best yield ever recorded is 3663 quintalsin 2009.

This information was given in a meeting convened by DirectorAgriculture Kashmir, Dr. Farooq A. Lone to review the performance of PotatoSeed Development Farms. Joint Director Agriculture Inputs Kashmir, PotatoDevelopment Officer and Farm Managers of various farms attended themeeting. It was disclosed that Kalnag Farm yielded 1530 quintals, Bosin1280 quintals, Sedaw 447 quintals, Ismarg 367 quintals, Yarikhah 222 quin-tals, Gulmarg 172 quintals, and Dawar 64 quintals.

Expressing satisfaction for achieving the highest ever yield, the Directorimpressed upon the participating officers to work with more dedication as thefarms have potential of yielding seed tubers of much higher quantity if thewhole cultivable area is brought under cultivation and effective farm manage-ment techniques are adopted.

It was decided that at least 25 percent additional area of the farms will bebrought under cultivation in the next year with a projected yield target of6000 quintals. "We must strive not only to meet our requirement of PotatoSeed Tubers but aim at exporting the same as it is within the yield potentialof our farms", he added. He informed that the Minister for Agriculture Mr.Ghulam Hassan Mir has directed that for achieving this goal the departmentshall be provided all possible support and assistance. The Director also askedthe Potato Development Officer to prepare infrastructure development proj-ects for each farm including fencing, irrigation & machinery requirements.

JAMMU: About 31 out of the total67 projects sanctioned for the State asa part of the sanctioned PrimeMinister's Reconstruction Plan(PMRP) have been completed andwork was going on at a faster place inthe remaining projects.This has been stated in the latestProgress Monitoring Report regard-ing the implementation ofReconstruction Plan, which is beingmonitored jointly by the Ministry ofHome Affairs and PlanningCommission. The Projects/Schemesenvisaged in the Reconstruction Planare implemented by the respectiveAdministrative Ministries/Departments in consultation with theState. The Central Sector Schemesare being funded out of the budget ofconcerned Central Ministry.According to the document of theHome Ministry, the ReconstructionPlan is basically following a four-pronged strategy aimed at expandingeconomic infrastructure, expandingprovision of basic services, providingthrust to employment and incomegeneration and providing relief and

rehabilitation to the dislocated andthe families of victims of militancy. "The Reconstruction Plan for J&Khas actually an outlay of around `27,902 crores and involves 67 proj-ects spread across different parts ofthe State. The latest feedback indi-cates that work on 31 schemes havebeen completed while as work is inprogress in respect of 33 other proj-ects. Preparation of proposals/proj-ects and approval is under process inrespect of the remaining 3 items",says the documents.For the purpose of expanding theeconomic infrastructure of the State,the plan aims to strengthen the Roadnetwork and enhance power connec-tivity to different areas. For improv-ing power infrastructure, funds worth` 19416.13 crores have been allocat-ed while as ̀ 3658.87 crore have beenprovided to improve the road net-work. Besides, the Plan has providedassistance worth ` 1853 crores toarrange for External Borrowing forthe Infrastructure needs of the State.The Reconstruction Plan is alsoaimed at providing the basic services

in the field of Education and Healthto different parts of the region. Whilenearly ` 163 crores have been ear-marked for the Education sector,nearly ` 814 crores have been provid-ed to the Health related projects inthe State. To further strengthen thePhysical Infrastructure for CivicAmenities in the State, theReconstruction Plan has providednearly ` 1020 crores.Since Tourism is a major source ofemployment in the State, theReconstruction Plan as allocated `527 crores for this sector. Further, tostrengthen the channels of employ-ment and income generation, theReconstruction plan involves fundsworth ` 101 crores for Agricultureand Food Processing sectors. Forother Industrial Promotion RelatedMeasures and Employment meas-ures, the Plan has kept funds worth `80 cr and ` 160 cr respectively. The Reconstruction Plan has alsoprovided a reserve of nearly ` 496 forproviding assistance to families ofvictims of militancy and other dislo-cated persons.

NEW DELHI: India and Chinatoday began talks to put in place amechanism for management of theborder between the two nations, anissue that has been an irritant inbilateral relations. National SecurityAdviser Shivshankar Menon led theIndian team at the 15th round of theSpecial Representatives meetingwith the Chinese delegation led byState Councillor Dai Bingguo here.The meeting was to be held inNovember last year but had to bepostponed after China protestedTibetan spiritual leader the DalaiLama's participation in the GlobalBuddhist Congregation in the capitalaround the time of the talks.

India had then rejected China'sdemand for cancellation of theCongregation leading to the post-ponement of the talks. Dai andMenon are expected to discuss put-ting in place a mechanism for bordermanagement mooted by ChinesePremier Wen Jiabao during his visitto India in 2010.

A decision to set up the mecha-nism was taken at a meeting Wen

had with Prime Minister ManmohanSingh at Sanya in April 2011. Thedialogue at the level of SRs is athree-stage process which started in2005 with the declaration of theGuiding Principles and PoliticalParameters. The first stage is identi-

Jan 18, 2012: India was ranked thesixth most innovative country in theworld in multinational conglomerateGE's second Annual GlobalInnovation Barometer published on18 January 2012. The report is basedon a survey of 2800 senior businessexecutives in 22 countries includingAlgeria, Australia, Brazil, Canada,China, France, Germany, India,Israel, Japan. US topped the list. Thesurvey identified the top enablers forinnovation in the country as talent(creative talent and people with tech-nical expertise), financial supportfrom public authorities and long-termsupport from investors.

When asked to identify the threecountries they consider innovationchampions, 65 per cent of the globalrespondents identified the US, fol-

lowed by Germany (48 per cent),Japan (45 per cent), China (38 percent), Korea (13 per cent) and India(12 per cent). Only 12 per cent of theglobal respondents identified India asone of the top three innovation cham-pions, compared to 23 per cent ofIndian respondents. As per the sur-vey, in terms of sectors, energy, fol-lowed by healthcare, telecommunica-tion and FMCG were the areas withthe most innovation-driven growthpotential. The report indicated a bal-anced' perception of the environmentfor innovation in the country.However, intellectual property pro-tection and research and develop-ment partnerships with academic uni-versities were cited as the key chal-lenges to creating an innovation-friendly environment in the country.

All eyes are now presently focusedon Pakistan which is invariablyundergoing the worst crisis eversince democracy was reinstated fol-lowing expulsion of PervezMusharaf. The civilian governmentis at loggerheads with not only theArmy, which has happened in thepast also, but this time the judiciaryis also in the fray. It was only somemonths earlier when the country wasstaring into prospects of yet anothermilitary coup.

It all started with the memogatescandal. The memo which wasdelivered in May in the days afterOsama bin Laden was found andkilled by a US military squad innorthern Pakistan has shaken all thethree institutions of its fragiledemocracy -judiciary, parliament aswell as the military. In the memo,which was first revealed by MansoorIjaz, a US businessman of Pakistaniorigin, in a column for the FinancialTimes newspaper, an offer was madeto disband part of the ISI responsiblefor dealing with the Taliban in returnfor the US pressing Pakistan's mili-tary against staging a coup. The mis-sive was alleged to have beenauthored by Hussain Haqqani, for-mer Islamabad's ambassador toWashington on orders by Zardariand sent through Ijaz to AdmiralMike Mullen, then the chairman ofthe Joint Chiefs of Staff of US Army.Mullen's office acknowledged hereceived but said he dismissed as itlacked credibility. To the fury of thegovernment, ISI chief, Lieutenant-General Ahmed Shuja Pasha hasalready told the court that he is con-vinced by the "corroborative materi-al" that Ijaz showed him in Octoberat a hotel on Park Lane, London.

Even as Zardari's government haspromised a thorough investigationof the memo, probe into the memothreatens to implicate Zardari onaccount of treachery and could leadto his impeachment. A judicial com-mission has been set up for investi-gating allegations that could lead totreason charges against HusainHaqqani.

The memogate scandal has onlyserved to add to the woes of thebeleaguered Pakistan governmentwhich has been trying every trick inits bag to avert graft cases against itsparty boss and President Asif AliZardari from being pursued sincepast two years. The court had repeat-edly asked the government to reopenthe graft cases since it threw out theNational Reconciliation Ordinance(NRO) that extended immunity topoliticians and bureaucrats fromprosecution in graft cases, as illegalin 2009. Former president PervezMusharraf had issued the ordinanceas part of a power sharing deal withformer PM Benazir Bhutto in 2007.Her widower, Zardari, as the mainbeneficiary of the deal, took over herparty and was later elected as thepresident. In addition, a fresh slewof allegations have surface againstGilani in connection with theappointment of Adnan Khwaja aschairman of the state-run Oil andGas Development Company eventhough Khwaja had already beenconvicted by court. Pakistan's mainanti-corruption watchdog is consid-ering a proposal for filing a case ofmisuse of authority against PrimeMinister Yousuf Raza Gilani underwhich he could face a prison term of14 years if convicted.

The order has escalated the polit-ical crisis that could lead to earlyelections and cost Gilani his job.Pakistan's National Assembly reso-lution asking all state institutions(to) act within (constitutional) limitsin an apparent reference to the mili-

tary for meddling in politics, is adire attempt to reassert parliament'ssupremacy amid mounting pressurefrom the judiciary.

However, given the arduouslyslow pace of judicial proceedings inPakistan like India, Gilani may yetsurvive the crisis. The PM's deci-sion to comply is but ploy to buytime, to drag the court's proceedingsuntil the Senate elections. Gilaniwould appear before the court, com-mit to implement its orders and havehimself discharged of the contemptnotice. Whether on national securityor on economics, the political gamesbeing played by Zardari and Gilanihave only one motive, how to escapeaccountability and buy their wayback into power in order to loot thepublic some more.

The only hope for the people ofthe Pakistan and the world at large isthat both the judiciary and thePakistani army are serious aboutuncovering the truth about theMansoor Ijaz-Husain Haqqanimemo. As such the MemogateCommission is more than likely tocome up with the facts in the nearfuture. By dragging their feet onissuing Ijaz a visa and intimidatinghim to prevent his coming toPakistan and appearing before thecommission, it is clear that the gov-ernment is clearly following thestrategy of sabotaging the process ofuncovering the truth.

The state of events show that nei-ther the people of Pakistan nor therank and file of the army want mar-tial law, but they would also not tol-erate any attack on the institutions ofthe army and the ISI. Any attempt bythe government to sack Kayani andPasha could well incite a mutiny.Having been caught red-handed inthe Memogate case both Zardari andGilani are trying desperately tobecome martyrs of democracy.Despite the deliberate provocation,the army let the Supreme Courtimplement the rule of law. TheSupreme Court has done well byheading off the possibility of martiallaw or, even worse, a mutiny.

The second week of January started with a pleasant surprise for thepeople in the Valley - snowfall. It was a welcome break from theintense cold wave that had been sweeping the valley for a week. The

children and youth had a gala time playing the traditional snow-fight or"sheen-e- jung". The world also got to have a glimpse of the beauty sittingat home as the social networking site facebook etc were awash with pho-tographs of snow clad valley prompting many of them to come up to thevalley to savour its charm.

The flip side of the snowfall was the paralyzing effect it had on thedaily mundane activities of the people. Connectivity with the world wasthe first thing to be effected with the 300km highway - the vital road linkwith outer world being closed. The Srinagar-Muzaffarabad road was alsoclosed due to snowfall. Air travel was also naturally affected due to poorvisibility and bad weather conditions. The effects rippled to daily suppliesbeing bought into valley being curtailed. Most of the shops and other busi-ness establishments remained closed and only skeletal traffic plied on theroads due to slippery conditions leaving the people in want of essentialsupplies like food, fuel and medicine. The power supply was also hitthereby exposing residents to the chilly conditions sans any measuresagainst the ravages of the weather!

The internet facility remained frozen in Kashmir for most hours sinceFriday evening, hitting work in offices and media houses. Students whoare undergoing examinations for different classes had to suffer too. Inaddition, the cellular communication also remained non-functional. Inmany areas the problems compounded for people by this afternoon assnow started to melt in many low lying areas resulting in water logging.The fact that out of total 73 dewatering pumps with Mechanical Divisionof PHE only a few run on generators, non-availability of electricity hasfurther added to the problems of the populace. Even though with passageof time, the administration started to take action - cleaning the roads,restoring power supply, assuring supply of medicines and other facilitiesin the hospital and roping in services of Indian Air Force to airlift strand-ed passengers and essential cargo, the crisis-like situation that emerged forthe government from a few inches of snowfall raises question about itsefficiency given the weather department had forecast this snowfall inKashmir last week. It's not for the first time that valley has had snowfall -every year the snow falls and every year people are beset with the sameproblems. One can but wonder why the government cannot prepare itselfright from the time winter sets in the month of October. Why are curativeactions being taken rather than preventive? The crisis faced by people inKashmir, especially in the remote areas is a big question mark on theworking of the administration in general and its Public DistributionSystem (PDS) in particular. Instead of patting its back for action taken theadministration should critically re- examine its ability to remain preparedin events of such crisis. It's high time the Disaster Management comes outfrom the department files containing papers stained yellow with the timethat they been languishing there.

However, when it comes to havingto stare at statues of party symbols for a long, longtime to come is altogether a different matter.People in UP since the past five years have beensubject to such visual onslaught! Fortunately, tem-porary relief was given to the tired eyes with thecoming of polls as Election Commisisoner of theState called for covering all the statues of ele-phants (BSP party symbol) and that of KanshiRam and her own throughout Lucknow.

However, Mayawati's criticism of the EC orderon the grounds that it was one sided and insult tothe party founder, Kanshi Ram is indicative of hermegalomaniac tendencies. Howsoever great theachievements of a leader, they cannot be greaterthan the laws of the land. It is mandatory to havesymbols and photographs of parties and even theireminent leaders to be covered/ removed from allgovernment offices and places like parks.Mayawati's grievance bespeaks of her insecurityahead of polls. In spite of her cleaning up of partyimage prior to polls by sacking ministers taintedwith scam, Babu Ram Kushawa being the recentexample, the fact that her government hadreceived tirades from the High Court of the Statefor spending crores of public money from Stateexchequer to erect these statues can prove to beundoing of her government. The fact that econo-my in her term had posted an impressive 8.34%contribution to India's total GDP might not addmuch boost to party's standing.

It thus seems very paradoxical that Mayawatishould ask that statues depicting her corrupt andirresponsible attitude should not be covered!

Now-a-days ensuring food for all citizensis a complex exercise which relates to notonly the availability of food but also itsaffordability and accessibility. Though Indiais one of the largest producers of the food inthe world, yet nearly 300 million people stillstruggle for meeting two square meals of aday and 21 percent of the national population(230 million) are malnourished(www.ifpri.org/india, International FoodPolicy Research Institute, 2011). India's foodand nutritional security situation is worsen-

ing year after year. The cost of food items isincreasing is increasing rapidly making themunaffordable to a majority of the people. Theagricultural productivity and yield have beenrelatively stagnant; the abnormal increases inthe Minimum Support and ProcurementPrices have caused an upward price move-ment in the foodgrain sector. The foodgrainprices have now been beyond the purchasingpower of the common consumers and facili-tated diversion of foodgrain from market to

the government warehouses and have addedto the overall economic cost of procuring andcarrying the foodgrains for public distribu-tion. In addition, short supply of pulses andedible oils compels the Central Governmentto import them from other countries. Theworst affected groups are landless or poorhouseholds in rural areas and peopleemployed in ill paid occupations and casuallabourers engaged in seasonal activities inthe urban areas. The States like U.P, Bihar,Orissa, Jharkhand, West Bengal,Chhattisgarh, parts of M.P and Maharashtraaccount for largest number of food insecurepeople in the whole country.

There is no doubt that India is facing foodcrisis which can better be known by theIndia's position in the latest Global HungerIndex (GHI) released in 2010 which rated 84countries on the basis of three leading indica-tors - prevalence of child malnutrition, rateof child mortality and the proportion of peo-ple who are calorie deficient. Out of 88countries India ranked 65 in 2009 GHI andfurther slipped down to 67th position in 2010GHI.

Even countries like Pakistan and Chinahave been ranked away ahead of India! 230million people in India are undernourished -the highest for any country in the world.

Malnutrition accounts for nearly 50% ofchild deaths in India as every third adult(aged 15-49 years) is reported to be thin(BMI less than 18.5). According to the latestreport on the state of food insecurity in ruralIndia, more than 1.5 million children are atrisk of becoming malnourished because ofrising global food prices. The food insecuri-ty is so rampant across the country that Indiahas been clubbed with minor economies likeBangladesh, Yemen and Timor-Leste,recording the highest prevalence of under-weight children under five. Against the pop-ular perception among slogans like 'India ris-ing' and 'Incredible India'; India's conditionis not much better than that of the dark con-tinent, Africa or specifically Sub-SaharanAfrica as far as issue of food security is con-cerned. Thus, instead of insisting on improv-ing the production, the government needs toimprove the distribution of food grains and atthe same time should empower small-scalefarmers rather than MNCs, to feed the popu-lation as local food production drives foodsecurity. Government should encourageincreased investment in agriculture, expandsafety nets and social assistance programmesand enhance income - generating activitiesfor the rural and urban poor so as to tacklethe root cause of hunger.

What causes the high BloodPressure?

In 90% of the people the causeof high blood pressure is not knownand is referred to as primary oressential hypertension, howeverhigh blood pressure can also becaused by another medical problem(Secondary Hypertension).

Secondary hypertension is elevatedblood pressure that results from anunderlying, identifiable, often cor-rectable cause. Only about 5 to 10percent of hypertension cases arethought to result from secondarycauses.

opathy). Lack of Physical Activity: An

inactive lifestyle leads to over-weight and increases the chance ofhigh blood pressure.

Oral Contraceptives: Womenshould avoid smoking when on oralcontraceptives, because thisincreases the risk of blood clot for-mation and are prone to developheart problems.

Stress: Prolonged stress over aperiod of time can contribute to anincrease in smoking and alcoholabuse, which all increase the risk ofheart disease.

Age: In general, the older youget, the greater is the chance ofdeveloping high blood pressure. Itis commonly prevalent in the agegroup 35 to 55 yrs.

Tips for Accurate BloodPressure Measurement

There are certain factors that canresult in falsely elevated readingsand should be kept in mind whenhaving your blood pressure taken.

Don't consume stimulants likecoffee or alcohol half an hour,and don't smoke an hour beforehaving your blood pressuremeasured.Rest for at least five minutes onyour back with feet flat on theground. Keep the arm in levelwith your heart and resting ontable.Wear short sleeves or loose fit-ting upper clothing, so that thecuff can be easily positioned onyour exposed arm.

Evacuate your bladder prior togetting your blood pressure.Ask your health professional totake two readings, at least 3- 5minutes apart and average theresults.Eating HabitsResearch have shown that fol-

lowing a healthy eating plan canboth reduce the risk of developinghigh blood pressure and lower analready elevated blood pressure.Vegetables, whole grain breadsinstead of white varieties, cereals(rice and other grains), legumes(dried peas and beans), low-fatdairy products (milk, yoghurt andcheese), fish (not fried) are the kindof food that go a long way in keep-ing the blood pressure under con-trol.

NEW DELHI: India's economicgrowth rate will remain subdued at7.7 per cent in 2012 and 7.9 percent in 2013, says a U.N. report.

"India's economy is forecast toexpand at a pace similar to 2011 inthe following two years... at 7.7 percent in 2012 and 7.9 per cent in2013," the U.N. report on 'WorldEconomic Situation and Prospects2012' said.

The report cautioned, "Thedownside risks to the regional out-look have sharply increased inrecent months... particularly in caseof India. Double-dip recessions inEurope and the United States wouldhave a significant impact on eco-nomic activities across South Asia."

The government recently low-ered the GDP growth target for thecurrent fiscal to 7 per cent from theearlier estimate of 8.5 per cent.

However, the study gave a posi-tive outlook on South Asia's eco-nomic growth prospects and pro-jected that the region's economieswill grow by 6.7 per cent and 6.9per cent in 2012 and 2013, respec-tively, accelerating beyond the 6.5per cent growth rate experienced in

2011. South Asia constitutes India,Pakistan, Nepal, Iran, Bangladeshand Sri Lanka.

The report also raised a red flagon India's fiscal deficit target, say-ing the Indian government isunlikely to achieve its deficit targetof 4.7 per cent of the GDP for 2011-

12 as lower growth has broughtdown tax revenues and disiNevertheless, the study has given apositive outlook for India's jobmarket, saying, "India is enjoyinggains in employment rates."Investment in state-run companieshas been put on hold.

JAMMU: National Bank forAgriculture and Rural Development(NABARD) has formulated poten-tial-linked credit plans (PLCPs)worth Rs 4,180 crore to give a boostto the agriculture sector for all dis-tricts in Jammu and Kashmir in2012-13.

NABARD's J&K RegionalOffice Chief General Manager S CRabra while delivering the welcomeaddress at the State Credit Seminarfor 2012-13 on Monday, stated thatthe credit potential of the agriculturesector has been assessed at Rs 1,074crore, while it is pegged at Rs 974crore for the rural non-farm sectorand Rs 2,132 crore for other prioritysectors. These plans shall provide abase for preparation of annual cred-it plans by banks for the year 2012-13, Rabra said.

NEW DELHI: In a major relief tofinancially distressed Indian air-lines, the government on Tuesdaysaid foreign airlines would soon beallowed to acquire up to 49% stakein them.

After being debated for years,aviation minister Ajit Singhannounced the move following a75-minute meeting with financeminister Pranab Mukherjee in thebackdrop of at least two big airlinesstruggling to avoid a shutdown dueto financial troubles.

The aviation ministry was ini-tially in favour of a 24% FDI capwhich was later relaxed to 26% toattract foreign airlines as this wouldgive them some say in running of

the airline. However, the sheer scaleof financial stress forced the gov-ernment to raise the cap to 49%.The same reason also led to sidelin-ing old security fears that such amove would only bring money fromairlines in the Gulf and China whichhad till now held up clearing of thismove.

Even airline promoters such asVijay Mallya, chairman ofKingfisher Airlines, have supported49% FDI for foreign carriers.Besides, Sebi has also expressed itsreluctance to relax the takeovercode guidelines to permit foreigncarriers to acquire shares from thepublic through an open offer for anadditional 26%. By seeking an

exemption, the government hadhoped to stay within the sect oralFDI cap.

Ajit Singh said FDI was amongthe important things required by air-lines to survive the severe financialturbulence. "We all know that theaviation industry is under a lot ofstress," he said.

Indian carriers can expect invest-ment from foreign airlines after agap of 16 years. The policy wasreversed in 1996 when Tata-Singapore Airlines planned a forayinto the Indian airspace via a jointventure. At that point, NareshGoyal-owned Jet Airways had tobuy back its 40% stake held equallyby Gulf Air and Kuwait Airlines.

NEW DELHI: Financially-dis-tressed Indian aviation sector isfinally getting some relief. The gov-ernment on Tuesday said it willrelease Rs 150 crore for cashstrappedAir India so that the airlineis able to pay a part of due salaries toemployees.

Speaking on AI after meetingfinance minister Pranab Mukherjeeon Tuesday , aviation minister AjitSingh said: "Rs 150 crore would bereleased soon to AI... the govern-ment has decided to release suffi-cient funds to pay at least some partof their wages and productivity-linked incentives (PLI)."

AI pilots had last week gone on aone-day no-pay-nowork agitationthat was called off only after thegovernment promised that PLI oftwo months would be paid thisweek, followed by a month's salaryand PLI in February.

to remain fixed : RBI The Reserve Bank of India (RBI) has clarified that interest rates on

small savings schemes, except the PPF, will remain fixed throughout theterm of schemes. In a circular, RBIsaid interest rate for small savings willbe declared on April 1 every year andwill remain valid till the maturity of thescheme. The circular has been releasedas a clarification after it observed thatnews items are appearing in mediaconveying an impression that the inter-est rates on small savings schemeslinked to government securities arefloating in nature and will undergochange depending on the yields.

NEW DELHI : The Nehru jacket isa hip-length tailored coat for men orwomen, created in India in the1940s. The jacket essentially blendsthe collar of the achkan, historicallythe royal court dress of Indiannobles. It was popularized byJawaharlal Nehru, the first PrimeMinister of India.

The garment was created inNorthern India, possibly in Jodhpur,Rajasthan, in the 1940s as BandGale Ka Coat (Hindi/Urdu: "ClosedNeck Coat"). It was intended fordaily use by Indian government offi-cials and leaders who did not want toadopt the Western suit, but wanted amore practical garment than the tra-ditional Indian achkan or the sher-wani, which are knee-length coats.

The jacket has been popular onthe subcontinent since its creation,especially as the top half of a suitworn on formal occasions. For offi-cial uses, the jacket is typicallymade from dark, worsted fabrics.Politicians sometimes have their

jackets made from khadi. In otherformal and party wear, it may bemade in styles similar to achkans orsherwanis, and may feature elabo-rate embroidery. Such suits featuringNehru jackets are sometimes knownas Jodhpuri suits.

The jacket was first marketed asthe Nehru jacket in the West in themid-1960s. It gained popularitybetween the late 1960s and early1970s by growing awareness ofEastern cultures, by the minimalismof the Mod lifestyle, and in particu-lar, with its adoption by the Beatlesand the Monkees.

The Government today clarifiedthat the onus for compliance oflegal provisions lies on entrepre-neurs, even in industries whichare exempted from licensing.

A press release issued in NewDelhi by the Ministry ofCommerce and Industry said,mere filing of IndustrialEntrepreneurs Memorandum(IEM) even in areas where indus-trial licensing is not required, can-not be construed as a clearance ofapproval.

The release stated that it is theresponsibility of the entrepreneurto ensure that the manufacturingactivity does not come into con-flict with other legal provisions ordirections or standing orders. Aparticular industry may not needgovernment licence, but it mayrequire environment or other keyclearances.

On submission of the IEM, theentrepreneur is issued anacknowledgement. The issue ofsuch an acknowledgement wouldnot mean automatic approval ofthe proposal. Excepting atomicenergy, alcoholic drinks, cigarsand cigarettes of tobacco andmanufactured tobacco substitutes,hazardous chemicals, drugs andpharmaceuticals, all other indus-tries are exempted from thelicence.

Any misadventure by China wouldcause enough bloodshed to draw theworld's attention, a tough-talkingarmy chief asserted few days back.

Chinese attempt of damaging awall on the Indian side of the line ofactual control (LAC) in July 2011was described by army chief as'childish'. The chief said that, theIndian Army viewed that the inci-dent in Arunachal Pradesh's Yangtsesector as a childish act and it did notqualify as a skirmish.

"It was not a skirmish. The day askirmish happens the whole worldwill come to know. If somethingwere to happen, there will be enoughnoise and bloodshed and everyonewill come to know," Singh toldreporters at his customary news con-ference ahead of the 64th Army Dayon January 15.

Reflective of Chinese assertive-ness along the LAC, a patrollingparty of the People's LiberationArmy (PLA) attempted to scale anddamaged a 250-metre wall on theIndian side on July 13, 2011. Indiantroops prevented the Chinese patrolfrom crossing the wall.

General Singh said, "It was like achild taking away some other child'stoy and scoring brownie points."

The LAC between India andChina is not demarcated and bothsides have different perceptions ofthe border. Indian and Chinese

troops patrol up to their respectiveperceptions of the LAC owing toperceived differences in the align-ment of the border.

The chief's comments come onthe heels of China denying visa to anIndian Air Force (IAF) officer whowas part of a visiting military dele-gation, ostensibly because he hailedfrom Arunachal Pradesh, a state atthe forefront of a border dispute.New Delhi reacted by cutting thesize of the 30-member delegation tohalf.

Army chief declined to commenton the visa row and its impact onbilateral defence ties saying the mat-ter fell in the domain of the ministryof external affairs.

NATO chief Anders FoghRasmussen urged Russia on Jan. 19to refrain from building up its mili-tary near the alliance's borders, say-ing it was a concern.

Rasmussen questioned Russianmoves to bolster its forces in itsKaliningrad territory, which bordersNATO members Lithuania andPoland, part of Moscow's Cold War-era stamping ground.

"These Russian statements are,of course, a matter of concern forNATO allies," Rasmussen said. "Itis a complete waste of Russianfinancial resources because it is abuildup of offensive military capac-ities directed against an artificialenemy, an enemy that doesn't exist.

"NATO has no intention whatso-ever to attack Russia," he added,speaking alongside LithuanianPresident Dalia Grybauskaite.

Moscow has warned that it plansto deploy Iskander missiles inKaliningrad, and earlier this month,Russian media reported that an S-400 Triumph anti-aircraft missilesystem would go into service therein April. Russia repeatedly has saidit will be forced to take additionalmeasures if it fails to agree withNATO on a missile defense shield.

The U.S. insists a shield is need-ed against potential threats fromIran, but Russia counters that anti-missile facilities planned in Polandwould undermine its own security.

Rasmussen said it was time fora reality check.

"It doesn't make sense to buildup offensive military capacities inthe Kaliningrad region," he said. "Iwould encourage the Russians toface a new reality. We are not ene-mies. We are not adversaries. Weshould be partners, and it would beof mutual benefit if we developpeaceful cooperation."

Lithuania and fellow Balticstates Estonia and Latvia are nerv-ous about Russian military moves.They won independence in 1991after five decades of Soviet rule,

India and France have notbeen able to agree on details of theMaitri project, including fundingarrangements, the source added. TheArmy last month sent global tendersto defense companies in Europe, theUnited States and Russia includingRaytheon of the U.S., Israel'sRafael, MBDA and Thales ofFrance, Diehl Defence of Germany,KBP Tula and Rosoboronexport ofRussia, Ukraine export of Ukraineand LIG NEX1 of South Korea.Therequirements of the SRSAM aresimilar to those of the proposedIndo-French Maitri project, the

Army source said.The current tenderis for two regiments (36 systems,1,000 missiles) estimated to costabout $800 million each. The totalIndian Army requirement is likely tobe about eight regiments in the nextfive to seven years.

to be jointly developed by DefenceResearch and DevelopmentLaboratory and MBDA.The selectedvendor will have to transfer technol-ogy of the systems, as well.The sup-ply will be made in two batches andcompleted within five years of thesigning of the tender, including the

Thesystem must have a service life of atleast 20 years and the missiles of notless than eight years.The SRSAMsystem should be able to engagemultiple targets, including those fly-ing up to 500 meters per second, andhave a maximum range of not lessthan 15 kilometers.In 2009, Indiabought two regiments of Spyderquick-reaction surface-to-air missilesystems from Rafael. Another Indo-Israeli joint project is the $2.5 bil-lion long-range surface-to-air mis-sile project signed in 2009 andexpected to be inducted in 2013,Defence Ministry sources said.

Meanwhile, the Indian Army hasbegun inducting the homemademedium-range Akash, which has arange of up to 30 kilometers. In2011, the Indian Army ordered theinduction of two Akash regiments ata cost of about $3 billion.The Armyalso has been negotiating the pur-chase of David Sling and Iron Domemissile interceptor systems.

The Supreme Court dismissed aPublic Interest Litigation (PIL) thatwas filed in support of the armychief, General VK Singh, who isbattling the government over hisage. The PIL was filed by an associ-ation of ex-army officers. The courtsaid, "Allowing your petition willlead to conflicts and it would be atravesty of justice for the individ-ual." The judges hearing the casetook strong exception to the fact thatthe PIL was accompanied by opin-ions of former Chief Justices in sup-port of the army chief's stand. Thejudges today said, "We are not con-cerned with the opnion of formerChief Justices," and ordered that infuture, PILs which come with such

opinions attached will be rejected.General Singh has become the

first serving military chief to takethe government to court. In a peti-tion filed in the Supreme Court ear-lier this week, he has asked for anexplanation of why his claim that hewas born in 1951 and not 1950 hasbeen rejected by the Ministry ofDefence.

British rule over India ended in1947.At that time the standing armyhad strength of about 400,000.Thiswas down from a peak of about 2.5million during the second worldwar. The Indian army at that timewas equipped with the .303 Enfieldrifle. This was a bolt action rifle butvery versatile and efficient.However it was weapon of a bygoneage.The pacifist policies of Nehruresulted in the fact that this mainweapon for the infantry soldier wasnot upgraded. Thus when theChinese army invaded India in 1962the Indian soldier perforce had toface them with the obsolete .303rifle.The end of the India-China warawakened the political leadershipwhich now gave the green signal for

the up gradation of the basic riflefor the infantry soldier. A start wasmade through the governmentowned ordinance factories and theystarted manufacturing the latestweapons.

The ordinance factories present-ly manufacture integrated smallarms weaponry often referred to asINSAS (Indian Small ArmsSystem). This entire family consistsof an assault rifle, a light machinegun and a carbine. The nodal pointfor the manufacture of these lightarms is at the Indian ordinance fac-tory at Ishapore in West Bengal.Theinfantry regiments of the IndianArmy are now equipped with thisassault rifle. This rifle is based onthe AK 47 Kalashnikov. The Indian

ordinance factories have howeverincorporated some changes in themechanism of the weapon and forthis purpose they have relied on theGerman HK G3 rifle and the FNFall rifle (Fusil Automatique Leger- Light Automatic Rifle). The FNFall rifle is a very famous weaponof German origin.

The Indian Army is using thisweapon. But the weapon also has aloud decibel effect that is not con-ducive for an infantry soldier who isinto combat. The weapons whichare marketed by the Ordinance fac-tories are also costlier than theirwestern counterparts. The Indianrifles are priced at $ 360 comparedto continental European rifles thatcarry a price tag of about $100.

The standard assault rifle is asemi automatic with a three roundburst. The Indian ordinance facto-ries also manufacture the fully auto-matic assault rifle often referred toas INSAS Excalibur mark I. Thebase of this weapon is the AK 74.The latest models have shown con-siderable improvement in finish andperformance. The effectiveness ofthe Indian Army has however beengreatly enhanced with the induction

of these rifles. The Special Forceswhich use the Excalibur have thefully auto and semi auto modes.India is also importing rifle fromIsrael for the Special Forces-thetavor Tar 21.

Overall the Indian made assaultrifles have given reasonable service,but the esteem value needs to beimproved. Perhaps better qualitycontrol may be the trick to enter theworld arms market.

The result is thatthe water content of the river orlake from which water is beingused gets reduced. Organisms inthese water bodies do not haveenough water for their survival.River dredging is a method adopt-ed in case of gold mining. In thismethod, gravel and mud is suc-tioned from a particular area ofthe river. After the gold fragmentsare filtered out, the remainingmud and gravel is released backinto the river, although, at a loca-tion different from where they hadbeen taken. This disrupts the natu-ral flow of the river that maycause fish and other organisms todie.Spread of DiseasesSometimes the liquid waste that isgenerated after the metals or min-erals have been extracted is dis-posed in a mining pit. As the pitgets filled up by the mine tailings,they become a stagnant pool ofwater. This becomes the breedingground for water-borne diseasescausing insects and organisms likemosquitoes to flourish.Although the developed countrieshave tight norms regarding min-ing, such rules can be easily flout-ed in countries which lack strictmonitoring of the proceduresbeing followed for mining. An Indian-origin scientist-ledteam has produced a compoundfrom fish oil that targets and killsleukaemia stem cells, a key find-ing which they say could pave the

way for new and effective treat-ments for the blood cancer.

In experiments on mice,researchers at the PennsylvaniaState University found the com-pound, produced from an Omega-3 fatty acid found in fish and fishoil, completely cured the animalsof the disease with no relapse. Thecompound, named delta-12-pro-taglandin J3 (D12-PGJ3), wasfound targeting and killing thestem cells of chronic myelogenousleukaemia (CML), the researcherssaid.

The researchers, who detailedtheir findings in journal Blood,said the compound kills cancer-causing stem cells in the mice'sspleen and bone marrow.Specifically, it activates a gene inthe leukaemia stem cell that pro-grams the cell's own death. Killingthe stem cells in leukaemia, a can-

cer of the white blood cells, isimportant because stem cells candivide and produce more cancercells, as well as create more stemcells.

The current therapy for CMLextends the patient's life by keep-ing the number of leukaemia cellslow. But the drugs fail to com-pletely cure the disease becausethey do not target leukaemia stemcells. During the experiments, theresearchers injected each mousewith about 600 nanograms of thecompound D12-PGJ3 each day fora week.

Tests showed that the micewere completely cured of the dis-ease. The blood count was normal,and the spleen returned to normalsize. The disease did not relapse.Robert Paulson, who co-authoredthe study, said: "The patients musttake the drugs continuously... Ifthey stop, the disease relapsesbecause the leukaemia stem cellsare resistant to the drugs."

The researchers focused onD12-PGJ3 because it killed theleukemia stem cells, but had theleast number of side effects. Theyare currently working to deter-mine whether the compound canbe used to treat the terminal stageof CML, referred to as BlastCrisis.

There are no drugs availablethat can treat the disease when itprogresses to this stage. Theresearchers, who applied for apatent, are also preparing to testthe compound in human trials.

But not when it is India.The way India has defeated,destroyed and demolished every sin-gle side at home with a monotonousregularity that the entire exerciseappears mundane if not a farce. Wecould not have avoided winningeven after fixing a couple of them. Adecade of unbeaten record at home,but abroad?What happened in England andwhat is happening in Australia noIndian would be happy with it. It is

really a difficult period for us andCaptain Mahinder Singh Dhoni.India's catastrophic performance inthe tours of England and Australiaarise a question who is responsiblefor that?I believe that Domestic pitches areresponsible for the poor perform-ance of our Indian team at Perth. New Delhi:The appeals hearing onthe one-year ban on India's four topquarter-milers, including AsianGames double gold medalist AshwiniAkkunji, before a National Anti-Doping Agency panel was adjournedon Wednesday for January 27.

The NADA Appeals panel, head-ed by Justice (retd) CK Mahajan,fixed January 27 as the date for hear-ing after the apex anti-doping agencysought more time to study theappeals.

Akkunji, Sini Jose, Tiana MaryThomas and Priyanka Panwar wereeach handed one-year ban by aNADA disciplinary panel headed byretired district judge Dinesh Dayal,last month after they were caughtusing banned steroids.

All the four quarter-milers hadfiled appeals to the Justice Mahajan-led Appeal panel against the one-yearban, which virtually ruled all of them

out of London Olympics. The fourathletes had successfully arguedbefore the Dayal-led panel that thebanned steroids entered their bodythrough the ginseng food supple-ments given to them by theirUkrainian coach Yuri Ogordonik. Thefood supplements were tested atNational Dope Testing Laboratory inDelhi and were found to be contami-nated by steroids. Based on this, theDayal-led panel ruled that there was"no significant fault or negligence"on their part in consuming the foodsupplements.

In the absence of a NADA count-er appeal for an enhanced period ofsuspension that was widely expectedin those high-profile case, theNADAP can possibly take up

only the question of exonerationor reduction of the one-year sanctionunless it allows a fresh NADA appealduring the hearing.

For the record, India reported its last case of polio onJanuary 13 last year, from Kolkata in West Bengal. Polioendemic states like Uttar Pradesh and Bihar too haverecorded a constant drop in the polio cases from 2008onwards with zero case recorded in the year 2011 in thesetwo states.

To be totally polio free, the World Health Organisation(WHO) stipulates that there should be no case of paralyticpoliomyelitis by wild polio virus in last three calendar

years. So, if there are no polio cases by wild polio virus in 2012 and subsequent years we cancall that India has eradicated poliomyelitis in 2015.

The challenges are on other front too. Once wild polio virus is eradicated from the coun-try, the major issue of concern is that of acute poliomyelitis caused by vaccine virus itself. Thecases are occurring even now and outnumbering wild poliomyelitis cases even in India.

Another traditional polio endemic state Bihar has also recorded a massive drop in poliocases from 2008 onwards. A total of 233 polio cases were reported in 2008 in Bihar and thenumber fell to just nine in 2010. Last year the state went incident free.

As the debt-laden civil aviation industry battles hard tostay afloat, the government said on Tuesday that it wouldkickstart the process to allow foreign airlines 49 per centstake in Indian carriers, signalling a major shift in the UPAgovernment's policy. The decision was taken at a meetinghere between Finance Minister Pranab Mukherjee and CivilAviation Minister Ajit Singh. The meeting also decided toimmediately release Rs.150 crore for the payment of a por-tion of pending salaries and allowances of Air India employ-ees, including pilots.

The move to permit foreign airlines to pick up stake in domestic scheduled carriers shouldcome as a major relief to debt-ridden airlines such as Kingfisher.

According to the existing rule, anyone, except a foreign airline, can pick up equity in sched-uled domestic airlines. The Department of Industrial Policy and Promotions (DIPP) has alreadyfloated a draft note for inter ministerial consultation on investment by foreign airlines. However,the note favours allowing only 26 per cent FDI.

Prime Minister Manmohan Singh cheered an anxious bunch of top industrialists, from AnilAmbani to Ratan Tata, with a promise to take immediate, decisive action to solve the power sector'sproblems in a time-bound manner and convert the looming crisis into an opportunity.

The high-profile delegation included Ashok Hinduja, Vedanta Chairman Anil Agarwal, PrashantRuia of the Essar group, GMR's GM Rao, Gautam Adani, Sajjan and Naveen Jindal as well as LancoInfratech chairman Madhusudan Rao and GVK Group's Sanjay Reddy.

The industrialists are seeking higher supply of coal and natural gas, faster environmental clear-ances, distribution reforms, greater access to funds, and support for ultra mega power projects thatare in trouble because imported coal prices have risen sharply making their operations unviable.

After the meeting, the prime minister told them that the committee of secretaries would preparea 90-day revival plan which will have monthly milestones, a member of the business delegationsaid. The group of CEOs will meet the PM again after 90 days to review progress, while empow-ered groups of ministers on gas, coal and ultra mega power projects will meet shortly to clear pend-ing issues, he added.

In a statement issued the festival organizers have confirmed that in the wake of recentdevelopments, author Salman Rushdie would not be attending the DSC Jaipur literary Festival.

"I have now been informed by intelligence sources in Maharashtra and Rajasthan that paidassassins from the Mumbai underworld may be on their way to Jaipur to "eliminate" me. WhileI have some doubts about the accuracy of this intelligence, it would be irresponsible of me tocome to the Festival in such circumstances; irresponsible to my family, to the festival audience,and to my fellow writers. I will therefore not travel to Jaipur as planned", Rushdie said in astatement issued by the festival organizers.

Sanjoy Roy, producer of Jaipur Litertaure Festival questioned why as a country we suc-cumb to such pressures again and again, "We found this to be extremely sad news and weneed to debate how a person's individual ideas are blocked. Why art community continues tosuffer?"

While some expressed anger over the issues, the mood at the festival is still upbeat. Mostpeople are more interested in enjoying the festival.

The Centre has decided to have a grievance redressalmechanism in higher educational institutions. In a statementissued in New Delhi on Monday, Human ResourceDevelopment Ministry said the mechanism, which was like-ly to come into effect from the coming academic session,would require every institute to constitute an ombudsman.

The Ombudsman will have the jurisdiction to hear griev-ances concerning denial of admission, non-observance ofdeclared merit in admission, non-observance of applicableregulations for reservation, withholding of documents and

non-refund of fees in case of withdrawal of admission, discrimination and other such matters con-cerning students in pursuit of studies in the institution.

The statement said that students of both management and technical institutes, central anddeemed-to-be universities will benefit from it apart from teachers of education institutions underNational Council of Teachers Education. It said that the ombudsman would deliver order withinone month.

Army chief Gen VK Singh on Monday became the firstserving chief in the military's history to drag the governmentto the Supreme Court to have his year of birth declared as1951 as opposed to 1950 as fixed by the Centre. Revealinghis intention to fight to the finish, Singh filed a writ petitionunder Article 32 of the Constitution (ensuring the right tolegal remedy), accusing the government of violating his fun-damental right by not allowing him to change his year ofbirth from 1950 to 1951.

The chief did not move the Armed Forces Tribunal as the quasi-judicial body's members arejunior to him in rank. Filed by counsels Puneet Bali and Prabhjit Jauhar, the writ sought quashingof the defence ministry's orders of July 21, 2011 and December 30, 2011, turning down Singh'sclaim that he was born in 1951. Singh's form for admission to the National Defence Academy,Khadakwasla carries 1950 as his year of birth, in contrast to 1951 in his matriculation certificate.

The chief has claimed that the error in recording his year of birth as 1950 in the UPSC formwas rectified after the commission wrote a letter to his father on June 18, 1966, seeking a clarifi-cation.

However the literary circles had to face disappointment dueto cancellation of Salman Rushdie, the controversial author of"Satanic Verses", who is still under threat from the muslim fun-damentals. Instead of dismissing the fatwa with the contempt itdeserves and declaring that adequate security would be provid-ed to Mr. Rushdie and for the safe conduct of the festival, thecentral and Rajasthan governments have adopted an attitudethat is opaque and obfuscatory. It is absolutely vital that public

authorities protect the constitutionally guaranteed freedom ofexpression in the face of intolerance and not resort to bans inthe name of upholding law and order.

Yet another aspect of government's rather anarchic attitudecame to light with its pronouncing Army Chief's decision totake the age row to the court as an unhealthy precedent. Itseems continually to be closing its eyes to the rights of its citi-zens enshrined in the Constitution, the right to seek justicebeing one of them. There is absolutely no logic in setting of badexample. Tomorrow it will say that the government employeesalso should not go to the courts to fight for a promotion theymay be deserving as it would set unhealthy precedent for otheremployees!

However, on the positive side, mandatory constitution of anombudsman in the education sector has been welcomed by oneand all. Every year we see a slew of cases pertaining to flout-ing of admission norms by higher education institutions espe-cially the private. Denial of admission, non-observance ofdeclared merit in admission and non refund of fees in case ofwithdrawal of admission and other such matters are some of the

common grievances that beleaguer the students and their par-ents. The decision has come has a relief to the parents wholeave no stones unturned in saving for their children's future

The economic scenario presented a dismal picture as RatanTata and Ambani's along with other industry stalwartsapproached the PM with their grievances regarding Power sec-tor. The issues raised by them are a direct pointer to faulty poli-cies of the Centre that are being continued for vested interest ofa few. The same holds true for the aviation sector which is alsoundergoing financial crisis. Even though the government hasgiven assurances to alleviate grievance and taken decisionswhich are a drastic shift from its own policy regarding foreigndirect investment in airlines, the real issues are being conve-niently being shoved under the carpet. The need for strengthen-ing of linkages in coal and fostering basic research for exploit-ing renewable sources of energy are nowhere in picture. Ratherthan simply inviting foreign players into the sector to pump inmoolah; a more pragmatic policy to enhance performance inaviation rather than show business (as in Kingfisher airlines) isneeded more.
