Environmental Compliance The Environmental Compliance Program started in May 2015 with Portage County Solid Waste District Director, Bill Steiner, overseeing day to day operations of the pro- gram. Working side by side with Portage County Sherriff David Doak, Deputy Boulton was assigned to the pro- gram. Deputy Boulton is to monitor all drop-off sites to ensure there is no illegal dumping, as well as respond to any reports of littering, open dumping, open burning and scrap tires within Portage County. In 2015, 72 warnings were given and seven charges were filed. Help keep Portage County beautiful by reporting illegal dumping! The Ohio Revised Code penalty for open dumping is at least

$10,000 but not more than $25,000 and at least two years

incarceration but not more than four year, in addition to an Ad-

ministrative Citation.

R E P O R T A N Y O P E N D U M P I N G :

Local law enforcement and public health officials have a duty to

enforce open dumping laws, including provisions of the Environ-

mental Protection Act. Counties and municipalities may impose

additional penalties for open dumping.

Local authorities have the advantage of being close to the crime

scene and can:

Investigate to find evidence of the persons responsible for

the open dumping

Require an immediate clean-up of the area

Levy their own local fines for open dumping

Issue citations or notices to appear in court

Patrol the problem area after the clean up

Open dumping can be found on private or public prop-

erty. Some examples of areas that are potential sites

for open dumping include:

Road Sides

Ditches

River Beds

Creek Beds

Secluded Areas

Improper disposal of waste is not only unsightly, it

may affect the public health and the environment.

The level of potential harm depends on the type, loca-

tion and amount of waste identified at an open dump.

Open dump sites may:

Attract animals

Serve as mosquito breeding areas

Pose safety concerns for children

Harbor disease

Create unpleasant odors

Compliance Officer. Please report open dumping

to him or the Health Department immediately.

Put up barriers (locked cables and gates) to prevent

physical access to the property

Post warning signs such as “NO DUMPING” or

“NO TRESPASSING!”

Clean up dump sites immediately to discourage further

dumping

Notify local law enforcement and the health department

Keep a log book of the date, time and description of what

was dumped
