HOW TO AVAIL BENEFIT USING DIFFERENT CARDS AT PRIVATE
EMPANELLED HOSPITALS
I. BKKY (S-I & S-II)-
a. Up to Rs.1 Lakh under Insurance mode directly at empanelled Private
Hospitals.
b. Beyond Rs.1 Lakh up to Rs.5 Lakhs and Rs.10 Lakhs for family members
and women members of the family respectively through OSTF after
exhausting Rs. 1 Lakh Insurance.
c. The beneficiaries have to apply through prescribed OSTF format and the
said format is available in the website (www.dmetodisha.gov.in).
II. BPL, AAY & Income certificate –
a. These card holders can available cashless treatment at OSTF empanelled Hospital on referral by CDM & PHOs within the State and by DMET(O) to State & Central Hospital outside the State and to all Premier Health Institution across India.

BSKY facilitation at point of service level
Swasthya Mitras are deployed at BSKY
Helpdesk in each empaneled hospital to
facilitate the beneficiaries availing medical
assistance under BSKY.
Swasthya Mitras are provided with apron
having BSKY Logo. It is to be ensured that
all Swasthya Mitras should wear the same in
the duty hours.
District Coordinators are posted at DHHs
to coordinate smooth implementation of
BSKY in the concerned Districts.

Availability of information on BSKY
Nidaan
Features of the Scheme:
• All types of essential diagnostic services are provided free of cost to all categories of
patients in all public health facilities as per its level from Sub-Centers to Medical Colleges
and Hospitals. The Diagnostic services under “Nidaan” include general pathology service
(through own system) up to Sub-Center level, 15 types of high-end pathology tests like at
all DHHs and Medical College & Hospitals, CT-Scan, MRI in 10 DHHs where new
Medical College and Hospitals are coming up and in SCB MCH, MKCH MECH &
VIMSAR and Tele-radiology of X-Rays (digitization and reporting) in all DHHs, SDHs
and selected CHCs through PPP mode.
Eligibility Criteria (Can I Avail?):
• Any patients requiring diagnostic services as prescribed by treating physicians can avail
services at the public health facilities’ as per its level of care and list assured diagnostic
services notified.
Benefits under the Scheme (What do I get?):
• Diagnostic services made available to patients as per the advice of the treating physicians.
• The services include general & high-end pathology, CT-Scan, MRI and Tele-radiology
services at designated public health facilities’.
Process to follow (How can I avail?):
• The services are free of all patients and accordingly required diagnostic services are
provided in all Government health facilities as per its level of care and list assured
diagnostic services notified which would be provided based on prescription of treating
physician at public health facilities.
• “Nirmal” launched for promotion of Healthy & Hygienic Hospitals

Nirmal: Strengthening Ancillary Services
Sahay
Features of the Scheme:
• In order to reduce the out of pocket expenditure towards Dialysis services, Free
Dialysis Services- Sahay has been launched. Patients requiring dialysis services
recommended by treating physicians are provided free dialysis services at all Medical
College Hospitals through own system. Steps are being taken to provide free dialysis
services in 25 District Health Quarter Hospitals and CHC, Narshingpur through PPP
mode to ensure easy access to dialysis services.
Eligibility Criteria (Can I Avail?):
• All patients requiring Dialysis services recommended by treating physicians of Public
health facilities.
Sahay
Benefits under the Scheme (What do I get?):
• Free Dialysis services which include all consumable and drugs required during the dialysis session, as advice by treating Physicians.
Process to follow (How can I avail?):
• The free dialysis services are available at all Govt. Medical Colleges & Hospitals, 25 DHHs (except City Hospital Cuttack, BERHMAPUR, DDH, Sambalpur, DHH, DeogarH and DHH, Sonepur) and CHC, Narsingpur. Hence patients can avail services at any locations as per its choice based on prescription of the treating physician at public health facilities.
Niramaya
Features of the Scheme:
About 593 types of essential drugs that include surgical items and other consumables are provided on free of cost to all categories of patients attending public health facilities, as per its level under Niramay. The high cost and long-term use medicine for diseases like cancer, diabetics, hypertension, psychiatric, blood disorders are also provided under Niramay. The quality of drugs is ensured through rigorous quality check at the different stages of procurement and before final distribution to the patients by NABL accredited Laboratories.
Eligibility Criteria ( Can I Avail):
• Any patients availing services from govt. health facilities

• Around 570 types of drugs provided free of cost to patients at various Government health facilities.
Process to follow (How can I avail):
• It is universal free services available to all patients at all Government
health facilities based on prescription of treating physician at public health facilities.
Free Blood Services
Features of the Scheme:
• Under strengthening of blood services, provision has been made to ensure quality blood to all patients requiring blood at public health facilities. Several incentives and welfare schemes have been introduced to provide free blood to pregnant women, sick infants, blood disorder patients like sickle cell anaemia, Hemophilia, Thalassemia, accident, destitute and poor patients without replacement and free Blood transfusion @Rs. 350/ - per unit of blood. Special provision has been made to provide monthly transport assistance @Rs. 500/- per month to all types of blood disorder patients attending blood bank for blood transfusion or treatment at public health facilities.
Eligibility criteria (Can I Avail?):
• Free Blood Services: All patients including blood disorder patients requiring blood and blood product are eligible avail the services on free of cost at all Govt. facilities.
• Reimbursement of Transportation cost for blood disorder patients: All Blood Disorder patients attending blood bank for blood transfusion or treatment at public health facilities are eligible to get the incentives.
Free Blood Services
Benefits under the Scheme (What do I get?):
• No user fees and service charges for transfusion of blood & blood products at all Government
Blood Banks and Blood Storage Units.
• Cash incentives of Rs. 500/- per month for all registered blood disorder patients.
Process to follow (How can I avail?):
• Free blood services are universal at all Government Blood Banks and Blood Storage Units, no
documents are required to submit.
• The confirmed blood disorder patients required to registered and submit A/c details in respective
Block Community Health Center to get the incentives on monthly basis till treatment continue and
shall have presence in every 6 months at registered Block CHC in-person to show live status and
further continuance of incentives. All incentives are paid through DBT.
Mahaprayan
Background
• It is generally observed that vehicle owners including commercial & Govt. vehicle are
averse to transport dead body as carrying of dead body in vehicle is considered inauspicious
& taboo.
• Few old damaged vehicle engaged in this business charge exorbitant rates leading to huge
out of pocket expenses for the family of the deceased.
The Scheme:
• It has been implemented in all the District Headquarter Hospitals, 03 Medical College &
Hospitals, Capital Hospital, BBSR ; RGH, Rourkela ; SishuBhawan, Cuttack & AHRCC,
Cuttack.
• Specially designed dead body carriers (DBC) were provided one each to the hospitals
• The District Red-Cross Society may decide the transportation cost (per kilometre) and
service charge from time to time keeping in mind that it is mandatory to run the DBCs on
no-loss no-profit basis.
