Instructions to bidders

Bidders are requested participate pre bid query to clarify their doubts. Site visit permitted after prior permission and approval from Maintenance Superintendent, RAPS-1&2.

Bidders must read the complete specifications document carefully and understand all the

requirements fully before quoting.

They shall fill the compliance to the specifications mentioning word “Complied” in the column

marked as Bidders response. Deviation if any shall be mentioned with reasons. Partly complete

quotations and quotations submitted without filling compliance requirement will be rejected in

Part-I tender evaluation.

Quotations will be rejected if they do not satisfy the complete requirement. Examples 1) Quoting

for part of items, 2) Only quoting for supply of items, 3) Quotations incomplete in any part.

Bidders shall ensure that all equipment’s, instruments, computer, networking, hardware and

software supplied are currently in market and not outdated versions.

RR site ambient outdoor temperature from 4 Deg C to 50 Dec C. Supplier shall consider this

along with metal temperature for all outdoor equipment.

1.1 Purpose The purpose of this document is to specify the requirements for design, engineering, manufacture, testing, supply, delivery to site, testing at site, installation, commissioning at site, training to site personnel, documentation requirement and guarantee of Perimeter Intruder Detection System (PIDS) for RAPS-1&2 Power Station.

1.2 Scope

PIDS is common system for both the units. This document serves as the basis for carrying out the following:

a) Supply of various components (including sensors, cameras and field modules) & assembling the modules & panels.

b) Supply of licensed software related to the components c) Supply of associated peripherals, cables, conduits and its accessories. d) Supply of panels, fixtures, JBs and GUs. e) Supply of test equipment. f) Supply of 10 % of Modules, components and peripherals etc. as spares. g) Inspection and tests to meet the requirements of NPCIL set forth in this specification. h) Preparation of drawings like GA, BM, schematics, wiring diagrams & nameplate details etc. i) Mounting and wiring of associated sub modules/ servers and panels in consoles. j) Laying of various types of cables in rigid G.I / SS conduit / in indoor areas & inside cable

trenches and rigid HDPE pipes in outdoor areas for connecting various types of sensors with JBs.

k) Installation of sensors/ cameras/ field modules in the field. l) Wiring termination of cables at JB’s, Panels, sensors and other field modules. m) Carry out modifications in the system matching with final design drawings if any at site. n) Loading of software and configuring the servers, PCs, Modules etc. o) Commissioning of the system at RAPS 1&2 site. i.e. electronic and software p) Setting the system software as per field requirement and configuration of alarm, map etc as

required by station. q) Training the Plant staff and CISF for operation and maintenance of system r) Preparing the finalized installation and wiring drawings

1.3 Definitions

Channel (Instrumentation) An arrangement of interconnected components within a system that initiates output(s). Common Cause Failure The failure of a number of devices or components to perform their functions, as a result of a single specific event or cause. Diversity The presence of two or more different components or systems to perform an identified function, where the different components or systems have different attributes, so as to reduce the possibility of common cause failure.

Functional Isolation Prevention of influences from the mode of operation or failure of one circuit or system on another. Independence The ability of equipment, channel or a system to perform its function irrespective of the normal or abnormal functioning of any other equipment, channel or system. Independence is achieved by functional isolation and physical separation. Physical Separation A means of ensuring independence of equipment through separation by geometry (distance, orientation etc.), appropriate barriers or a combination of both. Redundancy Provision of alternative structures, systems, components of identical attributes, so that anyone can perform the required function, regardless of the state of operation or failure of the other. Reliability The probability that a structure, system, component or facility will perform its intended (specified) function satisfactorily for a specified period under specified conditions. Quality Assurance Planned and systematic actions necessary to provide adequate confidence that an item or a facility will perform satisfactorily in service as per design specifications. System Safety Analysis Analysis, of design of computer based systems, consisting of Confirmation of Safety Function implementation, Failure Analysis, CCF analysis. Software Quality The composite characteristics of software that determine the degree to which the software in use will meet the expectations of the user. Single Failure A random failure, which results in the loss of capability of a component to perform its intended safety function. Consequential failures resulting from a single random occurrence are considered to be part of the single failure. 2.0 APPLICABLESTANDARDS, SPECIFICATIONS AND DRAWINGS 2.1 Applicable standards & NPCIL specifications

The following standards are to be followed in conjunction with this specification. However, in view of the large number of designs existing for PPS, suppliers not complying with the following standards and / or the design requirements given elsewhere in these specifications may send quotation specifying clearly which of the design requirements / standards specified are not complied. However, such bids will be accepted only if the systems offered meet minimum functional requirements and conform to reliability and availability standards specified elsewhere in this document.

items. Note: In the event that certain requirements of the above specifications conflict with the requirements of this specification, the latter shall govern.

The standards, specification / data sheets of all major items, including the bought out items, required for manufacture of the system shall be submitted by the supplier within one month of the receipt of this specification and on acceptance of the same by the Purchaser, they shall form part of requirements of this specification.

2.2 Drawings The methodology of the system will be explained in this document. It is the responsibility of the supplier to work out the complete design and prepare detailed drawings and submit the same along with his offer. The drawings pertaining to fabrication, engineering and installation can be sought by purchaser while evaluating vendor offer. All the drawings & documents prepared by successful bidder will become the property of the purchaser and he shall not disclose the details to any person/ agency without the written approval of purchaser. See non-disclosure agreement in sec.5.8. 3.0 MATERIALS, PROCESSES, WORKMANSHIP AND PRACTICES 3.1Materials and Processes Materials, processes and standard parts that are required for the fulfillment of this specification, shall be of very good quality and in accordance with the high grade practice pertinent to the manufacture of this type of equipment. Suitable care shall be taken in design, procurement & manufacture of the equipment. All electrical & electronic components used shall be standard components readily available in the market from multiple vendors. The components shall be in the list of current products and recommended by the manufacturer for current design. All components used shall be “type approved” or shall have gone through a satisfactory quality assurance test program.

RAPS-1&2 PIDS Page No. 9 of 64 The electrical, electronic components and the integrated circuits to be used for the system shall conform to any national or international standards such as IS/JSS/CECC/BS/DEF/DIN/VDE/US-MIL. The components procured shall be along with batch certificates for compliance with the applicable standard. The material employed shall be fire retardant, fungus and corrosion resistant. NPCIL’s technical specification No. PP-E-2061, Rev.1 for requirements of components for instrumentation items shall be followed. 3.2 Workmanship The workmanship shall be in accordance with the high grade practice to ensure satisfactory operation and service life of 25 years in accordance with the provisions of this specification. The units mounted in the control panels, shall be modular in design with adequate test points for easy maintenance and troubleshooting purpose. 3.3 Practices The components shall be sufficiently de-rated for long life and component arrangement shall allow proper heat dissipation avoiding hot spots. Adequate test point shall be provided for trouble shooting purpose. The software shall be of modular design. The supplier shall provide detailed documentation on system software and application software for long term maintenance of software. Uniform hardware and software modules shall be used wherever possible to minimize the number of types of modules. 4.0 GENERAL CONDITIONS FOR SUPPLIER & MANUFACTURER a) The Supplier & Manufacturer of PPS equipment shall have experienced staff available for

planning, engineering, commissioning and maintaining the PPS system.

b) The Supplier & Manufacturer of PIDS equipment shall have at least five years of experience in the design, manufacturing, installation, commissioning and maintenance of PERIMETER INTRUDER DETECTION SYSTEM equipment and shall have a successful record of installation & commissioning of PPS in various types of premises/plants. The supplier shall provide a record of above along with the offer.

c) Other documents required along with the offer are;

i. Relevant documents such as system write up, system block diagram, technical data sheets, brochures, approval certificates and installation, commissioning and maintenance guidelines of the offered system.

ii. A point to point compliance with respect to all the points of this specification indicating

details of deviations if any.

iii. In case deviations require modifications in the bill of quantities (BOQ) given in the Annexure-1, the BOQ shall be updated with the justification & approval of the Purchaser shall be obtained.

d) The Purchaser or his designated representative shall have the right to conduct quality surveillance

of the proposed equipment on the manufacturer’s and/or his sub-contractor premises. e) Drawings dealing with overall dimensions, cutouts, general layouts, controls, field wiring

diagrams etc. shall be sent for purchaser’s approval before manufacture.

5.0GENERAL REQUIREMENTS

The PIDS equipment shall preferably be procured from reputed manufacturers. 5.1 Environmental requirements The PIDS sensors & detectors shall be suitable for continuous operation & storage at the ambient conditions as specified below: 5.1.1 Climatic conditions

The climatic conditions shall be as follows: Storage Temperature: 0 to 50° C, R.H. up to 95% Non-condensing For controlled environment:- Normal Temperature: 8 to 40 ° C, R.H. up to 90% Non-condensing For uncontrolled environment Normal Temperature: 5 to 50 ° C, R.H. up to 90% Non-condensing or as specifically mentioned against an equipment. Occasional Temperature: 5 to 55 ° C, R.H. up to 95% Non-condensing 5.1.2 EMI/RFI conditions

Suitable design features shall be incorporated to provide immunity against EMI/RFI and line transients as per NPCIL standard PC-E-710. EMC/EMI immunity Test Certificates of Equipment’s shall be submitted 5.2 Input Power Supply to the Equipment

Two feeders each comprising of single Phase, A.C. power supply of the following specifications will be made available at one location as input to the UPS Voltage RMS Value : 240Volts Steady state variation : 10% Transient variation : 20% (for 1sec)

Frequency Frequency : 50Hz Steady state variation : 5% Transient variation : 10% (for 1sec)

Supplier shall make arrangements to test the functioning of UPS under steady state & transient variations.

1. The single phase 240 V 50 Hz output from UPS (direct output or through bypass (Manual with

Auto during inverter failure) input when UPS is taken for maintenance) shall be used as AC power supply input to the various subsystems & cameras of PPS. The output shall be distributed into a no. of feeders of required capacity in such a manner that each loop/ circuit of a subsystem is fed from separate MCBs/ MCCBs. The distribution cabinets/ JBs containing the various MCBs for various feeders shall be made available at CAS control room. The Distribution Cabinets/ JBs shall be so

RAPS-1&2 PIDS Page No. 11 of 64 designed with two levels of MCBs, first level for the entire subsystem and the next level for individual loop/ circuit of subsystem. The first level should contain one RCCB to protect system against ground fault. Field RCCB shall be rated to trip at 30 mA and CAS room RCCB rated trip at 300 mA. MCBs/ MCCBs shall meet requirements as per IS-13947 for Low voltage switchgear. The distribution cabinet/ JB shall have adequate spare feeders of various sizes.

2. AC to DC Converter/Adopter / DC to DC converters required if any for subsystem of Perimeter Intruder Detection System shall be mounted in the field near the equipment inside a general unit. Adopters supplied must be with cables for input (240V) and output (DC). Plug Mounted adopters will be rejected.

3. 240 VAC, single phase, 50 Hz supply shall be made available for PCs/ servers, monitors, printers from the power supply to consoles fed from distribution cabinet. The same power supply shall also fed to lighting, receptacle and instrument cooling fans mounted in the CAS console.

4. Supplier shall make arrangements to test the system functioning under steady state &transient variations.

5. Supplier shall have the responsibility to calculate the 240 V AC power (Watt’s & VAR’s) requirements for the equipment and advise the purchaser well in advance for making the necessary provisions.

6. The system shall perform satisfactorily at specified upper and lower limits of required power supply. The system shall operate satisfactorily for 30% dip in power supply voltage for duration of 200 msec.

7. When AC power is restored after failure, all the PPS& its PCs/ servers shall start automatically without the intervention of the operator with the entire database stored in the system.

5.2.1 Uninterruptible Power Supply (UPS)

One number of 15 KVA (minimum) freely standing un-interruptible power supply system with one hour of battery backup shall be supplied to give 240 VAC single phase 50 Hz power supply. It shall consist of rectifier, inverter and all the control and protective elements to accept to two feeders each of the 1 phase 240VAC as inputs. Out of the two, one input will be used as main input and other input shall be connected to the bypass input of UPS.

In addition the UPS shall be capable of boost charging the standby batteries. The UPS will be located in a separate room which is at a cable distance of 25 Meter from the distribution cabinet. Sealed maintenance free batteries for a backup of one hour shall be provided for normal load. If UPS is operating on battery an audio visual alarm shall be generated on the UPS to that effect. Potential free contact to be provided and wired to 6 point Annunciator. UPS shall be of the reliability level of MTBF greater than 50,000 hrs. (proof with certification required). UPS shall be burn in tested for 168 hrs. and test report of 8 hourly observation submitted. 5.3 Insulation Resistance The insulation resistance between all terminals and chassis of Console and junction boxes shall be more than 100 Mega ohms at 500VDC.

5.4 Grounding Grounding bus, permanently connected to the cabinet body (CAS console), shall be provided at the bottom. All non-conducting metallic parts shall be connected to this bus and the bus shall be connected to station grounding system. The grounding methods shall be as per NPCIL specification no. PC-E-709.

All components used shall be of high quality. They shall conform to latest issue of relevant Indian or recognized International standards. (Refer section 4.1 to 4.3). All connectors shall provide good contact and eliminate possibility of plugging in wrong direction. Connectors shall be MIL, Euro or similar military/ industrial standard types. Bought out items shall conform to international standards with test certificates. 5.6 Terminations

Elemex / Connectwell / Phoenix contact make or other standard terminal strips with sufficient strength to withstand subsequent maintenance shall be used for termination of field wires (1.5mm2 wire size). For interconnection between various sub-units as well as for external field connections, the terminals shall be properly identified. All the wiring at terminations should be provided with printed sleeves containing the from/to identification details. The external connections terminals shall be segregated from the internal inter- unit connection terminals. AC & DC voltage terminals shall be suitably segregated and A.C./ D.C high voltage terminals shall be protected. 10% spare terminals shall be provided in each terminal strip.

5.7Painting The structural steel and GU’s/panels shall be painted with the lacquer or baked enamel paints according to procedures approved by the Purchaser.

The finish colour shall be as follows:

i) Steel structural (all surfaces) light grey Shade no. 631 of IS-5. ii) Internal surfaces of panels – white.

5.8 Non-Disclosure Agreement After the award of contract, the successful bidder shall enter into a non-disclosure agreement with the purchaser as per the standard format provided by the purchaser. The bidder shall not disclose the details, the arrangement, locations and the type of systems deployed in the Nuclear Power plant to any person/ agency without the written permission of the purchaser. Failure to adhere to this clause will be liable for prosecution in the Indian court of law. 5.9 Safety Requirements The potential free contact outputs provided by PPS shall be designed for fail-safe feature i.e. their relays shall de-energize during alarm conditions and ‘NO’ type contacts shall be used. 5.10Fault Tolerance Requirements (Single failure criterion) It shall be ensured that single failure in any subsystem shall not affect total system functionality. The subsystem shall continue to carry out all the major functions even with a single failure of say network links, communication devices to the extent possible. Power and signal shall be of two circuits having ring arrangement. The design and wiring shall ensure 50 % equipment’s throughout fencing route will function even under failure of one entire loop 5.11Security Requirements A high level of security shall be achieved through the use of passwords. The system shall have user classification such as super user (administrator), supervisor and operators etc. The super user/ administrator shall have access to all menus, and other users to selected menus. Specified security

RAPS-1&2 PIDS Page No. 13 of 64 requirements shall take into account requirements of access to computer system (access to hardware/software) and ensure access shall be granted, as per needs of the person at different levels viz. operator, supervisor, and maintenance personnel etc. through secure means such as hardware key interlocks and / or passwords. The system shall keep a log of the identity of the users. Log containing user name, login/logout date/time, changes made in the database etc. shall be provided. 5.12Self-diagnostics Requirements The system shall have extensive on line & off line self-diagnostic features to meet the reliability and availability requirements. Self-diagnostic shall be provided for modules, cards/bins, CPU modules, Server PC, software modules, LAN links/devices, sensors and other links at every scan period. Card/modules shall have fault detection features and shall detect faults in processor, memories, supply voltage, invalid signals, communication modules/links, wrong mounting position etc. In case of any fault or disturbance, appropriate messages on server PC display and/or indications shall be provided. These shall be annunciated on Six Point Annunciator and replicated on the other console located in plant control room. The failure mode of modules shall be well defined and these shall fail in a safe mode. If a module fails, output relays shall go to de-energized state. All failures within PPS shall be logged. 5.13 On-line Testability Requirements

The on line diagnostics shall continuously monitor the correct functioning of all the field sensors, modules, cards, healthiness of LAN/loop wiring, etc. and the control panel shall report all the troubles for quick and easy rectification. 5.14 Off-line Testability Requirements Off line diagnostics shall help in finding the faulty module in the PPS. These shall also be used for testing any device/ sensor/ module where communication, alarm generation function etc. shall be testable from console. 5.15 Reliability Requirements The system shall operate reliably under all conditions. The following approaches, among others, may be used to improve reliability of the system.

5.16 Availability Requirements To increase availability of the system to the plant, the system shall be designed to be fault tolerant in nature at all levels except at the common I/O level. Faults in the cards/sub-system shall be localized so as not to affect other part of the system. Concepts such as redundancy with hot-repair and on-line diagnostics shall be followed.

The diagnostics specified in section 5.12 shall quickly identify and indicate the hardware associated with fault. The hardware shall be modular and easily replaceable. Module shall be easily accessible. All hardware modules and its location shall be identifiable. All PCBs shall be provided with replaceable jumpers/switch pack so that same can be easily reconfigured. A test system consisting of suitable hardware, software and peripherals shall be supplied along with the system for testing and repairing of any faulty hardware modules in the system. The test system shall quickly identify the fault to the component level that repair work can be carried out. It shall be possible to replace/rectify a faulty I/O in power on condition wherever applicable. Adequate fault detection and annunciation mechanism shall be provided to reduce the mean time to repair. 5.17.2 Software Maintainability

All the application/embedded software shall be documented and supplied. The software structure shall be modular for ease of trouble shooting and future modification whenever required. 5.18 Physical& Layout Requirements a) The PPS shall be designed with standard bins/modules to facilitate easy maintenance and system

expansion. b) The terminal strips shall be provided for 1.5 mm2or required size of field cables and relay output

terminations at the back of panel. c) The PC’s& monitors of CCTV shall be housed in CAS console. The supplier shall ensure all

necessary equipment can be housed inside the CAS console, if not it shall be clearly specified in the quotation. The supply of housing for CAS console is in the scope of this specification.

d) The external connection terminals shall be segregated from the internal inter- unit connection terminals.

e) AC & DC voltage terminals shall be suitably segregated and A.C. terminals shall be protected. f) CAS Console & Control center console General Arrangement drawing shall be submitted to meet

the requirements mentioned in section 6.0 g) A sample overview layout map is attached in last page of this document for reference only h) A sample overall system arrangement is attached purely for reference and not actual.

6.0 SYSTEM REQUIREMENTS

6.1 General

Computerized integrated Perimeter Intruder Detection System (PIDS) utilizing video analytics of IP based CCTV Surveillance (CCTVS) shall effectively carryout the functions of deterrence, detection& assessment. The PIDS shall be integrated by software through computers/ servers. These servers and other equipment shall be housed inside an operator console, called ‘CAS Console’. The CAS console will be installed in the Central Alarm Station (CAS) building. The CAS Room shall house one No. of 42 (±2) inch LED/LCD monitors (24 x7 Operations) to display the videos of areas covered by the CCTV cameras and to annunciate alarm in PIDS. Another console called as Control Center Console (CCC) to be installed in the Plant control room at a cable distance of about200 meters from CAS, shall also house necessary client PCs. A 42(±2) -inch color LCD monitor (24 x7 Operations) will also be installed in the Plant control room to display the areas covered by the CCTV cameras and annunciate

RAPS-1&2 PIDS Page No. 15 of 64 alarm of PIDS. PIDS shall also provide facility for logging of all events, acquisition and annunciation of all alarms, storing of databases of all events, menu driven services to access all databases, configuration control and online monitoring.

The PIDS shall be Modular in form and allow for up-gradation and expansion. Online reconfiguration of the system shall be mostly possible through system software without hardware modifications. A high level of system security shall be achieved through the use of passwords. The system shall also accept user classification i.e. user-1(admin) shall have access to all menus, and other users to selected menus. The main features of the PIDS shall be: a. Real time acquisition and annunciation of intrusion alarms. Audio-visual and textual

annunciation of alarm on graphical map plan of facility with actual location of the alarm. The textual alarm information with real time of occurrence of the alarm, acknowledgement and reset time shall be displayed on an alarm window on the server. All the alarm events shall also be stored in the alarm 4database and a very easy to use menu driven man machine interface shall be provided for analysis of alarms and to obtain report in desirable format.

b. Standard alarm color codes flashing red for alarm condition, steady red for acknowledged alarm and steady green for normal condition.

c. Automatic homing of a camera in case of an alarm. d. The PIDS shall provide contact outputs in case of alarm which will be used to give audio –visual

alarm on a separate audio visual Annunciator located in CAS and repeat this annunciation in CCC console.

6.2 CCTV System

The System shall be IP based CCTV System. Professional Industrial grade cameras only are only acceptable. Preferred makes are PELCO, BOSCH, AXIS, SONY, MOBOTIX. Other makes cameras are not acceptable. The objective shall be to provide high degree of electronic surveillance system of the entire premises. The purpose is to monitor the entire area for unwanted, untoward incidents. It is also essential to have recorded images of all cameras to be stored at least for 3 months. Strategically placed video surveillance cameras help to enhance security by providing motion based / continuous monitoring of all parts of premises. In order to achieve these objectives, IP cameras, related software, cabling, server & storage equipment required to form a complete coordinated system ready for operation shall be supplied. 6.2.1 CCTV system shall be used for intruder detection as well as for alarm assessment of perimeter

of the plant. 6.2.2 CCTVS shall consist of the following: -

a) Fixed color cameras (without Pan, Tilt and zooming facility) installed all along the perimeter of the operating island to view the entire perimeter for any intrusion in outdoor areas. These cameras shall be equipped with edge based video analytic capability. Video analytic(VA) capability shall be intelligent to adapt difficult conditions in lighting or environment such as rain, clouds and leaves blowing in the wind. The background shall be continuously learned by the software. Features such as tamper detection that generates alarms on camera hooding/ masking, blinding, defocusing and repositioning shall be present as a standard feature of video analytic capability. Camera shall have Image stabilization to ensure detection even with shaky video when cameras mounted on poles for simple vibrations.

i. Abandoned Object: Detects objects placed within a defined zone and triggers an alarm if the object remains in the zone unattended.

ii. Intrusion Detection: Detects and tracks objects that enter a scene and then triggers an alarm when the objects enter a user-defined zone.

iii. Camera Sabotage: Detects contrast changes in the field of view. An alarm is triggered if the lens is obstructed by spray paint, a cloth, or a lens cap. Any unauthorized repositioning of the camera also triggers an alarm.

iv. Wrong Direction: Generates an alarm in a high traffic area when a person or object moves in a specified direction.

v. Loitering Detection: Identifies when people or vehicles remain in a defined zone too long.

vi. Object Counting: Counts the number of objects that cross a defined line. vii. Object Removal: Triggers an alarm if an object is removed from a user-defined zone.

viii. Stopped Vehicle: Detects vehicles stopped near a sensitive area longer than the user-defined time allows.

At a time up to 2 of the rules shall be simultaneously usable as per camera position.

b) Auto dome color cameras, with pan, tilt and zoom facility shall be installed at various locations on the perimeter for general surveillance of outdoor areas. Outdoor dome cameras shall meet the requirements mentioned in section 6.2.4. All outdoor cameras (both auto dome & fixed) shall be IP-66 rated and shall have inbuilt heater, fan & blower facility. Note:-Outdoor Atmospheric temperature in RR site varies from 4 deg C to 50 deg C (55 deg)

c) Fixed cameras outdoor shall meet the requirements as mentioned in section 6.2.4

d) Camera Housing for both outdoor fixed cameras shall meet the requirements mentioned in

section 6.2.4.

e) Other requirements of CCTV shall be as follows:- 1. It shall be possible to display any camera output on any LCD monitors in the CAS console

and on any LCD monitors in the CC console. 2. In case of alarm, the corresponding cameras shall automatically home in the intrusion area

along with recording of the videos by the DVMS. These video images shall be automatically displayed on the monitor in CAS console. The required accessories shall be supplied for the same.

3. It shall be possible for operators at CAS console and CC console to select and control any cameras in a random sequence and view the video on any monitor. It shall be possible for the operator to view the videos of cameras in a predetermined sequence which shall be programmable at site.

4. The System shall also display the camera identification number, location of the camera, time and date.

5. The cameras & its accessories such as JBs / mounts etc. which will be used in outdoor areas shall be capable of withstanding the adverse weather conditions. The cameras or its housings shall not get corroded. Supplier shall confirm material (SS or Al) used.

6.2.3 Digital Video Management (DVMS) System: A total of 95 cameras are to be deployed initially in the plant whereas the capacity of system shall be of 200 cameras to take care of future addition and existing indoor cameras. Other makes cameras are not acceptable.

All the outdoor cameras shall therefore be connected on a common LAN using FO LAN network and the videos shall be recorded on alarm due to VA for outdoor fixed and on motion detection for indoor fixed with selectable pre and post alarm recording up to 1920 X 1080 resolution (5 minutes. -adjustable) System shall be capable of accepting existing Indoor Analog CCTV system though DVRs and cameras through separate encoders in future (Encoder is not in the scope this tender). There shall be at least 2 nos. of servers one for recording & one for video analytics (Tenderer need to be calculate the storage capacity and the quantity of Servers according to system requirement. Purchaser may decide to keep the servers at a different location. The bidder shall configure the required amount of servers to meet the functional requirement. System shall also maintain the centralized primary management, configuration and user database. Vendor may provide additional server for the same if offered system does not allow loading these functionalities on same server. All the machines used for above functionalities shall be off the shelf 19” rack mount industrial grade servers from reputed manufacturers and the proposed solution shall not require proprietary computer, server and network or storage hardware.

The web-based remote client viewer shall offer quick overviews of sequences with detected motion.

The web-based remote client viewer shall be able to generate and export evidence in AVI (movie clip) and JPG (still image) formats.

The system shall support the use of separate networks, VLANs, or switches for connecting the cameras to the recording servers providing physical network separation from the clients, and facilitate the use of static IP addresses for the devices.

The system shall support H.264, MPEG-4 (Part 2), MPEG-4 ASP, MxPEG, and MJPEG compression formats for all analog cameras connected to encoders, and all IP cameras connected to the system.

The system shall support dual-streaming cameras and shall cover the following compression formats: H.264, MPEG-4 (Part 2) and MJPEG.

The recording server shall utilize high performance ISCSI, SCSI, SAS and SSD disk drives for online recording storage and shall allow the use of lower cost SATA drives for the RAID arrays for online archive storage. Use of online archiving shall ensure that data always is readily available.

The system shall allow the frame rate, bit rate and resolution of each camera to be configured independently for recording. The system shall allow the user to configure groups of cameras with the same frame rate, bit rate and resolution for efficient set-up of multiple cameras simultaneously.

The recording server(s) shall have the ability to support multiple Network Interface Cards (NIC) and shall support connection to the cameras on a network separate from the client viewer, management server and system manager.

The recording server shall have the ability to accept the full frame rate supplied by the cameras, while recording a lower frame rate yet still shall make the higher frame rate available to the clients for live viewing.

6.3 Hardware and Miscellaneous items 6.3.1 JB’s AND GU’s Supply of JB’s and General Units (GU’s)(for housing any field module) shall meet requirements specified in NPCIL technical specification No. PC-E-347. However for GU’s size may vary depending upon the enclosures. For GU’s and JBs in built mechanical locks shall be provided. GU’s shall be suitable for wall mounting type and the degree of protection provided by enclosures shall be IP-65as per IS-13947 for outdoor JB’s and GU’s & IP-52 as per IS-13947 for indoor JB’s and GU’s. Tests as mentioned as per the above specifications (except seismic tests) are applicable JB’s and GU’s. 6.3.2 Fixtures for outdoor cameras. Suitable fixtures for installation of outdoor cameras shall be fabricated & supplied. Each camera shall be installed on a fixture fixed on the ground such that it is at an elevation of four meter from the floor level. For this the length of the fixture shall be 6 meter out of which 1.5meter shall be below ground and 4.5 meter shall be above ground. The fixture shall be rigid and the arrangement shall not cause vibrations in it due to wind etc. and shall last for operational life of 20 years. The fixture can be fabricated from 4mm thick MS sheet rolled in the form of a tube of 104mm (ID) with suitable base. The fixtures shall be designed accordingly ( i.e size of MS plate, thick bases & tube depth inside the ground & above floor level etc.). Some of these fixtures shall have provision for anchoring since it may not be possible to fix it by digging a pit. The bidder shall submit the design of these fixtures along with the offer. Barbered guards need to be provided to avoid animals disturbing the camera.

6.3.3 Consoles Two consoles, one central computer console called CAS console and the other Plant control room console called CCC console shall be supplied. However, the grounding & shielding requirements inside the console shall meet the requirements of PC-E-315 for operator information console and PC-E-763 for electromagnetic shielded cabinet. A) CAS Console shall accommodate the following :

The above is the minimum configuration and the bidder shall clearly specify the exact quantities of various items needed to meet the functional requirements. The painting & other tests required shall be as per specification PC-E-315/ PC-E-763.

6.3.4 Audio — visual Annunciator An audio–visual Annunciator with the following specification shall be supplied which is to be mounted near the CAS console. This Annunciator shall be capable of accepting 6 inputs (potential free contacts).As soon any of the inputs changes state the inbuilt hooter shall sound and an appropriate window (visual indicator) shall light giving an appropriate description (the details of window description would be provided during detailed engineering).The sound shall be audible even at a distance of 10 meters from the hooter. An acknowledge facility for hooter also shall be provided, along with visual indication to show that an alarm has been acknowledged. Reset facility for six point Annunciator shall also be provided, when the input returns to normal. The Annunciator shall have test facility also. Every new input changing its state shall cause the hooter to sound again & its corresponding window to light up. This Annunciator shall also be in built in CC console and these annunciations shall be repeated there.

6.4 Cables & conduits The supplier shall carry out all inter module wiring inside the console/ panel and termination between panel terminals and units/modules and all the cabling and termination required between panels and between panel & field devices. All the cables proposed & quoted by the bidder for meeting the functional requirements shall be FRLS sheathed cables meeting the requirements of NPCIL’s SpecificationPB-E-165. The insulation & conductor size shall be so chosen that it meets the functional requirement. The cables used for power supply can be cored cables ( i.e untwisted) and it is preferred to have EPR insulation here also. The conductor sizes to be used shall be 1.5 Sq.mm and 2.5 Sq.mm where longer distances are involved. In general armored cables are to be used for outdoor areas and unarmored cables for indoor areas. In outdoor areas the cables are to be laid in underground conduits/pipes to be installed & supplied by the bidder. The conduits shall meet the BIS requirements. The supplier shall supply the required cables and the general purpose cables if in the system as per the NPCIL technical specification PB-E-165: NPCIL Technical specification for HRPVC insulated FRLS PVC sheathed unarmored cables. The connectors shall also be supplied for this purpose (internal wiring).All the field cable entries to the CAS console and CC console shall be from the bottom. Terminal shall be specified and supplied by the supplier. Supplier shall supply mating connectors for all equipment/devices. The internal wiring at the panels if carried-out by loose wires shall be by PTFE wires (Teflon wires) as per the NPCIL technical specification no PC-E-239. 6.5 LAN Redundant network scheme shall be used for communication between PPS nodes. As already stated, all the cameras shall be IP based and they shall be connected in a fiber optic based LAN which will be used for PIDS only. The total length of Perimeter will be 1.5 Km & 3 Km of LAN will be required to meet the redundancy requirement of LAN. The FO LAN shall comprise of a core switch with L3 capacity in High Availability / Short distance High Availability to which 2 nos. of layer 3 distribution switches are connected. The distribution switches in turn shall be connected to layer-2 outdoor node switch. The network shall be conceived to achieve a bandwidth of 1 GBPS. The core switch, edge/ distribution switches and indoor switches will be located indoor and controlled atmosphere will be provided if

maximum 6 cameras leaving 2 cameras for future addition or a four node switch can have 3 cameras maximum.

(vi) All nodes/ switches used in outdoor environment shall meet the stringent requirements of operating temperature exceeding 50deg C. Additional housing with forced cooling/ natural cooling arrangement which shall be sufficient to remove the heat generated may also be considered to enable the operation of switch in outdoor environment.

(vii) Power to the cameras & network switches shall be through a dedicated 2/ 3 core cable of adequate size (to be specified by the bidder). Power over Ethernet is not preferred and the same shall not be offered.

The network shall have the following minimum features in addition to requirements specified above:

a. Standard protocols shall be used for LAN & proprietary protocol shall not be used. The network shall have guaranteed access under all operating conditions.

b. The bandwidth shall be sufficient to meet the responses of the system even during data inrush for the plant under the worst case scenario with alarm bursts. It shall be possible to upgrade network capacity.

c. The design shall be such as to minimize interruption of signals. It shall ensure that a single failure anywhere in the media shall cause no more than a single message to be disrupted and that message shall automatically be retransmitted. In case of failure of one network the changeover to the redundant network shall be automatic and completely bump less and the same shall be suitably alarmed /logged.

d. Any failure or physical removal of any node connected to the data highway shall not result in loss of any communication function to and from any other node.

e. Software shall monitor the healthiness of redundant networks continuously. Built-in diagnostics shall be provided for easy fault detection. Network Diagnostic software as a minimum shall include the following: Monitoring of the network medium including the traffic. Monitoring of the communication through the network for timing and protocol. Communication

error detection and correction facility shall be provided at all levels of communication. Maintenance of communication in the presence of faulty nodes and addition/deletion of nodes etc.

f. The network shall be secured and protected against virus attack. The network shall not be part of any type of general purpose network including intranet and internet.

g. The design and installation of the data highways shall take care of the environmental conditions and hazardous area classification as applicable to similar services.

h. All network components of LAN and Human Machine Interface system shall be compatible to the LAN without degrading LAN performance.

i. The redundant buses (LAN) shall be physically separate. j. Isolation shall be provided at both transmitting and receiving ends and Redundant link shall be

provided wherever applicable.

NOTE: The bidder shall clearly specify & quote for any additional equipment/ cable/ modules as per the required quantities in order to meet the functional requirements of the system. In case it is noticed that some material (equipment/module/ software etc.) not offered/quoted initially, but is required for complete functionality then such material shall be offered along with spares at no extra cost to purchaser. Also the successful bidder cannot change the make & model no. of the equipment once accepted unless the item becomes obsolete at the time of Purchase order.

7.0 DOCUMENTS 7.1 General

All the system drawings such as general arrangement, overall dimensions, cut-out dimension drawings, schematics, elementary wiring diagram, details and bill of material terminal loops etc. along with drawings list shall be submitted to the Purchaser for approval prior to fabrication.

Supplier shall provide their detailed Quality Assurance Plan (Q.A.P.) mentioning the steps they follow to ensure quality of the product for items fabricated at their works and for bought out items. The Q.A.P. shall be prepared to ensure that all the tests on components/equipment of the system and final assembled system are included for quality assurance. The same has to be submitted for purchaser’s approval and approved Q.A.P. shall be followed to ensure the quality of the product.

A typical Quality Assurance Plan is given for reference as Annexure-‘2’.

The Equipment Test Procedure (E.T.P.) in detail covering all the functional requirements of this specification shall be prepared mentioning the step-wise inspection and test procedures. The test procedure also shall be submitted to the purchaser for approval prior to the commencement of testing.

The Supplier shall also submit one set of as built drawings in reproducible format in soft (Auto-cad version in addition to PDF) form in CDs to the purchaser.

7.2 Operation & Maintenance Manual

The Supplier shall prepare manufactured system operating and maintenance manual and offer one copy of the draft manual for purchaser’s review & comments which shall be taken care in the revised version of the manual. The manual shall include the following: a) System technical description The system technical description shall be given in detail with reference to drawings. The working of all modules / units circuits shall be described. The system description shall be specific to the equipment furnished and not of a general nature. It shall consists of data of the equipment, adjustment, calibrations, complete instructions of installation, commissioning, working & operation of the equipment, parts catalogues and data sheets and drawings. The instructions for assembly and installation shall show the identification part number of the dismantled apparatus or equipment. b) Operating Instruction The system operation instructions shall be descriptive and in detail. Step by step operating instructions shall be given for operation of the system. Various adjustments, calibrations shall be clearly defined and mentioned. c) Maintenance instructions Trouble shooting methods, routine and periodic maintenance, test equipment’s to be used, test points with test voltages and pattern/wave shapes shall be covered. d) Manufacturer catalogues for the equipment/components procured from other sources.

Five copies of the manufacturers operating and maintenance manual and one softcopy in CD (word & PDF) shall be supplied to the purchaser. 7.3 Inspection History Document

The supplier shall supply 5 copies of “Inspection History Document” to purchaser prior to dispatch of material to site. The History Document shall consist of following:-

1) P. O. Copy 2) Specification, Approved QAP 3) NPCIL approved test procedures, test reports and test certificates 4) Minutes of meeting and Design Concession Request if any. 5) Shipping reference, Certificate of Compliance 6) Any other P.O. related documentation 8.0 INSPECTION AND TESTING 8.1 General The purchaser or his authorized representative shall have access to the supplier’s premises at all reasonable times to the extent necessary to assess compliance with the provisions of this specification.

The Physical protection equipment shall be carefully examined to determine their conformance with reference to material and workmanship, finish, marking, dimensions and to assess its conformance with other requirements stated or reasonably implied and not covered by any specific test. All the constituent units of Physical protection equipment supplied to the provisions of this specification shall be subjected to visual, dimensional and functional inspection and testing as per approved QAP to the satisfaction of purchaser. 8.2 Tests at the Factory (For manufactured item)

i) The supplier shall subject all the electrical and electronic components to inward inspection to check their conformance with the relevant specification and standards prior to assembly and wiring as per QAP.

ii) Inspection of fabricated items such as GU’s, JB’s etc. shall be carried out to ensure conformity with the relevant fabrication drawings.

iii) Electrical wiring shall be inspected and continuity checked to ensure conformity with the relevant wiring diagrams.

iv) The assembled panel shall be inspected to ensure that they conform to the relevant drawings. v) All the electric & electronic modules shall be tested to ensure proper functioning of all controls,

outputs as per relevant specifications. vi) In case of brought out items test certificates shall be submitted. However basic tests, physical

dimension, Insulation, Continuity, etc. must be done. QAP shall be submitted for all items and QA shipping clearance to be obtained before delivery.

8.3 Functional Test 8.3.1 Functional tests shall be carried out (on 100 % of the supply quantity) as per approved test

procedures for all subsystems including sensors & detectors. For general purpose items such as UPS with batteries, JB’s, cables tests as specified in the relevant referred specification shall be carried out as applicable.

8.3.2 Integration test: The Physical protection equipment including various sub units such as CCTVS & PIDS shall be completely wired and interconnected with field cable simulated and the necessary software and basic servers/ workstations for the purpose of functional tests in accordance with this specification. For this purpose at least two sets of equipment of each subsystem shall be interconnected & the complete operation sequence checked. For this the supplier shall submit a detailed system integration test procedure to the purchaser for his approval prior to this test.

Software tests at the Factory Software tests shall be carried out at the factory to check the functional requirements.

8.4 Test Reports Copies of the inspection and test reports, signed by authorized representative of the supplier shall be submitted to Purchaser. 8.5 Inward Inspection at Site After obtaining shipping release from purchaser’s authorized representative, equipment shall be packed properly and transported to the site. As this process may cause some damage to the equipment, they shall be checked and inspected for physical damage and quantity. 9.0 INSTALLATION &COMMISSIONING

9.1 Installation

a. All the subsystems and other equipment such as consoles, servers, workstations, UPS etc. shall be installed and commissioned as mentioned below.

b. Drawings issued by purchaser are to be refereed for installation of equipment. The cable

terminations on Consoles and JBs shall be done as per the WDs and TLs prepared by Vendor & approved by purchaser. Only the field termination shall be carried out at site. All intra panel terminations shall be carried out by the supplier in his premises prior to shipment based on the WDs and TLs prepared by Vendor & approved by purchaser. If for any reason, the panels are shipped without intra panel wiring being carried out, the same shall be carried out while installation of PIDS equipment s is being carried out. Vendor shall coordinate with the engineer in-charge at site, and follow his instructions while executing this job

c. Supplier shall be responsible for installation and commissioning of PIDS. Supplier shall ensure

that trained & qualified personnel are involved in the installation & commissioning of PIDS. Supplier shall have to depute his team of engineers along with technicians to site until completion of installation & commissioning.

d. Personnel engaged in the installation & commissioning work at site will have to follow the security procedures controlling entry and movement. During commissioning at Purchaser’s premises, supplier or his representative will have to ensure that all safety regulations (both industrial safety and radiological safety) in force are strictly followed. In such matters, Purchaser’s instructions wherever given will be binding.

e. Laying of all types of cables on cable trays as per the route defined in the cable schedule drawing of the purchaser is in the scope of supplier. The Supplier/vender after satisfying the healthiness of the cable shall terminate the cables at either end as per the approved TLs. Since the cable tray may not be available very near /close to the sensor location, the portion of the cable from cable tray exit point to the sensor location shall be laid either in 25 mm hot dipped GI conduit (for a single cable) or on a light perforated channel/ slotted angle if more than one cable is involved. In certain cases flexible conduit may also be required for routing the cables up to sensors/ field module. The vendor shall take necessary instructions from the engineer-in-charge at site. The vendor shall follow the standard installation procedure for cable laying inside the conduit/ light perforated channel.

f. All outdoor PTZ dome cameras& outdoor fixed cameras shall be installed on their stands/ poles, The GU/ JB for these cameras shall be fixed on the poles at a height 1.5 M above the floor level. For this suitable provision shall be made on these stands and poles for mounting of JB’s/ GU’s/ cameras.

g. At certain locations, it may not be possible to dig a pit due to site constraints. At these locations the poles for cameras shall be anchored after reducing the height of these fixtures and welding a base plate for fixing the anchor bolts such that the height of these structures is 1.5 meter and 4.5 meter respectively above floor level. For this the vendor shall take necessary instructions from engineer- in- charge.

h. The cables for power, FO network and other cables shall be laid inside the GI/HDPE Pipes buried underground near the perimeter. At certain locations, where underground pipes cannot be laid, these cables shall be laid on the ground surface inside a GI conduit/ pipe. The making of the trench for GI/HDPE Pipes is in the scope of supplier. For this the vendor shall take necessary instructions from engineer- in- charge. Expected no of 7 mentioned in BOQ, Variation by one ot two as per filed requirement .

i. Openings in the conduit/pipe will be required at regular intervals to facilitate cable entry. The cable which comes out of the pipe shall be laid inside GI conduit laid on floor until the fixtures. Flexible conduit shall be used for routing the cable from GI conduit on floor to the opening in the fixture. The cables for cameras detector shall be routed inside the fixtures.

j. One pole shall be used for installation of one fixed camera or PTZ camera. The camera poles etc. are to be fixed as per approved GA drawing made by supplier after field survey.

k. CAT-6 cable shall be used for the camera to the nearest node switch of the LAN. The CAT-6 cable from the camera shall be laid in flexible conduit/ rigid GI conduit. The CAT-6 cable distance between the camera and the node switch shall not exceed 70 meter otherwise a separate switch shall be used. Each node switch can be loaded to a maximum of 80% of its capacity. The node switches shall be interconnected with each other by FO LAN. All the cores of FO cables shall be terminated on the node switch. All standard practices and precautions that are usually followed for installation and commissioning of fiber optic cables shall be followed. The splicing and termination of FO cables shall be carried out by personnel who are experienced and trained to carry out this activity.

l. The node switches, layer-2 and layer-3 switches required for establishing the FO LAN shall be as installed in their locations. These housing shall be installed on the camera pole at an accessible height.

m. Before connecting the cameras to the FO LAN the bandwidth capacity of the LAN shall be established.

n. The UPS and its batteries and consoles are to be installed at their designated locations as per their standard practices

o. The power distribution cabinet/ JB’s shall be installed at a height of 1.5 M from floor level at their designated locations.

p. The termination of cable on the various types of cameras and field modules shall be carried out by the vendor as per the wiring diagram prepared by him and approved by purchaser.

q. The tag numbers of field modules as given in drawings shall be painted near the sensors for easy identification (40 mm Height characters).

r. All EP’s and wall openings after cable laying shall be sealed as per standard procedure. The EP’s sealing procedure will be made available to the vender at site by engineer-in-charge.

s. Any changes made in approved drawings while installation due to site constraints shall be suitably marked up and “As Built” revision shall be done in such cases.

t. The installation shall be carried out by installers with the necessary training and experience.

Installers shall have the appropriate tools and test equipment necessary to install the CCTV system and other systems correctly. Where measuring equipment is used, the equipment must be of a standard necessary to provide the required precision and accuracy to install and test the system.

u. Prior to commencing work all relevant health and safety requirements shall be considered. These will vary with the nature of the premises and may involve special installation equipment when working in hazardous areas.

v. Electrical installation methods shall comply with current national and site regulations and the electrical installation shall be carried out by technicians who are qualified to the appropriate level.

w. An inspection of the system shall be carried out and documented on completion of the installation of the PIDS system to confirm that the system has been installed in accordance with the system Design proposal. Any deviations shall be recorded for inclusion in the final document.

x. The system shall be installed and commissioned in accordance with the manufacturer’s recommended procedures as defined in the product’s installation and setup guides. Prior to installation, the installer shall have completed a manufacturer’s training program and be certified by the manufacturer. Alternatively, the installer shall be required to have the manufacturer, or their designate, provide qualified technical support for installation and commissioning. Acceptance tests shall be performed in accordance with standard procedures available from the manufacturer.

y. The drain wires of the both incoming & outgoing paired cables if used for the signal cables shall be terminated on the earthing studs provided on the Gus. The continuity of the drain wire shall be maintained throughout the loop including in the JBs/ GU’s. The continuity of the drain wire shall be ensured even for those sensors where the Gus are not used .The drain wire shall be connected finally to the safety ground provided in the CAS console / CC console at the starting of the loop i.e. from address 1. The drain wire shall not be looped back i.e. it shall be terminated at the last sensor. (Refer Engineering Standard on Instrumentation and Control System Grounding, PC-E-709).

z. PRECAUTIONS

i. Handling of instrument shall be done in such a way that it is protected from water, dust and mechanical damages.

ii. After installation proper protection shall be envisaged and implemented. iii. Wires shall be terminated in the sensors using lugs. Continuity shall be checked after

crimping the lug. iv. Cameras shall be checked for its proper functioning using test set or other applicable

meters before installing them in the respective location. No camera/ field module shall be installed in the field without testing the same.

v. For assigning IP address to the necessary equipment of CCTV, the vendor shall obtain necessary instructions from engineer-in-charge.

vi. Dust caps supplied along with the sensors/ field module shall be put during commissioning stage to avoid ingress of dust etc.

9.2 COMMISSIONING OF PHYSICAL PROTECTION SYSTEM After establishing the LAN connectivity and other appropriate connectivity of all field modules/cameras with CAS console and interconnectivity of all CAS console with CC console with display units and other equipment such as six point Annunciator the commissioning activity shall commence. It is presumed that the PIDS vender at his works prior to shipment has configured all the equipment with the relevant database of the system as per the drawings to the extent possible. If due to any reason this is not done then he shall carry out this activity at site parallel when the installation of equipment is being carried out by him.

The following checks are to be carried out prior to commissioning and sensors in field.

(i) Components mounted on the entire CAS console, GU’s, JB’s etc shall be checked as per

applicable GA drawings.

(ii) Tagging details shall be verified with applicable documents.

(iii) Panels/enclosure grounding is checked for their rigid support, proper continuity to ground and cable glands.

(iv) Cable terminations at consoles, JBs and cameras are checked as per TLs.

(v) The wiring for panels/JBs & field devices shall be checked as per WDs.

(vi) IR of panels/equipment is checked to meet system design requirements.

(vii) Address setting, alignment and functional checking of field devices.

(viii) Operation of Power supply units and voltage regulation are checked as per specification.

(ix) Transfer of loads to back up power supply is checked on failure of main power supply, wherever applicable.

(x) Alarm functions shall be simulated & verified.

(xi) Calibration for all the sensors shall be verified to meet system design requirements.

Commissioning of PPS equipment involves the following steps: (i) Checking the functioning of each and every field module/cameras (for field of view) connected

to CAS console and checking the actuation of actual outputs (video displays, alarm maps, Annunciator) and displays at CC console i.e. the status of each cameras/ field modules in various states (normal, alarm, fault) shall be checked at both these locations. Checking of alarms including those generated from VA on outdoor fixed cameras.

(ii) Checking of live, recorded image quality and storage time provided in DVMS.

(iii) Integrated functional test is carried to verify all the operational logics, indications, annunciations, displays & recording to meet system design intent.

(iv) Demonstrating the various features of the system illustrated in the instruction manual. Some of

the typical functions but not complete to be demonstrated include:

a) Diagnostics of the system (features provided in CAS console and CC console) and HMI provisions.

b) The generation, storage, uploading and downloading of database of PIDS. c) Operation of the system in the degraded mode.

(v) Generation of commissioning document and handing over of the system to O&M personnel

after successful test run. 9.3Test run The test run shall be at least for one month, during which the reliable operation of the system has to be established. Test run will continue till the requirement of specifications is achieved. During this test run the supplier shall be responsible for the maintenance and repair of the equipment and training of the operation. After successful completion of the commissioning and test run the system shall be handed over to the operation staff. 10.0SPARES The spares to be supplied under the contract unless otherwise specified shall be on the following basis: This is specially for all items, hardware, boards which are assembled inside panels / units and all accessories supplied. ( Eg. spare PCB for Annunciator)

a. 10% of the modules, sub-assemblies and units used in the system with at least one unit. Spares

will be required for items such as Adopters, AC-DC converters . PCB assemblies etc. b. 10% of the loose components such as relay, resistors, capacitors, transistors, etc. if any used on

systems with at least one component of each type. c. 10% of hardware items like connectors, switches, etc. used on the equipment with at least one of

each type. A list of spares proposed to be supplied by the supplier on the above basis shall be submitted by the supplier to NPCIL for approval. For certain items for which spares are already considered is mentioned in BOQ, the spares for the same need not be offered. Any item not listed initially in the offer, but is found out to be required for the functioning of the system shall be supplied along with spare at no extra cost. Supplier shall ensure that the quantity of spares included will be adequate for satisfactory operation of the system for at least 10 years. Afterwards the vendor can supply the spares which are backward compatible with the supplied system. The vendor shall also suggest the actions that can be taken to address the issues of up-gradation and backward compatibility of spares NPCIL has the option to order these spares. 11.0 TRAINING The supplier shall provide training to purchaser’s persons regarding operation and maintenance of the system at their works free of cost. Supplier shall provide all materials and documents for training. For efficient operation and maintenance of System at plant site, training shall also be imparted to site engineers during testing, installation and commissioning at site on 1) Installation, commissioning operation and maintenance aspects 2) Design aspects, system architecture design of software and hardware. 3) Functional operation of software and hardware. 4) Interpretation of various diagnostics of software& hardware. 5) Trouble shooting

Vendor shall provide training manuals before the start of the training. The training program shall emphasize on all relevant CBS Human interface. The training shall be conducted on prototype of the system so that user can able to understand actual Hardware and Software. 12.0 GUARANTEE The Equipment shall be guaranteed against defects arising due to design, fault, material, workmanship, poor packing, and damage during transportation, handling, storage etc. and for trouble free operation for a period of one year from the date of satisfactory commissioning of the system. During this period all the faulty units shall be replaced/repaired free of cost at site by the supplier. 13.0 IDENTIFICATION Proper identification i.e. name of the system, model, sr. no., tag number & manufacturers name shall be provided on the console. A nameplate for the console shall be provided on top of panel. The character height shall be such that, it can be easily readable from a distance of two meters. The exact engraving details will be given at the time of detailed engineering. 14.0 PACKING AND SHIPMENT The supplier shall arrange packing of the instruments as per IRCA regulations in respect of consignments sent by rail. In respect of dispatches by road, the supplier shall arrange such packing as would safeguard the consignment against all rigors of road transport. All accessories and components shall be packed in packages limited to the sizes and weights that are admissible under the prevailing rail and road limitations. The instruments shall be so packed and protected as not to suffer deterioration, damage or breakage and shall be protected to prevent entrance of dirt and moisture during transit and storage. Each package shall be properly labeled and tagged indicating the type of quality of material it contains its dimensions, weight as well as the order number (Requisition No.). All hardware, spares, etc. shall be specially packed and clearly marked indicating the intended use. After receipt of material at site and during installation & commissioning if it is found out that the equipment/ sensor/ module has suffered damage due to transfer or storage on account of improper packing or while transfer from stores, the supplier shall replace such equipment/ modules/ sensors at no extra cost to purchaser.

Generally no shipment shall be made with deficiency. However, because of urgency or some other unavoidable reasons, shipment with deficiency can be made only after obtaining the approval of Site/NPCIL. In such cases the supplier shall clear the deficiencies at site at no extra cost and within the agreed schedule. The supplier shall also conduct free of cost fresh tests on the equipment if required to ensure the integrated system performance. Also the supplier shall maintain a list of all such deficiencies, accepted date of clearing and reference for clearance. The supplier shall update this list every month and issue it to all concerned for the sake of record and speedy clearance of such deficiencies. This option for shipment with deficiency shall be exercised without any prejudice to the agreed commercial ‘Terms & Conditions’ of the order.

Each package shall be marked with “fragile and electronic item, handle with care”. The packages shall be clearly and legibly marked with suitable permanent manner with the following information.

a) Description of item and its serial number. b) The Purchase Order No. c) The number of pieces in the shipment.

In addition, the name and addresses of supplier and consignee shall be marked.

15.0 OVER ALL GENERAL REQUIREMENT Supplier must be capable of design after site evaluation , supply of materials including items which

are not listed ( accessories, support and all miscellaneous items required for the system) , erection, installation, software design , test, supply and installation, software configuration to suit requirement , commissioning of system , documentation and training to operate the system. Supplier must satisfy the requirement. Supplier must submit quotations including all the above requirements clearly stated. Part quotation of items or only supply of few items or all items or any other incomplete quotations not satisfying above requirement will be summarily rejected.

Supplier must ensure that the computer, networking, hardware and software supplied are currently in market and not outdated versions.
