Over the last few years the BIA has developed what they claim is a new streamlined process for achieving federal recognition. Good news for those tribes that have been waltmg 40, 60 even 100 years to be recognlzed and eHglble to receive the services they are entitled to receive. Or is it? The Part 83 regulations are just more of the same never ending BIA hype. Why don't they just publish a new rule, the real rule, that simply says if you come to our office with bags ot cash we can work miracles. So what is the latest miracle performed by the BIA? The BIA granted federal recognition to a group of Indians that do not even meet the basiG defmition of a histori£ So how did they do it? It is simple and- every non-federally recognized tribe should take note and follow up with this new procedure. All you have to do is claim the name of another federally recognized tribe and ask the BIA to £hange the name to your name and there you have it. You are now federally recognized. This is what happened with the Pala Band of Mission Indians and the Pala Band of Luiseno Mission Indians. The Luisenos of Pala are no more. They are now terminated even though termination is- now illegal, the RIA pulled off another one. Hooray and congratulations for the ultimate act of corruption and deceit. Suggestions: The San Luis Rey Band ofLuiseno Indians should just request that their name be changed to the Rincon Band of Luiseno Mission Indians of the Rincon Reservation, California. That is all it seems to take these days. There you have it, instant federal recognition. Of course Rincon would be terminated but the BIA doesn't care. The Juanenos should change their name to San Manuel Band of Mission Indians, California (previously listed as the San Manual Band of Serrano Mission Indians of the San Manual Reservation). Lightning speed federal recognition.

There is nothing more despicable than one entity stealing the federal recognition ofanother tribe In order to bypass the 25 CFR 83.7 .. Mandatory criteria {or Federalacknowledgment. Oh yes, the one missing ingredient in achieving federalrecognition through changing your name, remember to send in bags of cash withyour request for a name change. No problem. It will be worth it in the end.

What is that BIA mantra? "We can't get involved in tribal matters UNLESS YOUHAVE BAGS OF CASH." After all it says so right there in Santa Clara Pueblo v.Martinez. Only a tribe can determine its membership, IF YOU HAVE BAGS OFCASH. A tribe has the right of self-governance, IF YOU HAVE BAGS OFCASH.

All others need not apply, seek, inquire, desire, be entitled, legally determined andeligible for services unless YOU HAVE BAGS OF CASH.

Seriously, go back and read the full text of25 CFR 83.7. It really reads:

Section 1: BAGS OF CASH

Section 2: BAGS OF CASH

Section 3: BAGS OF CASH

Section 4: BAGS OF CASH

And so on.
