I. INTRODUCTION

1.1. Project background and description for Phase 1

1. The backbone of Kyrgyz power generation is the Naryn River with its several hydropower plants (HPP) Kambarata 2, Toktogul, Kurpsai, Tash-Kumyr, Shamaldy-Say and Uch Kurgan.

2. Electricity demand in Kyrgyz Republic is highly seasonal with two thirds of domestic consumption taking place in autumn and winter. Although electricity generation capacity has nearly doubled since the Soviet era, load shedding is frequent especially in winter when hydropower output is limited due to low river discharge, while cuts arise from problems due to technical failures in the outdated generating equipment.

3. Hydroelectric generation from the Naryn Cascade is central to the present and future economic development of the Kyrgyz Republic, also with view on an electric power generation and transmission system regionally managed between the Central Asian Countries in future.

4. However, the future security of this electricity capability is to be doubted somehow because of the age of most of the named facilities. They are over 50 years old, obsolete and many spare parts are no longer available.

5. In order to sustain power generation at HPP Toktogul (Picture 1. ) in future, the Asian Development Bank (ADB) is financing the rehabilitation of this hydropower station. For that purpose, an Initial Environmental Examination (IEE) with Environmental Management Plan (EMP) was prepared in 2012 and a final up-date was done on 28.02.2015 reflecting the actual technical measures which have been tendered in three lots:

Lot 1 - Underwater Inspection (it was won by Korean Consortium BSR Co. Ltd and Aquadron Inc.);

Lot 2 - Electrical Equipment (it was won by Chinese Company JOC Technical Engineering Co., Ltd.);

Lot 3 - High Voltage Cables (it was won by the Korean Consortium of LS Cable and System & SM Powertech).

6. Lot 1, Underwater Inspection which was successfully completed in November 2015, included the inspection of all submerged Hydraulic Steel Structures by means of an ROV, including the supply of a new ROV, which became the property of the Cascade of Toktogul HPP for future inspections of Toktogul HPP and of the other power plants.

7. Lot 2, Electrical Equipment includes the refurbishment or replacement of following electrical components:

Four new special SF6 type generator circuit-breakers;

Replacement of Main Transformers for Units 1, 2, 3 and 4;

Replacement of the 6 kV switchgear with auxiliaries;

Replacement of the 0.38 kV unit related switchgear with auxiliaries;

Replacement of the 0.38 kV general station switchgear;

Replacement of station auxiliary transformer 15.75/6.3 kV;

Replacement of LV unit auxiliary transformer 15.75/0.42 kV;

Replacement of bus ducts;

New protection equipment and FOC for Line Protection (cable and OHL) between powerhouse and 500 kV switchyard.

8. Lot 3, High Voltage Cables includes the replacement of all four oil-filled cable systems by new 500 kV XLPE cable systems.

9. This six monthly Environmental Monitoring Report is the second for the Project, covering the construction season from January to June 2017.

1.2. Documents relevant for Environmental Safeguard

10. The following documents were prepared for the Project and include environmental safeguards:

Initial Environmental Examination (IEE) for Rehabilitation of Toktogul HPP. ADB - TA-7704 (KGZ)Power Sector Rehabilitation Project, May 2012;

Project Administration Manual (PAM) to Power Sector Rehabilitation Project, May 2012;

Financing Agreement between Kyrgyz Republic and ADB of September 2012. Schedule 5, clauses 16 – 21;

Appendix B of the Special Conditions of the Contract between Fichtner and EPP;

11. The IEE describing the required actions for the EMP performance monitoring and supervision has been approved by ADB and the latest up-dated version is published on the ADB Website (http://www.adb.org/sites/default/files/project-document/154930/44198-013-iee-02.pdf).

12. In April 2012, the national State Agency on Environmental Protection and Forestry (SAEPF) issued the environmental approval (No. 01-21/1083 dated 25th of April 2012) to the Project based on this IEE/EMP report (Annex 1.).

1.3. Construction activities and project progress during the reporting period

Lot 2, Electrical Equipment:

13. The following activities were under implementation during the reporting period for the Lot 2 works:

T3 Main Transformer:Installed the body of coolers.Transformer oil draining. Moving old

T3 Transformer aside to make way for New Transformer.

Generator Circuit-Breaker 3: Site test has been accepted. The works have been completed by May 30, 2017.

T22 Auxiliary Transformer: The Installing is complete.

Line protection system:The line protection panels are transported to control room. Fiber

optic laying is complete.

LV switch gear:The installation of main body is complete.

14. The following activities were implemented in the reporting period on Lot 2 – see Table 1 below:

1.3.1. Construction of the waste oil storage facility and preparation of the scrap metal areas under Lot 3 works

16. Metal structures for the oil storage facility were delivered by the Korean CC during February-March 2017. The roof of this site was erected in February - March 2017.

17. During the site visits of EPP and PIC Fichtner HSE specialists it was found that the worker’s PPE complies with relevant H&S requirements. All works to the storage areas were carried out in accordance with the safety requirements. The oil storage area is marked by a bright red-white colored ribbon and a caution board prohibiting entering to unauthorized people. The floor along the edges is equipped with special grooves and oil retainers for oil catching in case of its leakage. Pictures below show the status of oil storage facility construction works implemented in reporting period.

18. As planned, the pipeline for draining the cable oil in the barrel was installed. The oil from the upper part of the cable was drained to the barrels via the transfer point. The oil from the lower part of the cable was drained to the cisterns, located at the “Oil feeding chamber”. The outcomes of the implemented work demonstrated that the selected way of the oil drain was reliable as it reduced the risks of oil spills and saved the time and effort of the workforce. No oil leaks took place and all the works passed sustainably.

19. 32.5 tn of oil have been removed from the first 500 kV cable of Unit 3 during dismantling. At the oil storage place about 12 tn of it are actually stored in 70 drums. About 20.5 tn are stored in tanks located inside Toktogul HPP buildings (Acceptance certificate of Cascade of Toktogul HPPs dated 4 May 2017 to the Contract #34-20/408 of 12 October 2015 is attached in Annex 2).

20. All construction areas are clean and well organized. Fire protection means are in place and comply with requirements.

1.3.2. Cable line of Unit 3 dismantling works

21. After having drained of cable oil, the cable line of Unit 3 was fully dismantled. In order to prevent the oil drops to the ground during cable dismantling works the thick plastic was used (see pictures below). No oil leaks occurred during dismantling works. According to EMP, before oil was drained from the cable line of Unit 3, the oil had been analyzed using the L2000DX analyzer for PCBs. The results of oil analysis shown the cable oil was free of PCBs (see Section 3.9 and Picture 22).

22. According to SSEMP, cable line of Unit 3 was cutted into short pieces and placed in metalic conteiners. There were 3 conteiners which were transported out of Toktogul HPP area safely to the special storage #3 of the Cascade of Toktogul HPPs (see pictures below). Dismantled cable will be sold out through an appropriate auction by the Client/EPP.

23. Installation of the new 500 kV XLPE cable was executed according to schedule of works by the Korean CC. All workers were wearing PPE, and executed works with full implementation of health and safety requirements.

1.3.3. Scrap metal storage site

24. The scrap metal storage is another site located nearby the oil storage area and under Lot 3 works. The scrap metal storage site is intended for keeping parts of demounted power equipment and has already been completed during the reporting period (Picture 5). According to SSEMP the scrap metal is planned to be sold out by the Client/EPP through its internal procedures.

1.3.4. T3 Main transformer’s oil removal under Lot 2 works

25. According to official schedule of works, launching demounting and installation works for generators, T3 main transformer and circuit breakers started in April 2017. During the reporting period the T3 main transformer was dismantled and moved aside. The transformer oil was safely removed via the designed transfer point to the existing oil storage facility in Toktogul HPP. No oil leaks took place and all the works passed sustainably. According to EMP and SSEMP the transformer oil is planned to be reused by the Cascade of Toktogul HPP.

1.4. Changes in project organization and environmental management team

26. The Investment Projects Implementation Unit (IPIU), one of EPP’s departments, was specially assigned for implementing projects funded by international development organizations such as World Bank (WB), Asian Development Bank (ADB), etc. and was re-structured in April 2017 and became the Investment Project Implementation Department (IPID) with the same function (Order of EPP #90 dated 6 April 2017).

27. Currently, IPID is implementing two different projects (including ADB project). Within IPID, EPP has established a dedicated project implementation group (PIG) for implementing concerned components of the “Power Sector Rehabilitation Project” in February 2013.

28. The structure of IPID is as follows:

29. The IPID will administer all consulting and procurement contracts on behalf of EPP. It will be responsible for bid evaluation, contract award, construction supervision, and report to the Government and ADB.

30. The IPID head will report directly to the Deputy General Director of EPP. The IPID will be the main point of contact for working communication between EPP and ADB. The IPID will coordinate the consultants and contractors.

31. The IPID, assisted by the PIC, will submit necessary project plans, tender evaluation reports, progress reports, applications for withdrawal of funds, and any other required reports to ADB and the Government.

32. Within EPP, a department named ‘Service of Reliability and Safety’ exists. It is the responsible department for dealing with all safety and health issues relevant for workers at the HPPs. Environmental aspects are not covered by this department. The headquarters of this Service are based at Bishkek with six people working in it. There are branches of this service established in the Oblasts. In Djalal-Abad Province three of them exist. The one at Kara-Kul is responsible for Toktogul HPP.

33. For construction, EPP as responsible IPID for the Project recruited Fichtner as PIC for Phase 1 of the Toktogul Rehabilitation Project (Project Management and Supervision of Toktogul HPP Component). In this sense, the national and international team of consultants will assist EPP as project supervision consultant on the rehabilitation of Toktogul HPP.

1.5. Relationships with contractors, owner, lender, etc.

35. In this chapter the relationships with contractors and lenders will be described. It should be noted that the connection of the Client, Contractors and Lenders are characterized by their active and productive nature. There were many meetings of EPP/PIU/PIC staff with the construction contractors on site and in the EPP office conducted on the regular basis. Lots of issues were discussed by telephone and by email. The contractors regularly provide their daily and weekly reports, which are reflected in PIU/PIC bi-annual and quarterly reports.

36. The connection of the Project/EPP/IPID/PIC personnel with ADB staff was implemented via regular meetings and discussions of arising issues by email and in person. The ABD staff provided advice and conducted monitoring over the Project activities.

37. During the reporting period, Ms. Malika Babadzhanova, the appointed RETA 8663/ADB Environmental Safeguards Consultant in the Kyrgyz Republic, visited the site twice in March and May 2017 and conducted meetings and discussions, which were devoted to:

existing work plans, preparation of reports in accordance with ADB requirements.

additional analyzes of the cable oil for the presence of PCBs and the timing of transfer of the PCB analyzer to the beneficiary of the Project - the Administration of the Toktogul HPP;

handling oily paper from the cables;

2. INSTRUMENTAL ENVIRONMENTAL MONITORING

38. According to IEE/EMP, no any parameters of water, air and noise are planned to be instrumentally measured. During the routine works, no any harmful impacts are expected.

2.1. Water quality monitoring

39. No instrumental measurements of water quality are foreseen for this Project according to IEE/EMP. The Project does not impact water bodies as all works will be implemented at the relevant distance from water sources.

40. During the works of oil storage construction facility Lot 3 the following machines were used during the reporting period: crane 25 tons (1 unit); excavator (1 unit); front loader (1 unit); truck (1 unit); five concrete aggregates; compactor (1 unit). All heavy machines were in good condition, checked on a daily basis.

41. Transportation of main transformer on Lot 2 was done by route proposed in IEE, no spills occurred into water bodies. Works on Lot 2 implemented during the reporting period are shown in Table 1 and were implemented inside of Toktogul HPP buildings.

2.2. Air quality monitoring

42. No instrumental measurements of air quality are foreseen for this Project according to IEE/EMP.

43. Physical works for reporting period included the oil storage area structures erection and scrap metal storage area arrangement (lining the special protective film and laying-down the gravel), cable line of Unit 3 demounting, cable oil removal in the framework of Lot 3 and equipment demounting works in the framework of Lot 2.

44. No any significant dust emissions during this works were observed during the reporting period. The exhausts from trucks transporting cement, gravel and concrete were within Toktogul HPP site.

2.3. Noise and vibrations monitoring

45. A regular instrumental monitoring of noise and vibrations is not foreseen for this Project according to IEE/EMP. However, the construction contractor is obliged to take care that workers shall wear ear protectors when 85 dB(A) are exceeded.

2.4. Flora and fauna monitoring

46. A monitoring of flora and/or fauna is not foreseen for this Project according to IEE/EMP. All works take place within the fenced area of Toktogul HPP. All access roads are already paved. All rehabilitation measures are being implemented within the facilities and building constructions of the EPP.

3. ENVIRONMENTAL MANAGEMENT

3.1. Environmental Safeguards Program

47. The aim to implement the environmental safeguard program is to ensure that the preparation, design, construction, implementation, operation and decommissioning of the Project and all Project facilities comply with (a) all applicable laws and regulations of the Beneficiary relating to environment, health and safety; (b) with the environmental safeguards

48. The different obligations of the Beneficiary in this regard are given in the Financing Agreement between Kyrgyz Republic and ADB of September 2012 in Schedule 5, paragraphs 16 - 21.

The April inspection (in the beginning of April) was conducted together with training on PCB matters and oil drain activities from the cable of Unit 3 and was attended by Mr. Hans Back, PIC’s environmental international consultant, the local environmental expert Ms. Djamila Aitmatova and EPP’s environmental specialist Ms. Jyldyz Moldosanova. Other personnel of PIC Fichtner that attended the inspection: Mr. Otar Gavasheli, team leader, Mr. David Kordzakhia, deputy team leader, and Mr. Abdylda Israilov, local engineer. 52. In April 6, 2017 the PCB measuring device L2000DX Analyzer was handed out to EPP staff at Toktogul HPP site (Act of acceptance in Annex 3).

53. The PCB training and oil testing process for PCB information and photos are provided below in relevant Section 3.9.

54. Site Inspection at the end of April was conducted by EPP’s environmental specialist Ms Jyldyz Moldosanova. The SSEMPs implementation was inspected at site as well as the preparation of internal procedures for project works by the Cascade of Toktogul HPPs.

55. During the site visit no serious non-compliances have been found. Visiting sites inside of Toktogul HPP demonstrated that all the safety requirements are met by the working personnel of the Construction Contractors. All the workers wear PPE.

On-site Inspection and audit in May 2017

56. May Inspection was timed to the visit of Ms. Malika Babadzhanova, ADB RETA Environmental Safeguard Consultant in the Kyrgyz Republic and was held with attendance of the Fichtner’s local environmental expert Ms. Djamila Aitmatova and EPP’s environmental specialist Ms. Jyldyz Moldosanova. 57. During the May inspection of construction sites outside and inside of the Toktogul HPP were visited. The visit showed that all the workers at the site wear PPE and strictly observe safety requirements.

58. During the inspection no serious non-compliances were found. The ones, which were found, were immediately corrected by the relevant HSE staff.

59. The Korean construction contractor organized their construction site in full compliance with safeguards requirements. They provided a number of visual information panels at the fence along the road and at the external wall of the office building at the site, where they reflected general approaches in the Company’s environmental policy and safety requirements that must be met by each worker at the Site (see picture 9 below).

60. The Korean construction contractor organized the required conditions for their work staff. There is a very well organized field office completed with computers, printers, Wi-Fi, conditioners, also a changing room, rest room having a refrigerator with drinking water, milk. In spite of existence of mobile phones by each person, engineering staff are provided with a portable radio transmitter additionally. Four video cameras are installed outside of their field office.

On-site Inspection and audit in June 2017

61. End of June 2017 visit was devoted to the previously planned inspection of the PIC Fichtner international environmental consultant Mr. Hans Back and local environmental expert Ms. Djamila Aitmatova, as well as EPP’s environmental specialist Ms. Jyldyz Moldosanova. At the site, PIC’s specialists: Abdylda Israilov and David Kordzakhia also attended at the time of the inspection. 62. During the site visit the team inspected the SSEMP/EMP implementation at site by both Construction Contractors; screened availability of the first aid kit in the offices of CCs and met with the doctor of the Toktogul HPP. The first aid kits were available at both CCs’ disposal and included all the required items, according to the standard list (see picture 11 below). In the offices there are bright-color leaflets provided at the wall with telephone numbers of the emergency services.

63. During the meeting with the Fichtner team, the doctor of Toktogul HPP informed that there were no any accidents at the Toktogul HPP for many years, because the safety requirements are observed in a strict manner by all personnel of the Plant. The only reasons for the workers to apply for medical help areminor diseases of general nature, like headaches, blood pressure (high or low) and others (see picture 12).

3.4. Implementation report on the IEE mitigation/environmental safeguards requirements

Transportation of new transformers, Lot 2 works

64. The delivery of a first new transformer along this route to Toktogul HPP was expected for March/April 2017. However, the process was delayed due to some issues at the border crossing points, associated with customs procedures and vehicle breakdowns. The arrival of the first transformer is now expected in the beginning of July 2017. 65. The route of transportation is shown in Map below (see Picture 13).

3.5. Additional Scope of Work

66. In January 2017 Lot 4 to the Power Rehabilitation Project ‘Additional Secondary Electrical Equipment at the Toktogul HPP 500 kV Switchyard’ has been approved by ADB. It is considered that potential environmental impacts of Lot 4 are covered by the IEE to the overall Project. Thus it was agreed that a supplementary IEE report shall be developed. This report will be drafted until middle of July 2017.

3.6. Non-compliance Notices

67. No serious non-compliance during oil storage site construction, cable and transformer oil removal process and old equipment dismantling works could be observed. If some smaller environmental issues such as small amount of debris/rubbish at site, idle operation of vehicles were found, they were corrected immediately in-place in accordance with the approved SSEMPs. 68. In general, no non-compliance notices in written form were issued in reporting period due to immediate on-site correction measures applied by Contractor during the site inspections. Some small safety issues as working under insufficient light was addressed during inspection.

69. In one area inside the turbine building working under high noise level was rejected. The Chinese contractor (Lot 2) was advised to make sure that ear plugs shall be used and that noise measurements shall be applied in such areas as requested in the management plan.

3.7. Corrective Action Plan

3.8. Awareness Raising and Training

71. In April 6, 2017, training on PCBs was conducted by the PIC Fichtner environmental team (Mr.H.Back and Ms. D.Aitmatova), EPP’s environmental specialist (Ms. J. Moldosanova) and invited expert Ms. Taisiya Neronova - in the Cascade of Toktogul HPPs conference room. 72. The Project team leader of PIC Mr. Otar Gavasheli addressed with a brief presentation on the general safety requirements, the project activities and aims of the training. After that he presentations were made by Ms.T.Neronova, Mr.H.Back and Ms. J.Moldosanova.

73. Specifically, Ms. T. Neronova’s presentation was devoted to the PCB-related issues, risks and danger of PCBs for human being and environment, ADB safety requirements during the PCB treatment, identification of PCB-containing oil and equipment, etc. The second presentation of Ms.T.Neronova was devoted to «Testing of the transformer oil for PCB by the L2000DX analyzer equipment». The training was attended by the EPP’s relevant staff and safety responsible personnel of the Construction contractors, as well as personnel of the Toktogul HPP’s Chemical laboratory. Totally there were about 22 persons attended (List of participants in Annex 4).

74. The attendees asked several questions on the sampling the oil in different points of the pipe, sufficient number of oil samples at each pipe, working life of reagents for the chemical analysis, PPE use during the PCBs handling. The CC JOC representative ask if there were analyses for PCBs made at the preliminary stage before the dismantling the equipment at Toktogul HPP. Mr. Gavasheli answered that such analyses have been made, but according to the Project IEE’s requirements, oil should be additionally tested for PCB before equipment dismantling.

3.9. Oil testing for PCB.

76. The training was followed by the practical work at the Toktogul HPP’s sites – cable and transformers, where participants of the training took samples of cable and transformer oil for further chemical analyses. 77. During sampling the cable and transformer oil, the Chemical laboratory personnel jointly with Ms. T.Neronova and Ms.J.Moldosanova took 8 samples from different points and equipment: (1) from T3 main transformer: a) from tank, b) from T3 transformer (phase/live A), c) from T3 transformer (phase/live B), d) from T3 transformer (phase/live C); (2) from T22 auxiliary transformer tank; (3) from cable line of Unit 3: a) from point CM-1, b) from point CM-4; c) from upper point BT (see pictures 15-19).

78. Analyses of the oil samples were made by L2000DX Analyzer, which was handed over to the Director of the Cascade of Toktogul HPPs the same day earlier.

79. The samples were analyzed by analyzer the same day at the Сascade of Toktogul HPPs’ Chemical laboratory. During the on-the-job training, Ms. T.Neronova explained the Laboratory staff all the peculiarities and details of the analytical procedures.

81. The results of the analyses demonstrated that the PCB content in cable and transformer oil was far below the MPC level (50 ppm) in all the samples. This status was confirmed by the high-accuracy chemical analysis, which has been made for cable oil in Germany, Wessling Laboratory, through Mr. Hans Back, Fichtner’s international environmental consultant, in 2014. From these results it can be concluded that the cable and transformer oil does not contain PCB.

83. The results of the PCB analyses made in 2014 was presented in the IEE report set up to the Project.

3.10. Consultation and complaints, Grievance Redress Mechanism

84. ADB's safeguard policies require that any persons, who may undergo under the adverse effects of the Project activities, must be informed in advance about possibilities of making complaints through Grievance Mechanism (GRM), if the Project activity generates any negative impact on their health or create certain inconveniences for their livelihoods. A Grievance Redress Mechanism (GRM) was developed within the scope for preparing the IEE and EMP. This GRM shall be maintained during the whole duration of the Project’s implementation. It describes the mechanism how to redress the affected peoples’ (AP) grievances in a timely and effective manner. Details of the GRM can be found in the up-dated IEE to the Project. The former GRM has

been completely replaced by a GRM applicable for all ADB projects in the Kyrgyz Republic.

85. GRM now is fully implemented. All the required awareness-raising materials were distributed among the local people and the GRM Log Book was arranged.

86. At the site, during the meeting with Korean Construction Contractors, there availability of Complaints Log Books was checked (see picture 23 below).

3.11. Conclusions

Contractor LS&SM Power Tech Co. is implementing SSEMP/EMP requirements on relevant level: all construction materials, dismantled pipes from cable, liquid and other materials are stored relevantly, on impervious basis. Equipment of Contractor is in good status, no any spills or leakages were observed. Workers are very well equipped by PPE. Warning signs and information boards were properly placed.

HS instructions are going on daily basis. Workers receive additionally milk as a prevention of risks for health. All construction areas out of Toktogul HPP building are monitored on constant basis by video camera. Fire-protection and first aid means are complete and in compliance.

Environmental documentation of this Contractor is in order, complaints log book is in place. SSEMPs on cable oil and paper managements, on management of electrical facilities were revised properly in-time before commencement of works.

Contractor submits to EPP environmental monitoring reports every month and check-lists every week.

Contractor JOC mostly fulfils the requirements of EMP/SSEMP: environmental documentation is in order; workers equipped by PPE, work areas are fenced.

Based on the Instruction on operation of 500 kV cable of THPP at cable line of Unit 3, the сable oil amounts is of: 54000 (fifty four thousand) liters, or 46.2 in ton; but in fact, 32.5 ton of cable oil was drained by Subcontractor “Bior +”, and out of them:

1) In Oil feed equipment with capacity 12 m3, it was poured out 7 m3 = 6,0 t. 2) Area 16 Repair and Machine Shop – 26 tanks of capacity 200 liters (equipment

of Cascade of THPP) - 44 tanks of capacity 200 liters (equipment of “Bior+”),

According to point 2, drained oil is of 14000 liters = 12 ton. 3) 2 tanks 9 m3 = 8,5 m3 х 2 = 17 m3 = 14,5 ton.

The total amount of cable oil is: 32.5 t.
