TENDER NOTICE

Subject:- Procurement of Packaged Drinking Water for the year 2016-17.

The Department of Commerce invites quotations, in sealed cover, for supply ofpackaged drinking water, as per the following specifications, for its use for procurementon month-to-month basis during the year 2016-17 :-

(i) Bisleri 250 ml, 500 ml, 1 Litre & 20 Litre bottles(ii) Kinley - 250 ml, 500 ml, 1 Litre & 20 Litre bottles(iii) Aquafina - 250 ml, 500 ml, 1 Litre & 20 Litre bottles

2. Firms, who fulfill the following criteria should apply:

a) The firm should be in a position to supply Packaged drinking water on veryshort notice as and when needed.

b) The Packageddrinking water should be delivered in this Department at GateNo. 14 basement (Stationery Cell), Udyog Bhawan, New Delhi.

c) The owner of the firm should be available on his own direct telephone(office as well as residence) and also on mobile phone. The mobile numbermay also be given. The firm should be able to provide Packaged drinkingwater on Holidays also.

d) No request of escalation of rates would be entertained after approvalof the rates.

e) The Packaged drinking water should be of 151 standard. In case,itis foundthat the items are duplicate, it would be open for the Department to cancelthe contract, forfeit the EMD/Security money and blacklist the firm.

(f) The dealer should have at-least three years of experience of supplying ofPackaged drinking water in Government Ministries/Departments.(Documentary proof to be attached)

(g) The firms must be registered with Delhi VATTax Department.KE.SI-IKUMAR

3. The rates quoted should remain valid till 31.03.2017.

4. Sealed quotations, duly super subscribed "Quotation for Packaged drinkingwater" and addressed to the undersigned may be deposited in the Tender Box kept inRoom No.27-C, Udyog Bhawan, New Delhi - 110 011, but not later than 3:00 PM on22.03.2016. Quotations received after stipulated date/time shall-not be entertained.The quotations will be opened on the same day at 4 PM in Room No.548, UdyogBhawan, New Delhi in the presence of the bidders or their representatives, who maylike to be present.

5. An earnest money of Rs.20,000/- has to be deposited in the form of bankdraftdrawn in favour of "US(Cash), Department of Commerce, New Delhi" along with thequotation. The earnest money will be refunded to the unsuccessful bidders onfinalization of the contract. Successful bidder(s) will have to deposit security money inthe form of Bank Guarantee/ Fixed Deposit valid for a period of sixty days beyond thedate of contractual obligations. Security money will be forfeited if the firm fails toperform any of the terms or conditions of this tender enquiry.

·6. Bidders may please quote their unconditional rates. Cutting / overwriting, if any,should be countersigned.

7. The firm/company should submit the self-attested copies of documents relatedto PANNumber and TIN Number.

8. Preference shall be given to the Micro and Small Enterprises registered withDistrict Industries Centres or Khadi and Village Industries Commission or Khadi andVillage Industries Board or Coir Board or National Small Industries Corporation orDirectorate of Handicrafts and Handloom or any other body specified by Ministry ofMicro, Small and Medium Enterprises. The Micro and Small Enterprises quoting pricewithin price band of L-l + 15 % shall also be allowed to supply a portion of requirementby bringing down their price to L-1 price, if L-1 price is from someone other than a Microand Small Enterprise.

9. Where a tenderer pleads his inability to supply and backs out of hisobligation after the award of the contract, the Department will forfeit hisEMD/Security Deposit and also recover the loss, if any, sustained by theDepartment, as a consequent of such backing out. In addition, the firm will alsobecome liable for being black-listed.

10. Bidders who are blacklisted or debarred from participating in any suchtender in any Govt. Department, Universities or Autonomous bodies are notallowed to participate in the tender. Bidders have to give self-declarations in thisrespect that they are not black listed as mentioned above and if under anycircumstances the declarations are found false their bids will be out-rightlyrejected and EMD will be forfeited.

11. The place of settlement of disputes, if any, shall be Delhi. In case,settlement of dispute is in the Court of Law, it will be in the jurisdiction of Delhi.

12. The tender is subject to the provision of Rule 160(ii) of General Financial Rules,2005 which enables a bidder to question the bidding conditions, bidding processand/orrejection of its bid. Accordingly, enquiries in this regard by a bidder will be responded ifthe request is received in writing timely in GASectionof this Department.

13. The Ministry reserves the right to accept or reject any tender in full or in partwithout assigningany reasonthereof.
