PROSPECTUS

As per the letter no. la-la-&1@fofo/&74@2016&355(1) dated 23.03.2018 and CE Cell/Health-01/2018 Dated 19.03.2018of the Deptt. of Health, Govt. of Bihar the nominations or allotment of seats for admission in various Post GraduateMedical courses including MD / MS / PG Diploma / PG Dental (MDS) shall be made according to merit-cum-choiceon the basis of the Competitive Test as conducted by National Board of Examination, New Delhi i.e. NEET (PG)-2018 / NEET (MDS)-2018.

1. SHORT TITLE, EXTENT AND COMMENCEMENT :

(i) This Prospectus may be called 'Post Graduate Medical Admission Counselling Prospectus-2018.

(ii) It shall extend to the whole of the State of Bihar.

(iii) It shall come into force at once.

2. DEFINITIONS :

(i) 'College'–Means Medical Colleges in the State of Bihar.

(ii) 'Course'–Means Post Graduate Medical courses of study i.e. MD / MS & Diploma courses & PG Dental(MDS) Courses.

(iii) 'Examination'– NEET(PG)-2018 / NEET (MDS)-2018.

(iv) 'Board'– Means Bihar Combined Entrance Competitive Examination Board, Government of Bihar.

(v) 'Government'– Means State Government of Bihar.

(vi) 'Controller of Examination'- Means Controller of Examination, Bihar Combined Entrance CompetitiveExamination Board, appointed by the Government.

(vii) 'He' includes 'She'.

(viii) 'Bihar' - Means Bihar after reorganisation as defined under section-4 of the Bihar Reorganisation Act-2000.

3. Admission Test :

Nomination for admission in various Post Graduate Medical Courses, i.e. MD / MS Degree & Diploma Coursesand PG Dental (MDS) Courses shall be made on merit-cum-chice based on NEET (PG)-2018 / NEET (MDS)-2018conducted by National Board of Examination as provided in this prospectus.

and consequent directions of the Department of Health, Govt. of Bihar.iii. The details regarding availablity of Courses / Institution against 50% state quota (PG Medical Degree /

Diploma) seats of Private Medical Colleges will be made available at the time of counselling.iv. The eligibility criteria for allotment of PG Medical (Degree & Diploma) seats in Private Medical Colleges,

as mentioned in Para-6 of this prospectus will be applicable.v. For allotment of PG Medical seats in Private Medical Colleges, the reservation policy as communicated

by the Department of Health, Govt. of Bihar will be applicable and the same will be made known at thetime of counselling.

vi. Fee structure & other details regarding admission to PG Medical Degree & Diploma course in PrivateMedical Colleges will be informaed by the representative of the concerned Private Institution.

5.1(b) Institutions / Available seats (MDS courses) in Govt. & Private Dental Colleges :

a) For diferent courses the available Institutions / seats are enumerated here under :-

b) Duration of MDS courses shall be of 2/3 years duration.

c) The list of courses as included in para - 4.2 above may be modified as per direction of the Departmentof Health, Govt. of Bihar.

Note : i. The allotments of candidates for admission against recognised 50% state quota seats available inPrivate Dental Colleges of the state of Bihar will be made.

ii. As against permitted seats available in Private Dental Colleges the allotment will be made subjectto decision of the Hon'ble High Court, Patna and consequent directives of the Department ofHealth, Govt. of Bihar.

iii. The details regarding availablity of courses / institution for allotment against 50% state quotaMDS seats of Private Dental Colleges will be made available at the time of Counselling.

iv. The eligibility criteria for allotments of MDS seats in Private Dental Colleges as mentioned inPara-7 of this prospectus will be applicable.

v. For allotment of MDS seats in Private Dental Colleges, the reservation policy as communicatedby the Department of Health, Govt. of Bihar will be applicable and the same will be made knownat the time of counselling.

vi. Fee structure & other details regarding admission to MDS (Dental) courses in Private DentalColleges will be informed by the representative of the concerned private Institutions.

5.2 If the Government of India gives approval to start new courses or to increase the number of PG Degree /Diploma Seats in any course/ Institution, the coursewise/ Institution wise / Category wise seat distribution will

be revised to that extent and the allotment will be made accordingly in the current session. Hence State Govt.reserves right to add new Institutions and seats in this statement at any time for which information will beprovided at the time of counselling.

5.3 As communicated by the Department of Health, Govt. of Bihar and in the light of the notification of the Govt.of India regarding amendment contained in Post Graduate Medical Education Regulation-2009, the Admissionagainst 50% of the approved PG Medical Seats available in private recognised Medical Colleges will be filledby the candidates selected under State Quota through NEET (PG)-2018.

5.4 (a) (i) 50% of the seats in Post Graduate Diploma courses available in Govt. Medical Colleges of Biharwill be reserved for Medical officers in the Bihar Govt. service, who have served for atleast three yearsin remote and difficult areas of the state and will produce authentic original certificate (Annexure-3)from Civil surgeon of the concerned District and countersigned by the District Magistrate of the sameDistrict, to this effect at the time of Interview / Counselling. Also they will have to give undertaking(Annexure-2) to serve for two more years in remote or difficult areas after acquiring the P.G. Diplomadegree. Such reserved seats are included in the available Post Graduate Diploma Seats.

(ii) If eligible candidates are not available after the allotment of seats in any reservation category, theremaining vacant seats will be made available for all other candidates of the same category.

(b) (i) For being eligible for the above mentioned reservation, the concerned Medical Officer has tosubmit a certificate in the format given in Annexure-3 duly issued by the Civil Surgeon of the concernedDistrict and countersigned by the District Magistrate of the same District, that he has rendered Govt.service in remote / difficult areas of the state as has been identified by the Deptt. of Health, Govt. ofBihar vide notification no.-2/Court-59/13-695(2) dated 17.06.2015 for a period of minimum three years,

(ii) For being eligible for the above mentioned reservation, the concerned Medical officer will alsohave to submit an undertaking by an affidavit in the format given in Annexure-2, that he is ready toserve for a further period of two years in remote / difficult areas of the state.

Such Medical Officer in service, who claims a seat under 50% remote Quota is requied to mentionhis claim, in the specified column of the Online Application Form otherwise his claim under this Quotawill not be entertained.

5.5 There may be addition and deletion of the courses depending upon the situation. Any change in courses/Institutions / Number of Seats and their status as communicated by the Deptt. of Health, Govt. of Bihar willbe informed at the time of Counselling / Interview.

6. QUALIFICATION & ELIGIBILITY FOR MD / MS / PG DIPLOMA COURSES GROUP :

6.1 Educational :

(i) The candidates must have passed the M.B.B.S. Examination from any Medical College of Bihar Stateincluded in the schedule of Medical Council of India.

(ii) The candidates who are permanent residents / domiciled of Bihar and have been admitted in MBBScourse on the basis of competitive examination conducted on behalf of Govt. of Bihar or by CBSE(under All India Quota) before the bifurcation of Bihar i.e. 15.11.2000 in Medical Colleges situated inJharkhand and have obtained the degree of MBBS are also eligible for nomination / allotment of a seatfor admission in academic session 2018.

(iii) The candidates must have completed the rotating Internship before 31.03.2018 as per the provisioncontained in the Information Bulletin of NEET (PG)-2018.

(iv) The candidates must have obtained permanent Registration from Medical Council of India or BiharState Medical Council. A candidate, who has not obtained permanent registration from Medical Councilof India or Bihar State Medical Council but is otherwise eligible, may be allowed to appear at PGMedical counselling 2018 on provisional basis but he must obtain the same within one month from thedate of his admission in P.G.Course as per the rules of the Medical Council of India, failing which the

admission of the candidate shall be cancelled. He must also be registered after admission under theconcerned University within the period prescribed by that University.

6.2 Residential :

The candidates must be a citizen of India.

6.3 Others :

A candidate who is not a permanent resident of Bihar but has passed the M.B.B.S. Examination from anyMedical College of Bihar State included in the Schedule of Medical Council of India, is also eligible.

6.4 Age Limit :

There is no maximum age limit for appearing PG Medical Counselling 2018

6.5 No Objection Certificate :

A candidate who is in employment either in Government or elsewhere will be allowed to appear at the PGMedical Counselling 2018 only if he produces a certificate of "no objection" from his employer with thecondition that if selected he will be granted study leave to pursue the course. However a candidate who is anemployee of Government of Bihar shall be issued admit card provisionally in the absence of such "no objection"certificate. But on selection, he will have to produce relieving certificate from his controlling officer. Otherwise,he is required to furnish an undertaking/ affidavit that in case he is selected he shall resign from the service andshall undertake the studies as a full time student. Such affidavit/ undertaking is to be filed along with theapplication form. The relieving letter by the employer shall be submitted on or before the date of admission.

6.6 Training :

(i) All the candidates called for counselling/ interview, if selected, shall have to be registered with BiharCouncil of Medical Registration / Medical Council of India within one month from the date of theadmission in P.G.Course and will also have to be registered by the University concerned within theprescribed period by that University. The registered candidates will undergo whole-time training for 3years and 2 years for degree and diploma courses respectively, from the date of their admission. ForM.Ch. (Neuro Surgery) and M.Ch (Plastic Surgery) training period will be two years for those candidateswho are being admitted after securing Post Graduate degree in basic subjects i.e., M.S. (General Surgeryor Orthopaedic Surgery) or M.S. (E.N.T.). The duration of the course for M.Ch. will be five years forthose candidates who have only M.B.B.S. Degree.

(ii) The compulsory Rotating Internship must be from a Hospital/ Institution approved and recognised bythe Medical Council of India or any University duly recognised by the Government of Bihar.

(iii) No admission or readjustment will be done after the last date of admission as fixed in compliance withthe requirement of Medical Council of India .Thereafter, the seats remaining vacant if any, shall betreated to have lapsed. No transfer/ migration will be permissible after admission.

(iv) An admitted candidate on the basis of PG Medical Counselling based on NEET (PG)-2018, shallautomatically forfeit his claim to continue in the previous P.G.Course for which he was originallyregistered. His name registered for that P.G.Course will be cancelled and upon his/ her admission to thenew P.G.Course on the basis of PG Medical Counselling based on NEET (PG)-2018, he will have to getregistered with the university concerned for that P.G.Course only and he has to refund the entire amountof stipend already paid to him for the previous P.G.Course to the previous Institution and a certificate tothis effect is to be produced at the time of counselling to the new Course, allowed to him.

(v) Admitted candidates who remain absent continuously for more than 2 months are liable to forfeit hisclaim to continue in the previous PG Medical course for which he was originally registered. His nameregistered for that PG Medical course will be cancelled and upon his / her admission to this new PGMedical course on the basis of PGMAC-2018 he will have to get registered with the university concernedfor that PG Medical course only and he has to refund the entire amount of stipend already paid to him for

the previous PG Medical course to this previous institution and a certificate to this is to be produced atthe time of counselling to the new course allover to him.

7. QUALIFICATION & ELIGIBILITY FOR MDS (Master of Dental Surgery) COURSE GROUP :

7.1 Educational :

(i) The candidates must have passed the BDS Examination from any recognised Dental College of BiharState included in the schedule of Dental Council of India.

(ii) The candidates who are permanent residents of Bihar and have been admitted in BDS course on thebasis of competitive examination conducted on behalf of Govt. of Bihar or by CBSE (under All IndiaQuota) before the bifurcation of Bihar i.e. 15.11.2000 in Dental Colleges situated in Jharkhand and haveobtained the degree of BDS are also eligible for appearing in this competitive examination for admissionin academic session 2018 in this Course Group.

(iii) The candidates must have completed the rotating Internship before 31.03.2018 as per the provisioncontained in the Information bulletin of NEET(MDS)-2018.

(iv) The candidates must have obtained Registration from Bihar State Dental Council or Dental Council ofIndia. A candidate, who has not obtained permanent registration from Bihar State Dental Council orDental Council of India but is otherwise eligible, may be allowed to appear at PGMAC-2018 on provisionalbasis but he must obtain the same within one month from the date of his admission in P.G. DentalCourse as per the rules of the Dental Council of India, failing which the admission of the candidate shallbe cancelled. He must also be registered after admission under the concerned University within theperiod prescribed by that University.

7.2 Residential :

As per para - 6.2 of the prospectus.

7.3 Others :

As per para - 6.3 of the prospectus.

7.4 Age limit :

7.6 Training :

(i) The MDS course Group Candidates called for counselling / Interview, if selected, shall have to beregistered with Bihar Dental Council / Dental Council of India within one month from the date of theadmission in MDS Course and will also have to be registered by the University concerned within theprescribed period by that University. The registered candidates will undergo whole time training duringthe entire period for completing the MDS Course.

(ii). The compulsory Rotatory Internship must be from Institution approved and recognised by the DentalCouncil of India or any University duly recognised by the Government of Bihar.

(iii). No admission or readjustement will be done after the last date of admission as fixed in compliance withthe requirement of Dental Council of India. Thereafter the seats remaining vacant if any, shall be treatedto have lapsed. No transfer / migration will be permissible after admission.

(iv). An admitted candidate on the basis of counselling of PGMAC-2018 shall automatically forfeit hisclaim to continue in the previous MDS Course. His name registered for that MDS Course will becancelled and upon his admission to the new MDS Course on the basis of PGMAC-2018, he will haveto get registered with the university concerned for that MDS Course only and he has to refund the entire

amount of stipend already paid to him for the previous MDS Course to the previous Institution and acertificate to this effect is to be produced at the time of counselling to the new MDS Course, allowed tohim.

(v). Admitted candidates who remain absent continuously for more than 2 months are liable to forfeit theircandidature.

8. RESERVATION :

(A) (i) For the selection of candidates for admission in Post Graduate Degree/ Diploma Courses of MD/ MS /PG Diploma & PG Dental Course in Govt. Medical / Dental Colleges, the reservation Policy/ Rules ofthe Government of Bihar prevailing on the date of Online submission of Application Forms for PGMedical Counselling 2018 will be applicable.

Accordingly the reservation categories will be determined on the basis of the lists of SC, ST, EBCand BC as approved by the Govt. of Bihar and applicable on the date of the online submission ofapplication forms for allotment of PG Medical / Dental seats on the basis of PG Medical Counsellingbased on NEET (PG)-2018 / NEET (MDS)-2018.

(ii) For the Candidates, who are permanent residents of Bihar State, reservation of seats for various Categoriesas per the policy of the Government of Bihar prevailing at the date of PG Medical Counselling 2018 isas given below –

(iii) For the Candidates who are not the permanent resident of the State of Bihar, seats earmarked for thereserved categories as enumerated in Sl. No. 8(ii) above, will not be admissible, vide Department ofGeneral Administration, Governemnt of Bihar letter no. 11/vk0-fofo/-50/2011 lkú& 2710 dated 26.08.2011.They will be considered against General Category seats only.

(iv) Candidates of reserved categories competing in General Merit List will not be counted against reservedcategory seats. Selection of the candidates in the unreserved category will also be on merit. Placementof Reserved Category candidates will be done as per the Government resolution/ orders applicable at thetime of starting the sales of the Application Form for PG Medical Counselling 2018. Candidates ofreserved category competing in General Merit List will have the option for general as well as the concernedreserved category seats for purposes of placements, but the seat of reserved category exhausted due totheir option will be compensated from seats of General Merit List.

(v) A candidate claiming admission on seats reserved for SC/ ST/ EBC/ BC/ RCG will have to furnish (a)Residential certificate (b) Caste certificate from CO / duly counter signed by the concerneed DM / SDO(Civil) of the area of his/her permanent residence in the State of Bihar, as mentioned in the ApplicationForm for appearing in PG Medical Counselling 2018.

N.B. :(i) Caste and Residential Certificates issued by other than CO & duly counter signed by the concerneedDM / SDO (Civil) will not be entertained and will lead to rejection of his/ her application.

The Residential Certificate must mention that the candidate is a permanent resident (LFkk;hfuoklh) of Bihar giving his complete address, letter no. and date of issue. Certificates mentioningthat the candidate is resident (fuoklh) / temporary resident (vLFkk;h fuoklh) or incomplete in anyrespect will not be accepted.

(ii) Caste certificate issued on the basis of the Caste of the Husband / Wife of the candidate is notacceptable. Caste Certificate issued on the basis of the caste of his / her father will only beaccepted.

(iii) The spelling of the name of the candidate written in his application form of NEET (PG)-2018 /NEET (MDS)-2018 must be the same as written in his matriculation and other certificates. Anydifference will subject to the decision of the concerned authority of the Deptt. of Health, Govt. ofBihar.

(vi) The category, which a candidate claims for reservation in the space provided for this purpose in theApplication Form and the Residential certificate and Caste certificate which be submits as per para (v)above, will be accepted for the PG Medical Counselling 2018 and the allotment of seats will be made onthat basis provided the same are in conformity with the rank list of NEET (PG)-2018 / NEET (MDS)-2018. Once the application form is accepted, no change will be allowed. In case the category claimed bya candidate and mentioned in the specified space in application form for appearing in counselling differsfrom that mentioned in the merit list as provided by the Deptt. of Health, Govt of Bihar based on NEET(PG)-2018 / NEET (MDS)-2018, then the category as mentioned in the Merit List will be treated asfinal. If a candidate does not mention the category at the specified space in application form or does notsubmit the proper caste certificate in support of his claim for the reserved category benefit then he willbe treated in General (GEN) i.e. UR (Unreserved) category. The responsibility of losing his reservationclaim due to his mistake/ carelessness will entirely be his own.

(B) Reserved Seats under Disabled Quota (DQ) :

(a) For disabled candidates, 4% out of the available seats in each Institution, are reserved under "DisableQuota". Such reserved seats are included in the total number of the available seats.

In this connection, if the state Government issues any other Government order before publishingthe merit list for counselling / interview for the purposes of the seat allotment, then reservation rulesaccording to the same Government order, will be applicable for admission under Disable Quota subjectto his DQ (or PH) status is mentioned in merit list of NEET (PG)-2018 / NEET (MDS)-2018.

(b) Each disabled candidate is required to mention his claim in the specified space of his application formand enclose the required Disability certificate issued by a medical Board authorised by the Governmentof Bihar. Such certificate must have a full size duly attested photograph of the disabled candidate,pasted there on.

(c) A disabled candidate may opt on the basis of merit rank list of NEET (PG)-2018 / NEET (MDS)-2018,any one of such courses for which his disability is within the limits of the acceptable disability standardsand is not restrictive for opting the same. The admit order will be issued to the candidate after he isfound otherwise medically fit. For such medical test an additional fee will be charged.

(d) "Guidelines for admission in Degree Courses in Medical Profession against Disable Quota" is enclosedas Annexure - I.

9. PROCUREMENT OF APPLICATION FORM & PROSPECTUS AND COUNSELLING FEE :9.1 The Prospectus for appearing in PGMAC-2018 can be downloaded Online from the BCECE Board's website

bceceboard.bihar.gov.in by clicking on the link "PGMAC-2018" under Prospectus Section. After that clickon 'Apply for PGMAC-2018' button and follow the instructions appeared :

I. Step-One - Registration : For registering, the candidate is required to fill the information asked in Step-One

of the application form, appearing on the computer screen. Candidate while registering, must see that he / she isgiving his / her own email_id and mobile no., because all informations concerning registration will be sent on thesame email_id and mobile no. Also the candidate will receive a SMS. The received email and SMS will contain an"ACTIVATION CODE" which is to be used by the candidate to activate his account. The candidate should click"Activate Your Account" Button and enter the email_id and received Activation code to activate his / her account.There after click the "Submit" button. After activating the account the candidate should click the "Sign in" buttonand enter the email Id and password to proceed further. The candidate must keep the password entered in ApplicationForm confidential, otherwise BCECE Board will not be responsible for any complication. The email id given bythe candidate will be his user name.

II. Step-two - (Personal Information) : After successful registration and activating the account, the candidateshould again "Sign in" to his account and thereafter complete the required entries regarding personal informationon the computer screen. Then click on "Save & Continue" button.

III. Step-Three - (Upload Photo and Signature) : After entering the personal information the candidate shouldupload his / her passport size photograph of high contrast (Photo must be snapped with placard containing candidate'sname and snapping date), and full signature in Hindi and English (Not in capital letter) after duly scanning thesame. After uploading photo and signature click on "Save & Continue" button.

IV. Step-Four - (Educational Information) : After uploading the scanned photo and signature the candidateshould enter his / her educational information on the computer screen and click on "Save & Continue" button.

V. Step - Five (Preview your application) : After entering educational information the candidate must verifyall the information given by him/her while verifying given information in step-2, step-3 and step-4. If any informationis found wrong, then the candidate should click "Back to Edit" button and make required corrections. Thereafterthe candidate should click "Save & Continue" button so that entered information should be updated.

If preview of application form is found to be correct, then the candidate give his / her Declaration and clickthe "Confirm & Submit" button so that he / she should pay Examination Fee as per Step-Six.

VI. Step - Six (Payment of Counselling Fee) : After preview of the Application Form and submitting the same,the candidate should click "Proceed to Payment" button and complete the payment procedure according toinstructions appeared on the computer screen regarding payment of Counselling Fee. Paid Counselling Fee willnot to be refunded. There are following two modes for payment of Counselling Fee.a. Payment by Bank Challan : If the candidate wants to Pay Counselling Fee through Bank Challan, he / she

should select offline / NEFT Challan option from Payment mode appearing on computer screen and downloadthe Challan and get the print and visiting any Bank upto scheduled last date, the Counselling Fee may be paidthrough NEFT mode. This procedure for updating will take atleast one hour. If the payment is not updated,then the candidate should wait for atleast 24 hours. If even then the payment is not get updated then thecandidate should contact BCECEB office before the scheduled date. The candidate has to pay processingcharge additional to Counselling Fee for payment through Challan mode.

b. Online Payment : If the candidate wants to pay Counselling Fee through Online mode e.g. Credit Card /Debit Card / Net banking, he / she should select online option from payment mode appearing on the computerscreen and "Make the Payment" should be made through Credit Card / Debit Card / Net banking. Thecandidate has to pay processing charge additional to Counselling Fee for payment through online mode

c. Counselling Fee : Counselling fee to be paid through above modes is Rs. 2200/- (Two Thousand TwoHundred) only for all categories i.e. (Unreserved / SC / ST / EBC / BC / DQ) candidates.

VII. Step - Seven (Download part- A & Part-B) : After payment of Counselling Fee upto scheduled date andtime, the candidate must download Hard Copy (Part-A & and Part-B) of online submitted Application Form andkeep the same safely in his possession because it contains all informations provided by the candidate and thePGMAC-ID made available by the Board for further use during counselling.

Note : a. Hard copy of PART-A & PART-B need not to be send Board's office, but instead this is to be madeavailable at the time of counselling.

b. After completing the above procedure and finally submitting the online application form, there is no provisionfor any change or modification in the same.

c. The candidate must note that after submission of online application form, neither it can be withdrawn nor anyrequest for refunding paid counselling fee will be entertained.

d. Board will not be responsible for any interruption in Internet / Postal / Banking system. Therefore the candidatesmust not wait for last dates and complete all procedure before due date.

e. Final Merit list for Medical / Dental course will be prepared after scrutinising the data provided by NationalBoard of Examination/ Health Deptt., Govt. of Bihar.

f. On the basis of merit and availability of seat, the Counselling programme will be published on the Board's Website on10.04.2018 (8.00 P.M.).

g. No other chance will be given to any candidate for submitting online application after due date for onlinesubmission of application.

9.2(i) After online submission of application, if the applicant finds that while filling up such application the errorregarding any entries/ photo / signature uploding has / have been made, then he/ she will have opportunity toedit / rectify the same on 08.04.2018.

(ii) The above mentioned editing / rectification / correction opportunity will be available for only those candidates,who have successfully filled their online application form and make the payment successfully within duedate.

(iii) For making rectification / correction / edition in online submitted application, the candidate is required toenter the email ID & Password and click on "Submit" button for getting his account to login whereby theediting process can be carried out.

xii. Any other certificates in support of eligibility as required and mentioned in the prospectus of PGMAC-2018 (available on website).

9.5 Submission of the Application Form :

The completed Application Form (Part-A filled in 'Online' and Part-B filled in manually) alongwith the requiredenclosures is to be submitted by hand personally at the time of counselling for due verification of eligibilityand identity against the original certificates / documents as presented by the candidate at the time of counselling.

After due checking / verification and establishing the eligibility of the candidate appearing for thecounselling, the Course / Institution will be allotted based on merit-cum-option.

10. METHOD OF SELECTION AND ADMISSION :

10.1 Merit List :

(i) Merit list of all the candidates as provided by the Deptt. of Health, Govt. of Bihar based on NEET (PG)-2018 / NEET (MDS)-2018 will be basis for PG Medical Counselling 2018.

10.2 Counselling/ Interview :

(i) The candidates in order of merit will be called for Counselling/ Interview and for verification of originaldocuments and identity by personal appearance. The allotment will be done on merit-cum-choice basisas per the merit list provided based on NEET (PG)-2018 / NEET (MDS)-2018. No change in the choicewill be allowed later on. The candidates coming late during counselling may be considered but placementwill be done only on the existing vacancy at that time.

(ii) Institution wise and course/ subject wise reserved seats are as mentioned in schedule-I, schedule-II andschedule-III of this prospectus. For admission in reserve categories, all Institutions will be considered asone unit.

(iii) Dates and the venue of Counselling/ Interview by personal appearance will be available on BCECEBwebsite "bceceboard.bihar.gov.in" .

(iv) The Candidates should bring their Admit Card, and other related documents including rotating internshipcompletion certificate, all in original, in support of their eligibility as per Paras 6.1 to 6.5 & 7.1 to 7.5 ofthis prospectus.

(v) A candidate will be given opportunity to excercise his option for course / Institution from among thoseavailable and actual allotment will be done on merit-cum-choice basis.

(vi) A candidate, if found eligible in all respect after due verification of his documents and identity, willhave to join the course within one week after the date of allotment of Course/ Institution failing whichhis candidature may be rejected.

(vii) The candidates belonging to General category or unreserved category have to secure at least 50th percentilemarks and candidates belonging to SC, ST, EBC & BC reserve categories at least 40th percentile marksin the competitive test of NEET (PG)-2018 / NEET (MDS)-2018, in order to fulfil the minimumperformance criterion as fixed by the Medical Council of India to be eligible for admission in any PostGraduate course. No weightage will be given for Remote or any other services. Only the rank obtainedin NEET (PG)-2018 / NEET (MDS)-2018 will be taken into consideration.

(viii) No candidate will be permitted to pursue and complete more than one course from the same Examination[NEET (PG)-2018] and the same session.

(ix) No candidate will be enrolled for two courses simultaneously i.e., as a regular student for one courseand as an ex-student for the other course.

(x) A candidate who has passed a degree course will not be permitted admission in diploma course of thatsubject.

(xi) If a candidate has been admitted in a P.G.Degree / Diploma courses i.e. MD/MS/PG Diploma & PG

Dental (MDS) in any speciality on the basis of an earlier P.G. Medical Admission Test, then he may beallowed to appear at the current P.G.Medical counselling but will not be eligible for admission in a P.G.Degree / Diploma course of MD/MS/PG Diploma PG Dental of another speciality unless :-

(a) He resigns and vacates the seat of P.G. Degree/ Diploma courses of MD/MS/PG Diploma & PGDental against which he has been admitted earlier, within seven days of receiving of the allotment/ nomination order on the basis of current PG Medical Counselling based on NEET (PG)-2018/NEET (MDS)-2018.

(b) He returns all the pecuniary benefits taken thereof for the earlier course.

(c) He is liable to pay compensation for leaving the earlier course if the final decision regarding thesame is made by the Government before the commencement of the counselling based on thecurrent PG Medical Counselling based on NEET (PG)-2018/ NEET (MDS)-2018.

(xii) Regarding Bond etc at the time of taking admission in alloted PG Medical Courses in Govt. MedicalCollege of Bihar. Please see ladYi 1@fofo/& 58/2015-450(1) dt. 15.04.2017 (Annexure-4).

11. GENERAL INSTRUCTIONS :

(i) Any candidate if reported to have committed unfairmeans / impersonation at any stage during the processof selection for PG Medical course, shall be liable for legal action at any stage before or after admissionunder Bihar conduct of Examination Act, 1981 and other relevant Acts. Under the provisions the candidatemay be expelled and debarred from appearing in the process of nomination for a seat of PG MedicalCourse.

As per Bihar Conduct of Examination Act-1981, "Unfair Means" in relation to any examinationshall mean taking or giving or attempting to take or give help from any material written or printed orfrom any person in any form whatsoever.

(ii) Submission of incorrect/ false documents / informations and adoption of unfair means/ impersonation,if detected at any stage after the selection for admission at any later stage shall automatically lead torejection of the candidature of the candidate for admission.

(iii) The candidates whose Roll / Name appeared in the merit list based on NEET (PG)-2018 / NEET (MDS)-2018 will have to appear in person at his own cost for scrutiny and verification of the original documents/his identity and for Interview/ Counselling on the scheduled date and time, failing which his claim forallotment of a seat will be rejected. It is to be noted that Interview / Counselling is being conducted asper the directives of the Department of Health, Government of Bihar.

(iv) Appearance in person for scrutiny of original certificate / documents during Interview/ Counsellingdoes not entitle a candidate for allotment / admission.

(v) If by mistake, a candidate is allowed to appear at the PG Medical Counselling 2018 which, otherwise,would not have been possible and the error is detected subsequently, at any stage before or after theadmission, he will lose all claim/ right of admission even if he competes successfully. In case of anylegal dispute arising out of the situation, the candidate will not be admitted till the final disposal of thecase.

(vi) If a candidate needs any special information in addition to what has been provided in this prospectusregarding any Course / Institution or else, he should either contact the Institution directly to the Deptt. ofHealth, Govt. of Bihar.

(vii) Information regarding any subsequent modification / alteration / addition / deletion made in the provisionsof the prospectus will be given to the candidates during the counselling or earlier, as far as possible.

(viii) In all matters relating to PG Medical Counselling based on NEET (PG)-2018/ NEET (MDS)-2018, thedecision of the Deptt. of Health, Govt. of Bihar through Controller of Examination, Deptt of Health,Govt. of Bihar-cum-coordinator NEET (PG)-2018 / NEET (MDS)-2018 will be final.

(ix) A candidate on being finally selected must join the course within one week, otherwise the candidate willforfeit his claim for admission.

(x) If in service, the candidate shall have to resign from service or obtain leave for the whole period of studyand get himself/ herself relieved before joining the course.

(xi) The Government of Bihar reserves the right not to take any admission in any subject or in any courseand to make any addition/ deletion in the courses as and when required.

(xii) Instructions to examinees through advertisements / website general notice will form part of this prospectus.

(xiii) Any error in NEET (PG)-2018 / NEET (MDS)-2018 merit list will not entitle the candidate for admission.

(xiv) Those who do not turn up for Counselling/Interview and the verification of documents in person on thenotified date will forfeit their claims for admission.

(xv) After the declaration of the closure of admission process, the remaining vacant seats in any course of theInstitution concerned will not be filled up.

(xvi) If any modification / command required after any order / directive of the Hon'ble Court / MCI / Govt.of India / Govt. of Bihar with reference to the allotment in PG Medical Courses for the session-2018 isreceived in future, the same will be implemented from immediate effect.

(xvii) The Bihar Combined Entrance Competitive Examination Board reserves the right to change / modify /add/ delete any rule / information for purpose of conducting PG Medical Counselling based on NEET(PG)-2018/ NEET (MDS)-2018.

12. If it is detected that the candidate is not otherwise qualified, or has incurred any disqualification making himineligible for admission to the course his claim for allotment / nomination of a PG Medicalseat will berejected.

13. Any dispute arising out of or connected with NEET (PG)-2018 / NEET (MDS)-2018 shall be subject to thejurisdiction of Hon'ble Patna High Court, only.
