Description Management parameter defines the L1 HARQ retransmissions threshold for the outerloop power control dedicated to the E-DCH MAC-d flow of the CS voice when the E-TTI equals to 10 ms. Its value is used by the outer loop power control of the RNC for the detection of the block error. Block error is occurred if the number of the retransmissions equals to the value of the parameter or a HARQ failure has observed. Outerloop power control adjusts the uplink DPCCH SIR target after the occurred block errors. This threshold value is used when the BLER target has been defined with the management parameter “BLER target for the HS CS voice E-TTI 10 ms”.

Description The parameters of this structure define the planned Eb/N0s for the DCHs which are transferring radio bearers of the PS interactive and background RABs. With these parameters it is possible to define two quality target values and their planned Eb/N0s. Either of the two quality target values can be assigned to each of the DCH user data rates 8, 16, 32, 64, 128, 256 and 384 kbps, separately for the uplink and downlink DCHs. Additional management parameters are introduced to assign a data rate gain value to the higher data rate DCHs; final Eb/N0 values are achieved by adding the data rate gain to the quality target specific Eb/N0 values. The parameters are applied in producing the service specific rate matching attributes.

Description This parameter defines whether the primary or the secondary quality target is used for a particular data rate of the downlink DCH which is transferring radio bearer of the PS interactive or background RAB. Either of the two quality target values, which are defined with the management parameters "Primary quality target of the PS NRT DCH" and "Secondary quality target of the PS NRT DCH", can be assigned to each of the DCH user data rates 8, 16, 32, 64, 128, 256, and 384 kbps. If a DCH user data rate is selected with the parameter, then the primary quality target is used for it; otherwise the secondary quality target is used.

Description The parameters of this structure define the values of data rate gains in the service specific Eb/N0 performances. Data services are generally encoded with Turbo, which becomes more efficient with higher data rates, in the same way that interleaving does. Higher transmission power is used for the DPCCH with higher data rates, which improves the channel estimation and, consequently, the Eb/N0 performance. Therefore the rate matching Eb/N0s can be reduced also for the low data rate bearers, such as CS AMR, when they are transferred in the multiservice configuration of a high enough aggregate data rate. The parameters of the data rate gain are introduced for the CS AMR, PS data services, CS data services, and signalling link. The selector parameters define the physical channel symbol rates (spreading factors) for which the data rate gain is valid; separate parameters are introduced for the uplink and downlink transfer directions. If the value of the selector parameter shows that with the used symbol rate the gain shall be applied, then the value of the actual gain parameter is added to the value of the rate matching Eb/N0 value of the service.

Description This parameter defines the initial SIR target for the UL DPCCH when the radio link has only DCHs configured in the uplink transfer direction. The value of the parameter is used in the configuration of the SIR target for the uplink outer loop power controller of the RNC and in the estimation of the DPCCH overhead for the DCH resource allocation. The initial SIR target of the DPCCH is defined for each possible minimum allowed spreading factor value 256, 128, 64, 32, 16, 8 and 4 of the uplink DPDCH. It is possible to set particular values of the initial SIR target for those cases when the HS-DPCCH is configured in the radio link. The values of the spreading factor-specific initial SIR targets are defined assuming 1-way receiver diversity. The Initial SIR target values for the 2- and 4-way receiver diversity cases are achieved by adding particular offset values to the 1-way receiver diversity values of the initial SIR targets. The offset values are defined with two management parameters. If the initial SIR target value is sent to the BTS and to the outer loop power controller of the RNC, you can define an additional offset value that is added to the initial value defined above. Minimum SIR target values are defined with a management parameter in relation to the initial SIR target values.
