National Health Information System is:
defining priorities, objectives, actions and resources needed for the development of NHIS in order to improve the stewardship of the health system for providing the necessary conditions to achieve the objectives from National Health Policy and the Health system Strategic Plan.

Section 1: Strategic vision of the National Health Information System: 1.1 Harmonize the contents of NHIS of Moldova to
international data frameworks, including to those recommended by the European Union working groups
1.2 Establish the data quality assessment procedures according to the Framework of Data Quality Assessment recommended by World Health Organization;
1.3 Strengthen the administrative capacity of subdivisions and NHIS resources.

Section 2: Strategic Planning related to population statistics: 2.1 Increase the national capacity and practices in
planning, collection, processing, analysis and interpreting the data from population censuses;
2.2 Improve the collection, processing, transmission, analysis, interpreting and use of data from vital statistics;
2.3 Increase the national capacity in planning and conducting population-based household surveys

Section 3: Strategic Planning related to strengthening of planning capacity and assuring quality of health-service-based statistics: 3.1 Strengthening the capacities of human resources
and facilities in information management; 3.2 Complete the set of procedures for data collection
management and use for all health indicators at national and subnational level.

Section 4: Strategic Planning related to development of the information technologies, improvement of data management and integration: 4.1 Development of information and communication
technologies; 4.2 Development of databases and mapping the

systems and integration of health service-based statistics;
4.4 Development and wide use of metadata dictionary.

Section 5: Strategic Planning related to special assessment of health financing sources, workforce, health service accessibility and quality : 5.1 Development of Health Satellite Accounts (National Health
Accounts) 5.2 Conducting regular feasibility surveys regarding infrastructure,
supply and quality of services provided by the health facilities; 5.3 Improvement of the system of tracking, reporting and analysis
of the human resources in the health system, including the health staff migration process.
5.4 Setting a system that tracks equipment, physical infrastructure and commercial products

Section 6: Strategic Planning related to the coordination of NHIS strengthening process: 6.1 Refinement of the legal and normative framework of NHIS; 6.2 Improvement of coordination in order to avoid NHIS
fragmentariness and to bring together the data producers, data users and units for health information support;
6.3 Establishment of the administrative body to ensure an ongoing coordination of actions focused on strengthening the NHIS;
6.4. Selection of the minimum national and subnational indicators that cover alt health-related indicators and implementation of technical standards in their measuring, analysis and interpreting.

Section 7: Strategic Planning related to the NHIS data and information analysis, dissemination and use: 7.1. Improve the capacity and practices of health managers and
physicians in NHIS-generated information analysis, dissemination and use.

7.3 Improvement of procedures for information use in planning and priority-setting.
7.4 Grouping and communicating the information for decision-making process
