PETITION UNDER SECTION 23 OF THE ELECTRICITY ACT, 2003 SEEKING

REGULATORY GUIDANCE FOR MEASURES TO BE TAKEN IN CASE OF EXIGENCIES

LEADING TO POWER CUTS FOR THE TARIFF YEAR 2019-20.

MOST RESPECTFULLY SHOWETH:

1. The present petition is being filed by the Petitioner, Punjab State Power

Corporation Limited (hereinafter called PSPCL) under Section 23 of the

Electricity Act, 2003 seeking regulatory guidance and concurrence of the

Hon'ble Commission for the measures to be taken by PSPCL for load

regulation and imposing power cuts in case of exigencies and system

requirements.

2. PSPCL is hereby providing the basis, assumptions and projections of the

elements constituting the determination of demand/Supply gap, the

prevalent regulations being undertaken and their constraints, the extent of

power regulatory measures required to be imposed on various categories

of consumers in an equitable manner with an objective of ensuring quality

power in the most economical and reliable manner and in compliant to

National/State grid code during the year 2019-20.

3. The endeavor of PSPCL as a distribution licensee is to ensure uninterrupted

power supply to all its consumers and regulate the supply only in case of

unavoidable exigencies. After incorporating the latest anticipated banking

arrangements for the period FY-2019-20, the details of the anticipated

demand and availability of electricity for the year 2019-20 is provided in

the attachment marked as Annexure A.

4. PSPCL is presently expected to be surplus in power availability for the year

during 2019-20. The details of the applicable category of feeders - PR

Circular 5/2003 dated 05.06.2003 is attached hereto and marked as

Annexure B.

5. It is stated that from the details in Annexure-A, it is evident that there

would be a surplus availability of electricity to PSPCL during the year 2019-

20. In the circumstances, it is expected that the requirement to regulate

supply to consumers and imposing power cuts would be minimal and only

to take care of unexpected events and circumstances.

6. It is pertinent to mention that post grid collapse of 30 & 31.7.2012, the

stringent grid regulations are applicable for deviation from the schedule

which includes severe penalties in terms of high deviation charges. The

availability of power has to be maintained around the running load at all

the times for safeguard of the grid.

7. With the introduction of capping on volume limits on over drwal from the

grid in the currently applicable deviation settlement mechanism, the

violations beyond the specified limit attract severe penalties against over

drawl from the system in real time operation as such the regulation of load

through the implementation of the power regulatory measures may be

necessitated on real time basis. Moreover, after applicability of new DSM

regulation 2018 w.e.f 1.1.2019, the frequency band has now become 49.85

to 50.05 HZ which was earlier 49.70 to 50.10 HZ. By linking market clearing

price of exchange with the DSM rate, the operation of power system on

day to day basis has become more rigid and in case of sudden outages of

power system elements, the power regulation may be the utmost

requirement in the interest of safety of grid.

8. It is however stated that even in the surplus scenario, the eventualities as

mentioned below cannot be ruled out in the power system which may

require regulation of load and supply:

Till now, all the three no. IPPs viz NPL, Rajpura (2x700=1400 MW),

TSPL, Talwandi Sabo (3x660 = 1980 MW) & GVK, Goindwal Thermal

plant (2x270=540 MW) have been synchronized with the grid. The

forced outage of the generating units especially these larger capacity

IPPs for longer duration may necessitate the imposition of regulatory

measures on the consumers.

Any downward revision in the Central Sector schedule due to longer

duration on account of forced outage of Central Sector Generating

Units, in which the State of Punjab has a major stake.

A maximum unrestricted demand of 2750 LUs on 4.8.2018 and a

peak demand of 12638 MW have been recorded during the year

2018-19 on 10.7.2018 without imposing any notified regulatory

measures/power cuts. During the year 2019-20, a projected

unrestricted demand of around 13500 MW is being envisaged. With

a full internal generation and any forced outage due to any

unforeseen reasons & any limitation of the transmission/ sub

4--d8b1-d774-48d4-b185 3/1/2019

transmission network, may necessitate imposition of Regulatory

Measures.

At present, the existing ATC/ TTC of Punjab has been fixed by NRLDC

as 6400 / 7000 MW respectively (Annexure-C). With any reduction

of internal generation due to forced outage may require the

emergent imposition of Power Regulatory Measures during the year

2019-20 to keep the system running within the limitations of grid

code.

Any restrictions due to overloading of inter-regional lines may also

necessitate load shedding within the state.

In addition, the scheduled commissioning of the new generating

units i.e. Parbati-II (80 MW share) and Tapovan Vishnugadh (41 MW

share) Hydro electric plants under the central sector may also get

delayed and the energy which is envisaged to remain available

during the year 2019-20 become uncertain, on account of which

situations may arise for the imposition of power regulatory

measures.

Any other contingency, where availability of power is not able to

meet with the demand may also be required in regulating the load

on the system on real time basis.

9. In the scenarios and circumstances as mentioned above, PSPCL may be

required to bridge the demand / supply gap within Punjab control area on

real time basis by imposing various regulatory measures.

10. Under the Electricity Act, 2003 while the management of load is to be taken

care of by the licensees, a provision in Section 23 enables the Hon'ble

Commission to decide the principles and basis on which the regulation in

4

Page 5: BEFORE THE PUNJAB STATE ELECTRICITY REGULATORY … · before the punjab state electricity regulatory commission chandigarh petition no. 5 of 2019 in the matter of: petition under

power can be done, to the extent possible in case of exigencies and

circumstances that may arise. Further, having a guiding principle for

imposing regulatory measures in case of exigencies result in greater

regulatory certainty.

11. In the circumstances mentioned above, PSPCL proposes the following

regulatory measures to be taken in case it becomes imperative to impose

power regulatory measures and impose power cuts:

To regulate the supply by imposing power cut on feeders controlling

supply to the 24 hours UPS/Urban-Industrial Cat-1/Main cities /

District. Head Quarters.

To impose weekly off day(s) on LS & MS category of industrial

consumers fed from category 2 & 3 industrial feeders.

To restrict the drawl of the LS & MS category consumers (fed from

category 2&3 feeders) to the extent required for keeping the system

running within the grid code limitations during peak load hours as

well as off-peak hours.

To restrict the drawl of power by continuous process (category 4)

consumers to the extent of their continuous process load allowed to

them during peak/ off peak load hours, as per the policy approved by

the Hon'ble PSERC.

To regulate power supply to AP consumers.

Any other additional regulatory measures to the left out category of

consumers in case of exigencies of outage of own / central sector

generating units or transmission/ sub transmission network of ISTS/

STU or any of the major grid elements ICTs etc.

The priority order of imposing power cuts/regulatory measures

generally be followed as:

during peak/off-peak load hours.

Note: Depending upon the Real Time Requirements, Various Permutation &

Combinations may be used for bridging the gap in demand & supply owing to

various exigencies explained above till some alternate arrangement is made.

12. It is stated that in the year 2019-20, the regulatory measures shall be

imposed on the real time basis depending upon the real time gap in the

demand and supply of power and other system constraints.

13. PSPCL shall however make its best endeavor not to impose any regulatory

measures and shall on its part:

(a) Impose minimum Scheduled Power Regulatory Measures /

Scheduled Power cuts for which an advanced notification will be

published about the schedule of power cuts and regulatory

measures in case of outages/exigencies for longer durations without

any scope of alternate arrangement of power.

(b) Unscheduled load shedding, if any, shall only be imposed during

sudden outage of generating units or exigencies in the grid. Duration

of such load shedding shall be kept to be as minimum as possible.

frl-L contingency of 500 MVA trCT at Amritsar (PG) & Rajpura and N-L contingency of 315 IVIVA ICT

at Makhu will critically load other lCTs and thus, these contirrgencies are the limiting const!'aints

for import capability of Punjab.

Although loading at some 4AA/22AkV stations unden N-L rsntingency is above 100% rating for

nemaining elernents, TTC tras not heerr iimi'ied due to this lraseci on consideration that SLDC

Funjab would keep antecedent loadings at these stations surch that rennaining elements will not

be loaded above X00% under N-L condition. Furrjab SLDC wculcl carry out load

shifting/nranagernent in these areas. Without this relaxation ATC/I-TC limit for Punjab state

control area comes out as 55G0/6100L/l\,^i,

o SLDC Punjab should monitorAmrit-sar, Rajpura, Nllakhu and

closely and control the ioading of iikely highly loaded 400/220kV,

[-udhiana ICT-q and 220k\/ iines suclr as:

D/C, 2.20kV nalpue'i-CoUindgarh D/C, 27}kv220 kV Ropar-Ghrr.iial and 220kV Ropar-

220kV Arnritsar-Verpal D/C, 220kV Dhuri-Dhanaula

ft/takhu-Botia nwa la, 220kV l-ud hia rra-Latrtol<ala n,

Gaunsgarh etc.

o lncreased generation af 220 kV level (Ropar, Lehrarnol^rabbat) will help

dennand, expected at the tinne of paddy season as well as im6rrovenrent

increased voltage suPPort.

rneeting the high

reliability due io

e When generation at Lehrarylohabbat is reduced, then loading of lrloga lCTs increases bY

significanfrnargin, loading of lCTs at Ludhiana also i!'rcreases by consiclerahle margin. Thus, full

generation at !-ehramohabbat is necessary to maintain this ATC/TTC limit fcr Funjab.

o lVlore generation at Goindwal TPS woulcj only help to reduce constraints at Amritsar, IVlakhu iCTs

and underlying network. Thus, Punj,ab SLDC shall try to maximize generation at Goindwal TPS so

as to reduce loadings of Amritsar lCTs and underlying network.

e {-oss of generation at 400kV i,e. Rajpura TPS or Talwandi Saboo TFS from asstlnred scenario wottld

enhance transfer capability limit of Fr.rnjalr siate controlarea.
