REPORT - BEETON FACILITY PLANNING TASK FORCE

SUMMARY REPORT OF JUNE 5, 2019

RECOMMENDATION

That the Beeton Facility Planning Task Force Summary Report dated June 5, 2019 be received. Recommendation 1: That the consultant considers that the dimensions of the ice pad for the proposed Beeton Recreation Facility be 85’ x 185’; And further that the amount of storage be increased by reducing the number of changerooms proposed in the Initial Concept Plan from seven (7) to five (5). Recommendation 2: That the consultant considers that the dimensions for the multi-purpose gymnasium for the proposed Beeton Recreation Facility be 60’ x 110’ and not be obstructed by ancillary spaces; And further that the kitchen area be 450 square feet and not be included as part of the gymnasium dimensions, but be additional space as well as a separate bar serving area. Recommendation 3: That the consultant considers that the façade and architectural design of the proposed Beeton Recreation Facility be compliant with the Urban Design Guidelines, New Tecumseth (2002). Recommendation 4: That the consultant considers that the proposed Beeton Recreation Facility incorporate a dedicated space for a fitness studio outfitted with fitness equipment. Recommendation 5: That the consultant considers the addition of a courtyard area fronting onto Main Street. Recommendation 6: That the Initial Concept Plan of the Beeton Recreation Facility Replacement Project as presented by James Fryett Architects Inc. on May 9, 2019 be revised to include the public comments in addition to the recommendations made by the Task Force at this meeting (recommendations 1 to 5) and that the consultants meet with the Task Force to present the revised concept plan.

Report - BEETON FACILITY PLANNING TASK FORCE, June 24, 2019 OBJECTIVE

To provide Council with the recommendations of the Beeton Facility Planning Task Force.

COMMENTS AND CONSIDERATIONS

The Beeton Facility Planning Task Force met at 6:00 p.m. on Wednesday, June 5, 2019 at the Joint Operations Centre in Beeton. A quorum of the members was in attendance. It was noted that the recommendations of the Task Force will be further addressed during the Concept Plan and Business Case Analysis. DECLARATIONS OF PECUNIARY INTERESTS Nil CONFIRMATION OF AGENDA The agenda was approved as circulated. 1. REVIEW OF SUMMARY REPORT The summary report dated May 16, 2019 was received. 2. DEPUTATIONS AND PRESENTATIONS Nil 3. CORRESPONDENCE AND INFORMATION ITEMS Nil 4. UNFINISHED BUSINESS (1) Review of public feedback from the Public Information Session of May 9, 2019 The Task Force reviewed public comments with respect to the Public Information Session for the Beeton Facility Replacement Project held on May 9, 2019 as summarized by James Fryett Architect Inc. The Chair noted that the comments are in addition to the large amount of community feedback previously collected in 2018 through the Research and Community Consultation Report of LeisurePlan International Inc on behalf of James Fryett Architecture Inc. (2) Ice Rink - sizing options and recommendations The Task Force reviewed the dimensions of ice pads in New Tecumseth as follows: New Tecumseth Recreation Centre: – 85’ x 200’ Tottenham Community and Fitness Centre – 85’ x 185’ Beeton Memorial Arena – 74’ x 174’ Alliston Memorial Arena – 80’ x 180’

Report - BEETON FACILITY PLANNING TASK FORCE, June 24, 2019 The Task Force agreed that an NHL size rink as proposed in the Initial Concept Plan is unnecessary for the needs of the community. The Task Force agreed that an ice pad of 85’ x 185’, being the same size as the ice pad at the Tottenham Community and Fitness Centre would best suit the needs of the community. The Task Force reviewed the number of changerooms, referee rooms and storage space allocated on the Initial Concept Plan and agreed that fewer changerooms and more storage space would better meet the needs of the community.

The Task Force recommends: That the consultant considers that that the dimensions of the ice pad for the proposed Beeton Recreation Facility be 85’ x 185’;

And further that the amount of storage be increased by reducing the number of changerooms proposed in the Initial Concept Plan from seven (7) to five (5).

(3) Multipurpose Gymnasium - review of similar spaces regarding occupancy, program use, flooring, and kitchen The Task Force considered the primary uses of the multi-purpose gymnasium and what size and features would best suit the needs of the community. It was noted that the size of the gymnasium at the Tottenham Community and Fitness Centre is 60’ x 100’ and that a standard gymnasium is 60’ x 110’. Ancillary space such as a kitchen and bar were reviewed. It was suggested that the kitchen space be 450 square feet and not be included as part of the gymnasium dimensions, but be additional space as well as a separate bar serving area.

The Task Force recommends: That the consultant considers that the dimensions for the multi-purpose gymnasium for the proposed Beeton Recreation Facility be 60’ x 110’ and not be obstructed by ancillary spaces; And further that the kitchen area be 450 square feet and not be included as part of the gymnasium dimensions, but be additional space as well as a separate bar serving area.

(4) Criteria for Federal Infrastructure Grants Program The Task Force received a verbal report from Councillor MacLellan with respect to Provincial and Federal Grant Programs. It was noted that staff are continually monitoring available grant programs.

(5) Update on Potential Partnerships This item was deferred to a future meeting.

The Task Force noted the importance of new buildings within the downtown being compliant with the Urban Design Guidelines, New Tecumseth (2002).

The Task Force recommends: That the consultant considers that the façade and architectural design of the proposed Beeton Recreation Facility be compliant with the Urban Design Guidelines, New Tecumseth (2002).

The Task Force reviewed the benefits of a fitness component within the proposed Beeton Recreation Facility. The Initial Concept Plan proposes fitness equipment at the corners of the walking track on the second floor. The Task Force agreed that a dedicated fitness studio would best suit the needs of the community.

The Task Force recommends: That the consultant considers that the proposed Beeton Recreation Facility incorporate a dedicated space for a fitness studio outfitted with fitness equipment.

The Task Force noted that the Initial Concept Plan did not speak to the possibility of an outdoor courtyard. The Task Force noted that in previous plans, the courtyard was an important feature to bring the community together and agreed that it would be beneficial to the community.

The Task Force recommends: That the consultant considers the addition of a courtyard area fronting onto Main Street.

The Task Force recommends: That the Initial Concept Plan of the Beeton Recreation Facility Replacement Project as presented by James Fyett Architects Inc. on May 9, 2019 be revised to include the public comments in addition to the recommendations made by the Task Force at this meeting (recommendations 1 to 5) and that the consultants meet with the Task Force to present the revised concept plan.

5. NEW BUSINESS (1) Proposed Promotional Material The Task Force reviewed ways in which to increase awareness of the project and inform the community. The Task force suggested using social media outlets in addition to the Town Website to provide updates to the Beeton Facility Recreation Project. The

September 17, 2019 Bruce Hoppe, MCIP, RPP Interim General Manager, Infrastructure and Development Town of New Tecumseth Dear Mr. Hoppe I offer the following comments concerning recommendations from the Beeton Facility Planning Task Force. These comments are based on my more than 40 years of professional experience in the planning, design and operation of these types of municipal facilities combined with my comprehensive understanding of the context and community requirements in New Tecumseth in general and the community of Beeton specifically gained during the preparation of the needs assessment component of this study. 1. Ice Pad Dimensions The Task Force has recommended dimensions for the proposed ice pad of 85 x185'; it is my professional opinion that these dimensions should not be used in the planning and design of the facility. The Feasibility Study, Concept Plan and Business Plan - Draft Phase I Report recommended the ice pad dimensions should be 85' x 200'. This recommendation was based on:

• A review of municipal trends associated with the planning and design of municipal indoor ice pads over the past 25 years which have demonstrated that the preferred rink dimension in new municipal ice pad facilities is 85' x 200'.

• Input received from ice users in New Tecumseth concerning the current Beeton ice pad dimensions as well as preference for the future.

• The opportunity to address the existing issue among the municipal provision of indoor ice pads of 2 regulation sized ice pads at the New Tecumseth Recreation Centre and 2 non-regulation ice pads at the Tottenham Community & Fitness Centre and the Beeton Memorial Arena. The provision of a NHL regulation sized ice rink at the proposed new Beeton facility would result in an improvement in the provision of regulation sized indoor ice pads in the municipality, support the provision of a consistent level of municipal service and would improve the municipality's opportunities to attract indoor ice hockey tournaments to the municipal ice facilities.

• The opportunity to better position the municipal indoor ice service to attract regular competitive adult ice use.

• The objective to support use of the ice pad by programming cross ice practices and games for new and younger aged participants as recommended by provincial and national sport organizations.

The Task Force recommended ice pad dimensions of 85 x185' would mean that the new municipal ice pad facility, one that is intended to serve the current and future residents of the community for the next 60 years at least, will not be the standard size. It will be smaller than the typical municipal ice pad in Ontario and will therefore repeat the problem of an undersized ice pad which was mentioned by a number of indoor ice users and community residents with regard to a significant shortcoming of the current Beeton ice facility. Also if the Task Force recommendation is implemented, it is my professional opinion, that this will have a significant negative impact on potential capital funding from senior government levels as it will appear as contrary to the results of a comprehensive facility planning exercise that involved extensive community consultation. 2. Number of change rooms associated with the indoor ice pad The Task Force has recommended that the amount of storage be increased by reducing the number of change rooms proposed in the Initial Concept Plan from seven (7) to five (5). The consultants have recommended 6 team change rooms associated with the indoor ice pad. This is the standard level of provision, meaning it is the minimum requirement. Reducing the number of change rooms to 5 should not be considered as it will result is a shortfall in the provision of change rooms which will mean that these facility components will be deficient from the outset as well as resulting in a negative impact on the potential for rental and use of the indoor ice pad, which in turn will increase the annual cost of operations. In terms of potential for capital funding assistance from senior levels of government, the proposed change will in my professional opinion be regarded negatively as it appears to be an arbitrary decision that will negatively impact the functioning of the indoor ice pad. 3. Size of the multi-purpose gymnasium The Task Force has recommended that the consultant considers that the dimensions for the multi-purpose gymnasium for the proposed Beeton Recreation Facility be 60’ x 110’ and not be obstructed by ancillary spaces. For clarity, the consultants proposed that the multi-purpose gymnasium be based on the standard dimensions of a high school gymnasium which include the following considerations: should accommodate a 50 feet x 84 feet (15.2 m x 25.6 m) basketball court and a regulation volleyball court, provide a minimum of 10 feet (3.1 m) out-of-bounds at the ends of the court and 6 feet (1.8 m) at the sides. This results in an area of 62' x 104' for the gymnasium component, not including a stage.
