University Profile

The University of Kashmirwas established on 5th September 1969. Initially in 1948, it was a

part of the University of Jammu and Kashmir, which then existed as an affiliating and

examining body. Subsequently, however, it developed into a full-fledged University with

the objective of sustaining academic excellence in J&K at large.

In 1956, the University of Jammu & Kashmir started Post graduation in Economics

andGeology at Jammu and English at Srinagar. In 1958, three more Departments of

Mathematics, Urdu and Hindi were opened at Srinagar, and the Arts Faculty building was

the first to come up at the Campus in 1959. In 1965, the University of Jammu and Kashmir

was bifurcated for the Jammu and Kashmir regions with common Pro-ViceChancellor and

ViceChancellor.

In pursuance of the recommendations of the Jammu and Kashmir Commission of

Enquiry under the chairmanship of Dr.Gagendragadkhar, the University of Jammu and

Kashmir was spilt into two separate full-fledged Universities, one at Srinagar and the other

at Jammu. The former has jurisdiction over whole Kashmir region including Ladakh

The University main campus is situated at Hazratbal, on the western side of the

famous Dal Lake of Srinagar, and has an approximate area of 250 acres of land stretching

over Amar Singh Bagh, Naseem Bagh and Mirza Bagh campuses. Besides, it has newly

established campuses namely South Campus at Ananatnagand North Campus at

DelinaBaramulla: three more campuses, one each at Kargil, Leh and Kupwara are in the

offing.

Since its inception in 1969, there has been substantial increase in the student

enrolment at the Undergraduate, Postgraduate and Research levels. The faculty strength has

also been on the increase. Satisfied with its over all performance, the University was

accredited grade “A” in 2002 by the NAAC as was/is mandated by the UGC.

There are currently 11 Faculties, 38 P.G. Departments, 12 Research and other

Centers. This is excluding the Central Library, Directorate of Distance Education,

Directorate of Sports, Transport Workshop, Mini Hospital, ProctoralWing, Hostel

Management,etc. The University has affiliated with it 39 Govt. Degree Colleges, 67Non-

government B.Ed.Colleges, 13Constituent/Professional Colleges,5 Govt. and 8

privatelymanagedOriental Colleges.

The University is providing teacher education at secondary level (B.Ed. Programme)

through 67 Non-Government affiliated B.Ed. colleges, P.G. Department of Education,

Centre of Distance Education and Government College of Education, M.A. Road Srinagar.

Around 19,000candidates, both local and non-local, areannually enrolled for B.Ed.

Programme.

Important Instructions

Applications for B.Ed Admission session 2011-12 in Private Colleges of

Education of Kashmir division shall be received On-line from the

eligible candidates through the following websites of the University of

Kashmir:www.kashmiruniversity.ac.in&www.kashmiruniversity.net

Submission of the Application Forms by the candidates would, for all

practical purposes, mean their consent to abide by the rules and

regulations prescribed by the University of Kashmir in its Act/

Statutes/Regulations/Orders etc.

The auto-geneated application forms should reach the office of the Dean

College Development Council [DCDC} as per the dates notified vide

Admission Notification dated: 11/9/2011 and along with Pay-in-slip in

original for Rs.750 (Application Form fee Rs.700+ IT fee Rs. 50 )

favouring Dean College Development Council‟s Finacle Account

Numbers : 0007010100002714 in J&K Bank OR 31246177581 in State

Bank of India respectively. This is besides attested copies of (i)

Matriculation Certificate for Date of Birth, (ii) 12th

Class marks Card,

(iii) 1st, 2

nd& 3

rd Years Marks Cards, (iv) Post Graduation Marks Card,

(v) State Subject Certificate, (vi) and Category Certificate, if any, issued

by the competent authority vide latest SRO of J&K Government.

Application forms found to be fake or incomplete, in any respect, shall

not be entertained or processed for admission;

The eligible candidates are entitled to a single course of B.Ed. during

the academic session 2011-12;

government organization shall not be eligible for the said admission

except where the employer/s has/have no objection to their admission as

whole time students;

The admissions shall alone be made by the University on the basis of the

merit of candidates at the Graduation level supported by Post

Graduation marks wherever applicable;

Admission/allotment of candidates to a particular college/s shall be

made as per the approved intake of the college/s for session 2011-12;

Neither any Private College of Education of Kashmir division is

competent to grant nor any candidate is competent to seek admission on

his own or on behalf of the University of Kashmir from such colleges

from within or beyond theirapproved intake;

The University bears no responsibility for such unauthorized admissions

and consequences emanating there from;

The admission so granted shall be subject to the physical verification of

the candidates in the colleges through special/surprise/periodical

inspections;

Candidates shall be admitted only in the Colleges affiliated with the

University of Kashmir;

The medium of instructions for imparting teaching shall be alone

English except in the language concerned papers / courses;

The admissions under different categories shall be strictly as per the

latest guidelines / SRO of J&K Government. The concerned

candidates/s shall have to produce the original certificate/s for

verification in the office of CDC, and no category certificate “under

process” shall be entertained for admission to B.Ed. programme;

The admission of the students for B.Ed. programme shall be subject to

the verification of the original documents by the College he / she is

allotted to as per his / her preference;

The fee once paid is not refundable / adjustable in any circumstance

what so ever;

Only one application form should be filled for admission in a particular

college/s while giving preference/s.

No candidate shall be entitled to claim admission as a matter of right

even if he/she is otherwise eligible for it;

The candidates failing to report for admission by a particular period of

time shall forfeit his/her right of admission and the seat falling thereof

shall be allotted to the next one in the waiting list;

The list of the colleges having temporary / permanent affiliation with the

University of Kashmir for the pursuit of B.Ed. programme is reflected in

the online prospectus of session 2011-12;

University shall not be responsible for any postal delay and forms

received after the last date/s shall, in no case, be entertained for

admission;

No candidate shall be informed individually about his admission or the

status of his/her application. In his own interest, he should stay in touch

The academic session for B.EdProgramme 2011-12 shall be from

October 15th

The admission of candidates shall be provisional at least till the

completion of all admission formalities and production of all original

certificate and documents in the office of the College Development

Council and the respective College/Colleges.

On detection of an error/omission during processing of forms and

compilations/issuance of admission lists, the University shall reserve the

right to cancel such admission/s without assigning any reason;

The preference of a candidate to a particular college/s cannot be claimed

as a matter of right.

Name and parentage of the candidate written in the Application/

Admission Forms should be the same as is recorded on the Board of

School Education (10tth

Class) certificate.

Candidates should write their name, parentage, address and form

number on the back side of the Bank Pay-in-Slip lest it is misplaced.

Eligibility Criteria

The candidates having Bachelor‟s degree with 45% [General] and

40% [Category] marks in any disciplines from the University or

any other recognized University as hold equivalent thereto by the

University, are eligible for B.Ed Admissions session 2011-12.

The Graduate teachers under 10+2+2 scheme with minimum two

years teaching experience in Government/ Government-

recognized private schools, are also eligible to apply for the said

Admission.

Duration of B.Ed. Course

Unless otherwise notified by the Kashmir University, the B.Ed.

shall be a wholetime course of minimumone academic year

duration. A candidate admitted for B.Edprogramme shall not be

eligible to attend any course or appear in any examination other

than the B.Ed. except candidateswith any backlog or those who

had to appear any examination scheduled prior to his admission in

B.Ed for session who has secured reappear in only one

course/paper of an examination (other than the qualifying

examination) or was scheduled to appear in the examination either

as a regular or private candidate before the commencement of

class work of B.Ed. course but could not do so on account of delay

in the conduct of said examination even after he/she has been

admitted to the B.Ed. course.

Admission Policy/Process

The University of Kashmir is empowered to make centralized

Admissions in B.EdProgramme vide High Court Order [Petition

No: 879/06] dated 24-07-1997 in a case of Ms. Anita Kumari v/s

Principal, Government College of Education, Shastri Nagar,

Jammu. The right of the University to make admissions was

subsequently reinforced by the Govt. Order No.228-HE of 2003

dated 19.06.2003.

The admission shall be made by an Admission Committee to be

constituted by the Vice Chancellor from time to time. The said

committee would monitor whole process of B.Ed Admissions

from receipt and processing of Application Forms to the

issuance of admission lists to the B.Ed Colleges of Kashmir

division.

No Private College of Education in Kashmir division is

competent to admit students on its own or on behalf of the

University of Kashmir from within or outside its approved

intake.

No private B.Ed. college or agency is empowered to have any

role in the admission process of B.Ed. programme;

The candidates seeking admissions on their own in the private

B.Ed Colleges shall do so on their own risk and responsibility.

The University bears no responsibility for such unauthorized

admissions and consequences emanating there from;

All admissions to B.Ed.courses in Non-Government Colleges

shall be provisional and subject to verification by the University

and the respective colleges;

If any difficulty arises in giving effect to the provisions of the

prospectus or in dealing with a situation not envisaged in the

statues the matter shall be referred to the Vice- Chancellor who

shall issue such order as he may deem fit under the

circumstances; and

All legal disputes relating to the admission of candidate in B.Ed.

course in Non-Government affiliated colleges shall be

subjected to jurisdiction of Srinagar courts only.

Medium of Instruction & Examination

English shall be the medium of instruction and examination excepting

in the Modern Indian Languages, and also where the candidates desire

writing answer scripts in Hindi.

Documents to be attached with the

Auto-generated Application Forms

(i) Matriculation or its equivalent as proof of Date of birth;

(ii) Mark certificate of the Graduation;

(iii) Marks certificateof Post -graduation if applicable;

(iv) Character Certificate given by the Principal of the College last

attended/ Head of the Institution presently studying or any

Gazeetted Officer;

(v) Category Certificate issued by the competent authority as per the

latest SRO;

(vi) State Subject Certificate (for local candidates only);

(vii) Affidavit duly attested by the Ist class Judicial Magistrate to the

effect that the candidate is neither any employee nor any student

anywhere else in the Government/Semi-government institution or

organization; and

(viii) Pay-in-Slip in for Rs. 750.

Fee Structure for B.Ed. Programme

Session 2010-11

I. The fee structure for B.Ed. programme (one year) in private un-aided college

of Education in Jammu and Kashmir State shall be as under (Refer Govt.

Order No.228-HE of 2003 dated 19.06.2003).

Fee shall be charged at the same rate from all students admitted to B.Ed.

course in all private un-aided colleges of education after selection by the

affiliating University, and the distinction between free, payment, and N.R.I.

seats stands annulled;

The uniform rate of annual tuition fee shall be Rs.22, 000/-per student;

The Colleges will be at liberty to charge lesser amount of fee with the

condition that the common rate of fee shall be applicable to all students

admitted in an institution without any exception;

The Colleges shall also be free to charge Development Fee amounting to Rs.

1500/-per student per annum; and

The Colleges shall provide a monthly scholarship of Rs.300/-to poor and

meritorious students and the number of such students shall be10% of the

total number of seats.

The colleges will continue to charge the Miscellaneous (minor) Fees at the

rates already approved by the affiliating University.

Kashmir University shall arrange centralized admission and shall also maintain

uniformity in the process of admission.

The affiliating University shall charge an additional fee of Rs.1000/-from each

student admitted to the course for Infrastructure Fund for the University. No

additional fee shall be claimed by the University from the colleges for allotting

seats in excess of the fixed intake capacity. On the other hand the fixed intake

capacity shall always be adhered to without making any arbitrary

allotment of additional seats. (Govt. Order No.Edu-Cell/NOC/Pvt.-

Instt/40/99Dated 16.07.04)

II. In addition to the above, the University is competent to realize fees on

following few heads as per the above Order, and University Act and its

relevant Statutes, and such a fee structure is subject to change depending on

the Notification/s issued/to be issued by the Academic section of the University

from time to time.

A. Fee Payable by each student to the University:

1. University Infrastructure Fund Rs. 2,000/

2. Examination Fee Rs. 1,650/

3. University Registration Fee (if applicable) Rs. 400/

4. University Eligibility Fee (if applicable) Rs. 200/

5. University Development Fund Rs. 200/

The Colleges are also competent to realize following fees from the students as

per above Government Order:

1. Annual Tuition Fee: Rs. 22,000/-

2. College Development Fund: Rs. 1,500/

3. Hostel Fee:(wherever applicable) Rs. 500/- pm

Note: The mess expenses shall be charged from each boarder at the rate as may be

worked out by the colleges concerned with the boarder. The mess shall be run on

co-operative basis.

C. Fee payable by each College to the University:

1. Affiliation Fee: Rs. 1,50,000-00

2. Inspection Fee: Rs. 20,000-00

Distribution of Seats

a) 75% of the approved intake of a college shall be filled from

amongst the eligible local candidates falling within the

territorial jurisdiction of the University of Kashmir.

b) 25% of the approved intake shall be filled from amongst the

eligible non-local candidates falling outside the territorial

jurisdiction of University of Kashmir but on the basis of merit

amongst the candidates of such categories;

c) In case the number of eligible local candidates is less than the

number of seats available, the unfilled seats shall be filled from

amongst the non-local eligible candidates and vice versa;

d) 70% of available seats shall be filled on the basis of open merit

and the marks obtained by the candidates in the last qualifying

examination of BA/B.Sc./B.Com etc.;

b) 30% of remaining seats shall be filled from the reserved quota

but on the basis of merit amongst the candidates of such

categories.

Procedure for Determining Merit

Merit of candidates for selection shall be determined out of 100

points as per maximum weightage indicated against each in the

following examinations.

Qualifying Examination (Graduation) 90 Points

Post-graduation (M.A/M.Sc/M.Com.etc) 10 Points

Note: Only one Postgraduate degree shall be considered for

determining the merit.

Breakup of Category Seats

Reserved seats comprising 37%of local quota (see Distribution and

Selection clauses) shall be distributed among the various categories as

follows.

Procedure for Determining Merit of

Category Candidates 1. In case only one seat is available under a certain category and the

applicants are more than one, the same shall be filled on the basis of

comparative merit among category certificate holders;

2. Any vacant seat under a sub-category can be converted into the

other sub-category provided that the total percentage of seats does

not exceed prescribed number of seats in that category/categories;

3. For determining the number of seats under any reserved category,

fraction of less than one-half shall be ignored and fraction of one-

half and more shall be treated as one.

Note: In the event of number of seats available in the college being such that

representation to all reserved categories is not possible, the University

may provide at least one seat to each reserved category even if it means

marginal increase in the number of seats.

Preparation of Merit Lists

Merit list of eligible candidates under General and Reserved

categories shall be prepared separately on the basis of their

respective merit;

Merit list of eligible candidates under each reserved category shall

be prepared separately on the basis of aggregate score obtained for

participation and performance in the event/(s), camp(s) and /or

activity/activities, as the case may be;

In case two or more candidates falling under open merit category

or reserved category have equal merit, the inter-se order of priority

for admission of such candidates shall be determined in order of

the preference as under;

(i) Candidates who have obtained higher percentage of marks

in Higher Secondary part II or an examination recognized as

equivalent there;

(ii) Candidates obtaining higher percentage of marks in the

Matriculation examination or any other examination

recognized as equivalent thereto, if percentage of marks at

Higher Secondary part II or an examination recognized as

equivalent thereto, is also equal.

Note:In case any seat falls vacant in the reserved category the same will be

filled from amongst the candidates of that particular category strictly in

accordance with the prescribed procedure and norms. In the events of

non-availability of eligible candidates in the concerned reserved category,

the resultant vacancy shall be offered to the candidates under open

category in order of merit and vice versa.
