The Immigration Consultants of Canada Regulatory Council (ICCRC) was designated by the government of Canada to regulate the Canadian immigration consulting, the Canadian citizenship consulting, and international student advising professions. Section 91(2) of the Immigration & Refugee Protection Act (IRPA) and Section 21.1 of the Citizenship Act requires that anyone who provides Canadian immigration or citizenship advice for a fee or other consideration, must be a member in good standing of a law society in Canada, the Chambre des notaires du Québec, or ICCRC.
BECOME A REGULATEDCANADIANIMMIGRATIONCONSULTANT
A Canadian immigration consultant must be licensed and regulated by ICCRC. Known as a Regulated Canadian Immigration Consultant (RCIC), an immigration consultant provides assistance to people who seek to immigrate to Canada for the purposes of study, work, travel or permanent relocation.
Most RCICs reside in Canada and are permitted to practise abroad. They provide various professional services including preparing the necessary documentation for immigration applications such as visas and study permits. Once in Canada, immigration consultants can provide additional services including assistance with citizenship applications.
CAREERS
There are almost 4,000 Canadian immigration consultants. Many are entrepreneurs who run their own consulting firms providing immigration and citizenship services.
Some RCICs work:
• For other RCICs• In law firms that provide immigration services• For major consulting firms that provide immigration services• In settlement organizations
Graduation from the Immigration Practitioner program can also provide a strong foundation for further education and training, and can be a useful addition to some professionals.
Some immigrations consultants are:
• Lawyers who were trained and accredited abroad• Paralegals• Investment consultants• Leaders in not-for-profit organizations
IMMIGRATION AND REFUGEE PROTECTION ACT
CITIZENSHIP ACT Canada’s Citizenship Act requires that anyone who provides assistance in the Canadian citizenship process, to another person for a fee or other consideration must be a member in good standing of a law society in Canada, a member in good standing of the Chambre des notaires du Québec, or a member in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC).
Anyone found guilty of violating the Citizenship Act can face a fine of up to $100,000, be imprisoned for up to two years, or both.

Immigration consultants are encouraged to attend ICCRC’s Annual General Meeting to learn more about how the organization is protecting the public, submit proposals to strengthen the organization, network, and meet staff and the Board of Directors.
BECOME AN RCIC
Be at least 18 years of age;
Be a Canadian citizen, Canadian permanent resident, or a Registered (Status) Indian within the meaning of the Indian Act (Canada).
Graduate from an accredited immigration practitioner program;
Achieve at least the minimum required score on an ICCRC-approved English or French language proficiency test;
Provide satisfactory police certificates from every country in which you have lived for six (6) months or longer since age 18;
Satisfy the Registrar of your good character and good conduct by completing the Statutory Declaration – Background and Good Conduct attesting to good character and good conduct; and
Not presently be an undischarged bankrupt or involved in a current creditor proposal or income garnishment arrangement.
Candidates must write an exam to be considered for admission to ICCRC. To qualify to write the exam, and subsequently become a Regulated Canadian Immigration Consultant, candidates must:
