GENERAL INFORMATION

Subscription to the Operational Bulletin for 1997

The ITU Operational Bulletin is a fortnightly publication, prepared by the Telecommunication Standardization Bureau (TSB). It is published on 1st and 15th of each month. It contains administrative and operational information exchanged between administrations and recognized operating agencies (ROAs) or other service providers, or other entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the Maritime Mobile Service. It also provides the means for updating some official publications and various lists of codes, numbering or indicators disseminated by ITU to meet service needs.

Administrations and ROAs or other service providers may communicate any kind of official service information which is vital to smooth and efficient operation of international telecommunication services, to the TSB and request that it be published in the Operational Bulletin accordingly.

In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The relevant subscription Form is contained in the Annex. The duly completed form should reach the ITU Sales & Marketing Service, if possible not later than 20 December 1996.

The ITU Operational Bulletin and annexed Lists of codes and numbering or indicators could be delivered to the subscribers in four different ways:

a) Printed version delivered by air-mail;b) Hard-copy version delivered by fax*;c) Electronic version delivered by E-mail*;d) Electronic version accessible Online.The electronic version of Operational bulletin (in English, French and Spanish) is currently available in

Word for WindowsTM and Rich Text Format (RTF) formats.The TU Operational Bulletin has been made accessible to TIES users “free of charge”, during a trial

period of more than two years. As from 1997, an annual priced subscription service to the online version of the ITU Operational Bulletin and Annexed Lists is introduced. This online service can be accessed via popular networking interfaces including World Wide Web, Gopher and FTP (File Transfer Protocol). Password is provided upon receipt of payment by the ITU.

The yearly subscription fee is the same for all formats of delivery: printed, hard-copy received via fax, or electronic copy received via E-mail, and access to the Online service. The price of the 1997 subscription (i.e. 24 issues per year including Annexes) is the following:

In addition, the current and earlier issues of individual Operational Bulletins and annexed Lists of codes and numbering or indicators can be obtained either in printed version from the Sales and Marketing service or in electronic version from the ITU Electronic Book-shop via Internet World Wide Web (http://www.itu.int/publications) against credit card payments.

Legal TimeForthcoming changes in legal time communicated to the ITU Headquarters

Note from the ITU1. The legal time UTC (Coordinated Universal Time) has been used to designate the time in international telecommunication services. Each year, the periodic changes in legal time occur in some countries and geographical areas (i.e. the periods of validity of daylight saving time). For many years, these temporary changes in legal time, introduced in certain countries and geographical areas on variable dates, have been brought to the attention of all Administrations/ROAs by the ITU Operational Bulletin, well before the date of application.2. Administrations/ROAs concerned are therefore kindly requested to notify the ITU Headquarters without delay of any decisions adopted at government level for 1997 regarding the temporary changes in basic legal time.3. The next recapitulatory tables on changes in legal time will be published in the months of February and August 1997. Information to be included in the table should reach the ITU not later than 10 February 1997 and 8 August 1997, respectively.

New CaledoniaCommunication of 22.XI.1996:

Legal time in New Caledonia will be advanced by 60 minutes from 1 December 1996 at 0200 hours (local time) to 2 March 1997 at 0300 hours (local time) and thereby will correspond to UTC +12.

The Post and Telecommunication Corporation (PTC)*, announces that the destination indicator (first two letters) “NE” used for the telegram retransmission system (ITU-T Recommendation F.32, formerly F.96) allocated to GOVT (PTC), and also used for the telex service of Papua New Guinea, will be transferred, as of 1 January 1997 at 0000 hours UTC, to Telikom PNG Ltd., the recognized operating agency to which any service questions concerning telegram and telex traffic will have to be sent.

Telecom New Zealand, on behalf of Telecom Cook Islands, announces that additional telephone number ranges have been opened in the Cook Islands (country code 682) as follows:

ranges of numbers as soon as possible.

KyrgyzstanCommunication of 14.XI.1996:

The Ministry of Communications announces that the country code 7 for the Kyrghyz Republic will be changed to new country code 996 as from 1 January 1997. From 1 January to 1 July 1997 there will be a transitional period during which either the old country code 7 or the new country code 996 can be used.

The new international dialling format is: +996 33 XXXX XXXX.

MaldivesCommunication of 21.XI.1996:

Dhiraagu, Male' Maldives, announces the introduction in late December 1996 of cellular telephone service in the Maldives. The number range for this service will be 77XXXX.

Tanzania Telecommunications Company Ltd. (TTCL), Dar-Es-Salaam, announces that the subscriber telephone numbers in Dar-Es-Salaam, with area code 51, have been changed as follows:

Subscriber numbers 40XXX and 41XXX have been changed to 60XXXX and subscriber numbers 44XXX and 46XXX have been changed to 11XXXX. However as the above subscriber numbers have been changed completely you are requested to call the international operator for any assistance.

All Dar-Es-Salaam subscriber numbers beginning with 50XXX and 51XXX are now preceded by the digit 8. For example 50XXX now becomes 850XXX.

EcuadorCommunication of 6.XI.1996:

Further to the communication from Ecuador published in Operational Bulletin No. 631 of 1.XI.1996, page 7, the Consejo Nacional de Telecomunicaciones (CONATEL-ECUADOR) announces that, in accordance with Article 38 of the Act amending the Special Telecommunications Act, published in Official Register No. 770 of 30 August 1995, the former Empresa Estatal de Telecomunicaciones (EMETEL-ECUADOR), has been converted into a limited liability company. The Articles of the new company, EMETEL S.A., were recorded in the Trade Register of the City of Quito on 3 October 1996.

The new structure of the Telecommunication Administration of Ecuador and the names of the entities having responsibilities and/or functions in the field of telecommunications are now as follows*:

1. Consejo Nacional de Telecomunicaciones (CONATEL-ECUADOR), QuitoIng. Carlos Alberto MANZUR, Presidente del CONATEL.– Collegial body responsible for telecommunication sector policy. Telecommunication

Papua New GuineaCommunication of 28.X.1996:

Separation of the activities of “Post and Telecommunication Corporation (PTC)” andcreation of three separate entities

Post PNG Ltd., Telikom PNG Ltd., and PANGTEL

The Post and Telecommunication Corporation (PTC), Waigani, is in the process of being restructured to form three separate entities, namely:

– Post PNG Ltd.;– Telikom PNG Ltd., and– Papua New Guinea Telecommunication Authority (PANGTEL).

This split has been approved by the National Executive Council (NEC), and the relevant bills addressing the restructure were passed in October and November 1996 session of the National Parliament. January 1, 1997 has been set as the date of implementation.

Post PNG Ltd. and Telikom PNG Ltd. will be registered and will operate as independent companies under the PNG Companies Act, whereas PANGTEL will begin operating immediately after the passing of the relevant bills as a commercial statutory body under the Ministry of Communications.

Telikom PNG Ltd. will have the status of recognized operating agency (ROA) according to the definitions set forth in the instruments of the Union. It will be responsible for national and international telecommunication services (telegrams, telex, data transmission, telephony, etc.) in Papua New Guinea for an exclusive period of five (5) years (1997 to 2001).

Papua New Guinea Telecommunication Authority (PANGTEL) will be responsible for regulating the telecommunication industry in Papua New Guinea which also involves managing the radio spectrum. The immediate licensing of operators and determining of market will be appropriately dimensioned by PANGTEL. National policy implementation will also be the responsibility of PANGTEL and Rural development program will also be managed by PANGTEL under conditions of licensing.

All accounts and settlements in favour of PTC should continue to be sent to the address indicated on the payment orders until further notice. The new arrangements as well as address details of the new telecommunication entities will be communicated at a later date.

Other communications

GermanyCommunication of 7.XI.1996:

The Administration of the Federal Republic of Germany announces a reduction in the hours of service at the Radio Monitoring Stations in Berlin, Darmstadt and Leipzig. As of 2 December 1996, the hours of service will be as follows:

Monday - Friday: 0600 - 2100 h UTC (April - October: 0500 - 2000 h UTC)Saturday: 0600 - 1200 h UTC (April - October: 0500 - 1100 h UTC)Sunday: Closed

Night service, at a number of other radio monitoring stations, will also be discontinued in the foreseeable future. Any changes in hours of service will be announced immediately.

In the past, the Radio Monitoring Station in Darmstadt was responsible for the receipt of international interference reports outside the working hours of the Centralizing Office in Mainz. Since the Radio Monitoring Station in Darmstadt will not be manned twenty-four hours a day in the future, the relevant point of contact outside the hours of service at the Centralizing Office will be the Radio Monitoring Station in Konstanz at the following address:
