Two cover system will be adopted. The first cover shall conta
the Technical bid and the Bid Security/EMD. The second cover shall conta

The sealed tender cover should be submitted before 3.00 P.M
on 08.09.2010.
No tender will be received after the stipulated time of 3.0
P.M. on 08.09.2010, either in person or by post.
Technical bid will be opened by the Superintending Enginee
SIPCOT, at 3.30 P.M. on the same date in the presence of the tendere
who choose to be present at the time of opening.
If the last date for receipt of tender is declared as a publ
holiday, the receipt of tenders and opening of Technical Bid will be th
next working day.

“Price Bid” of the qualified tenderer only will be opened late
under intimation to the qualified tenderer. The date and time of opening o
“Price Bid” will be intimated well in advance, to the qualified tenderer.
Price bid of the unqualified tenderer will be returned unopene
either by post or in person, if the tenderer happens to come over to th
office. The E.M.D. of the unqualified tenderer will be refunded later, o
requisition.
Tenderers are expected to produce original documents
support of their Technical Bid Tender. If they desire to produce atteste
copy then the attestation should be obtained from a Gazetted officer.

MINIMUM ELIGIBILITY CRITERIA
1) Experience
The tenderer should have completed and commissioned
least one similar works and allied works using Central Mixing Plant, Pave
finisher and Vibratary Roller for a value not less than 50% of the value o
this work (i.e. Rs.70.00 lakhs) in the preceding five years on a sing
agreement in any Central/State Government departments/ Qua
Government Organisation/ Government Undertakings. SUB CONTRAC
EXPERIENCE WILL NOT BE TAKEN INTO ACCOUNT.

2) FINANCIAL STATUS
The tenderer should have achieved a minimum “annu
turnover” of Rs.140.00 lakhs per year in any one of the last three years

balance sheet duly certified by Chartered Accountant, along with h

works, not properly completed the contract, inordinate delay
completion, litigation history or financial failures etc. comes t
the notice of the Tender Evaluating Committee.
Any tenderer if aggrieved by the order passed by the Tender
Accepting Authority of SIPCOT, may appeal to the Government (Industrie
Department) within ten days of receipt of such order. The order of th
Government on such appeal shall be final as per the Section 11 of the T
Transparency in Tenders Act 1998 (Tamil Nadu Act No. 43 of 1998).

Documents etc. and completing the entire works in all respects satisfactori
and commissioning within the stipulated period.
1.1. The PRINCIPAL SECRETARY / CHAIRMAN AND MANAGIN
DIRECTOR (hereinafter referred as “Employer” in these documents) invite
bids for the construction of works (as defined in these documents an

2. METHOD OF TENDERING :
2.1.If the bid is made by an individual, the bid documents shall be signe
by the individual with his full name and current address.
2.2.If the bid is made by a proprietary concern, the bid documents sha
be signed by the proprietor with his full name as well as the name of th
firm and full address. In the case of an authorized person holding pow
of attorney signing the bid documents, a certified copy of the registere
power of attorney should accompany the bid documents. The signatu

2.5.The bids from the contractors/firms shall be accompanied by a
attested copy of the Income Tax Return filed and Sales Tax Verificatio
Certificate relating to the preceding financial year.
3. ONE BID PER BIDDER:
3.1: Each bidder shall submit only one bid for the whole scheme and
the case of packages, only one bid for a package. A bidder wh
submits or participates in more than one bid will be disqualified.
4. COST OF BIDDING:
4.1: The bidder shall bear all the costs associated with the preparatio
and submission of his bid. The Employer will in no case b

Employer and his personnel or agents from and against all liability
respect thereof, and will be responsible for death or personal injur
loss of or damage to property, and any other loss, damage, cost
and expenses incurred as a result of the inspection.

Engineer in Charge by the contract or that decision was wrongly take
inviting extra expenditure over the price stipulated or n

Employer within thirty days of the decision of the Engineer in charge
During the appeal, the Employer will give an opportunity to th
Contractor for being heard and adduce evidence if the latter so desire
in support of his appeal. The Employer shall give his decision with
forty five days.
b.If the Contractor is dissatisfied with the decision of the Employer, th
contractor shall within thirty days from the receipt of the decision giv
notice to the Employer for appointment of arbitrator failing which th

9. Safety code: The safety measures and all amenities for the laboure
shall be made by the contractors at their cost as indicated in the safet
code vide appendix to General conditions to contract and Clause 34, 3
and 42-1 to 42-6 of General conditions to contract.
10. Recovery of dues under Revenue Act: Any amount fallen du
from the contractor on account of this contract even after recoverin
from the bills for this work and any other contract awarded to th
contractor then the amount is liable to be recovered under th
provision of Revenue Recovery Act.

1. For and on behalf of State Industries Promotion Corporation of Tamilnad
Limited sealed tenders will be received at their Head Office, Chennai-8 upt
3.00 p.m. on 08.09.2010 for the work of “ Formation of roads in new
developed area viz. PB area, sump &n greenery area, 8th main roa
extension and CP- area at SIPCOT Industrial Park, Irungattukotta
Kancheepuram District. The tender should be in the prescribed for
obtainable from SIPCOT Head Office, Chennai-8. The tender will b
opened at 3.30 p.m. on 08.09.2010 itself by the Superintendin
Engineer SIPCOT or any other officer authorized by him at Head Offic

If the tender is made by an individual, it shall be signed with his fu
name and his address shall be given. If it is made by a firm, it shall b
signed with the co-partnership name by a member of the firm who sha
also sign his own name and the name and address of each member of th
firm shall be given. If it is made by a Corporation, it shall be signed by
duly authorized officer who shall produce with the tender, satisfactor
evidence of his authorization. Such tendering, Corporation may b
required before the contract is executed to furnish evidence of itcorporate existence.
3. Each tenderer must also send a certificate of Sales tax verificatio
from the appropriate Commercial tax authority in the form prescribe
therefor. This certificate will be valid for one year from the date
issue for all the tenders submitted during the period.

fails to attend the office before the end of the period so specified, h
tender will not be considered. He shall forthwith upon intimation bein
given to him by the SIPCOT, of acceptance of his tender, shall produc
the balance amount of Security Deposit equivalent to 2% of value o
accepted tender less EMD paid and Non-Judicial Stamp Paper for th
value of Rs.20/- for preparing Agreement. He shall then sign th
original agreement first, which will be accepted and signed by th
competent authority of SIPCOT. The security deposit together with thEarnest Money Deposit and the amount withheld shall be retained a
security for the due fulfillment of his contract. Failure to enter into th
required agreement or to make the security deposit as defined in th
paragraph within 15 days from the intimation shall entail forfeiture
the earnest money. The written agreement to be entered into betwee
the contractor and the SIPCOT shall be the foundation of the rights
both the parties and the contract shall not be deemed to be complet

7.The tenderer’s attention is directed to the requirement for materia
under the clause “Materials and workmanship” in the ‘Prelimina
specifications”. Materials conforming to the Indian Standard specification
shall be used on the work and the tenderer shall quote his rate
accordingly.
8. Every tenderer is expected before quoting his/their rates to inspect th
site of the proposed work, and the quarries where the material
conforming to the standards and specifications is available sufficiently anhe /they also shall have to examine and ascertain the lead involved from
the quarries selected by them to the work site before quoting his rate
and satisfy himself/themselves about the quality and availability
materials. Once the tenderer has quoted his/their rates, it is to b
concluded that he/they have discounted all the leads involved, availabilit
of sufficient quantity of materials etc. into account. Any litigation, later o
in this regard will not be entertained. The best class of materials to b

9. The tenderer’s particular attention is drawn to the sections and clause
in the standard ‘Preliminary specifications’ dealing with:

4.Cleaning up during progress and for delivery
5.Construction plant
6.Accidents
7.Delays
8.Particulars of payment
The contractor should closely peruse all the specificatio
clauses which govern the rates for items for which he is tendering.

11. Tenders offering a percentage deduction from or increase on th
estimate amount and those not submitted in proper form/or in du
time will be rejected. Rates of lump sum amounts for items no
called for shall not be included in the tender. No alteration which
made by the tenderer in the contract form, the conditions of contrac
the drawings, specifications or quantities accompanying the same w
be recognized and if any such alterations are made, the tender wbe deemed to be void.
12. The tenderer should workout his own rates without reference bein
made to the Public Works Department current schedule of rates o
the SIPCOT estimate rates which are not open for inspection b

if so to give their professional qualification or of the staff to b
employed. In case, the selected tenderer is one who ha
undertaken to employ technical staff under him, he should se
that one of the staff is always at the site of the work durin
working hours, personally, clearing all items of work and payin
extra attention to such works as may demand special attentio
e.g. reinforced concrete works. etc.
18.(b) The tenderers who are themselves not professionally qualified sha
undertake to employ the qualified Technical Staff at their cost t
look after the work. The tenderers should state in clear term
whether they are professionally qualified or whether theundertake to employ technical men, as specified by the SIPCOT
the schedule below for the work.

18 (e) It will not be incumbent on the part of the contractor to emplo
technical assistant/assistants when the work is kept in abeyanc
due to valid reasons, and if during such period in the opinion o
the SIPCOT the employment of technical assistant/assistants
not required for the due fulfillment of the contract.
NOTE:
1.For non employment of such personnel penalty of Rs.2000.00 pemonth for Diploma holder and Rs.5,000.00 per month for Degre
holder will be levied.
2.An attendance register for the technical personnel is to b
maintained. Every technical personnel should sign their initials in th
register whenever they leave and arrive. The Register should b
produced for inspection by the officials of SIPCOT as and whe

25. The SIPCOT reserves to itself the right of allotting the different su
works to the different contractor or to one and the same contractor a
it may decide after the receipt of tenders.
26. Only tenders received within the prescribed time and date will b
considered. Tenders received after 3.00 p.m. on the tender date (la
tenders) will not be taken into account and will be summarily rejecte
27. PERFORMANCE SECURITY AND ADDITIONAL PERFORMANC
SECURITY
1.1.a) Within 15 days from the date of the Letter of Acceptanc
the successful tenderer shall deliver to the Employer a Performanc
Security in the form of Demand Draft in favour of SIPCOT, Chennfor an amount equivalent to 2% of the total value of the contrac

SPECIAL CONDITIONS
1. Location of the work site:-
The site of construction is located at SIPCOT Industrial Par
Irunagttukottai
2.Attached hereto are the tender drawing giving the general layou
details and sanctions of the proposed works. Further details and workin
drawings necessary for execution of the construction of work will b
prepared and issued by SIPCOT from time to time. All the works shall b
carried out in accordance with the instructions and directions given by th
SIPCOT Officer in-charge of the work from time to time.
3.Submission of the tender shall means that the contractor has seen th
site and studied the plans specifications conditions and instructions an

6.In complying with these conditions and the specifications, schedule
quantities and contract agreement, the following works shall have th
meaning herein assigned to them except where the subject or contexotherwise requires.
a.“Employer” shall mean “Managing Director”, SIPCOT LIMITED
CHENNAI-8 and shall include their representative / and assigns
or successors.
b.“Contractor” shall mean shall include his (tenderer’s) leg
representatives / and assign(s) or successors.
c.“SIPCOT” shall mean State Industries Promotion Corporatio
of Tamilnadu Limited and shall include their leg

c.The removal from the site of any materials brought thereon by th
contractor and the substitution of any other materials thereof.

g.The amending and making good of any defect under clause 24, th
contractor shall forthwith comply with and duly execute any wo

writing by the contractor within seven days.

9. CONTRACTOR TO PROVIDE EVERYTHING NECESSARY:
The contractor shall provide everything necessary for the prop
execution of the works according to the intent and meaning of thdrawings, schedule of quantities and specification taken togeth
whether the same may or may not be particularly shown or describe
therein provided that the same can reasonably be inferred there fro
and if the contractor finds any discrepancy in the drawings,
between the drawings, schedule of quantities and specification, h
shall immediately and in writing refer the same to the project officer
SIPCOT Officers who shall decide in consultation with the Employ
which is to be followed.
10. AUTHORITIES, NOTICES AND PATENTS:
The contractor shall conform to the provisions of any act of th
legislature relating to the works and to the regulations and bye-laws o
any authority and/or any water, lighting and other companies and/o

11. SETTING OUT WORK:
The contractor shall set out the works and shall be responsible for thtrue and perfect setting out of the same and for the correctness of th
position, levels, dimensions and alignment of all parts thereof. If
any time error in this respect shall appear during the progress of th
works, the contractor shall at his own expense rectify such error if s
required to the satisfaction of the EMPLOYER.
12. MATERIALS AND WORKMANSHIP TO CONFORM T
DESCRIPTION:
All materials and workmanship shall so far as procurable be of th
respective kinds described in the schedule of quantities and/o
specifications and in accordance with the employer’s instructions an
the contractor shall upon the request of employer furnish him with a

of execution and the contractor shall make good any damage
without any claim for extra.
e. Concrete works: All exposed concrete surfaces will be require
to be finished by cement plaster as instructed.
f. Plastering: All external corners, edges of doors and windo
openings etc. shall be finished sharp using rich mortar and als
finished truly vertical or horizontal as the case may be. The ra
for plastering shall include the cost of finishing as above and n
separate extra for the corners, edges, beams etc. shall be paid.
g. The SIPCOT reserves the right, to split up the work and entrust th
spilt up portions to different contractors without assigning an
reason therefor.

of works the cost of the same should be borne by the contracto
only and no extra claim whatsoever on this account will b

14. DISMISAL OF WORKMAN:
The contractor shall on the request of the employer immediately dismi
from the work any person employed thereon by him who may in the
opinion be incompetent or misconduct himself and such person shall n
be again employed on the worksite without the permission of th
employer.
15. ACCESS OF SIPCOT OFFICER TO WORKS:
The Employer/SIPCOT site officers shall, at all reasonable times, hav
free access to the works and/or to the workshops, factories or othe
places where materials are lying or from which they are being obtaine
and the contractor shall give every facility to the Employer/SIPCOT sit
officers necessary for inspection and examination/test of the materi
and workmanship. No person unauthorized by the employer except th

17.ASSIGNMENT AND SUB-LETTING:
The whole of the works included in the contract shall be executed bthe contractor and the contractor shall not directly transfer, assign o
underlet/sublet the contract or any share thereof or interest therein
without the written consent of the Employer and no undertaking sha
relieve the contractor from the full and entire responsibility of th
contract or from active superintendence of the works during the
progress.
18. VARIATION NOT TO VITIATE CONTRACT:
No alteration, omission or variation shall vitiate this contract but
case the employer thinks proper at any time during the progress

23. REMOVAL OF IMPROPER WORK:
The Employer shall during the progress of works, have power torder in writing from time to time removal from the works, with
such reasonable times as may be specified in the order, of an
materials which in the opinion of the Employer are not in accordanc
with the specification or the instruction of the Employer, th
substitution of proper materials and the removal and proper re
execution of any work executed with materials or workmanship not
accordance with the drawings and specifications or instructions an
the contractor shall forthwith carryout such order at his own cost. I
case of default on the part of the contractor to carryout such orde
the Employer have the power to employ and pay other person etc. t
carryout the same and all expenses consequent on incidental theret
shall be borne by the contractor, or may be deducted by the employe

a.That the nominated sub-contractor shall indemnify the contract
against the same conditions in respect of the sub contract as th
contractor is under, in respect of his contract.
b.That the nominated sub contractor shall indemnify the contracto
against claims in respect of any negligence by the sub-contractor/ h
servants or agents or any issues by him or them of any Workmen
Compensation Act in force.
c.Payment shall be made to the nominated sub-contractor with
fourteen days of his receipt of the site officer certificate provided tha
before any certificate is issued, the contractor shall upon request t
furnish to the site officer’s proof that all nominated sub-contracto
accounts included in previous certificates have been duly discharged
in default whereof the Employer may pay the same upon a certificat

28. INSURANCE IN RESPECT OF DAMAGE TO PERSONS AN
PROPERTY
The contractor shall be responsible for all injury to persons animals o
things and for all structural and destructive damage to property whic
may arise from the operation or neglect of himself or of an
nominated sub-contractor’s employees, whether such injury
damage arise from carelessness, accident or any other caus
whatsoever, in any way connected with the carrying out of th
contract. This clause shall be held to include inter-alia, any damag
to buildings whether immediately adjacent or otherwise, any damag
to roads, streets, footpaths, bridges or ways as well as damag
caused to the buildings and works forming the subject of this contrac
by frost or other inclemency of weather. The contractor sha
indemnify the Employer and hold him harmless in respect of all an

the currency of this contract or in common law in respect of an
employees of the contractor or any sub-contractor and shall at h
own expenses effect and maintain, until the virtual completion of th
contract, with an approved office, a policy of insurance in the joi
names of the Employer and the Contractor against such risks an
deposit such policy or policies with SIPCOT from time to time durin
the currency of the contract.
The contractor shall be responsible for anything which may exclude fro
the insurance policies above referred to and also for all other damages t
any property arising out of and incidental to the negligent or effectiv
carrying out of this contract. He shall also indemnify the employer
respect of any costs, charges or expenses arising out of any claim o
proceedings and also in respect of any award of or compensation damage arising there from, arising from any such industry or damage

policy and receipt for the premium with the Employer within twent
one days from the date of signing the contract. Unless otherwis
instructed by the SIPCOT in default of the contractor, insuring a
provided above, the Employer on his behalf may so insure and ma
deduct the premium paid from any amount due or which ma
become due to the contractor. The contractor shall as soon as th
claim under the policy is settled, the work reinstated by Insuranc
Office should they elect to do so, proceed with all due diligence wit
the completion of the works in the same manner as though the fir
had not occurred and in all respects under the same conditions o
contract. The contractor in case of rebuilding or SIPCOT in default
the contractor insuring as provided above, the Employer on his beha
may so insure and may deduct he premium paid from any money du
or which may become due to contractor. The contractor shall a
soon as the claim under the policy is settled or the work reinstate

If the contractor fails to commence the work as instructed by SIPCO
or fails to complete the work within 6 months (Six months) fro
the date of handing over of the site, he shall be liable for all th
damages and consequences arising there from and further, th
earnest money deposit and security deposit shall be forfeited.
31. DAMAGE FOR NON-COMPLETION:
If the contractor fails to complete the works or part of the workby the due date stated in the appendix or within any extended time unde
Clause-32 thereof and the SIPCOT site officers certify in writing that in h
opinion the same ought reasonable so, to have been completed, th
contractor shall pay or allow to the employer the sums claimed in th
appendix as ‘Liquidated Damages for the period during which the sa
works shall so remain incomplete and the Employer and deduct suc
damages from any moneys due to the contractor

33. FAILURE BY CONTRACTOR TO COMPLY WITH SIPCO
INSTRUCTIONS:
If the contractor after receipt of written notice from the Employe
requiring compliance within ten days, fails to comply with such furthe
drawings/and/or SIPCOT officer’s instructions the employer with th

firm or incorporated company) shall suffer execution to be issued, o
shall suffer any payment under this contract to be attached by or o
behalf of any of the creditors of the contractor, or shall assign or subl
to this contract without the consent in writing of the Employer/Projec
Officer first obtained or shall charge or encumber this contract for an
payments due or which may become due to the contract
thereunder, or if the Project Officer shall certify in writing to th
Employer that the contractor,
i)has abandoned the contract, or
ii)has failed to commence the works, or had without any lawful excus
under these conditions, suspended the progress of the works for 1
days after receiving from the Employer/Project Officer, written notic
to proceed or

Then and in any of the said cases the Employer with the writte
consent of the Project Officer, may not withstanding any previou
waiver, after giving seven days notice in writing to the contract
determine the contract, but without hereby affecting the functions
the Project Officer or the obligations and liabilities of the contracto
the whole of which shall/continue in force as fully as if the contract ha
not been so determined and as if the work subsequently executed ha
been executed by or on behalf of the contractor, and further th
employer on the recommendation of the Project Officer may ente
upon and take possession of the works and all plant, tool
scaffoldings, sheds, machinery, steam and other power utilities an
materials lying upon the premises or the adjoining lands or roads, an
use the same at his own property nor may employ the same by mean
of his own servants and workman-in-carrying “on” and completing th
works or by employing any other contractor or other person or person

b. After, determining the contract, SIPCOT shall have the right to giv
any part or whole of the unexecuted balance work to any oth
contractor, in which case any expenses which may be incurred
excess of such amount which would have been paid to the origin
contractor if the whole work had been executed by him, will b
recovered from him. For this purpose, the amount will be deducte
from the money due to him from SIPCOT on any account whatsoeve
But if the expenses incurred by SIPCOT are less than the amoun
worksout as per original agreement rate, than the difference will not b
paid to the Contractor, as he is a defaulter.
35. PRIME COST AND PROVISIONAL SUMS:
a. Where ‘Prime cost’ (PC) prices or Provisional Sums of money a
provided for any goods or work in the specification or schedule o

c. In cases in which provisional quantities of materials are contained in th
contract, the contractor shall provide such materials to such amounts o
to greater or less amounts as the Project Officer shall direct in writin
as the net rates at which he shall have priced such items in his schedu
of quantities. Should however any such item by entirely omitted whic
omission shall be at the Employer/Project Officer’s discretion, no prof
on such items shall be allowed to the contractor.
d. If the contractor neither produces the receipt nor gives authority to th
Employer to issue a certificate in favour of such sub-contractor direc
the SIPCOT officer may upon giving the contractor seven days notice
writing of his intention to do so, issue to the sub-contractor suc
certificate direct. The Employer may obtain the receipt from the sub
contractor which receipt shall be deemed as a discharge for th

36. CERTIFICATE AND PAYMENTS:
The contractor shall be paid by the Employer from time to time
instalments under interim certificates to be issued by the Project Officer t
the contractor on account of the works executed when in the opinion of th
site officer, work to the approximate value of work for interim certificate
or less at the reasonable discretion of the Employer has been executed
accordance with this contract, subject, however, to retention of 5% of b
amount from each bill. The Project Officer shall with the concurrence
the Employer include in the interim certificate such amount as he ma
consider proper on account of materials delivered upon the site by th
contractor for use in the work. And when the works have been critical
completed and the Project Officer should have certified in writing that the
have been completed, the contractor shall be paid by the PRINCIPAL
SECRETARY / CHAIRMAN AND MANAGING DIRECTOR i d it

37. FORFEITURE OF PERFORMANCE SECURITY:
The performance security is liable to the forfeited in case, where th
contractor fails to carry out the work in accordance with th
specifications, terms and conditions of the Contract, leading
termination of the contract.
38. Notwithstanding anything contained in the agreement, instructions the employer shall be final and binding on the contractor and in respe

43. The contractor shall form his own approach road in the works site fo
which no extra will be due to him. On completion of work, th
contractor shall not be permitted to remove the materials laid f
formation of road. If the contractor is allowed to use the existin
roads, he shall maintain them in good condition at his own co
throughout the period of the contract.
44. Any surplus materials remaining at the site, will not generally b
taken over by SIPCOT, whether before or after the completion o
determination of contract. Such materials which were original
procured by the contractors are the property of the contractors an
can however be taken over by the SIPCOT if required, for use on oth
works which are in progress only by special arrangements and at th
prevailing market rates viz. the rates at which the articles or article
of a similar description can be procured at a given time at the storag

48. Any of the items in the schedule may be omitted or radically altere
no variation in a rate shall become payable to contractors on account
such omissions or variation in quantities.

50. The formation of roads will be deemed to be completed only if all th
items of works including finishing items contemplated herein a
executed.
51. The contractor shall abide by the contractor’s labour regulations of th
PWD framed by the Tamilnadu Government.

a. FIRST AID:
At the work site, there shall be maintained in a readily accessib
place, first aid appliances and medicines including adequate supply
sterilized dressings and sterilized cotton wool. The appliances shall b
kept in a good order. They shall be placed under the charge of
responsible person who shall be readily available during workin
hours.
b. DRINKING WATER:
i. Water of good quality fit for drinking purpose shall be provided for th
work people on a scale of not less than a gallon per head per day.
ii. Where drinking water is obtained from an intermittent public wate
supply, each work place shall be provided with storage tank where suc
drinking water shall be stored

f. CRECHES:
At every work place at which 25 or more women are working ther
shall be provided two huts of suitable size for the use of children unde
the age of 6 years belonging to such women. One hut shall be used f
infant’s, games and play and the other as their bed room. The hu
shall not be constructed on a lower standard than the following:
i. Thatched roofs
ii.Mud floors and walls
iii.Planks spread over the mud floor and covered with matting.
The size of the crèches should vary according to the number of wome
workers. The crèches should be properly maintained and necessa
equipment like toys, etc. should be provided and huts shall be provide
with suitable and sufficient sweepers to keep the place clean. The
shall be two Ayas in attendance. Sanitary facilities shall be provided t
the satisfaction of the Health Officer of the area concerned Th

from designated borrow areas, the location, size and shape of thes
areas shall be as indicated by the Engineer and the same shall not b
opened without his written permission. Where specific borrow area

locating the source of supply of material for embankment and sub
grade as well as compliance to environmental requirements in respe
of excavation and borrow areas as stipulated, from time to time by th

305.3CONSTRUCTION OPERATIONS
305.3.1.3.Setting Out
After the site has been cleared the work shall be set out. Th
limits of embankment / sub-grade shall be marked by fixin
better pegs on both sides at regular intervals as guide
before commencing the earthwork. The embankment / sub
grade shall be built sufficiently wider than the desig
dimension so that surplus material may be trimme
ensuring that the remaining material is to the desired densit

306.1 Description
