The Oklahoma Board of Nursing held its sixth regular meeting of FY2007 on May 29, 30 & 31, 2007. Notice of the meeting was filed with the Secretary of State’s Office and notice/agenda was posted on the Oklahoma Board of Nursing web site. The proposed revisions to the Rules were not actively disapproved by the legislature and therefore will become effective July 1, 2007. The new Rules publications are being printed in readiness for the July 1, 2007 effective date. New Board member appointments are forthcoming to replace offgoing members although they currently serve until replaced. R. Watson will be moving to Texas this summer and an additional appointment will be required to replace his position. The appointment criteria are an RN educator, an LPN, and two Public members. The audit for the licensure by endorsement process remains ongoing. The Board issued the following Declaratory Ruling: The Oklahoma Board of Nursing therefore concludes and declares: It is not within the scope of practice of the advanced practice nurse to order and/or delegate laser hair removal treatment, even if the advanced practice nurse has prescriptive authority. It is within the current scope of practice of the advanced practice nurse, registered nurse and licensed practical nurse to provide laser hair removal treatment in accordance with the parameters set forth within the ruling document. Furthermore, the licensed practical nurse may only perform laser hair removal if the ordering physician is present in the procedure area and readily available, i.e., the physician’s response time is less than or equal to five minutes, during the procedure of the laser hair removal treatment.
