MAILBOXES
The following is an at-
tempt to explain the
mailbox project, clarify
its purpose, alleviate
some concerns and con-
fusion, and offer some
alternatives. Please
The cost of repairing
roads, like everything
else, is going up. The
roads in the Village in
many areas are deterio-
rating because of normal
use by residents, delivery
trucks, and increased
traffic volume.
One specific reason for
the road deterioration is
the number of mailboxes
that are placed too far
off of the road, thus
forcing the mail delivery
person to drive off the
edge of the road to place
mail in the mailbox. As a
result, the edges of the
road crumble and, over
time, the damage has and
will spread resulting in
extensive road damage.
Over several years the
Village has had thin layers
of blacktop installed to
repair and extend the life
of our roads. There is a
limit to the number of
layers of blacktop that
can be laid on top of an-
other and that limit has
been reached on many of
our roads. The next
step in the repair pro-
cess is to remove the
road down to the dirt,
and install a new road.
That will eventually cost
the Village residents mil-
lions of dollars. This is a
Village issue because our
roads are “private” and
not maintained by What-
com County or the State
of Washington.
The BBV mailbox project
is an attempt to extend
the life of our roads by
reducing damage.
A survey of mailboxes
was conducted and
about 270 private mail-
boxes throughout the
Village were found to be
placed too far away from
the road edge. The re-
sult is the mail delivery
person must drive off the
edge of the road to de-
liver mail. Some of the
mailboxes are set back as
much as 20 feet, others
only a few inches. Again,
the result is road edge
damage.
A Simple Test
One easy test to deter-
mine if your mailbox is
too far off of the road is
to see if you can open
your mailbox and re-
trieve your mail from
your car without driving
off of the edge of the
road.
note: This is a BBV
Board of Directors ap-
proved project that was
identified by the Roads
and Drainage Commit-
tee, not the US Postal
Service (USPS). The
Roads and Drainage
Committee is com-
prised of residents that
live in the Village and
volunteer their time.

DIY INSTALLATION
OPTIONS
If you cannot or do not
want to spend the effort
to move your mailbox, a
team of volunteers is will-
ing to help move/modify,
or install a new mailbox
for you following US Post
Office Service (USPS)
Guidelines. There is a
cost and you can pick from
the options below that
best fits your situation:
$25 – Move or modify
your mailbox utilizing the
existing post. (Option
viability to be determined
by the volunteer team)
$50 – A new post and
mailbox will be installed.
Includes a metal box,
painted black with a red
flag and house numbers.
$100 – A new “Rubber
Maid” mailbox will be
installed.
Mailbox Cluster - Two
or more mailboxes can
be mounted on one
stand. It is up to the
neighbors to determine
which boxes are to be
included. Costs to build
the stand will be deter-
mined after the number of
mailboxes is determined.
Call the BBV office to ar-
range for an appointment
for more details.
Do it yourself following
USPS mailbox guidelines.
USPS Guidelines state
that mailboxes should be
placed 6" to 8" back from
the edge of roadway.
STOP!!! Before any
mailbox posts can be
moved or installed, a
utility survey must be
conducted.
The survey is necessary to
determine if there are any
power lines, gas lines, TV
cables, sewer lines, etc.
located where the new
post will go. The survey
is free to the resident and
may save a life or charges
to the resident for re-
pairs.
Should you choose to
move the mailbox post
yourself, Please call 811
before you dig. If you
choose to have the volun-
teers do the work, they
will arrange for the sur-
vey.
Where does the
money go?
The collected money
covers the basic cost of
materials – wood, con-
crete, screws/nails, etc.,
all of which are pur-
chased through local
merchants. The costs
to you were determined
to be very close to the
cost of materials. Cost
for mailbox clusters will
be determined based on
the number of mailbox-
es.
How do I get my
mailbox moved by
the volunteers?
Contact the BBV office.
They will collect your
name, address, phone/
email address, and money
before any work will be
scheduled. You will be
contacted by a volunteer
to work out details and let
you know when the work
has been scheduled.
Cont’d on next page.
Before any
mailbox posts can
be moved or in-
stalled, a utility survey
must be conducted.
Call 811
before you
dig.
LOT MOWING:
Mowing is the responsibil-
ity of the lot owner, this
includes the ditch in front
of the lot as well. The
BBVCC will mow lots that
do not contain obstruc-
tions when requested by
the lot owner or when the
lot owner fails to keep
their lot mowed. An an-
nual fee for mowing will be
billed per the BBVCC fee
schedule . ‘Owner will
Maintain’ signs can be
picked up at the BBV of-
fice.
POOL:
Every morning and after-
noon BBV staff checks the
water temperature and
chemicals. If the solar
panels are left on, on a
warm day, the incoming
water can reach tempera-

We want to thank every-
one for complying. The
mailbox project is an effort
to extend the life of our
roads. Time and effort
now will help save money
for all of us in the future.
We welcome your input
so please direct any com-
ments or concerns to the
BBV office.
If your mailbox does not

comply with USPS guide-
lines (6” - 8” from edge of
roadway), please make the
appropriate changes on
your own or contact the
BBV office if you wish to
schedule help by August
31, 2017.
Finally, we need volun-
teers to help with this
project. Please contact the
BBV office should you like
to volunteer a few hours
to help. Your time and
effort would be much
appreciated!

ous, but ‘eats’ up chorine.

BEER TASTING CLUB
Page 5 BBVCC Bulletin July 2017
Birch Bay Village now has
an official beer club and
our kick-off event will be
a beer tasting party
scheduled for Friday, July
7, 6pm to 9pm.
Sign-up early as space is
limited.
Birch Bay Village has a
small coalition of home
brewers who will be on
hand to share their fa-
vorite brews and answer
questions about the
brewing process.
The outside pavilion will
be open for mingling,
music and dancing.
Bring your guitars or
other instruments to add
to the festivities.
WHAT TO BRING:
Appetizers to share
(think summer and beer).
Appetizers will be served
at 6:30 pm.
One growler or 3 of
your favorite beer brands
to share.
Extra chairs (if you’d
like to sit outside)
We envision having one
or two beer tastings at
the clubhouse per year,
although if interest grows
and there are volunteers
to help, more frequent
tastings would likely en-
sue. We plan to charge a
nominal amount to cov-
er costs, with any collec-
tions in excess of costs
being donated to the
Blaine Food Bank.
Look forward to seeing
you!
THANK YOU
