It’s hard to believe, but a new season is already upon us and with that comes the autumn edition of the Bayswater Beat.
This is a busy time of year with some of our most popular events on the horizon, including the Autumn River Festival and Have a Go Day. A full list of City events are on the back cover, and I look forward to spending time out in the community and enjoying these events with you over the coming months.
There is so much to be proud of in the City of Bayswater and I am particularly gratified by the work we are doing in environmental sustainability. We have been working on ways to minimise our impact on the environment, and have been using a new system that helps us maintain our beautiful green spaces without using too much fertiliser or wasting water. You can learn more about this on page five, where you can also read about how we have been voted the best Council in the State for our innovative approach.
Our parks, reserves and public spaces are a community treasure and are well-loved not just by Bayswater locals, but by those visiting from surrounding suburbs. We are committed to making sure these areas are well-kept and appealing, and have embarked on a series of upgrades across the City. In this edition, you can read about what we have done so far this year, as well as what’s coming next.
There is so much to enjoy here in the heart of the inner east, and I hope to see you out and about at City events, enjoying a coffee in our amazing town centres or spending some time in one of our parks.

So many members of our community give their time, experience and generosity to others, strengthening the broader community. These are the people who tirelessly give of themselves and it is our honour to recognise them for their dedication. Congratulations to the recipients of our 2019 Citizen of the Year Awards:

Lights on at Frank Drago ReserveFrom its humble beginnings as a 20-man squad in the 1960s, Bayswater City Soccer Club has built a reputation for nurturing the rising stars of our community into future A-League players.
Now home to 350 members, the club has expanded to include night matches, after-hours training and evening events.
To support this growing club, the City of Bayswater, the Australian Government and the State Government have come together to fund floodlights at Frank Drago Reserve, bringing the field up to National Premier League standards.
The community can now experience Football West National Premier League night matches right here in the City of Bayswater, with the added bonus of enjoying the club’s famous Italian food and coffee.

What is your favourite place to eat in Bayswater?
One of the best things about living in the City of Bayswater is the number of great places to dine. The City’s population is cosmopolitan, which has made eating out a real adventure. I love going to Coventry Village as it has food from all over the world. ‘Bula’ Taste of the Pacific is fantastic and Two40three Bar and Grill are great for cocktails and drinks. I also love Nancy’s Italian at the International Food Court in Morley.
Where is your favourite place for a walk in our City?
The City prides itself on its many parks and gardens. Riverside Gardens is a great place to walk. There is so
much to see, it caters for kids of all ages and you can bring your dog down for a run in the dog exercise area. I love coming down for picnics, and it is a favourite place for our international and interstate friends.
What do you love most about living here?
I have lived in Noranda for 15 years. I love living in the City because it is very central - it’s close to the airport, has easy access to the city, and is only 15 minutes from the Swan Valley. I love the large parks and openness of Noranda. I also love the eclectic shopping in the town centres of Morley and Maylands. The City is a melting pot of many cultures.

New courts a hit
Bayswater recognised as a water sensitive City
Once the best kept secret in Morley, Hampton Square Reserve is buzzing with activity after a major transformation. The much-loved tennis courts have been resurfaced in a vibrant ‘Australian Open Blue’, with new nets and fencing. Brighter flood lighting means the courts can now be enjoyed from sunrise all the way through to 9:30pm each day.
Improved footpaths, drink fountains and shaded picnic furniture has turned Hampton Square Reserve into an ideal family-friendly location. The playground includes equipment for young ones as well as more adventurous climbing obstacles for older children.
To ensure everyone can enjoy Hampton Square Reserve, the City has added two ACROD parking bays, extended the footpath and installed accessible park furniture.
In more good news for tennis lovers, the courts at Crimea Park are scheduled to be resurfaced next. Keep an eye on the City’s Facebook page for updates.
Our beautiful parks, gardens and green open spaces are one of the reasons people love living in the City of Bayswater. As a council, it’s our job to keep these spaces looking their best while minimising negative environmental impacts.
To avoid over watering, we use a centralised irrigation system that automatically switches off when rain is forecast. The system allows us to control sprinklers remotely and helps determine exactly how much and when watering is required.
We’re also conscious of our fertiliser use, carrying out regular soil monitoring and leaf tissue analysis to make sure we’re using just the right amount. This has been a really successful initiative, and the City achieved number one status in a recent survey regarding nutrient use across Western Australian councils. After achieving our Gold Waterwise status, the City was asked to feature in Water Corporation’s Water for Life campaign, showcasing what we’re doing to build a water wise community.

Ready to try something new? Have a Go Day is about connecting people of all ages, abilities and backgrounds with activities they enjoy. From rowing to origami, if there’s hobby you have always wanted to try you will find it at Have a Go Day.
There will be more than 40 interactive stalls, food, entertainment, prizes, a climbing wall, giant games, and of course - face painting. This is a fun, free event brought to you by the City of Bayswater.

Volunteer bus drivers neededWe’re looking for community-minded people who love spending time out and about to volunteer for our Community Bus Program. As a volunteer bus driver, you will spend time on the road, meet new people and make a difference in the lives of others.
Long and short term positions are available, and drivers will receive training and join the City’s registered volunteer program. If you have a current HR or LR class drivers licence and are interested in participating, let us know today!

On Saturday 2 February, Morley came alive with an energetic performance by Perth Symphony Orchestra and guest vocalists.
The City’s Romance Under the Stars concert was a huge success - attracting more than 4,000 people. The crowd was in high spirits and on their feet dancing to well-known hits from INXS, Pharrell Williams, Adele and U2. It was an incredible night out in the City, and we will make sure it’s not the last concert of its kind!

Take some time out in NorandaA new public space will soon be unveiled in the heart of Noranda, thanks to a partnership between the City, Hawaiian, and Noranda Vibes. Tucked under shady trees alongside Morley Noranda Recreation Club, the space will have picnic furniture and lighting. The ping-pong table already in place will be painted with colourful artwork. A community noticeboard and Little Library - created by Men’s Shed and Noranda Vibes - are already being enjoyed by the community.
The project will bring more shared community space to the Noranda Town Centre and create a better connection between the shopping centre and the sporting complex.
The space will be officially launched with a free community event and naming competition in March, so keep an eye out for details on the City’s Facebook page.
It’s time for a change - Eighth Avenue is set to feature a new local artist as part of the City’s Art on Eighth initiative. This project promotes art and culture by using giant planter boxes as a canvas to display the work of creative people with a connection to Maylands.
Our new artist, Alex Maciver, was born in Sydney, raised in Scotland and is now living in Maylands. Through painting, collage, film and installation, Maciver often uses humour to challenge preconceived notions and their impact on thinking and behaviour.

Budget updateThe City took a new approach to budgeting this year by asking the community how they would like to see the 2019/20 operating budget spent. Over the past few months, you have told us where you’d like to see services increase, decrease or maintained, courtesy of our online Budget Allocator Tool.
Over the past month a panel of 40 randomly selected community representatives came together to deliberate on the budget in more detail. This culminated with the panellists handing their recommendations to Council at their final session on Saturday 16 March. Council will consider this report when determining the draft 2019/20 budget. You can stay up-to-date with the City’s participatory budgeting process at engage.bayswater.wa.gov.au.

Bayswater Historical SocietyBayswater Historical Society have been collecting, classifying and preserving Bayswater’s history for more than 27 years. Their growing collection comprises more than 780 photographs and 1,400 objects and artefacts - all with a local story to tell.
The volunteer-run group have been responsible for popular initiatives including free walking tours, photo exhibitions and history talks. Their commitment to the Bayswater community is one of the reasons Bayswater Historical Society received the Active Citizenship Award for 2019.

How did you become involved with the Bayswater community?
In mid 2000s I was very frustrated at the lack of events in my local area, so I got on board with helping deliver the Maylands Street Festivals. From there it was a natural extension to things like the Maylands Markets, and to smaller events such as community dinners and events. I really enjoy community work, which has also lead to my involvement in many of our local environmental groups.
What inspired you to become a Councillor?
At that time, I felt that our community wasn’t being represented. I’ve always been a strong voice for our community, and was someone who could effect change at a local level..
What’s your favourite place to eat in the area?
So many great places to choose from, but I would say the Kataifi prawns at Henry on Eighth is my current favourite.
ImmunisationDid you know the City offers free immunisations for children?
There are Child Health Clinics in Bayswater, Maylands, Morley East-Hampton, Morley, and Noranda. Nurses are available for appointments every Monday and twice a month on Wednesday. Visit the City’s website to view the clinic timetable, or call us on 9272 0648 to speak to our Immunisation Officer.

New playgroundsThree new playgrounds have been installed so far this year as part of the City’s Playground Replacement Program.
Nearby residents were invited to give their views on the type of equipment they would like to see, and many of their ideas were incorporated in the final design.

What do you love most about living in the City of Bayswater?
I love the diversity of the City. We have so many cultural groups actively represented here and I’m most excited to see our Reconciliation Action Plan recognise and celebrate the significance of the Aboriginal community in the City of Bayswater.
What is Bayswater’s best kept secret?
Lightning Swamp is the North Ward’s treasure, full of incredible native plants and animals, and carefully looked after by the Friends of Lightning Swamp. Although I’d walked the area many times, I learnt so much more on a City led guided walk earlier in the year. Definitely a recommended destination.
What’s something coming up in Bayswater you’re excited about?
We have the popular Evening in the Park coming up on 23 March at Bert Wright Park on King William Street in Bayswater. With live music and fun activities for the kids, it’s sure to be a great family night out. I’m looking forward to enjoying the evening with friends and family, so come and say hello!
