    Basic

    Space

    Law

    was

    enacted

    in

    May

    2008

    to

    cope

    with

    challenges

    to

    Japans

    spacepolicysuchaslackofacomprehensivestrategyasawhole nationduetotheabsenceofapolicyheadquarter.

    TheBasicPlanwasdecidedasthefirstnationalcomprehensivestrategy bytheStrategicHeadquartersforSpacePolicy,whichwasestablishedbasedontheBasicSpaceLawandchairedbythePrimeMinister.

    ThisPlanisafiveyearprogram,fromFY2009

    toFY2013,

    foreseeing

    the

    next

    ten

    years,

    describingthebasicpolicyandthemeasureswhichtheGovernmentshouldtakeduringthisperiod.

    ASpecialCommitteeforSpacePolicy,whosemembersareopinionleadersfromvariousfields,chairedbyMr.Jitsuro Terashima,ChairmanofJapanResearchInstitute,wasestablishedtomakerecommendationsontheplan.Additionallywe havereceivedabout1500publiccommentsonthismatter.

    TheGovernmentwillactcomprehensivelyandsystematicallyregardingthisBasicPlan.

    Fromthebeginningofthe20thcentury,theUnitedStatesandtheformerSovietUnionplayedcentralrolesinadvancingtheuseandR&Dofspace.

    BeginningwiththePencilRocketcreatedbyProfessorHideoItokawa,UniversityofTokyo,in1955,Japansucceededinlaunchingasatellitein1970,fourthlyintheworld,followingtheSovietUnion,UnitedStatesandFrance.

    Japanhasdevelopedseveralsatellitesandrockets,suchasHimawari andtheHIIArocket,participatedintheInternationalSpaceStationProgram(ISS)andhasplayedasignificantparttechnologicallyamongspaceadvancedcountries.

    InsufficientuseofJapanInsufficientuseofJapansspacetechnologysspacetechnologyHowever,becausewehavenotmadefulluseofspaceandhaveshowedinsufficientexperiencewithrocketsandsatellitesinJapan,ourindustrialcompetitivenessisnothighly

    evaluated,compared

    with

    not

    only

    the

    space

    advanced

    countries

    but

    also

    late

    starting

    countriessuchasChinaandIndia.

    PeoplepointoutthatthisisbecauseJapanhasconcentratedontheR&Dofspaceratherthantheuseofspace.

    TheGovernmenthasdecidedtopromoteanappropriatespacepolicyforbetterqualityoflifeandlargecontributiontotheinternationalcommunity.WhilekeepingtheR&Dfurtherdeveloped,theGovernmentintendstopromotetheuseofspacecorrespondingtosocialneedsspecifically,suchasdisasterrelief,globalenvironmentalconcerns,preservationandcareofterritoriallandandsearchforthenaturalresources,andalsotakemeasuresto

    enhancethe

    strength

    of

    the

    space

    industry.

    TheGovernmentwillalsopromotefurtheruseofspacefordiplomacyandnationalsecurity.

    TheGovernmentwillpromotetheuseofspaceinthefieldofnationalsecurity,whilemaintainingourexclusivelydefenseorientedpolicy,inaccordancewiththeprincipleofpacifismenshrinedintheConstitutionofJapan.

    PromotetheUtilizationofSpaceforDiplomacyThe

    Government

    will

    promote

    using

    space

    to

    contribute

    to

    diplomatic

    efforts,

    such

    as

    providingimagerydatatoAsianneighborsintheeventofdisasterandproviding necessaryinformationtoresolvetheglobalwarmingandotherglobalenvironmentalconcerns.

    TheGovernmentwillpromotehighlyaccuratepositioningandcreatenewservicessuchaspersonalnavigationsystemsbycombiningourQZSandGPS.

    accumulate

    fundamental

    technology.JapanhascontributedandwillcontributetoISSbytheJapaneseExperimentModuleKibo andHIITransferVehicle(HTV).TheexperimentofKibo isexpectedtoprovidevaluableresultsinsuchareasasmedicine,whichwecannotgetontheground.

    TheGovernmentisexaminingmoonexplorationwithrobots,aimingtoachieveitaround2020,consideringamannedexplorationlater.

    Thisprogramwillenablethenewsystemtogathersolarpowerinspaceandtotransferittothegroundforouruse.

    Althoughsolarpowergenerationinspacehasadvantagesinthatitwillnotbeinfluencedbytheweathernortimeofday,wehavetoconsideritseconomycomparedwithgenerationontheground,technologicalfeasibilityandsafety.

    Takingthoseintoconsideration,theGovernmentwilldemonstrateitontheorbitwithanactualsatellite,suchasasmallsizesatellite.
