• The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted in Basel, Switzerland by the Conference of Plenipotentiaries on March 22, 1989.

• According to (Basel Convention, 2011), “the convention was adopted in response to a public outcry in following the discovery, in the 1980’s, in Africa and other parts of the developing world of deposits of toxic wastes imported from abroad”.

• To reduce hazardous waste generation and promote environmental sound management of hazardous wastes, wherever the place of disposal.

• To restrict transboundary movements of hazardous wastes except where it is perceived to be in accordance with the principles of environmentally sound management.

• Each Party can prohibit the import of hazardous wastes and other wastes. If it does, it should inform other Parties to the Convention (Article 4, paragraph 1 (a).

• Each Party shall prevent the import of hazardous wastes and other wastes if it has reason to believe that the wastes in question will not be managed in an environmentally sound manner (Article 4, paragraph 2 (g)).

• Each Party that intends to export hazardous or other waste shall ensure that the waste will be managed in an environmentally sound manner at the place of its destination. (Article 4, paragraph 8)

• Each Party shall not permit hazardous wastes or other wastes to be exported to a non-Party unless these is a bilateral, multilateral or regional agreement allowing this import (Article 4, paragraph 5) and (Article 11, paragraph 1)

Verify that all the documents required are presented and that they correctly completed.

Verify if the truck and the containers are appropriately labeled

Verify if the number of containers, their type, and their volume, corresponds to that indicated on the movement document.

To the best possible extent , verify the contents of the containers to ensure that they correspond with the permitted substances.

Based on the findings, it can be said that the Basel Convention is of great significance as it relates to the control of transboundary movements of Hazardous waste and their disposal.
