Fund the 1031 and 1032 Cook county toyes,;! raise the&ieecsf'ary- money for. goyeriiment operation through a 20-year bpnd issue,, and' let the property, owners get a fifesh start on their 1033 tax payments after being given a Ibreathing spell, is the plan now-be-^ ing offered as a solution of Cook county financial ills by the Outlying Business Men's and Property - G&%|| ers Protective League of Cook County.- '-':'.'- '•"' ;' .'. '•'
By funding the 1931 and 1032 tax bjlls; through a j bond! issue for 20 years, the. representatives of the, league declare, budgets of- the various. city, village and. county bodies and that of home. Wijers, will again be balanced, V . """;
The plan.that Thomas Cody, ;presr ident of the league proposes i« riot a tax trike^ but; if snccpssfnlly cdr-ripd. through • will .make s it' possible for people to again payj takes. • ,,
"For 65 years ever since the present laws Were' enacted, people paid their taxes." Mr. Cody said, "and the only reason they, are hot paying them now is because they have not the money. And remember, when those laws were, enacted ijeal estate represented" 75 per cent of jh'c wealth of this state. Today real estate represents one-fourth of the wealth, and it pays £3< per cent of all taxation. This proves' that real estate has been carrying aj lot of excess baggage^or many years.1
This did not seem so burdensome while the road was smooth, and the supply* of gasoline was ample and the engine under the hood was well .oiled; but in 1020 when tlie detour began, and the road grew progressively more rough, when gasoline stations became further apart, and when carbon began collecting in the cylinders, in other words the motor was only hitting oln about.'two cylinders, and -it was 'unable to- carry the load.1 any longer, the story1 changed.
To Relieve Situation "There arc many sensible reasons
why property owner* can. not pay their back tax any longer. -First, the earning power of real estate1 has decreased about SO per cent- In tlie last five years; second,.thousands of people are only able- to pay.a portion of their rent As It .become* due; third, thousands of property owners have lost whatever surplus they hndldue to the failure of banks. - It is also estimated that, there will be 820,000 parcels of real estate forfeited for the non-payment of 1080 taxes which-equals about 40 per cent of all ,thfe rea| estate in Cook county. N6w the only reason for this fs that, the, great majority of people cannot pay their taxes, for If they could they would not aHow 'their property to be for* felted.' ^ v . |
