First Officer’s Update By RADM Paul Dyl

Greetings crew! I wish I had better news to give but I don’t. Most of you all know that our Commanding Officer had fallen and broken her hip. Well all seem to be doing good after the surgery and she was well on her rehab, but then she started having other issues with her blood pres-sure and having a bug of some sort and I was notified by the fami-ly that things were not looking good. The doctor only predicts she has a few months at best and that Hospice was going to be called in. The newsletter was delayed a few weeks so at this time it is now the third week of July. Please keep Helen and her family in your thoughts and prayers. As soon I hear anything I will email everyone and call those who do not have email access. I have been in contact with the Region 12 Regional Coordinator Admiral Jeff Higdon. He has been made aware of it and has notified the rest of the Region via the Re-gion 12 Monthly Status Report. Some of the crew have asked about what if’s…..As far as I stand

and Fleet, Helen is the Chapter CO and will remain so. In the mean time I will continue to handle the day to day Command responsibili-ties until her recovery. I also know many have asked about my Heart Attack that I had in the middle of June. All seems to be going ok. I have returned to work and I have more pending medical appointments for tests etc. For those who do not know, I have submitted my retirement from the Army. I have completed 25 years total and now its time to move aside and let the next Soldier have a chance to excel. I will be officially retired on 1 February 2013. I know my wife and family are all looking forward to it. I know that after one overseas short tour and

three combat tours as an Infan-tryman and one combat tour as a Senior Personnel Sergeant for a Battalion...I am ready! Well again I wish I had better news to give, but please do con-tinue to pray for Helen and her family during this difficult time. Helen and I go back to about 1995 when She was the Vice Commandant of STARFLEET Academy with Bjo Trimble as the Commandant and I was a School Director and then in 1996 when I became the Commandant and Helen remained on as my Vice-Commandant. She is a great friend who I learned to trust and depend on very quickly. Well until the next issue. Paul Dyl Executive Officer

the fleet since she joined in the late 80s, serving as the Vice Commandant of STARFLEET Academy, a frequent writer and reporter for the CQ and a friend of many where regard her as 'family'.

I, as well as many, were looking forward to her attending IC2012 in Memphis. I have come to re-spect and value her advice and friendship over the years. That is why I ask for your prayers and good thoughts on behalf of Helen, the Officers and Crew of Trouba-dour Station, her friends and fami-ly as they all go through this trying time. Now it's time… ...To talk about the International Conference. It's almost time for me to load up the Admiral's Barge (my Maroon 2003 Dodge Ram QuadCab Pickup Truck) for the trip to Mem-phis. Embarking with me on the barge will be the commodore (my wife, Karen, XO of the Black Hawk), the Brigadier (my son, Chris), Major Higdon (my daugh-

ter, Emily, the recently discharged US Marine and student) and Ca-det Brody (my grandson). IC is meant to be a family affair as well as a chance to meet and greet old friends and fellow STARFLEET Members. I have looked forward to this event since before it was announced at IC2010. We will be traveling a majority of the day on Thursday, August 2nd. Once there I will be assisting in the registration of the ECAB and members that will be arriving ear-ly. I will (hopefully) see some of my siblings who actually reside in Northern Mississippi, who said they would try to come up for a brief visit. But my main reason for being there is to represent your inter-ests. I need to know what you be-lieve I should bring before the Ad-miralty Board and the Executive Committee. E-Mail me at [email protected] and please give me your thoughts on what you see as the important issues of STARFLEET. Final Thoughts As IC2012 comes, there are thoughts of the 12th Fleet and it's membership that come to mind. We are growing and strengthening day by day and it is through YOU that we do it.

It's that time of year again – it's time for the STARFLEET Interna-tional Conference! I am honored to be able to repre-sent the Twelfth Fleet during IC2012, this year in Memphis, Tennessee and is being hosted by Region 1, 2 & 12! Yes, we are again helping in hosting this IC since it is being held the the boarders of these three region. However, we start on regional business before we comment on what is going on at the beginning of August! Welcome I want to welcome the USS Pin-guin, NCC-53777, Edmund Fitz-gerald Class Starship, to Region Twelve. The Pinguin (spelled correctly), under the command of Colonel Matt Dunn, is transferring from our sister region, the Fifth Fleet. Matt's can be contacted at [email protected]. Please help me welcome the Officers and Crew of the USS Pinguin to the Twelfth Fleet! Honorary Vice Fleet Commander As many of you know, our Honor-ary Vice Regional Coordinator, Admiral Helen Pawlowski, who also is the Commanding Officer of Troubadour Station, has been be-set by a series of health issues in the recent weeks and months. Helen fell, causing her to break her hip. Since then additional is-sues have happened that her fam-ily has placed her in hospice care. Helen has been an active force in

Greetings Region 12, I hope everyone is having a great summer. And that everyone had a great 4th. This month is going fast for me. Soon we will have the Internation-al Conference. I see they will be having a wonderful program. I re-gret I will not get to attend, I am hoping there will be plenty of folks from Region 12 there to represent us. I would like to send my condolenc-es to the people in Aurora, Colora-do that was attack in the movie theater. I am thankful they will bring the person that did this to justice. Greetings to the mighty crew of the TROUBADOUR! Well I have finished looking into the department shirt idea and I have submitted a separate article about it in this issue. Please take a look and let us know what you think and or what you would like to see changed. So far I have four crewmembers who have signed on for the laser tag competition. I’d like to have at least six before I try contacting any of the Region One chapters. The Summer months are here and I sure would like to do this during the next few months.

The Security Department would

like to take this time and wish Hel-en and Paul a speedy recovery. As you all know Helen has been having some health issues and as Paul’s report stated, its very seri-ous. What Paul failed to say is he

himself also has a health issue gong on and we wish and pray for both of them. In closing, I would like to re-mind everyone that I will be out in the field with my unit a few weeks starting on the 14th of July. Filling 9 oz. Cream cheese-softened 3/4 c. Powered sugar 1 tsp. Grayed orang peel 1 tsp. Orange juice Topping 1 pt. Strawberries, hulled and sliced or raspberries 1/2 pt. Blueberries 1/4 c. Apple jelly melted or honey

-Heat oven to 400 degrees -Beat butter and sugar at medium speed until light and fluffy (1-2 min). -Add flour and milk; beat at low speed until well mixed. - Press dough on bottom and 1/2” up sides of 13”x9” pan. -Prick bottom with fork -Bake 14-18 min. or until lightly browned -Cool -Next mix all filling ingredients at

medium speed until light and fluffy (1-2 min.) -Spread on top of cooled crust -Refrigerate 1 hour or until firm -Just before serving, arrange fruit on filling in design of the U.S. Flag, (using blueberries for stars and strawberries for the stripes) -Brush fruit with melted apple jelly. Happy 4th of July to our crew…. Well the summer is here in full swing so make sure you are staying hydrated in all your outdoor activi-ties, even if it is on the holodeck. Dehydration is one of the top emer-gency room (sick bay) issues dur-ing the summer. Also, as a remind-er during the 4th festivities do not over indulge in alcohol. When it comes to home fireworks, please be careful. We do not want anyone suffering burns or loss of appendages! Trust me firecrackers can hurt! I had one thrown on my barefoot and it exploded when I was a kid….play it safe! Anyone who wants to learn more about STARFLEET and its working, I really recommend taking the Of-ficer Command College. I have been working on and off for the past month and I found it to be challenging and made me think. The one pre-reqisit is you have to take the Officer Training School first. The cost is the same as the regular chapter shirts approximately $24.00. So a down fall is if some one moves from one department to the next. But that is all on one’s point of view. family man" and was long uncom-fortable with the Galaxy-class star-ship's civilian family contingent; the orphaned son of Lt. Marla Aster again raised this concern, although his unease with children has dissi-pated since being stranded with three youths during a shipboard quantum filament crisis. His initial reaction to family is also reflected in the friction with his father and, later, his older brother over leaving the family business, a winery. However, when asked about having children of his own Picard once replied that "wishing for a thing does not make it so." The issue of lineage and his lack of offspring caused a sustained yet brief period of depression upon the sudden accidental deaths in 2371 of Robert and his nephew Rene, his only other family mem-bers. Lingering throughout Picard's life is a series of unsuccessful romantic relationships, stemming in part from his introspective nature as a career officer and his self-professed desire to avoid long-term commitments. Neverthe-less, he has shown a willingness to stake his career for them — as when defending the inherent sen-tient's rights of first Data and then his daughter Lal against Starfleet confiscation, then acting as Worf's cha'dich before the Klingon High Council and stepping in on behalf of Crewman Simon Tarses during Adm. Satie's virtual witchhunt. Al-so, a Q-induced encounter in 2370 with a possible future timeline seems to have diffused this sepa-ration from friends somewhat. Part of Picard's private nature in-cludes a difficulty in confronting deep personal issues, which then tend to become suppressed. Picard had few friends as a youngster and self-admittedly "skipped his childhood," due to his early, single-minded drive to be in Starfleet. Though shy, he took piano lessons only to please his mother; he hated public per-formance and soon quit — a move he now regrets. He did build airships in bottles when young, and like his nephew years later he wrote a ribbon-winning report on starships; reading of the ancient Bajorans in the fifth grade might have been another influence on his lifelong passion for archeology. Later he was school president, valedictorian and a star athlete. Picard failed his first try on the Academy entrance exams but only required one more to pass.

In fact, it was not until after his ab-duction during the Borg crisis that Picard ventured home, the first time in 20 years, and began to heal the rift with his brother Rob-ert, who had been jealous of his high-achieving younger brother whom he viewed as getting away with spurning family traditions and responsibilities. In an early highlight of his illustri-ous and fondly recalled years aboard the U.S.S. Stargazer, First Officer Picard took command of the bridge upon his captain's death and saved the ship, leading to his permanent promotion to captain. His command has abrupt-ly halted in 2355 when the vessel was abandoned with relatively lit-tle loss of life during an encounter that, years later, was realized to be the first UFP-Ferengi contact; casualties would have been much higher had he not devised a de-ceptive warp-speed jump maneu-ver that today is still studied and bears his name. Even so, he en-dured a standard inquiry a year later but was cleared of all negli-gence. It was only a year before the Star-gazer's loss, in 2354, that Jack Crusher was killed on an away team, and he had returned the body to his widow at Starbase 32. That same year he visited Chalna; earlier, the Stargazer had barely eluded ambush while on an un-successful truce mission during the Cardassian border wars. Picard assumed captaincy of the

He gradu-ated at or near the top of his Acad-emy class, even though he once failed an Academy class over a woman he refers to only as "A.F.," the initials he carved into gardener Boothby's prize campus elm tree; he was called at least once to the Academy superintendent's office, and he credits Boothby for helping him through an ordeal that saved his graduation. His lack of self-discipline as a young officer nearly led to his death in a near-fatal stabbing at Starbase Earhart in 2328 while awaiting post-graduation assignments. Picard went on as a lieutenant to meet Ambassador Sarek at the wedding of his son Spock.

He also com-manded the 23-ship blockade fleet to deter Romulan interfer-ence along the Klingon border during the empire's civil war of 2367-68, and undertook a covert raid in 2369 with two Enterprise officers on Celtris III to investi-gate a reported Cardassian met-agenic weapons base, later found to be a hoax. Picard keeps a healthy outlook on life with a wide variety of interests and recreational pursuits, includ-ing his near-professional pursuit of archeology, having studied the Iconian culture since his cadet days and addressed the Federa-tion Archeological Council as key-note speaker on his oft-studied Tagus III ruins in 2367. He enjoys Terran literature in its written ra-ther than holo-visual display, es-pecially detective fiction such as Dixon Hill, and Shakespearean drama; oddly enough, while he enjoys role-playing the former in holo-programs, he avoids acting or any other performance art him-self despite an interest in classical music and attending the shipboard concerts and plays on the Enter-prise. Even so, he overcame his childhood dislike and began play-ing a Kataanan flute following his encounter with that culture. Picard's interests go well beyond archeology and literature, howev-er. The subject of planetary mo-tion and physics is another; he kept up with the Atlantis Project on Earth through journals; and is fas-cinated to be the first to discover the spacefaring life form, com-municate with the Crystalline Enti-ty, and reveal an ancient Promelli-an battle cruiser. He has studied semantics and keeps his Latin fresh, but has no interest in poli-tics, dance, small animals, or the Enterprise senior staff's poker game until his 2370 encounter with Q and an alternate future timeline.

That continuity proves fortuitous: less than a year later, Picard was or-dered away from repelling a se-cond Borg attack for fear of giving unwitting aid to the enemy, but after reconsidering he led a deflec-tion of the main assault. From there, a risky time-travel gambit paid off to correct temporal sabo-tage involving human first contact. Other mission performance high-lights of his years on the Enterpris-es included his second meeting with Sarek, where at great person-al risk he agreed to a mind-meld to save the Legaran conference in 2366 with the ailing ambassador; the legendary Vulcan had taken an interest in his career, calling it "satisfactory," but Picard was still awed by the UFP legend. They met again briefly as Sarek lay dy-ing two years later as Picard was en route to another reunion with Spock, leading an underground pro-unification movement with Vul-can on Romulus. Picard has also participated in first-contact encounters with the Borg, Ferengi, Edo, Alde-ans,Tamarians, Jarada, Malcori-ans, Douwd, Mintakans, Paxans, Cytherians, the Ux-Mal, and Devidians, among others, and served as a negotiator and diplo-mat on missions includingAcamar III, Rutia IV, Angosia III, Bajor, Ta-larians, Turkana IV, Pentaurus V, Ventax II,Kaelon II, Lenaria, Ge-

He still finds time for fencing, rac-quetball and equine sports, usu-ally by Holodeck, but he does show a tendency for overwork, avoids formal vacations, and has reported bouts of insomnia. His aversion to annual physicals must also be noted and dealt with. Owing to a fatal stabbing through the heart in a brawl as a newly-graduated ensign in 2328, a car-diac device later found to be de-fective was implanted to save his life. The unit required replace-ment when it malfunctioned in 2365, overseen at Starbase 212 by then-CMO Dr. Katherine Pu-laski. Four years later in a near-fatal Lenarian attack using com-pressed tetryon weaponry, it was damaged and replaced. He suf-fered head trauma to the right temple area in the same incident that led to Jack Crusher's death in 2355, and has sustained nu-merous injuries on occasion, none with long-lasting physical damage. Hanson as a casualty of war after his assimilation by the Borg; the ruling was rescinded six days later, after he fought through the imposed Borg mind of Locutus and got back to his own identity following his recap-ture. However, in dealing with re-ports by officers who were pre-sent, I have decided to focus fu-ture efforts on the subject's linger-ing anger toward his one-time captors in future, if any, Borg en-counters. This episode has also revealed a second and as-yet unexamined factor in the captain's command decision-making process to be considered in future crises: his command history itself. Certainly Picard has compiled an illustrious career and laudable accomplish-ments in both diplomacy and tac-tics, but the fact remains that he abandoned his first command — a decision cleared by court-martial review — and lost his second. While his quick accession to a new command betrayed any con-cern at Starfleet about his emo-
