THE cartoonist who creates the nationally syndicated Beyond the Black Stump comic strip will come face to face with the Black Stump itself in 2010, thanks to a $12 000 grant from the Regional Arts Fund.
Sean Leahy, also the political cartoonist for the Courier Mail newspaper, will spend a week in Blackall and Tambo during the 2010 Heartland Festival, teaching adults and students the art of cartooning and producing a special Beyond the Black Stump mural for the district.
Spokesperson Sally Cripps, who assisted Blackall-Tambo council staff with the grant application, described the announcement as a real boost for the festival and a thumbs up for its vision to position Blackall as the arts mecca of the west.

Blackall Pistol Club wound up its shooting calendar for the year with the Nev Noske Standard Match event which attracted eight shooters.
Bruce McPaul proved too good for the rest of the field with an off-handicap score of 590 to hold out runner-up Peter Molle on 587 points.
Other scores in the match were Aub Carter on 578, Len Russell on 566, Jack Milroy on 550, Doug Lane on 518, Noelene Gleeson on 477, Julie Russell on 469 and Roy Gerhardt on 366.
The K.E. Marsh Memorial Trophy for Standard Match Aggregate for the year went to Bruce McPaul and Noelene Gleeson. Trophies were presented by Lloyd Marsh.
Appreciation plaques were given to Margot Molle, Janet Carter, Robyn Lound and Noelene Gleeson for their assistance during the year, in particular at the Black Stump Open Shoot.
The day was complete with a BBQ lunched enjoyed by members and their families. The Club AGM was also held. Bruce McPaul will return as President in 2010, the role of Vice President went to Lloyd
Marsh, Secretary to Aub Carter and Treasurer to Peter Molle.
The shooting calendar for the new year will begin on the second Sunday in February.
The club wishes everyone a very happy christmas and a great new year.
Barcaldine reclaimed the Haig Trophy in the bowls competition in Barcaldine last Sunday on a very hot day. Barcaldine won by around 20 points. Congratulations to Barcaldine and also thanks to all the Blackall bowlers who travelled in the hot weather conditions.
Next week at the Blackall bowls club, J Bowyer and R Browning will battle it out against M Pfingst and C Pfingst in the pairs final for 2009.
In sets of nine ends, D Carter will play G Whitfield with spotter D Holden.
There are social rinks available. Games will start at 9am.

Regional Arts Fund brings national cartoonist to Blackall
LANDOWNERS to the north-east of Blackall have been on high alert for the last couple of weeks with seven separate fires the result of recent electrical storms in the region.
Rural Fire Service Area Director Larry Lewis said on Wednesday that all the major fires that had been burning for over a week were now contained.
Around 80,000 acres of spinnifex and wattle country has been burnt, across property boundaries including Park Gate, Stratford, Ryandale, Maryvale Springs, Henley Park, Champion and Neverfail.
Mr Lewis said that such major uncontrolled fires are an irregular occurrence and would be likely to take place only once in eight years.
“This has been an exceptional year, particularly with recent fire bans in the region.”
Mr Lewis said that the fires had threatened developed country, as well as some homesteads and
infrastructure.“While the vast majority of people
are well-prepared, the country around here does not experience regular fire seasons so these events can catch people off guard.
“It is not at all timely with this extreme heat and wind; landholders have been holding off for rain when they would have been better off burning the land during the cooler months.”
However, Mr Lewis said that in general the fires have done a lot of good, burning off old unpalatable grass and will encourage fresh growth.
Robyn Adams of ‘Stratford’ said that landowners had worked tirelessly and some had barely slept for 4 days.
Mr Lewis said that while local landowners are more than able to handle their own fires, most are exhausted as there is no relief.
“The challenge that we are
facing in the Blackall district and in fact right across Central Queensland; is that the number of landowners is diminishing. Staff numbers on properties are lower than ever.”
Phillip Adams of ‘Darracourt’ has lived in the area his whole life and says that despite a good period of summer rain, the recent weather has been unusual and damaging.
“I’ve never seen so much lightening. It was terrific and it went on for hours.”
“With so many whirlwinds and the extreme heat during the day, the fires have been jumping fire breaks and burning 50 feet in the air.”
However, Mr Adams said that the area is extremely prone to fires.
“The problem is that there is a lot of buffel grass in this country now so the cattle are not eating the wire and spinnifex grass – and that is what is burning.”
Monitored by most landowners in the district, the map produced by North Australian Fire Information shows the approximate distribution of fire hotspots detected north-east of Blackall by satellite sensors in the past week

The extremely hot weather is over for a few days. The recent good falls of rain in the far west did not come far enough east to give us any hope of a good break in this exceptionally dry season we have been having.
Blackall-Tambo Regional Council Economic Development Officer and myself were able to have a successful meeting with Minister Stephen Robertson on November 18 in regard to issues of lack of power and many outages in Tambo, Wild Rivers, and the excessive numbers of kangaroos which are adversely affecting the environment of our region.
I arrived back in Barcaldine on Thursday, November 19 where the heat met me with a vengeance as I stepped off the plane.
I understand there was a very good cattle sale in Blackall with just on 3000 head booked for the sale. The wonderful shaded yards would have been of great benefit to the stock yarded on that hot day and to the agents, buyers, vendors and staff as well.
In Blackall later that afternoon I was delighted to meet with a representative of the Queensland Youth Orchestra, who was visiting the proposed venues for concerts in 2010.
I was able to attend the Tambo State School Presentation Night which was very well attended, with the student body providing delightful entertainment. Congratulations to the Principal Sharon Mac Donnell and her very dedicated staff on a wonderful year full of exciting and very different activities. As in Blackall, the Tambo State School is an important part of the community and the community is an important part of the school.
I was able to spend a few days at “Byrgenna” attending to some rather urgent household details which had slipped under the radar for a good few weeks. It was good to be able to be at home.
Tuesday saw CEO Ken Timms and myself attend a meeting in Charleville together with several other Councils and representatives of the Bidgirra People and respective legal representatives, all of whom are seeking to reach an Indigenous Land Use Agreement to allow the freeing up of land and future works in each respective Council area to proceed seamlessly.
The Festive season is upon us……The Blackall-Tambo Regional Council will be endeavoring to ensure that all planned festive season events will be attended to in a timely and courteous manner. Please be assured of our intention that all efforts will be made to make your event very special in 2009.
It is time to get out the Christmas Tree for the 2009 Christmas Tree Festival at the Anglican Church. I understand that “stars” are the feature this year and believe that “A Ship of the Desert” will perhaps be in attendance. Be sure to get your “Tree” decorated and delivered.
Time to do the Christmas cards and get the parcels wrapped and posted for another wonderful Christmas time of family and good will to all!

THE Blackall Historical Woolscour committee reported on a very successful year at its Annual General Meeting held last Saturday, November 21.
Highlights of the year were noted in the reports including visitor numbers at their best to date. A record 11 712 people have visited the Woolscour throughout the year. Workers had their work cut out for them in July when 3145 came through the door. As well as running hourly tours, pouring coffees, providing lunches for bus loads of people and daily maintenance, many additional events were on the calendar for the year including successful weekly bush dinners, 200 in attendance for an engineering conference dinner and musical evenings.
Official business at the AGM saw Bob Harvey, Julie Darbey and Bob Wilson re-elected as office bearers. The work of the guides – Beaver, Meg, Willow, Bob and Amanda – and the ‘steamies’ – Richard, Slim, Peter, Glen, Brian and Bob – were especially praised. All the volunteers were thanked for their participation.
The unstinting efforts of site supervisor Annette Richardson have contributed to the highly successful
year. She was ably assisted by Julie Darbey and Louise Goodman. A special thank you was given to cook Bob Wilson whose meals are praised by locals and visitors alike.
Although the Woolscour is open every day for tours over the summer, the seasonal slowdown allows for a change of pace and focus.
“We are so busy looking after visitors from April to October that it is only in the summer that we can focus on other activities such as grant applications and other important projects,” Annette Richardson said.
The committee is already planning their first event of 2010 on January 26 with the Australia Day breakfast and awards commencing at 0730am.
The Blackall community should be very proud and supportive of the work of this small band of volunteers who keep the community-owned Blackall Woolscour open for the enjoyment of the community and visitors to the town.

Sally said the Heartland Festival had been highlighted by Premier Anna Bligh at last week’s state arts conference as one of four showcase events in regional Queensland, adding that this funding announcement confirmed its value to the community.
Federal Arts Minister, Peter Garrett announced a total of almost $200 000 for nine arts projects in regional and remote Queensland in the latest round of the Regional Arts Fund.
The Regional Arts Fund is an Australian Government initiative to support the arts in regional, remote and isolated Australia and is managed in Queensland by Queensland Arts Council.
A diverse range of funded projects proves arts in regional and remote Queensland communities is very much alive, according to Queensland Arts Council CEO and Artistic Director, Arthur Frame AM.
“Each of these projects will deliver meaningful and lasting outcomes that strengthen cultural identity, develop artists and build community cohesion,” he said.
The fund is designed to operate as a long-term investment in these regions to support sustainable, community-related cultural development.
Richmond’s biennial Fossil Festival will feature a new range of arts workshops and displays, including sculpture, leadlighting and cartooning, all inspired by the region’s unique heritage and the objects in the Kronosaurus Korner Fossil Museum.

BLACKALL and other Central West communities look set to host promotional appearances by NRL players, coaching clinics and even pre-season trial games, once a Central Queensland-based NRL side is established.
That was the message last night from CQ NRL Bid Team chairman and leading Rockhampton businessman Geoff Murphy, addressing civic leaders, business people, and local rugby league representatives at the bid’s Central West Regional Launch at The Longreach Club.
“Although our club would be based in Rockhampton, the Central West area would get its turn to host regular pre-season games, most likely involving our Under-20s side,” Mr Murphy.
“A CQ-based NRL team would also commit to promotional appearances and regular coaching clinics at schools and junior clubs throughout the region. It’d be a massive shot in the arm for communities such as Longreach, Barcaldine, Winton and Blackall.”
Mr Murphy said the Central West was well represented on the CQ NRL Bid Team by Aramac businessman and former long-serving local mayor Gary Peoples, who once played rugby league for Longreach.
Mr Peoples, who served as mayor of Aramac Shire Council for eight years, said the launch went a long way to bringing outback communities up-to-date with CQ’s NRL ambitions.
“I think it showed the people involved in our group are highly talented and committed and that they come from all over Central Queensland, which underlines our true regional focus,” he said.
“With a CQ-based NRL side, I can see many tangible benefits for the Central West.”
RAPAD chairman and Winton Shire Council mayor Ed Warren said his organisation was only too pleased to support CQ’s bid to join the NRL, possibly as early as 2013, and encouraged the people of the Central West to get behind it.
Mr Murphy said the establishment of a CQ-based NRL side would make the entire region a better place to live while giving local boys, including those from the Central West, an opportunity to play big-time league, without relocating to capital cities.
“I can assure the local people here, the NRL and anyone who’ll listen for that matter, that we won’t be going away. We’ll continue to mount our case for inclusion…until we get our very own team.”
Outback communities to benefit from CQ-based NRL team
LAST week, members of the Blackall and Tambo communities showed their support for two cyclists riding 3000 kilometres for the moustache-growing charity event ‘Movember’.
Craig Farrell and Graeme Smith set off from Geelong on November 9, with their support driver Kevin Kay, on a journey to Cairns via inland roads raising awareness around men’s health issues and funds for selected charitable organisations with a focus on prostate cancer and depression in men.
The Victorian Police constables were expecting to arrive in Cairns on November 27, after cycling an average of 160 kilometres a day and conducting fundraising events along the way.
Of their 11 days on the road so far, Graeme said that nine days had seen them riding in temperatures of at least 40 degrees.
The group had particular thanks for the team at the Tambo Tyre Service, Acting Tambo Sergeant Dominic Richardson and Ozzie Newell at Blackall’s Acacia Motor Inn.

Heatwave conditions right throughout eastern Australia rarely assists cattle prices but the fat market was firm, with store market prices down on the previous fortnight.
Cattle were drawn from wide areas including Boulia, Hughenden, Winton and local properties.
Royal Flying Doctor, donated by Tamboura Pastoral, sold 1 bull for 131.2 c/kg, weighing 1010 kg and returning $1325 per head.
Mt Harden Pastoral Co ‘Mt Harden’ Blackall sold Droughtmaster cross bullocks topping at 163 c/kg or $977 per head, averaging 157 c/kg, 554 kg to return $871 per head.
Bailey Properties ‘Paradise’ Blackall sold heavy steers to a top of 159 c/kg to average 157 c/kg, 540 kg and $849 per head.

APPLICATIONS for the 2010 Blackall Student Hostel “Townhouse” Bursary are now open.
The committee is looking to receive applications from students who have lived in the Blackall Tambo regional shire for the past 12 months and now need to live away from home to further their education.
Valued at $2 500, the bursary will assist with costs associated with doing a full-time recognised course at an accredited facility.
Students who have previously enjoyed the Townhouse Bursary include Cameron Bailey, Haylee Ogden, Heidi Aspinall and Ellerah Campbell.
Applicants must be aged 19 years or younger and must have completed years 10, 11 or 12.
To apply, students must submit a 200 word essay stating why they would be deserving of this bursary, along with a most recent school report and other documentation.
The bursary is not necessarily awarded to the highest academic achiever and will be judged by a 3-person selection panel.

A SENSATIONAL latte or excellent customer service were just some of the things ‘on the menu’ last week with the successful completion of over 130 accredited competencies by participants involved in training in Blackall and Longreach.
The training was part of two programs, Get Set for Work and Outback Tourism Upskilling, currently being delivered by the Australian College of Outback Tourism (ACOT).
Both programs have a tourism and hospitality focus and provide opportunities for participants to undertake facilitated accredited training including: responsible service of alcohol; food safety and hygiene; prepare and serve an espresso coffee and other non-alcoholic beverages; as well as AussieHost; first aid and non-accredited training in information technology; job preparation skills; and interview techniques.
Through the training, participants gained hospitality and tourism industry skills which are acknowledged as essential entry-level skills for working in the industry. Participants also have the added benefit of completing enough units to put them well on the way to
a Certificate II in Tourism.The hospitality courses were
delivered by trainers from the Southern Queensland Institute of TAFE (SQIT) with the nationally recognised customer service training program AussieHost also offered in Longreach.
ACOT Coordinator Kristine Arnold said, “Members of the community outside of the programs took advantage of the training, in particular those involved in sporting clubs and community activities who were eager to get their RSA for future events.”
“In total there were 23 participants in Blackall and 29 in Longreach who took part in the various courses that were on offer, resulting in 137 individual competencies as well as 18 AussieHosts,” Kristine said.
“While most participants were from Blackall and Longreach, participants travelled from Winton, Ilfracombe and Tambo to take part in the training,” Kristine said.

The programs are funded by the Queensland Government’s Skillling Queenslanders for Work initiative and will be available in 2010.

A FULL colour, ‘how to’ book on all aspects of growing a great garden in the arid Outback has been compiled by Mike Chuk and Jeff Poole after conducting numerous Growing Great Gardens workshops throughout the region over the last couple of years.
Gregory MP Vaughan Johnson predicted that the new gardening book Growing Outback Gardens would be a bestseller at the garden tea party book launch in Longreach’s Edkins Park earlier this month.
Growing Outback Gardens, a 116-page collection of practical waterwise gardening knowledge, contains sections on types of soils, selecting the right plants, waterwise lawns, managing pests, garden design and numerous tips, as well as a chapter devoted to wise watering techniques.
Colourful photographs illustrate each page, giving the book a coffee table appeal.
“It was all very well to have ideas and be given tips, but you’ve got to do more than that,” Mr Chuk said at the launch.
“People shared their tips and all put together with our own thoughts, it represented hundreds of years of gardening knowledge from around
the region.”Three other natural resource
management groups, South West NRM, Southern Gulf Catchments and the Western Catchment Management Authority in New South Wales also provided financial sponsorship for the book’s production and have assisted in pre-sales.
When it was launched, there were already 900 orders for Growing Outback Gardens.
Mr Johnson said the book highlighted the talent of outback people in growing gardens in harsh conditions.
“The thing it has documented is the propagation of native shrubs and how to utilise them in our own gardens,” he said.
He congratulated the authors for their waterwise approach and for their recognition of natural mulching methods.
Jeff Poole said the book had taken about six months to compile and he thanked the “garden divas” they worked with to make it happen.
“It’s exciting to see something like this come from the west, for the west.”
Mr Johnson also had a good word for DCQ, saying that the book really qualified the work the natural resource management group had been doing.
“The work DCQ do in identifying issues in our region is absolutely sacred, and we have got to get our kids into their facility to learn from them,” he said.
“I hope this book will not be the only one from these two gentlemen.”
Mr Poole said the book could be ordered from the Longreach DCQ office, online from the DCQ website, or by checking at book and gardening outlets around the region.
