Develops projects in order to provide more bicycle services to citizens (ex: bike rental).
Barcelona Municipality leads WP6: Partnerships,

In the post-1992-Olympics period, the CCB has had considerable success in coordinating municipal depts & associations to develop infrastructure…..
.. but the cycling mode share was only 0,75% in 2005...
…in spite of Communications aimed at promoting the benefits of cycling…
.. And with the Cycling Master Plan still under development

Prior to SPICYCLES (2/2):
WP3 Bike rental
Private sector– Several private enterprises rent bikes.
Ciclobus– Launched in 2004, involving the
participation of the City Council, TMB, Barcelona Tourism & the Universal Forum of the Cultures 2004.
– It features a bike rental system in four spots in the city, with adapted buses, & 400 bikes at each point.

This was how bike sharing was reported, at the Rome Kick-Off (2nd feb ’06); with ideas for the Master Plan still unclear, Barcelona did not have an action planned in WP3…
Jordi Hereu, Mobility & Safety Councillor was a principal actor in the implementation of Green Area, an integral on-street parking scheme (promoted by municipal services company B:SM) during 2004-2005
Controlling over 60,000 spaces, Green Area produces a revenue surplus that is reinvested in measures to promote sustainable mobility (OSMOSE award winner, 2006).

BICING, individual public transport system: a new & complementary initiative
Berlin, 8-9 February Meeting, 2007: As part of Jordi Hereu‘s Candidature for Mayor (March elections), the new plans for bike sharing are presented:
• Award by public tender to ClearChannel, Municipal company B:SM is in charge of the service management.
• The card-based system works, pre-paid, personal and non-transferable.
• Pick-up & return of cycles is designed to operate on a distance to access of less than 300 metres.
• March: 200 bicycles / 15 stations• July: 1,500 bicycles / 100 stations
Barcelona BICING public bikesWithin 20 months, political will, financial
investment and technical cooperation enabled:
• A 200-bike pilot to become a city-wide service of 6,000 bikes, 400 stations
• With 180.000 subscribers• 13,5 million journeys by bike • (28% connecting with other modes)• & boosted cycle infrastructure planning….

The Barcelona Bicing case is being widely studied; this example shows work by London TfL’s preliminary specificaction (source: OBIS)
Marketing with schools:
2008: 12 schools, 781 students
2007: 12 schools, 876 students
2006: 12 schools, 959 students
Over 3 years, a total of 2,616 school pupils have participated in this Communication Action
Bike Week:- Celebrated annually.
- Over 25.000 leaflets produced & distributed.
- Includes: information point, courses on how to drive a bicycle, how to repair your bicycle, free reflective materials, free bike loans, route rides for companies,
kids bike circuit, mass rides, etc. - Promotions of the WP6 cycle
registration scheme.

- In response to initial success & continued development of the Bicing scheme, Barcelona Municipality collaborated with National Institution for Energy Diversification (IDAE) & the Territory Department of the Government of Catalonia, organising this conference.

-Edition of the Bicycle Guide-Increase of cycle parking spaces-Increase of cycle lane kms-Safety improvements-Simplified cycle registration procedures
- Updates progress on implementing Bicing as a part of Individualised Public Transport.
Conceived, published, & distributed.
- Draws together into one map the city’s cycling infrastructures, presenting them within a scheme of integrated public transport that includes the bike-sharing service “Bicing”.
- Marks a watershed in Communication: (“How to” cycle, rather than “Why not cycle?”)

Cycling Master Plan
One of the main initiatives to promote cycling in a coordinated manner is the development of a Cycle Master Plan, something that Barcelona achieved in the first year of the project.
The CMP actions envisaged in SPICYCLES were: • Cycling infrastructure (lanes & parking places) • Cycles counts & monitoring
Infrastructure Planning & Implementation
• Near 7.000 new parking places in 2007.
• Near 6.000 new parking places in 2008 (20.392 in total). (more than 4 times the level at the start of the project)
• 28 km of new lanes implemented in 2007-08 (total of 155kms).
• 30 km/h zones; first four zones implemented
Bike Guide map integrates:· The current Bicing scheme with :
· The bicycle lanes network · 30-zones map· Underground bicycle parking places
Cycle Monitoring (1/2)
The first count sites were presented to Spicycles delegates in June 2006.
By the end of the year, counts registered at 16 permanent sites were processed.
Total volume of average daily cycle traffic:
27.111 units in 2006 36.917 during 2007
Manual counts attributed three-quarters of the total 36,2% growth in cycle traffic to the Bicing scheme (of 1.500 bikes at that time).
Cycle Monitoring (2/2)
The intelligence of the monitoring system is used to produce a cycle traffic map.
This helps planners to identify the sections carrying heaviest traffic, and needs for new connecting links.
Infrastructures Group
Plans and develops projects which include cyclist infrastructures (parking stands, bike lanes, signalling).
Promotion Group
Promotes bicycle use among the citizens, visitors, enterprises and institutions.
The work of the CCB, (30+ actors, reported in Del.6.1) has guided the actions implemented, especially in WPs 4, 5 & 6
CCB: Civic Commission for the Bicycle
Management Group
Develops projects in order to provide more bicycle services to citizens (ex: bike rental).
Three shops participated as accredited centres:- 483 participants registered during initial pilot (project target was 100 users)- 97% acceptance of optional marking system- Although Bicing has reduced the problem of bike theft,
the Municipality has responded to the pilot results and the views of the CCB by implementing a web-based cycle registration service (managed by B:SM municipal company)
- 650 free registration packs (Bicycle Week)- Registration system simplified- Sept. ’08: 1.227 registered bikes / 20 stolen bikes.

2008: project ends, Barcelona celebrates 10th anniversary of Mobility

According to Municipal statistics, the 2005 cycling mode share of 0.75% has been improved by +1,01%, reaching a cycling mode share of 1,76% in 2007 (project target was an increase of +0,5%)….
… but 1,8% is still low compared to other cities in the Spicycle benchmark (Berlin, Göteborg)
The good progress must be maintained!
Overall project objective
The Bicing scheme has been a key element in increasing the numbers of cyclists
The measures implemented in Spicycles form complementary elements of an Integrated Approach
The organisational framework established in Barcelona has facilitated the implementation of successful actions prior to, and in the course of the Spicycles project.
Integrated approach
The number of Bicing subscribers is still increasing.
Barcelona Municipality participates in the OBIS project to learn and contribute to best practice for public bike schemes.
The city-wide Bicing scheme will need accompanying actions (communication, monitoring, infrastructures planning... along the lines realised in Spicycles) if it is to gain additional mobility share.
