congratulate the barangays up your municipality for actively and
successfully participating in the LGU’s CBMS-Based Barangay Planning
and Budgeting Module (Module III).
As a government committed to uplifting the lives of its people, we believe in the
importance of continuously improving our programs and services. And in this undertaking, it is
pertinent to make use of technological advancements and scientific approaches in order to stay
competent and effective.
CBMS, or Community Based Monitoring System, is a process of data gathering,
processing and validation whose output is used to create responsive developmental programs.
This evidence based approach ensures accuracy in managing and remedying each of the unique
concerns present in Quezonian communities, and makes impact-monitoring of government
initiatives more efficient.
I believe that we are on the right track towards true and lasting progress as we work in
making this system mainstream in the province. With the steady support of LGUs and other
partners in the grassroots level, the Provincial Government of Quezon will surely be able to create
a bright future for all its citizens.

Greetings!
Poverty alleviation, as one of the biggest challenges in a
third world country like Philippines has been a top priority of our
leaders. Different strategies have been used by our national
government to lessen poverty incidence in our country thru diverse programs and
projects. But still, poor families are increasing in number, many are still suffering from
malnutrition, lack of education, unemployment and other basic needs which is vital to
achieve quality of life.
The Local Government Unit of Real thru DILG technical assistance and in
partnership with AKI-CBMS, the Community Based Monitoring System (CBMS) project
was launched in February 2014 which aims to address the root cause of poverty by way
of knowing the gravity of poverty in our locality, identify who are the poor, where they are
and the reason why they are poor. As the Local Chief Executive, the result of CBMS data
is a very essential tool in order to have a clear picture and broader perspective of our
present situation and most importantly identify appropriate interventions in addressing
the needs in our community.
In my administration as municipal mayor, I will make sure that my five point
agenda are aligned in poverty reduction. First is the strong collaboration between
municipal and barangay governments through direct participation of all stakeholders in

governance and formulation of development plans. Second, transparency and
accountability of all local government officials and employees. Third, economic
development by means of strengthening economic enterprises, efficient management of
all local government owned facilities such as port, public market, slaughterhouse and
others. Fourth, sectoral engagement to help promote creation of community-based
projects for the barangays to augment development funds from municipal government
like education, health, livelihood, etc. Fifth, disaster preparedness, mitigation and
climate change adaptation to strengthen the mechanism on preparedness, mitigation
and adaptation on all disasters, environment protection and conservation.
I accept the challenge to fight poverty, but I cannot do this alone. I need your full
support and cooperation to achieve our goals for the general welfare of every Realeños...

Greetings!
I would like to congratulate the Barangay Government of Tagumpay
for completing its Barangay Development Plan which will act as its
framework on the development direction of Barangay Tagumpay .
The need to prepare a Barangay Development Plan (BDP) is in
accordance with the budgeting principle that “local government budgets shall
operationalize the approved local development plans’’ as mandated under Sec. 305 of
R.A. No. 7160. Without the priority programs and projects embodied in the plan, there is
no basis for the programming of funds and therefore no basis for budgeting.
The 17th Municipal Council is expecting that the said plan will not just be a mere
document in the book shelve intended just to comply the requirement of higher
government authorities but a reference contributing to and serving a reference for the
future actions of the Barangay Government.

Being the smallest government unit, the barangay is the foundation
on which the rest of the state’s institutions are built. This
demonstrates that the barangay is indeed the smallest yet the
greatest political unit. As chosen by our people, we, the barangay
officials of Barangay Tagumpay, Real, Quezon, must build a solid
foundation in promoting the general welfare of our constituents.
This requires full attention and complete participation. Our victory is
an opportunity to achieve much for our people.
With the help of Barangay Development Plan, the gaps identified using the CBMS
Data 2014-2015, will highlight priorities. Despite the limitations faced in terms of
financial aspect and insufficient technical know-how, through continued participation and
cooperation of our constituents, the improvement of the delivery of essential public
services and development condition of our constituents are rest assured with the
conditions that these shall be implemented with transparency and accountability.
Indeed, success of preparing this instrument would not be achieved without the
help of the National and Municipal agencies and the collective effort of the barangay
officials and civil society organizations in this barangay, our heartfelt gratitude.

PREFACE
It was in 2014 when the Community Based Monitoring System (CBMS) started at
Brgy. Tagumpay. The major objective of local government unit of Real, Quezon in
implementing CBMS as a tool is to help in poverty alleviation. It challenges to build and
strengthen the capacity of the local planners and program implementers by means of
collecting organized information at the local level in order to determine the nature, extent
and root cause of poverty. This tool aims to identify and target eligible beneficiaries and
come up with effective anti-poverty initiatives and to track the impact of programs and
projects being implemented especially to the barangay level.
The CBMS has 13+1 indicators that show the magnitude and proportion of
households or individuals, with either met or unmet needs, in the area of health and
nutrition, shelter, water and sanitation, basic education, income, employment and peace
and order. Aside from numeric data analysis, CBMS utilizes the advancement of
technology by using Geographic Information System (GIS) in creating maps to make
figures more understandable and facilitate identification of poor.
Brgy. Tagumpay would like to extend sincerest appreciation to its benevolent
partners, the local government unit of Real, Quezon headed by our Municipal Mayor,
Hon. Diana AbigaIl D. Aquino, the Sanggunian Bayan members headed by the Municipal
Vice Mayor, Hon. Joel Amando A. Diestro, Municipal Planning and Development
Coordinator Rommel A. Poblete and staff, Department of Interior and Local Government
(DILG) thru DILG Cluster Head Mr. Gerardo G. Gabin and MLGOO Mr. Pierre Vladimir
Palogan, AKI-CBMS and to all the Barangay Officials, Civil Society Organizations (CSO’s)
and other stakeholders who worked tirelessly and contributed their time to make this

The Legend of Tagumpay
Barangay Tagumpay is formerly known as Sitio Balete which was a part of Brgy
Capalong Real, Quezon. It was called Sitio Balete back then because it was widely planted
with Balete Tree and was previously a logging area.
Time came to pass and the area had become populated and was declared as the
seventeenth barangay in Real, Quezon and replaced its original name way back January 26,
1992 and officially named as Barangay Tagumpay for the reason that the residents had
victory to dwell in far and remote area with unfavorable change of climate. Moreover, the
residents had triumph in having a land to cultivate. Since the location had been occupied,
they appointed Hon. Jose Quiban Sr. as their temporary leader.
The major livelihood in the barangay were planting of Rasa, basket making using
uway, poultry, and was widely known in vast woodland in year 1992.
The very first elected Punong Barangay was Hon. Anacleto L. Magpantay in 1994 up
to 2007. His leadership lasted for 13 years. The Sangguniang Kabataan election was held on
May 13, 1994. It was in year 2004 when the disastrous tragedy affected Real, Quezon badly.
In 2006, Barangay Tagumpay School was erected with the initiative of PTA President Mr.
Danilo B. Morecho Sr. who personally requested DENR an area for school.
Hon. Danilo B. Morecho came after as the next Punong Barangay in 2007 up to 2009,
followed by Hon. Hadji V. Cordial in 2010 up to 2013.

Barangay Tagumpay is categorized as one of the upland and rural barangay in
Real, Quezon, more or less 10 kilometers from the town proper. Total land area is
approximately 2,038 hectares with mountain soils since the area has relatively steep
slopes. It is composed of 8 Purok (1-8). Based on CBMS survey in 2014, there were a
total of 95 households with 334 individuals and an average household size of 4.
Way back 1990’s up to the present, the residents are having difficulty in
transportation due to road condition. The only means of transportation going to Barangay
Tagumpay are walking, horse riding and motorcycle called “habal-habal”. All the basic
necessities are limited due to the availability of items that they transport from the town
proper. The main sources of income are charcoal making, broom making and kaingin.
The barangay has a Multi-Purpose hall, DSWD Day Care Center, Barangay Health
Center and Barangay Outpost, Basketball Court, Barangay Chapel and small nursery.
An elementary school was established in 2006. Before, pupils at the barangay are
studying at Capalong Elementary School which is approximately 8 kilometers away. In July
2003, Danilo B. Morecho one of the councilors and also a parent from that time personally
appeared to the secretary of DENR for the lot NO. 772 with an area 1.8945 hectares
requesting for the school site and it was awarded to the school.
In April 2006, with the cooperation of the people in the community, one school
building was established and the first teacher was funded by local school board. From the
active parent teachers association, they submitted request to the Department of Education
for another set of classroom, the request was granted and it was built on November of the
same year.

Barangay Tagumpay can be reached by walking, horse riding and by a motorcycle called
“habal-habal”. Transportation fare is P50.00 / head both in motorcycle and horse riding.
From Sitio Kinalumbakan Brgy. Capalong, it will take 1 hour walking, 30-40 minutes by horse
riding and 15-20 minutes by motorcycle.
Some credit institutions present in the barangay are CARD, ASENSO and PROJECT
TANGKILIK.
Waste segregation and composting are being practiced in the barangay

.There is no agency or organization responsible for the water distribution in the barangay.
Most of the residents used water from the spring. In terms of electrification, Barangay
Generator provides the electric service for the residents.
Barangay Tagumpay is generally peaceful. With the presence of Barangay Tanods and with
the cooperation of all the residents, peace and order are sustained.

he Community Based Monitoring System (CBMS) of Brgy. Tagumpay was initially
spearheaded by the Municipal Government of Real, Quezon thru Department of Interior
and Local Government (DILG) in partnership with AKI-CBMS. A Memorandum of Agreement
between AKI-CBMS, DILG and LGU-Real, Quezon was signed last February 24, 2014 for the
implementation of the said project. In accordance to the agreement, Hon. Joel Amando A.
Diestro issued Executive Order No. 002 Series of 2014 organizing the TWG of CBMS and later
revised the composition of TWG thru Executive Order No. 003 Series of 2016 designating its
focal persons with the following members:

CBMS Module I: Training on Data Collection and training of thirty one (31)
enumerators were conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal
Government of Real shouldered the training expenses for the TWG and enumerators.
The data collection/interview started May 12, 2014 and concluded December 12,
2014. The Municipality allocated thirty five pesos (P35.00) per household surveyed.

in 13+1 core indicators shows that the average composite index of Brgy. Tagumpay is

HEALTH AND NUTRITION
According to 2014 CBMS data, one incidence of death from children under 5 years old
due to measles and lack of vaccination. No woman died due to pregnancy related causes
in the barangay. Meanwhile, there are 29.4 % or 10 children who are malnourish aged 0-
5 years old in the barangay. Upon validation, all BHW were instructed to conduct house
to house visitation and pre-natal check up to those children under 5 years old and no
woman died due to pregnancy related causes. As an intervention, regular monitoring of
pregnant should be done, continuous monitoring and massive Information campaign.
SHELTER
There are 15 households or 15.8% living in a makeshift housing while 82 households or
86.3% are informal settlers. Aside from poverty, Proclamation 196 is also an issue, PAMB
Clearance is required, so, they suggested that Proclamation 196 Home Lot should be divided.
WATER AND SANITATION
As for the sanitary toilet, 30 in magnitude or 31.6% in proportion have no access to
sanitary toilet facility while there are 92 households or 96.8% who have no access to
improved water source. Reason of which, some of them don’t have the capacity to buy
material to build facilities. Education Campaign and Salintubig are the main intervention
they suggest.
BASIC EDUCATION
No child age 6-11 years old are not attending elementary school in the barangay. Meanwhile,
10 children aged 12-15 years old are not attending high school. Financial capability of
parents to send their children to elementary & high School are some of the common reason
and at some of them are working already. Early Registration and Alternative Learning System
(ALS) could help as intervention.
INCOME
A total of 32 households (33.7%) fall below the poverty threshold in the barangay while
20 household (21.1%) fall below the food threshold. Although poverty incidence is higher
in the barangay there are no household that experienced food shortage. Aside from
Unemployment, some of them don’t have formal education and no permanent
Occupation. As an intervention, massive information from agriculture and livelihood
program.
EMPLOYMENT
A total of 10 members of the labor force or 12.2% are unemployed. Most of them are in
a contractual basis only and actually no permanent jobs. To help them out, The PESO
and TESDA should conduct a skills training program for them.
PEACE AND ORDER
The barangay has no crime recorded for the past 12 months reason of which the
barangay Tanod are visible and always there to secure their barangay.

The demography shows that Barangay Tagumpay is divided into eight (8) Purok. The
barangay has a total population of 334 with 95 households, wherein the average household
size is 4. Among the 8 purok. Purok 5 has the largest population with 64 individuals
equivalent to 19.16% of the barangay with 17 households for an average household size of 4
while Purok 3 has the least population, 21 or 9.47 % of the population comprised of 9
households where the average household size is 2.
Table 4 shows the population distribution by sex, males head count are higher than females,
178 males and 156 females respectively.

5 years of age with Purok 4, having the highest number of male and Purok 2 have the highest
number of female children. Overall, Purok 2 has the highest magnitude with 12 followed by
Purok 4 with 11. No child age 0-5 at Purok 6.

out of 334 population of the barangay, 75 individuals belong to age bracket 6-16 years
old with 42 males and 33 females. Purok 2 and 5 have the highest magnitude with 19
each while Purok 3 and 7 are the least with magnitude of 2 each.

population of children aged 0-5, a total of 14 or 27.45% are malnourished. Purok 4 has the
highest magnitude of malnourished children with 6 individuals or 54.55% followed by Purok 2

of 95 households of the barangay, 31.58% or 30 households have no access to sanitary toilet
facility. Purok 3 and 8 have the highest magnitude having 6 households each followed by

households who are informal settlers in the barangay. Purok 8 has the highest magnitude
with 19 households while Purok 1 has the least magnitude with 3 household. In terms of

Based on the survey, it shows that Barangay Tagumpay have no recorded number of
households who are victims in crime or violence within the 12 months.
By the help of the Barangay Police they maintained the peace and order of their

As shown in table 22, a total of 127 labor force in Barangay Tagumpay with a
magnitude of 11 or 8.66% unemployed member. Most of the labor force does not have
permanent jobs and majority of them are working in nearby municipalities. Farming is the
