Introduction

This release guide describes the Banner® Finance 8.11 release.

This release brings together all Banner Finance patches posted since Banner Finance 8.10 plus the optional release Banner Finance 8.10.1 as the cumulative release Banner Finance 8.11. There are no new enhancements or defect corrections added to Banner Finance 8.11 that were not previously made available in Banner Finance 8.10 patches. If all of the prior patches have been previously installed, then the Banner Finance 8.11 upgrade can still be installed and the upgrade will have no impact on functionality

System Requirements

The following minimum releases must be installed before upgrading to Banner Finance 8.11:

• Banner General 8.8

• Banner Position Control 8.4

• Banner Accounts Receivable 8.3

• Banner Finance 8.10

Support for Purchase Requisition 9.0

This enhancement released with Banner Finance 8.10.1 modified the requisition APIs to support the release of Banner Finance Purchase Requisition 9.0 in October 2015.

Note: This release addresses CR-000132140

Before the Banner Finance 8.10.1 release, the API packages related to requisitions were used exclusively by Ellucian Integration for eProcurement which is the eProcurement messaging that supports integration between third party procurement applications and Banner Finance. The same database packages are now used by Banner Finance Purchase Requisition also, but the use of these packages for the eProcurement integration has not changed.

Modified packages

The following packages were modified to enable support for Banner Finance Purchase Requisition 9.0:

• FPKREQN (fpkreqn.sql, fpkreq1.sql)

• FB_REQUISITION (fpkb_reqn0.sql, fpkb_reqn1.sql)

The FGKABAL (fgkaba1.sql) package was modified to revise only the information messages text displayed during budget checking.

Miscellaneous Enhancements

The following Change Request Enhancements have been included in this Banner Finance 8.11 release.

1099-K Regulatory Update, 2014 (FAB199K)

Note: This enhancement was originally delivered in the Banner Finance 8.10.0.2 patch. If you have not installed this patch, this update is installed as part of Finance 8.11. This addresses enhancement CR-000122133.

The 1099-K Print Process (fab199k.pc) was updated to comply with the IRS changes to Box 1 in the 2014 Form 1099-K. FAB199K 8.10.0.2 will print the amounts formerly reported in Box 1, Gross amount of payment card transactions payments, in a new Box 1a. The IRS reduced the space allocated to the boxes for both the FILER’S federal identification number and PAYEE’S taxpayer identification number to create space for the optional new Box 1b, Card Not Present Transactions.

The new Box 1b was optional for 2014, and the FAB199K process did not print any data in Box 1b for 2014. (See 1099-K Regulatory Update, 2015.)

The new checkbox 2nd TIN notice to the right of the Account Number was optional for 2014, remains optional through tax year 2016, and is currently not valued with FAB199K or FAM1099.

The 1099 regulatory update for 2014 applied only to sites that issue 1099-K forms for Payment Card and Third Party Network Transactions.

1099-K Regulatory Update, 2015 (FAA1099, FAB199K, FAM1099)


The 1099-K Print Process (fab199k.pc) and the related 1099 File Build Process (fam1099.pc) were updated to comply with the IRS changes effective for the tax year 2015.

To support the reporting of the Card Not Present transaction amounts in Box 1b of the 1099-K for 2015, a new Card Not Present numeric field was added to form FAA1099 and the underlying table FAB1099. The Card Not Present summary has also been added to the View Total Information window in form FAA1099. Also modified for 2015, the 1099-K Forms Report (fab199k.pc) and the 1099 File Build Process (fam1099.pc) report the Card Not Present data on both the printed 1099-K form and in the irs1099.dat file submitted to the IRS.

The 1099 regulatory update for 2015 applied only to sites that issue 1099-K forms for Payment Card and Third Party Network Transactions.

Modified table

The FAB1099 table has been modified. The following column was added:

The following scripts have been added for this enhancement.

Note: Unless otherwise noted, new scripts are run as part of the upgrade process for a release.

• fab1099_08100102_02.sql adds the FAB1099_CARD_NOT_PRESENT column to the FAB1099 table.

• fab1099_08100102_02.sql adds column comments for the FAB1099_CARD_NOT_PRESENT column

Provide annual updates to support Catalog of Federal Domestic Assistance (CFDA). Specifically provide updates to the CFDA program codes since November 2013. Programs added, updated, and archived have been published in the Catalog of Federal Domestic Assistance (CFDA) print edition update for 2014.

This patch provides scripts to insert new records in the FRVCFDA table if the CFDA program number has not previously been created. The scripts also update existing titles, and set to Inactive any CFDA programs which have been archived by CFDA.

For additional information, refer to Article 000028231, which is updated to reference this 2014 update.

The following optional scripts have been added for this enhancement.

• frc14111.sql inserts new grants published between 02-Dec-2013 and 13-Nov-2014.

• frc14112.sql updates the grant title changes based on the October 2014 print edition of "2014 Catalog of Federal Domestic Assistance".

• frc14113.sql inactivates the obsolete/archived grants based on the October 2014 print edition of "2014 Catalog of Federal Domestic Assistance".

Provide annual updates for changes in the Catalog of Federal Domestic Assistance (CFDA) related to new CFDA program codes and program codes updated or archived since November 30, 2015 according to the CFDA 2016 Print Edition published at the end of December 2016.

This enhancement inserts or updates records in the FRVCFDA table to match all 2300 active CFDA program numbers as of 5-JAN-2017, including changes in program titles and agency names which are updated in upper and lower case format for 2016. The scripts also set to Inactive any CFDA programs which have been archived.

For additional information, refer to Article 000028231 which has been updated with this 2016 CFDA update.

New scripts


• frc16111.sql inserts or modifies FRVCFDA records to match the active CFDA program list (a cumulative update) including programs published between 1-Dec-2015 and 5-Jan-2017.

• frc16112.sql inserts inactive programs published as new in 2016 and also archived in 2016.

• frc16113.sql inactivates archived programs present in the database from prior year CFDA updates. A new option allows you to choose between inactivating all FRVCFDA records not part of the active CFDA program list (a cumulative update), or the traditional option of inactivating programs from the current year’s list of archived CFDA programs.

Modify Database Packages to support Banner Finance 9.0


To support globalization, the procedures and functions called by Banner Finance 9.0 have been enhanced to define date parameters as DATE and not as VARCHAR2. Banner Finance 8.10.1.5 is a pre-requisite for Banner Finance 9.0.

Modified the Banner Finance database packages FFKFOAP, FAKRDEF, FFKBADG, FGKABAL, FPKCOMM, FSKSHIP to support the Banner Finance 9.0. It is a prerequisite for Finance 9.0.

New procedures and functions have been created in these packages with datatype DATE instead of VARCHAR2 for parameters like effdate_eff_date_time for use in Transformed pages.

The usage of the existing procedures and functions within these packages for Banner Finance 8.x has not changed.

Modified packages

The following packages were modified to enable support for Banner Finance 9.0

Modified the Banner Finance database packages FOKUTIL, FOKSELS and FPKSELS to support Banner Finance 9.0. Banner Finance 8.10.1.7 is a pre-requisite for Banner Finance 9.3.

For some languages (French, Arabic) the numeric short date format must still be used because they use database packages which have date variables defined as VARCHAR2 of length 12 which is not enough for Arabic date strings.

The packages and the function above were not included in the Banner Finance patch 8.10.1.5 which included similar date issue fixes throughout the Banner Finance product for Banner Finance 9.0. Pages impacted include FAABREC, FAAINVE, FGAJVCD, FAIVHIS, FPAAGRD, FPAPURR, and FPAREQN.

New functions have been created and date definitions modified for use in Banner Finance 9.0.

The usage of the existing procedures and functions within these packages for Banner Finance 8.x has not changed.

The following packages were modified to enable support for Banner Finance 9.0:

• FOKUTIL (fokutil.sql, fokuti1.sql)

• FOKSELS (foksel1.sql)

• FPKSELS (fpksel1.sql)

The following functions were modified to enable support for Banner Finance 9.0:

• F_GET_FISCAL_PERIOD (foffgpd.sql)

• F_GET_FISCAL_YEAR (foffgyr.sql)

FOMPROF Person ID


The Person ID field in User Profile Maintenance Form (FOMPROF) has been changed from an editable field to a read-only display value. This change removes insert, update and delete access to the GOBEACC table that FOMPROF previously allowed. With this change, only users with access to GOAEACC can change the Person ID associated with an Oracle User ID which affects access to other applications.
