2nd General Body Meeting of the State Bank of India Officers'
Association Jaipur Circle held at Jaipur on 1.10.2017- A GRAND GALA FUNCTION
The 2nd General Body Meeting of the State Bank of India Officers' Association, Jaipur Circle
was convened at 10.30 a.m. on 01.10.2017 at Deep Samriti Auditorium, Tagore
International School, Jaipur.
The Deep Smriti Auditorium was jam packed with the enthusiastic members of SBIOA
Jaipur Circle to be part of their historic 2nd General Body meeting after the recently held
Triennial Elections-2017-2020 of the association’s Jaipur Circle.
Chief Guest of the meeting was Sh. Vijuy Ronjan, Chief General Manager – State Bank of
India - Jaipur Circle and Sh. D T Franco Rajendra Dev, President- AISBOF & General
Secretary – AIBOC was the Guest of Honor. Sh. Harshavardhan Madabhushi – Advisor-
AIBOC & Ex. General Secretary-ABOA was the special invitee with Sh. Sanjeev Mishra,
General Secretary, SBIOA, Bhopal Circle the Sr. Vice President AIBOC and President Delhi
Circle Sh. Sushil Ahuja. Shri Sunil Dutt Bali the Ex. General Secretary of SBIOA Jaipur Circle
and Ex President of ABOA who retired from Bank’s service on 30.9.2017 was also among
special invitees.
After the floral welcome of the guests, the inaugural session commenced with lighting of
lamp by the Chief Guest Sh. Vijuy Ronjan, Sh. D T Franco Rajendra Dev, Sh. Harshvardhan
Madabhushi and Sh. S.D. Bali Ex. General Secretary SBIOA Jaipur Circle, Sh. Sanjeev
Mishra, General Secretary Bhopal Circle and Sh. Sushil Ahuja and other dignitaries on the
dais including President- Ramavtar Singh Jakhar-Presidnet & Vinay Kumar Bhalla – General
Secretary-SBIOA Jaipur Circle. Therafter Sh. Sanjeev Mishra, General Secretary Bhopal
Circle and Sh. Sushil Ahuja President, Delhi Circle, Secretary General , Kerla Circle Sh.
Jainkrishan and Sh. Umakant Tiwari the Federation EC member from Bhopal Circle were
felicitated.

SBIOA Jaipur Circle took the initiative to felicitate the veteran leaders of the ABOA who have
led the foundation of the Association strong in the past. The senior leaders Sh. B. L Rathore,
the Ex. General Secretary ABOA Unit SBBJ , Sh. J.N. Sharma- Chairman of ABOA Unit SBBJ,
Sh. R.K Shah- President and General Secretary of ABOA Unit SBBJ and Sh. Rajesh
Bhargava- President of ABOA Unit SBBJ were felicitated by Com. Franco, Com. Ramavtar
Singh Jakhar and Vinay Kumar Bhalla.
Com. Ramavtar Singh Jakhar President, SBIOA Jaipur Circle welcomed the guests and the
gathering in a traditional way. In his address he raised several issues of member’s interest
such as calling of officers on Holiday/Sunday, participation in strikes by Scale –IV /V
officers, Accidental Insurance Policy for members. He also appealed the member’s to work
whole heartedly for the Bank and raise the flag of the Circle high among other circles. He
then assured the house that we all will work together to take the Bank to new heights and
in no time the newly created circle will be in top circles of the Bank in all spheres of the
Business. He assured there will be no discrimination. He requested the gathering to provide
best customer service so that we all together can take this new circle at number one among
all the circles. He wished that the deliberations that will take place in the conference will be
beneficial for all the officers and will help in augmenting their knowledge and contribution in
further growth and development of the Bank and he wished the conference every success.
Com. Jakhar also spoke about Sh. Sunil Dutt Bali the Ex. President- ABOA and Ex. General
Secretary SBIOA, Jaipur Circle who retired from Bank Service on 30/9/2017 and his
contribution to the Association for which he will be remembered for long long time. Under
his leadership the Association has grown very strong and vibrant.
Vinay Kumar Bhalla, General Secretary of SBIOA Jaipur Circle then addressed the gathering
and touched upon issues pertaining to the need for cohesive working conditions for officer’s
in the Rajasthan state of Rajasthan so that officer’s can deliver their 100%, he also
requested the CGM to kindly look into the issues and wherever required the necessary steps
be taken to improve the working conditions. He also impressed upon the membership to
now leave behind the difference of officers of ABS & SBI as after merger we all are now

officers of SBI and now it is our bounded duty to work together for the growth of the Bank.
With the merger of Associate Banks with SBI we are only & only one SBI family. He then
shared that there are some issues related to merger for which this is not the right platform
and time to discuss. Association will separately discuss these issues in CNC. He then
assured the house that we all will work together to take the Jaipur Circle to new heights and
in no time the newly created circle will be in top circles of the Bank in all spheres of the
Business. He also requested Com Franco to touch upon the issues of CDS, prosper, Salary
Revision, Strikes and future organizational steps relating to merger and consolidation etc.,.
He assured there will be no discrimination. He requested the gathering to provide best

SBIOA, Jaipur Circle who retired from Bank Service on 30/9/2017 . He told the house about
his contribution to the Association for which he will be remembered for long period and his
name will always be there when the history of the Association is written. Bali ji was a
mature leader and under his leadership the Association has grown very strong year after
year and is considered a vibrant Association.
Shri Vijuy Ronjan, Chief General Manager then gave his address and informed the house
regarding the recently conducted survey by an international agency which has rated the SBI
as the top three places to work with apart from Google and BHEL. He thanked the entire
officer’s community in the circle for the smooth transition after merger and gave full credit
to all. He then advised the house that he also do not believe in working on Holiday/Sunday
as it impacts the work life balance. He impressed upon the officers to ensure that they
complete the work during the working days only to avoid the working during holidays. He
also appealed to the officers to see that more and more customers are diverted to alternate
channels and advised the need to enhance the digital banking. He then announced that the
ICT portal for officers upto scale III has been operationalsed. He also announced that the
Circle has decided to start the Non Public Working day on every 1st,3rd and 5th Wednesday of
the month for single officer branches on selected days to complete the work and ease the
pressure of work. He also thanked the newly elected Team under the leadership of Com.
Jakhar and Bhalla and assured that the circle will grow with the joint efforts.
Com. Franco while delivering his keynote address covered almost all the aspects of banking
industry. He said that this is the historic day as after very long time a new circle association
which was created on 1.4.2016 with merger of Abs with SBI and their Triennial elections
process was just completed and this is our youngest SBIOA among all circles. He then
congratulated the new President Mr. Jakhar and General Secretary Vinay Bhalla and assured
to extend all support to strengthen the new circle association in all its endeavors. He also
congratulated all the members of new team. He then touched upon the save Public Sector
campaign, salary revision progress, 5 day week, Service Charges, CDS, Prosper and working
on Sunday/Holidays. He also impressed upon the need to involve the young officers in the
Association activities so that the young officers are also groomed to take forward the
Association activities. He also discussed the successful conduct of youth convention in
Kolkata held in August 2017. While deliberating on the salary revision he assured the house
that unless the IBA agrees to discuss the salary revision for officers upto Scale VII the UFBU
will not go forward.
Thereafter, Sh Harsavardhan Madabhushi – Advisor AIBOC and Ex. General Secretary –
ABOA gave his address. He especially spoke about Sh. Sunil Dutt Bali the Ex. President-

ABOA and Ex. General Secretary SBIOA, Jaipur Circle who retired from Bank Service on
30/9/2017 . He told the house about his contribution to the officer’s fraternity, he was not
only leader of ABOA but his contribution to SBIOA, Jaipur Circle, AIBOC and AISBOF is
unforgettable. He has given lot many good things to the officers of Abs through his
negotiation skills in various bipartite meetings with the Management. He said that Mr. Bali is
a cool, calm and a hard negotiator and possess all the qualities a human being and leader
should possess.
Therafter, the meeting was adjourned for the lunch break.
After the lunch Break, the meeting started with the felicitation of Sh. Bali the Ex. President-
ABOA and Ex. General Secretary SBIOA, Jaipur Circle who retired from Bank Service on
30/9/2017. He was given a befitting farewell by all the office bearers and Com. Harsha and
Com Jaikishan. Thereafter, Bali Ji addressed the gathering and thanked each officer member
for the support given to him to enable him to run the affairs of the Association. He
appraised the house how he reached to the level of General Secretary from the day he
joined the Bank. He said he will always remember the period spent by him with the entire
officer fraternity which will be in his fond memories always.
The business session then commenced and the President Ramavtar Singh Jakhar called the
meeting to order after ensuring that the required quorum is there for holding the General
Body and requested the Secretary to proceed further as per the agenda. General Secretary,
Vinay Kumar Bhalla then read the 2nd General Body Meeting notice dated 12/9/2017 with
the adoption of following agenda as per notice of the meeting dated 12/9/2017 as proposed
by Sh. Vinay Kumar Bhalla, General Secretary.
a. To read and confirm the minutes of the previous General Body Meeting held on
10/06/2017;
b. Passing of resolutions if any
c. To install the newly elected Office Bearers and other elected members to various
post of the Executive Committee,

d. To transact such other business as may be brought forward with the permission of
the Chair.
Shri Bhalla read the minutes of the 1st General Body Meeting dated 10/6/2017 and the same
was approved by the General Body.
Thereafter Sh. Bhalla presented the Resolutions with a request to adopt them.
Resolutions were moved and passed unanimously calling for:
1. 5 Days week in the Banking Industry
2. Timely Salary Revision
3. For recruitment of adequate staff
4. No working on Sunday/ Holiday in any case
5. For recruitment of Sports persons
6. Self lease facility for officers
7. For appointment of officer Director on the Bank’s Board
After adoption of the above resolutions Shri Bhalla requested the Returning Officer Sh.
Himmat Singh and Assistant Returning Officer to Sh. A.K. Mittal to come over to Dias and
the existing office bearer vacated the dias to enable the Election Officer to complete the
process of installation of newly elected office bearers and other elected members of the E.C.
Returning Officer Himmat Singh then took charge of the meeting and introduced the newly
elected office bearer one by one and thereafter the new E.C. took charge of the Association.
Newly elected President and General Secretary Sh. Ramavatar Singh Jakhar and Vinay
Kumar Bhalla then extended their thanks to the entire membership for extending their full
support, faith and confidence. Sh.Jakhar and Shri Bhalla assured the house that they and
their entire team members would try their best to come out true to the expectations of the
members.

The second meeting of the core Group (Officers) was held at IBA Office today at 11.30 a.m.
The management team was led by Shri Prashant Kumar (DMD) SBI, Shri K. Virupaksha,
General Manager, Canara Bank, Shri Ujjal Kumar, General Manager, UCO Bank, Shri N.K.
Biswal, General Manager, Bank of Maharashtra with Shri V.G. Kannan, CEO, IBA and other
team members of IBA.
Our Officers’ team was represented by Com. Dilip Saha, President, AIBOC, Com. Y.
Sudarshan, Chairman, AIBOC, Com. S. Nagarajan, General Secretary, AIBOA, Com. K.K.
Nair, General Secretary, INBOC and Dr. Sunil Deshpande, President, NOBO.
Shri Prashant Kumar, Chairman of Core Group (Officers) expressed the stand taken by the
IBA on some of the issues discussed in the meeting held on 06/09/2017 with Workmen
Organisations such as leave Bank etc. On our part, it was submitted that issues connected
with Pay slip Components would be taken up for discussion subsequently. The issues listed
out in Charter were taken up and it was more of exploratory in nature. The discussions are
inconclusive. The Small Committee on Discipline & Appeal Regulations will be meeting
shortly to give a definite shape.
IBA informed that the Insurance linked Hospitalisation Scheme is yet to be stabilized fully in
all Banks and continuation of the same is required for another year. In the matter of
domiciliary treatment to be availed by retirees, since the claim rate is 220%, the steep
increase is insisted by the Insurance Company. From our side, we suggested that there is
need to provide some subsidy to retirees in the matter of insurance premium by the banks.
It was also agreed by IBA to have a tripartite meeting with the Insurance Company as well
as with the Reinsurers shortly to enable us to present the problems encountered in the
hospitalization scheme by TPAS in Banks.
The next date for the discussion has been fixed on 9th October, 2017 at Mumbai.

We are happy to inform our members that All India Bank Officers’ Confederation has
purchased a Guest House at Pondicherry, the largest city of the Indian Union Territory. The
Guest House consists of drawing cum dining room and three air conditioned bedrooms with
attached toilets started functioning from 01st September 2017.
All our Affiliates / State Units are requested to bring this communication to the notice of the
members so that they can avail this facility in Pondicherry. The EC has decided to collect Rs.
500/- (Rupees five hundred only) per room / day.

MINIMUM AVERAGE BALANCE IN
SB ACCOUNTS REDUCED
We are happy to inform all our members that due to continuous persuasion both at the
industry level as well as with the Management of our Bank the minimum average balance in
SB Accounts has been reduced. The Federation and the AIBOC along with the UFBU took up
the issue with the respective authorities for review of the position, since it was affecting the
common man. The bank was under tremendous pressure from the Public as well as the
media in respect of the minimum balance and the penalty.
2. We are now happy to note that the Management of State Bank of India in response
to the concern expressed by the Federation, Confederation and also the constituents of
UFBU have responded positively.

3. The State Bank of India has over 42 crores Savings Bank accounts out of which
about 13 crores accounts which falls under the various categories such as Jan Dhan
accounts, and Basic Savings Bank deposit accounts (BSBD). With these changes we are sure
that a lot of account holders will have a sigh of relief from the threat of recovery of charges
in regard to the maintenance of minimum balance in the Savings Bank Accounts, and more
importantly help in maintaining the image of the Bank – as the ‘Largest Bank for the
Smallest Man’.
4. We are still hoping that further relaxation may be looked into by the Bank so that the
adverse publicity that the Bank has received can be wiped out from the minds of the general
public in this regard.

NATIONAL WOMEN OFFICERS’ CONVENTION IN MUMBAI
ON 4th & 5th NOVEMBER, 2017
QUOTE:
We are happy to announce that as decided in the Executive Committee Meeting of All India
Bank Officers Confederation, a National Women Officers` Convention has been planned at
Mumbai on 4th & 5th November, 2017.
"Empowerment is the process of enhancing the capacity of individuals or groups to
make choices and to transform those choices into desired actions and outcomes.
Empowered people have freedom of choice and action. This in turn enables them to
better influence the course of their lives and the decisions which affect them". With more
and more women employees joining the banking system, it is incumbent on the All India
Bank Officers Confederation to ensure that women officers are given a fair deal and
there is no gender inequality in the system. We also see them as the future leaders of the
Confederation and thus take the federation to greater heights.
The 2 day National Women Officers` Convention, the first of its kind, in the history of the
Confederation is being organized with the primary focus of raising awareness among women
officers about their workplace rights and to make them aware of the socio-economic-political
scenario of the country. This would be an ideal platform to exhibit their potential leadership
qualities and showcase their talents in various spheres in front of the central leadership.
There is a myth that women stay away from Trade Union activities. However, the
undersigned feels that given an opportunity they have better leadership qualities and they
identify strongly with its principles and values and would be more than willing to join the
cause if guided properly and accorded responsibility. In the recently held National Youth
Convention at Kolkata, we witnessed active participation of a large of contingent of women.
We, therefore, request all the affiliate organizations/State Units to take note of this and
prepare the list of participants and ensure the maximum possible participation to make the
event a grand success. The details of the convention will be made known by way of another
circular. We place on record our appreciation to our Maharastra State Unit (1) for arranging
the Convention.

The number of delegates affiliate wise is annexed. The affiliates will meet their travel and
accommodation cost as practiced for the GB. Let us create a vibrant Trade Union of Women
and Save Public Sector.
