DISTRICT WISE ANALYSIS: Out of 23 Districts and Srisailam Project Area, the achievement is “NIL” in 4 Districts, while POOR performance is noticed in the remaining districts. BANK WISE ANALYSIS: VERY POOR performance is noticed in sanctions and grounding of the units in all most all the 22 Banks. * Detailed district -wise and bank-wise report furnished in the next page. ACTION PLAN SUGGESTED:

1. The M.D.TRICOR may initiate necessary steps for successful implementation of the Schemes atleast during the next financial year 2011-12, since the performance under sanctions and grounding of the units during the year 2010-11 is VERY POOR.

2. Further, proper verification of the data is to be made before submitting the

progress report to Government. It is observed that the Targets are changing frequently and the district wise performance is reported wrong. In some Districts, the sanctions are reported more than the applications sponsored.

3. All the District collectors are requested to review the performance with the

Implementing Agencies and Lead District Managers immediately and ensure that 100% grounding of the sanctioned units, for the current year.

4. The Convener SLBC of A.P is requested to issue necessary instructions to the

Lead District Managers to ensure that the performance of the Banks improves under S.T. Action Plan since it is much below the targets accepted by banks, year after year.

Bank-wise analysis: Out of 33 banks, the performance of 2 Banks is NIL (bank wise details are available in the next page). Banks with the good performance: The following banks have done well in terms of financial targets. (a) State Bank of India- 103% (b) Grameena Banks -79%(c) Andhra Bank -71% (d) State Bank of Hyderabad -66%and (e) Syndicate Bank-65% ACTION PLAN SUGGESTED: 1. The VC and M.D. AP SC Coop. Finance Corporation Limited is requested to take

necessary steps in getting all the sanctioned units grounded by banks, before the end of June,2011.

2. All the District Collectors are requested to review the progress with the implementing agencies and the Lead District Manager and take appropriate steps to ensure 100% grounding of the sanctioned units, for the current year.

3. Convener, SLBC of AP is requested to issue necessary instructions to the Lead District Managers to achieve 100% grounding of the sanctioned units during the year 2011-12.

The Districts with Good performance: Adilabad-211%, Ananthapur-186%, Prakasam-163%, YSR District Kadapa-127% and RangaReddy-118%, Bank-wise analysis: Out of 38 banks, the achievement is nil in 10 banks, (bank-wise details are available in the next page) and the performance of the remaining banks is also not encouraging, except very few banks whose targets are comparatively very less. ACTION PLAN SUGGESTED:

1. The VC & MD, AP BC Cooperative Finance Corporation Limited is requested to take necessary steps to achieve the Targets and try to complete grounding of the sanctioned units immediately.

2. All the District Collectors are requested to speed up the process of fresh

identification of beneficiaries. It may also be ensured that Subsidy / Margin Money are released within 15 days of consent/sanction accorded by the bank.

3. As many as 10 banks have not grounded even a single unit during the year

2010-11. The concerned District Collectors may address a DO.Letter to the controller of the respective banks seeking for the reasons. A view may be taken about continuation of Government deposits if any, kept with such banks.

4. The Convener of SLBC of AP is requested to issue necessary instructions to

the Lead District Managers to ensure 100% grounding of the sanctioned units immediately and requested to improve the performance of Banks under the scheme, during the year 2011-12.

The District wise and Bank wise progress is enclosed. District wise analysis: Out of 23 Districts, the progress regarding sanction of Units is 88% in all the 23 districts . However regarding grounding of the units, the progress is Nil in 4 Districts and very poor performance of grounding is noticed in the remaining districts, except Khammam-117% and Kurnool-89%. (Details in the next page). Bank wise analysis: While sanction of units is 88%, grounding of the Units in most of the Banks is nil and very poor performance in grounding of the units is noticed in the remaining banks (details in the next page). ACTION PLAN SUGGESTED:

1. The V.C. & MD, AP State Minorities Finance Corporation Limited is requested to concentrate on the banks for grounding of the sanctioned Units.

2. All the District Collectors are requested to activate the machinery involved in

Grounding of the Units of the schemes, as 88% sanctions have been made by banks; the grounding of the units is very poor. A time frame may be fixed for grounding of the sanctioned units at least.

3. The Convener of SLBC of AP is requested to issue necessary instructions to

the Lead District Managers to ensure improvement of the performance of Banks in grounding the sanctioned units immediately. Reasons for such poor grounding may be discussed in the DCC meetings.

2. All the District Collectors are requested to take necessary steps to ensure that

sub targets fixed for the SC/ST Minorities/Physically handicapped are invariably achieved.

3. The Convener SLBC of A. P, is requested to issue necessary instructions to the

Lead District Managers to ensure that adequate number of application under the various categories of borrowers are sponsored to the banks, as per the targets fixed.

1. The Chief Executive Officer, Society for Elimination of Rural Poverty (SERP) is requested to initiate necessary steps in the Districts where shortfall in reaching the target is observed.

2. SERP may ensure capacity building to the Group members on an ongoing basic.

3. District Collectors of Khammam and West Godavari are requested to ensure

grounding of all the sanctioned units.

4. The Convenor, SLBC of A.P is requested to issue necessary instructions to the Lead District Managers to ensure achievement of the targets as per the schedule fixed for the year 2011-12.

ACTION PLAN SUGGESTED:

1. The Chief Executive Officer, Society for Elimination of Rural Poverty (SERP) is requested to initiate necessary steps to ensure coverage of groups under POP, as per the targets set.

2. They should also analyze the overdue position district-wise to arrest the trend

of increasing default. The position should be cross checked with the banks since there is a large variance in the default percentage reported by SERP and the financing banks.

3. All the District Collectors are requested to review the progress constantly, to

achieve the 100% target, and also assist banks in recoveries. This is considered very vital in view of the fact that MFIs’ activities have come to a stand still and the gap is to be filled by the banks.

4. The Convener, SLBC, A.P is requested to issue necessary instructions to the

Lead District Managers to ensure achieving the targets for the year 2011-12 in a time –bound way.

2. All the District Collectors are requested to review the progress to improve the performance and ensure 100% achievement of targets for the year 2011-12.

3. The Convener, SLBC of AP is requested to issue necessary instructions to the Lead District Managers, to examine the reasons for such poor performance under the scheme. Financing fishermen is one of the priority items listed by the Union Finance Minister during his meting with the CMs of Southern States, held in July, 2010.

It is a matter of serious concern. The Director Handlooms to arrange for district-wise review meeting to identify the reasons for such poor performance and initiate correct steps. B. STATUS ON ISSUE OF ARTISAN CREDIT CARDS

ACTION:

1. The Director of Handlooms & Textiles is requested to initiate necessary measures to improve the position during the current year.

2. All the District Collectors are requested to activate the machinery involved in implementation of the schemes and review the progress with the implementing agencies and Lead District Managers. Special/ separate meetings with the banks/ implementing agencies may be conducted if necessary, to bring improvement in the position, during the year 2011-12.

3. The Convener SLBC of A. P, is requested to issue necessary instructions to Lead District Managers to pay specific attention to the problems of hand loom weavers in order to avoid repetition of Sircilla type situation in other districts.

City Union Bank 4 .ICICI Bank, 5 Karnataka Bank, and 6. APGB. Even in respect of the banks which have been sent applications, sanctions given are very less and release in respect of sanctioned loan also is very poor. The scheme is supported by the Government of India by way of interest subsidy .Banks can claim 5% interest subsidy as soon as release are made. Even this requirement is not being properly met by banks. Banks that have shown satisfactorily performance during the year 2010-11: (in terms of sanction of loans). 1. State Bank of India -1515, 2.Andhra Bank-883. and 3. State Bank of Hyderabad-846 . The performance of the remaining Banks is considered POOR. ACTION PLAN SUGGESTED:

1. The Managing Director A.P. State Housing Corporation Limited is requested review the Progress of units sponsored and units grounded at regular intervals. Necessary step to be taken to get sanctions, releases and claming of interest subsidy by bank. Not claiming interest subsidy causes financial loss to the beneficiary. 2. All the District Collectors are requested to regularly monitor the progress of units sanctioned and units grounded. Since the scheme is monitored by the Government of India, proper attention may be paid not only towards grounding of units but towards claiming of interest subsidy by banks. 3. The Convener SLBC of A.P is requested to issue necessary instructions to the Lead District Managers to take appropriate action to implement the action plan for the year 2011-12 duly taking steps required to improve the performance in the areas stated above.
