Introduction
Karnataka is one of 6 Indian states with two legislative chambers: Legislative Assembly and Council.
Legislative Council is State equivalent of Rajya Sabha
of the Indian Parliament

What does an MLC do?
The Member of the Legislative Council (MLC) can:
Introduce a new law/ influence law proposed by others. E.g: Lokpal Bill, Karnataka Lokayukta Amendment
Question the Ministers on their performance E.g: Why has public money not been used properly?
Raise critical issues of concern Participate in debates, bring new perspectives Represent the diverse voices
The functional difference between an MLC and an MLA is that an MLA also has the power to vote on the budget.
Graduate Constituency
Article 171 of the Indian Constitution prescribes composition of the Legislative Council as:
"one-twelth shall be elected by electorates consisting of persons residing in the State who have been for at least three years graduates of any university.."
Karnataka Legislative Council with 75 seats, has 7 graduate constituency seats.
Bangalore Graduate Constituency is the largest, covering Bangalore Urban, Bangalore Rural and Ramnagara District
Constituency Statistics
Less than 1% of graduates voted for the winning candidate
A company like Infosys, WIPRO alone has 10 times more graduates than this! We can elect a GOOD MLC by increasing graduate voters by
only a few percent!
Total Graduates=22 lakh
l Only about 21,000 graduates voted
l The winning candidate won with only 12,000 votes!!
