General Motors has created its own ride-hailingplatform and quietly built one of the largest chargingstations in the US to get its Cruise self-driving carunit ready to enter the robo-taxi business next year.

Cruise has installed 18 fast chargers in a parkingfacility near San Francisco’s Embarcadero, the well-trafficked boulevard along the city’s easternshoreline where Uber Technologies and Lyft havebusy drivers. And GM’s self-driving car unit has beentesting its own Cruise Anywhere ride-hailing appand fleet-management system, said people familiarwith the matter.

The largest US automaker has long planned tostart a ride-hailing business using self-driving carsby 2019, but it hasn’t said where the service wouldstart or whether it will work with a partner. Theselatest moves show that the Golden Gate City is whereGM is assembling the pieces to launch its own rival toAlphabet’s Waymo next year if the Detroit-basedcompany decides against working with anestablished livery app like Uber’s or Lyft’s.

“It’s an indication that Cruise is getting ready tocommercialise autonomous ride-hailing services forthe public and it will be in San Francisco,” saidGrayson Brulte, co-founder of autonomy consultingfirm Brulte & Co. “I imagine they would want to ownand operate the service.”

A GM spokesman said only that the automaker isstill working toward commercialising its self-drivingcar service and that the company hasn’t decidedwhether to own the business or find partners. Hedeclined to comment on the location.

What’s clear is that GM is building the resources tomanage both the cars and the interface withconsumers. Its ride-sharing platform could be used onits own or be tailored to interface with a partner, oneperson said. Cruise has emerged as one of ChiefExecutive Officer Mary Barra’s top initiatives since GMacquired it in 2016.

Nine thousand tonnes. That’s howmuch plastic waste India generatesevery year. Unfortunately, most ofit is dumped in landfills and drains,choking the canals and rivers, in

the absence of proper recycling facility. Several states have responded to this prob-

lem by pledging to ban single-use plastic alto-gether. After Maharashtra, Gujarat and Delhi,Tamil Nadu is the latest to impose a ban on cer-tain types of plastic.

Nineteen states, including Jammu &Kashmir, Sikkim, Haryana and Rajasthan, haveannounced some kind of ban or another onplastic products so far. In Tamil Nadu, all typesof non-degradable plastic, mostly items such asplastic plates, sheets, cups, water bottles,sachets, straws, bags, and the like, will no longerbe available from next year when the ban goesinto effect.

So how does the ban affect those who makeplastic, the people who use plastic, and moreimportantly, the environment?

Unarguably, the ban is a good idea as plastichas environmental consequences. Yet, the prob-lem, say experts, is not so much the use of plas-tic as the lack of effort to recycle and reuse it.The average per capita plastic consumption inIndia at 11 kgs is much lower than the globalaverage of 28 kgs, but only 60 per cent of it iscurrently recycled.

Delhi-based non-profit policy researchorganisation The Energy and ResourcesInstitute says the cause of concern is not theamount of plastic that is discarded —it stillcomprises just 8 per cent of the total solidwaste— but the lack of an organised mecha-nism to deal with the plastic waste generatedevery day.

Banning plastic is an easy solution but onethat is hard to implement. Many states havealready thrown up their hands in the face ofprotests. The Kerala government recentlyinformed the state high court that banning plas-tic carry bags may not be practical without pro-

viding alternatives that are easily available to all. InMaharashtra, where the ban kicked off in the firstweek of July, retailers and wholesalers were exemptedfrom the ambit of it on Monday after they went on astrike to protest the move.

What’s more, many arguethat alternatives are less envi-ronment friendly than plas-tic over their lifecycle. Forinstance, they say, an expo-nential increase in the use ofglass will have a downside interms of increased need forsand mining from river beds.On the other hand, morepaper bags will have conse-quences for the alreadydepleting forest reserves.

There are financial coststo contend with as well. Areport by industry bodyFederation of IndianChambers of Commerce andIndustry (FICCI) released lastyear estimates the plastic pro-cessing industry at around~1,000 billion and expects it togrow at a compound annualgrowth rate of 10 per cent forthe next 10 years.

A ban on plastic bagscould staunch that growth,and directly impact around 2million jobs. But that’s not all.It could have a spillover effecton small retailers and kiraanashop owners (those who sell alarge proportion of low-pricedFMCG products that are avail-able in sachets and plasticpackaging), ragpickers(around 30 per cent of whomdepend on sales of plastic bot-tles) and the agricultural sec-tor (as demand for farm pro-duce falls with the fortunesof the food processing indus-try), said the report byStrategy (a member of PwCnetwork) and FICCI.

“The low price pointproducts will disappear fromthe market, cost to consumerwould increase up to threetimes depending on categories and alternatives andhygiene and food safety issues would emerge due tounpackaged food,” the report added.

A study by the National Centre for Policy Analysis

in the US corroborates these findings. It shows thatplastic bag bans have a negative effect on retail sales inareas where bans are in place, as it encourages shop-pers to take their business to places where the ban isnot in effect. The report studied Seattle’s plastic bagban and said it caused store owners to spend 40-200per cent more on alternative carryout bags, directlyaffecting their bottom lines.

Caught between plastic’s environmental ills andeconomic costs, finding ways to reuse it has becomeurgent for many. One of the areas where plastic hasfound an afterlife is in building roads. RajagopalanVasudevan, a 73-year-old professor from Madurai’sThiagarajar College of Engineering, who was awardedPadma Shri in 2018, has discovered an ingenious wayto build durable roads using plastic waste. His tech-

nology has been used to pave20,000 kms of road so far. Some ofthe plastic is also getting convert-ed into fuel. A team of researchersfrom the Indian Institute ofTechnology (Chennai) has devel-oped a solar-powered system toconvert non-recyclable plasticinto fuel for domestic use.

Several large FMCG players areshaping up too. They have startedworking towards reducing plasticdependence by trying out recy-clable or energy recoverable plas-tic for their products. PepsiCo, forexample, is planning to pilot thefirst-ever 100 per cent com-postable, plant-based packagingfor its popular brand of snacks,Lays and Kurkure, this year. Indiawill be among the first countries topilot this solution, which is bio-based, made from plant-basedmaterial and 100 per cent com-postable.

At FMCG major ITC, over 99per cent of solid waste generated isrecycled. Over the next decade,ITC is planning to make 100 percent of its product packaging

reusable, recyclable or com-postable. Nestle, on the other

hand, has reduced the useof plastic by 1,500 tonnes last

year, apart from installingGasolyser in its plant that convertsplastic into fuel.

Yet, none of this will make abig impact unless states andmunicipalities pitch in to promoterecycling of plastic bags and films,say experts. Several small stepshave been taken in this directionbut not enough has been done sofar, they say. In Gujarat, vendingmachines are being installed bythe government as well as NGOsthat pay ~1 through electronictransfer to consumers whodeposit PET bottles. And for rag-

pickers, special machines are being worked out thatdispense cash rewards in exchange of plastic waste.The shape of things to come for plastic is indeed changing.
