Wednesday June 19, 2019 4 Two booked; three working stills, 850 kgs of Lahan destroyed STATE TIMES NEWS KATHUA: Excise Department booked two persons under Sec 48 (a) of the J&K Excise Act, beside destroying three working still & 850 kgs of Lahan during different raids carried out against illicit liquor in Excise Range Kathua. On the directions of the Excise Commissioner M. Raju and supervi- sion of Deputy Excise Commissioner (Executive), Jammu S. Amarjeet Singh, ETO, Excise Range Kathua Rafie Naik, the Excise Team Kathua led by Inspectors Excise Razi Ahmad and Arun Kumar along with SI Amit Sharma, Sanjeev Kumar, Excise Guards Rajinder Singh, Jyoti Prakash Sharma and Shamsher Dev Singh raided the Chakdrabkhan, Jakhbhar Dhambra, Dhabwal, Budhi & Upper Saktachak areas of Kathua district to arrest the menace of illicit distilla- tion of liquor. During the course of raids two persons namely Som Raj, son of Roop Lal, resident of Chakdrabkhan Kathua and Neema widow of Rana, resident of Chakdrabkhan were booked under Section 48(A) of J&K Excise Act for possession of illicit liquor. In the process three working still & 850 Kgs of Lahan, raw material of illicit liquor were recovered by the raid- ing team from state land and later destroyed on spot. Rape accused arrested STATE TIMES NEWS POONCH: Police on Tuesday arrested an accused who was evading his arrest from last many months. The accused name- ly Gh Abaas Ch, son of Qadeer Hussain Ch, resident of Biala Tehsil Mandi was wanted in case FIR No 105/2018 under sec- tions 376/342/RPC at Police Station Mandi, and was evading his arrest from last 7 months. Today he was arrested by the special team constituted by Police Station Mandi. STATE TIMES NEWS UDHAMPUR: NPP activists up in arms against Executive Engineer PMGSY Udhampur under the leader- ship of Youth Vice President Pawan Singh. While leading a massive protest at Slathia Chowk on Tuesday, Pawan said that poor quality of work has been done in Udhampur by PMGSY and also alleged that XEn PMGSY is working as agent of Political Party not as offi- cer. NPP activists raised slo- gans against Executive Engineer PMGSY and also demanded that total proper- ty of officer should also be enquired. Pawan alleged that poor quality of work has been done by Deptt in Udhampur which should be enquired. Awareness on skill development courses imparted STATE TIMES NEWS POONCH: Army organised a lecture on 'Skill Development Courses' at Youth Centre, Surankote in Poonch district. The partici- pants were enlightened about various skill develop- ment courses run by Central/ State Government under Pradhan Mantri Kaushal Vikash Yojana (PMKVY) and various NGOs of Micro Small and Medium Enterprises and Saifi Healing Touch Research Bureau for Social Welfare. The participants were informed of basic requirement for selection and establishment of small industries. The lecture was followed by an interactive session to answer the various queries raised by the stu- dents. The audience con- veyed their gratitude for the service being rendered by the Army to educate the local populace and help in skill development. Dr. Amrish Vaid welcomed the CGM to the KVK Campus and gave detailed information about the working of the KVK. Further he gave a detail pres- entation on the establishment of Spawn Production Laboratory at KVK. NABARD Jammu and Kashmir has financed a proj- ect for establishment of spawn production laboratory at KVK Kathua. The establishment of this laboratory will go a long way to benefit the farmers of the Kathua and adjoining dis- tricts. During his visit, CGM reviewed progress of establish- ment of spawn production lab- oratory at KVK Kathua and appreciated the efforts of the KVK for establishing a state of the art spawn production labo- ratory. He further interacted with the scientists of the KVK and appreciated the work done by the KVK. During the deliberations, he discussed various activities being taken up by for doubling farmer income as envisaged by Union Govt by 2022. Scientists gave their inputs especially in terms of crop diversification to augment farm income, extend- ing leaf colour chart for wheat and maize in addition to already popularized as in paddy. Further, inclusion of ventures like backyard poultry, piggery, goatery, mushroom, apiculture and Agroforestry were deliberated for inclusion in paddy/maize-wheat system to double the farmer income. Chief General Manager NABARD visits KVK Kathua STATE TIMES NEWS RAMBAN: Demanding release of their pending salary, Master Grade teach- ers of district Ramban staged a protest in the prem- ises of District Administrative Complex Ramban on Tuesday. The protesters accused government for ignoring genuine demands regarding release of their salary on reg- ular bases. A deputation of the same was also called on District Development Commissioner (DDC) Ramban and apprised him about their demands and problems. DDC assured them he will look into the matter to redress their demands. A teacher Mohammad Ayoub Mir said that depart- ment appointed them as headmasters to SSA teach- ers and named as Head Teachers. "We have been deceived by the Education Department, despite being state employ- ees we were denied seventh pay commission benefits. Now after implementing the same we have not received our salaries till date," he added. Sajad Khan a master said that department denied their salaries from both RT and SSA (second grade) teacher's quota, adding that "the post on which they are working has been vanished by the administration and they exist in nowhere", he said. The protesters requested Governor's administration to take serious note of the issue. They threatened to continue their protest if their demands are not fulfilled. STATE TIMES NEWS UDHAMPUR: A five-days course on 'Safety of women' for investigators of Jammu & Kashmir Police was organised by Sher-I-Kashmir Police Academy Udhampur, which was sponsored by Bureau of Police Research and Development (BPR&D) MHA, GOI, New Delhi. The objective of the course was to built the capacity of the inves- tigators in the investigation of crime against women in pro- fessional and scientific way by the use of Sexual Assault Evidence Collection Kit (SAECK) Kit issued by BPR&D New Delhi. To teach them about various laws and their role while dealing with crime against women and their safety. To make them act pro- fessionally and sensitively while conducting their investi- gations. To make the stake holders aware about the recent amendments in laws relating to sexual offences against women and children. A total of 24 officers attend- ed the course. The course was inaugurated and validated by Mohd Sulaiman Salaria, ADGP Director Sher-I- Kashmir Police Academy Udhampur. In the inaugural address the Director highlight- ed the importance of the course and the need for it for the investigators of Jammu & Kashmir Police. He advised them to take the maximum benefit of the course and become proficient and profes- sional while dealing with the investigation of crime against women. The women need to be protected at all cost and cul- prits brought to justice. During valedictory speech the director appreciated the zeal and inter- est shown by the participants and advised them to implement the knowledge that was gained in the course into practice. During the course eminent professionals from the field of Law, Forensics, Investigations and Medicines were invited. The topics of Legal Provisions of Law, Latest Amendments and Judicial Pronouncements, Drafting and Registration of FIR as well as the topic of defects in investigation, prose- cution of cases, common mis- takes leading to non prosecu- tion were discussed by Kamal Sharma, CPO,CLI Police Academy Udhampur . Inspr. Isha Mahajan delivered lecture on Victim counseling & record- ing of statement of victims. Inspr. Tahir Hussain discussed the investigation of cases of acid attack, eve teasing, stalk- ing and outrage of modesty of women. Mahadeep Singh, Retd. SP discussed the investi- gation of Kidnapping, abduc- tion, cruelty against women, female foeticide, dowry death cases, trafficking of women and girl child. Sunil Sharma, SrPO, Rahul Pandit, Director IDEO Gram as well as Sh. Vijay Sudan Sr.PO were also resource persons and delivered lectures. To give the firsthand knowl- edge in the use of SAECK Kits as well as the simulation of the crime scene investigation, the Retd. Scientific officer, Rohit Koul and Anju Sharma, Scientific officer, FSL Jammu comprehensively and in detail held five exhaustive sessions, where the importance of DNA Evidence, Simulation of Indoor and Outdoor Crime Scene Investigation of Sexual Assault and Murder Case was done and the practical hands on the collection, handling, labeling, packing of biological and phys- ical evidences was conducted. Dr. Chakshu Mahajan, from GMC Jammu, deliberated on the role of Forensic science in Sexual Assault cases. The course was coordinated by Kamal Sharma CPO, CLI and Inspector Tahir Hussain was the course Secy. The programme is being organized from June 20 to June 27 across all Panchayats of the state. Deputy Commissioner, Jammu, Ramesh Kumar launched orientation cum train- ing programme for the gazetted officers deputed for "Back to Village" programme organized by district administration here today. He said that the programme "Back to Village" will focus on energizing Panchayats, collect- ing feedback on delivery of gov- ernment programs, capturing specific economic potential and undertaking assessment of needs of the villages besides affording an opportunity to Gazetted officers to visit the vil- lages and directly getting a feedback from people. The program is primarily aimed at energizing the over 7000 villages, 4483 Panchayats and directing development efforts in rural areas through community participation and to create in the rural masses an earnest desire for decent stan- dard of living. He sensitized the officers about the objective of the programme and the neces- sary preparations required to be made for its successful imple- mentation. SAMBA: DC Samba Sushma Chauhan, while interacting with media persons, spoke about the essence and spirit of Back to Village Programme. She said in first of its kind, the Government of Jammu and Kashmir has embarked on an ambitious and extensive pro- gramme of reaching out to the people at the grass roots level to create in the rural masses an earnest desire for decent stan- dard of living. She informed that during these 8 days, differ- ent officers of different line departments shall visit around 101 Panchayats in & around all of District samba in three phas- es. KATHUA: Deputy Commissioner Vikas Kundal today worked out the modalities for successful implementation of State government's flagship programme "Back to village". He asked the officers to interact with the people at Panchayat level and take a first- hand account of the issues and prob- lems of the people and submit a report to the administration for the redressal of grievances. He informed that 257 pan- chayats spread over 19 blocks of the district have been under- taken for tasks as specified under the programme adding that a schedule for the pro- gramme has been finalized. He also interacted with various Panchs/Sarpanchs including female representatives to make them aware of the essence and importance of this programme and motivate them to partici- pate in this programme. REASI: District Development Commissioner Reasi, Indu Kanwal Chib held a press con- ference regarding 'Back to Village' programme and briefed the media persons about the objective of the programme at district headquarters here today. She said that gazetted offi- cers, including 45 from outside the district, will visit 153 pan- chayats of the district during the programme and stay there for two days and one night. During this period, the officers will get firsthand experience of life in villages. She informed that the visiting officers will also submit a 19-page feedback of the villages visited by them which will be included in this year's development plans of the government. RAJOURI: DDC Rajouri Mohammad Aijaz Asad, while briefing the media persons, said that maximum population of the district lives in villages and Back to Villages programme ensures that there should be no gap between policy making and its implementation for the wel- fare of the rural population. He also informed that there are 312 panchayats in district Rajouri and 312 gazetted offi- cers will be deployed at the pan- chayats and the frontline work- ers shall also remain present during the period till the pro- gramme ends. A training session was also organized for deputed officer to sensitize them about the pro- gramme. RAMBAN: Deputy Commissioner Showkat Aijaz Bhat inaugurated a training programme organized for gazetted officers and field func- tionaries to ensure proper plan- ning and execution to the implementation of grand initia- tive of reaching out to people at grassroots level through 'Back to the Village'. He directed the officers to monitor the imple- mentation of various welfare schemes in their respective Panchayats and ensure that the services are being provided to the people including education, health, besides other basic amenities. KISHTWAR: District Development Commissioner (DDC) Kishtwar, Angrez Singh Rana held a meeting with Sarpanches of District Kishtwar and acquainted them about "Back to Village" pro- gramme starting from 20th June 2019 to 27th June 2019. He also distributed Prime Minister's letter to Sarpanches with a view to improve village environment by collecting and conserving every single drop of water. DODA: District Development Commissioner (DDC) Doda, Dr Sagar D Doifode inaugurated a training programme to acquaint the Gazetted officers and Sarpanches of the district regard- ing "Back to Village". He asked field functionaries to ensure maximum participation in gram Sabha to discuss the devel- opment plan of Panchayat besides constituting social audit teams during visit of gazetted officer under the said programme. He stressed on distribution of PRCs, RBA and EWC, pension scheme, PM KISAN certificates during the programme. POONCH: Deputy Commissioner Poonch Rahul Yadav presided over a training programme organised to sensitise the Gazetted officers of the district regarding "Back to Village" pro- gramme. DDC directed the deputed offi- cers to ensure that their stay should be of at least two days including a night halt in the assigned Panchayat/Village. He further told them to interact with and obtain feedback from the Panchayat representatives, elders and other local people about their concerns. UDHAMPUR: In connection to "Back to Village" programme, var- ious meetings and awareness pro- grammes were organized in the district to work out the modalities for successful implementation of State government's flagship pro- gramme. DC chairs Private Negotiations Committee meeting STATE TIMES NEWS RAMBAN: Deputy Commissioner Ramban Showkat Aijaz Bhat today chaired a meeting of Private Negotiations Committee (PNC) to finalize cases of land acquisition under private nego- tiation and compulsory acqui- sition for various developmen- tal projects in the district. The meeting was informed that negotiations for Land rates were deliberated and finalized after detailed discus- sions with the land owners. A total of 24 cases of land com- pensation of Villages Chamalwas, Gund Adalkote, Sarbagni, Kundi, Karol, Neera and Chanderkote etc were set- tled on the spot. The land own- ers were further motivated to cooperate with the District Administration in acquiring land for smooth work and con- struction of Towers of 132KV Transmission Line. Additional Deputy Commissioner Dr. Basharat Hussain, Assistant Commissioner Revenue Harbans Lal Sharma, Chief Panning Officer Kasturi Lal, SDM Gool, Banihal, Xens of R&B, TLMD and other con- cerned officers attended the meeting.

headmasters to SSA teach-ers and named as HeadTeachers.

"We have been deceived bythe Education Department,despite being state employ-ees we were denied seventhpay commission benefits.Now after implementing thesame we have not receivedour salaries till date," headded.

Sajad Khan a master saidthat department denied theirsalaries from both RT andSSA (second grade)teacher's quota, adding that"the post on which they areworking has been vanishedby the administration andthey exist in nowhere", hesaid.

The protesters requestedGovernor's administration totake serious note of theissue. They threatened tocontinue their protest if theirdemands are not fulfilled.

STATE TIMES NEWSUDHAMPUR: A five-dayscourse on 'Safety of women' forinvestigators of Jammu &Kashmir Police was organisedby Sher-I-Kashmir PoliceAcademy Udhampur, whichwas sponsored by Bureau ofPolice Research andDevelopment (BPR&D)MHA, GOI, New Delhi. Theobjective of the course was tobuilt the capacity of the inves-tigators in the investigation ofcrime against women in pro-fessional and scientific way bythe use of Sexual AssaultEvidence Collection Kit(SAECK) Kit issued by

BPR&D New Delhi. To teachthem about various laws andtheir role while dealing withcrime against women and theirsafety. To make them act pro-fessionally and sensitivelywhile conducting their investi-gations. To make the stakeholders aware about the recentamendments in laws relatingto sexual offences againstwomen and children.

A total of 24 officers attend-ed the course. The course was

inaugurated and validated byMohd Sulaiman Salaria,ADGP Director Sher-I-Kashmir Police AcademyUdhampur. In the inauguraladdress the Director highlight-ed the importance of the courseand the need for it for theinvestigators of Jammu &Kashmir Police. He advisedthem to take the maximumbenefit of the course andbecome proficient and profes-sional while dealing with the

investigation of crime againstwomen. The women need to beprotected at all cost and cul-prits brought to justice. Duringvaledictory speech the directorappreciated the zeal and inter-est shown by the participantsand advised them to implementthe knowledge that was gainedin the course into practice.During the course eminentprofessionals from the field ofLaw, Forensics, Investigationsand Medicines were invited.

STATE TIMES NEWSJAMMU: DeputyCommissioners across theJammu Division today held adebriefing session with localmedia persons and sensitizedPanchs, Sarpanchs & deputedofficers at their respective dis-tricts. The programme is beingorganized from June 20 to June27 across all Panchayats of thestate.

Deputy Commissioner,Jammu, Ramesh Kumarlaunched orientation cum train-ing programme for the gazettedofficers deputed for "Back toVillage" programme organizedby district administration heretoday.

He said that the programme"Back to Village" will focus onenergizing Panchayats, collect-ing feedback on delivery of gov-ernment programs, capturingspecific economic potential andundertaking assessment ofneeds of the villages besidesaffording an opportunity toGazetted officers to visit the vil-lages and directly getting afeedback from people.

The program is primarilyaimed at energizing the over7000 villages, 4483 Panchayatsand directing developmentefforts in rural areas throughcommunity participation and tocreate in the rural masses anearnest desire for decent stan-dard of living. He sensitized theofficers about the objective ofthe programme and the neces-sary preparations required to be

made for its successful imple-mentation.

SAMBA: DC Samba SushmaChauhan, while interacting withmedia persons, spoke about theessence and spirit of Back toVillage Programme. She said infirst of its kind, theGovernment of Jammu andKashmir has embarked on anambitious and extensive pro-gramme of reaching out to thepeople at the grass roots level tocreate in the rural masses anearnest desire for decent stan-dard of living. KATHUA: DeputyCommissioner Vikas Kundaltoday worked out the modalitiesfor successful implementationof State government's flagshipprogramme "Back to village".He asked the officers to interactwith the people at Panchayatlevel and take a first- handaccount of the issues and prob-lems of the people and submit areport to the administration forthe redressal of grievances.

He informed that 257 pan-chayats spread over 19 blocksof the district have been under-taken for tasks as specifiedunder the programme addingthat a schedule for the pro-gramme has been finalized. Healso interacted with variousPanchs/Sarpanchs including

female representatives to makethem aware of the essence andimportance of this programmeand motivate them to partici-pate in this programme.

REASI: District DevelopmentCommissioner Reasi, InduKanwal Chib held a press con-ference regarding 'Back toVillage' programme and briefedthe media persons about theobjective of the programme atdistrict headquarters heretoday.

She said that gazetted offi-cers, including 45 from outsidethe district, will visit 153 pan-chayats of the district duringthe programme and stay therefor two days and one night.During this period, the officerswill get firsthand experience oflife in villages. She informedthat the visiting officers willalso submit a 19-page feedbackof the villages visited by them

which will be included in thisyear's development plans of thegovernment.

RAJOURI: DDC RajouriMohammad Aijaz Asad, whilebriefing the media persons, saidthat maximum population ofthe district lives in villages andBack to Villages programmeensures that there should be nogap between policy making andits implementation for the wel-fare of the rural population. Healso informed that there are312 panchayats in districtRajouri and 312 gazetted offi-cers will be deployed at the pan-chayats and the frontline work-ers shall also remain presentduring the period till the pro-gramme ends.
