DESCRIPTION OF HIGHER EDUCATION IN SCOTLAND

INTRODUCTIONScotland has a distinctive higher education system and alsooperates under a devolved government, which includesdevolved responsibility for higher education. There is a

separate Description of Higher Education in England, Walesand Northern lreland where the system is different to that ofScotland.

Scotland's distinctive higher education system has '19 highereducation institutions (HEls). The 15 universities, the OpenUniversity in Scotland, a college of higher education, an artschool, and a conservatoire all receive funding for researchand for learning and teaching through the Scottish FundingCouncil (see www.sfc.ac.uk); funding is also received fromother sources.

The HEls are independent, self-governing bodies, active in

teaching, research and scholarship. Where HEls are degreeawarding bodies they design the curriculum for the degreesthey award, set the conditions on which they are awardedand the admissions arrangements. Degrees and other highereducation qualifications are legally owned by the awardinginstitution, not by the state.

The HEls offer qualifications at undergraduate (Bologna firstcycle) and postgraduate (Bologna second and third cycle)levels. ln Scotland, the law distinguishes the power to awarddegrees on the basis of completion of taught programmes(bachelors and most masters degrees) from the power toaward Research (doctoral) Degrees. Most universities havepowers to award taught and research Degrees. Some otherHEls have powers to award taught Degrees while others offerprogrammes leading to Degrees awarded by HEls with Degreeawarding powers.

Lists of institutions with powers to award degrees andinstitutions recognised by authorities in Scotland as being ableto offer courses leading to a Degree of another HEI may be

found at www.universities-scotland.ac.uk.

A small number of taught Degrees are available in tertiarycolleges by the authority of a duly empowered HEl.

QUALIFICATIONSThe types of qualifications awarded at undergraduate (firstcycle) and postgraduate level (second and third cycles) in

Scotland are described in "The Framework for qualificationsof higher education institutions in Scotland" which includesqualifications descriptors, developed wiih the university sectorand published by the Quality Assurance Agency (aAA) (www.

qaa.ac.uk). The Framework was self-certified as compatiblewith the Framework for Qualifications of the European HigherEducation Area, the qualifications framework adopted as partof ihe Bologna Process, in October 2006. The Framework isalso an integral part of a wider national framework: the ScottishCredit and Qualifications Framework (SCOF) that coversall forms of programmes and qualifications from school todoctorates (see Table 1 and www.scqf.org.uk).

lnstitutions use SCQF levels and credit points for studentsentering or transferring between programmes or institutions,and use ECTS for transfers within the European area.

ADMISSIONAdmissions requirements for particular programmes are set bythe HEls which offer a range of routes for entry and/or credittransfer into their programmes, and admit students whomthey believe have the potential to complete their programmessuccessfully. The Open University is an open entry institution.

The most common qualification for entry to higher educationis the Higher and, for a small number of high tariff courses,the Advanced Higher or, for entrants from the rest of the UK,

the General Certificate of Education at "Advanced" level or

comparable qualifications. Pupils seeking to enter a HEI wouldnormally take a number of Highers at an appropriate stage in

the Senior Phase (4th, 5th and 6th year) of secondary school,according to the requirements of their own learning journey, or ata tertiary college. HEls usually require 4-6 Highers for entry, butthis may vary with subjeci. Highers are studied in considerabledepth, involving coursework and final examinations. AdvancedHighers have historically been taken by some pupils in 56 asa means of extending their specialisation, normally followingsuccessful completion of a Higher in that subject. They arealso available in some tertiary colleges. Pupils may also takea Scottish Baccalaureate in Sciences, Languages, ExpressiveArts, or Social Sciences and these consist of related Highersand Advanced Highers and an interdisciplinary project. Anothermajor route into Degrees, often with full transfer of credit, is

from Higher National Qualificationsl offered in tertiary colleges.

QUALITYASSURANCEThe academic standards of qualifications are secured and thequality of the student learning experience enhanced by theHEls using a range of processes including extensive use ofexternal examiners and suitably qualified independent externalindividuals. ln some subject areas; Professional, Statutoryand Regulatory Bodies (PSRBs) have a role to ensure thatprogrammes meet the needs and standards of a particularprofession; PSRBs do not set or regulate the academicstandards of awards, which is the responsibility of the Degreeawarding body.

HEls in Scotland demonstrate their public accountability forquality and standards t[rough a national Quality EnhancementFramework which assures academic standards and the qualityof learning experiences. lt has a sirong focus on enhancementas follows:

HEls take account of the UK Quality Code for Higher Education,which is published by the QAA. The Quality Code is a UK-wide code of practice for quality assurance and enhancement,which includes qualifications frameworks and UK subject level"benchmark statements" as well as extensive guidance on

the qualiiy of the student learning experience and provisionof public information (see www.qaa.ac.uk). Higher Educationproviders use the Quality Code to design their respectivepolicies for maintaining academic standards and to enhancequality. Reviewers use it as a key reference point for theexternal review and quality assurance of HEls.

Subject level quality reviews are conducted by HEls in

accordance with guidance issued by the Scottish FundingCouncil (see www.sfc.ac.uk) and in light of the Quality Code.

External reviews of HEls are conducted by the QualityAssurance Agency for Higher Education in Scotland (QAAScotland). QAA Scotland is an independent body and charityestablished to provide public confidence in the quality andstandards of higher education. The method of external reviewin Scotland involves teams of peer reviewers, including studentand international reviewers. QAA Scotland publishes reportson the outcome of reviews and makes judgements aboutthe effectiveness of the HEls' arrangements for assuringacademic standards and enhancing the quality of the learningexperiences offered (see www.qaa.ac.uk). QAA Scotland alsomanages a programme of national Enhancement Themes (see

www.enhancementthemes.ac.uk).

A national development service supports students in their roleas active participants in assuring standards and enhancingquality (see www.sparqs.org.uk).

5. At postgraduate levels, the framework and the higher education qualifications are the same as those for the restof the UK. The Honours Degree levels of the two frameworks are considered to be in broad alignment (theHonours Degree in Scotland normally takes 4 years and that in the rest of the UK takes 3 years). BelowHonours level the frameworks reflect the different educational structures of Scotland and the rest of the UK).
