It shares its border with Can Tho City and Soc Trang Province to the north, the East Sea to the south, Ca Mau and Kien Giang provinces to the west. Bac Lieu and Ca Mau provinces were merged in 1976 to form Minh Hai Province. The area was a part of the Khmer Empire which ruled most of Indochina many centuries ago. In 1996, Minh Hai was split into two, with the northeast for Bac Lieu Province and the southwest, Ca Mau Province. Bac Lieu is around 113 km south of Can Tho City, and 280 km from HCMC. There are estuaries of Ganh Hao, Cai Cung, Chua Phat, and Nha Mat, which are favorable conditions for trading and goods transport to and from the province. Specifically, Ganh Hao can be developped as a large maritime center of economy to provide services for fishing and sea product processing. The National Road (NR) No 1A crosses the province and links it to Soc Trang and Ca Mau provinces. The 8-km Cao Van Lau road links NR 1A with the sea together with many secondary and tertiary roads along NR 1A stretch off into many sites in Bac Lieu, facilitating the communication and trasport. 2 1.2 Population 3 Please see Annex 1: Population of Bac Lieu Province, 2000-2011, page 14 Bac Lieu is a small province, having total population 873,300 in 2011, ranking no. 10 in the Mekong Delta. The number of urban and rural population is respectively 234,700 and 638,600. The population growth is 10,1 ‰. 4 The population dwell in clusters, concentrating in Bac Lieu Town and along the National Road (NR) no. 1A, accounting 51.5% of total population in 2004. The remaining dwell in districts townlets.

Source: General Statistics of Vietnam There are 20 ethnic minorities living in Bac Lieu, mainly King (90%), Khmer (7%), Chinese (3%), and the remaining having population under 100. The Khmer dwell in a scattred manner in all districts, concentrating in two districts of Vinh Loi, Hong Dan, and Bac Lieu Town. They depend on agriculture and some of them on fish farming. The Chinese concentrate in Bac Lieu Town, being sproficient in business and processing industry. 1.3 Administration

Bac Lieu has 1 Bac Lieu town and 6 districts of Vinh Loi, Hoa Binh, Gia Rai, Phuoc Long (since 2005), Hong Dan (since 2005), Dong Hai (since 2005), among which Bac Lieu town is the center of culture - politics - economy - and society of the province.

The remaining is sand dune and some sunken areas. The terrain comprises mainly delta, which tends to dip from coast to inland and from the northeast to southwest direction, and a complicated network of waterways. The average slope is 1 – 1.5 cm, dividing into two distinct area: (i) in the south of NR no. 1A: the terrain has interrupted sand ridges with average elevation of 0.2 – 0.3 m, inclining and lowering to the inland, (ii) in the north of NR no. 1A: the sunken area of Bac Lieu, with average elevation of 0.4 – 0.8 m as of mean sea level. There are wide alluvial grounds stretching towards the sea with thousnad hectares of preventive forest. This is a favorable environment for clamshell and oyster farming. Moreover, the provincial continental shelf has potential of oil and natural gas. In recent years, Bac Lieu has faced the problem of erosion along river banks, especially in estuaries contacting Ca Mau – Bac Lieu Canal (Gia Rai Townlet, Ho Phong Bridge). Climate Bac Lieu is situated in the tropical monsoon area, having 2 distinct seasons: rainy season from May to November and dry season from December until April of the following year. The average annual rainfall is 2,000-2,300 mm. The average temperature is 26oC with its maximum and minimum temperature of respective 31,5oC and 22,5oC. The yearly sunshine is 2,500-2,600 hrs. The average humidity during the dry season is 80%, increasing to 85% during the rainy season. The area is less affected by storms, tropical low pressure, and floods of the Mekong River. However, it is under strong impacts of the East Sea tides and a part of the diurnal system of the West Sea. The province suffers less storm, tropical low pressure. However, major storms hit the province, causing serious damages, i.e. No. 5 in 1997 and No. 4 in 2004. In general, the climate is relatively favorable for agriculture production, especially aquaculture and paddy cultivation.

3 Resources 3.1 Land resources 7 (Please see Annex 2: Land use status, page 15) Bac Lieu has a total area of 257,094 ha, ranking no. 8 in the Mekong Delta. A small section under alluvial sedimentation extends to the sea (from Go Cat – Dong Hai to bordering areas of Vinh Chau District, Soc Trang Province) at a speed of 60-80 m/year. However, there are erosion sites along river banks, too.

The soil is divided into two areas in terms of crop adaptation: (i) in the north of NR no. 1A with 11 adapting sites, in the northeast there are sites suitable for cultivation paddy, cash crops, and other industrial plants; (ii) in the south of NR no. 1A: there are 10 adapting sites, suitable for fish farming, salt production, and mangrove forest. The forest in Bac Lieu is maily salt-march, submerged in alkaline water with main plants of cajeput and mangrove. After being dredged and dug, the majority of Bac Lieu waterlogged land is drained and protected from salinity intrusion. Consequently, over 240,000 ha have been reclaimed to make Bac Lieu rank no. 1 in terms of paddy production area and no. 2 after Kien Giang Province in terms of aquaculture resources.

Group 1 flows to the south sea current, comprising Ganh Hao River (55 km) with tributary streams of Giong Ke, Lo, Nha Tho, Cai Keo, Goc. etc. and My Thanh River (70 km) with tributary streams of Le, Bac Lieu, Tro Nho, Tra Nieu, Tra Teo, of which the length of Bac Lieu stream is 35 km. Group 2 flows to Ba Thac River (or Hau River), comprising Ba Xuyen stream and its smaller tributary. Canals have been used to drain alkaline for land reclamation. The French authority had the 140-km Quang Lo – Phung Hiep Canal and the 5-km section of Bac Lieu – Ca Mau dug in 1901-1903. In 1915, the French authority had used dredgers to enlarge the section of Bac Lieu – Ca Mau with a length of 66 km and dug the 18-km Bac Lieu – Co Co Canal. After the First World War 1914 - 1918, the French authority continued to exploit Bac Lieu area in a larger scale by digging the 29-km canal of Ho Phong – Chu Chi – Cho Hoi, the 18-km Lo Be – Ganh Hao canal in 1925, the 13-km canal of Xom Lung – Cong Cai Cung in 1931, The province has a coastline of 56 km, extending from Vinh Trach Dong Commune, Bac Lieu Town to Ganh Hoa Townlet, Dong Hai District. The water territory covers 40,000 km2 in Ca Mau Penisula, bordering Thailand Gulf and providing a significant economic potential and important defence. There are many high quality sea products such as squid, clamshell, oyster, with a total estimated reserve of 800,000 tons for yearly exploitation of 240,000 tons. Maritime

animal comprises 661 spices of fish some of which have substantial reserve (snapper, mackerel, pomfret, butterfish, Otolithoides biauritus), etc. There are 33 species of shrimp with a fishing capacity of 10,000 tons a year. The fish reserve of largehead hairtail and pegalic is over 100,000 tons a year. There is a network of complicated waterways such as Quan Lo Canal, Can Den Canal, Phuoc Long Canal, Phung Hiep Canal, Ca Mau Canal. The water supply for Bac Lieu is from surface and underground water. However, both of them are at risk of being polluted by excessive fishery and utilization of chemical in agriculture. - Surface water: canals collecting water from the Hau River, supplying to the living and

production in the north of NR no. 1A. - Underground water: Bac Lieu Town and districts in the south of NR 1A mainly use water

underground water. According to scientists’ assessment, the underground water reserve is at an average depth of 80 – 100 m, which is prone to alum contamination.

3.3 Mineral resources N/A 3.4 Forest resources 8 Bac Lieu Province is in the ecosystem of mangove forest flooded with alum, having high biological productivity and high value for environment protection. The plants comprises cajeput, mangrove, and brackish water plants such as Excoecaria agallocha L., Limnitzera racemora Wild. There are 104 species of vegetation, 10 species of small-size animals, and 8 species reptiles. Bac Lieu has a 30-ha shelter for 40 species of wild birds in Hiep Thanh Commune and two stork gardens in Phuoc Long Townlet and Vinh Phu Tay. 9 3.5 Tourist resources 10 Bac Lieu has tourist facilities such as bird sanctuaries of Hiep Thanh, Lap Dien and Phuoc Long Stork Garden, Dong Noc Nang historic relics, Vinh Hung Ancient Tower (Oc- Eo culture), ancient Giong Nhan, white salt field, Xiem Can Pagoda, the 300 year old mango stump, and other famous cultural relics. Bac Lieu is not only the birthplace of folk songs “da co hoai lang”, the precursor of today's Vong co, but also one of the cradles of “Don ca tai tu” well-known in Vietnam. Currently, the province and investors are implementing tourism projects such as coastal resorts, race track, eco-tour, and maritime tourism. Two typical tourist destinations of Bac Lieu are Ho Nam eco-tourism zone and monument zone of Cao Van Lau musician. At Bac Lieu City, many tourist destinations are a central point which attracts domestic and international tourists. Other important cultural, religious tourist destinations in the city are houses of Bac Lieu mandarin’s son, monument zone of Cao Van Lau musician, Buddha statue were invested to upgrade tourism service. Bac Lieu City restored and upgraded historical - cultural vestiges such as Thai Duong stone clock. Developing eco-tourism only at initial stage but it is also a positive signal for tourism. For example, Ho Nam eco-tourism zone with sufficient standards was certified as a typical tourism

destination of the Mekong Delta. Besides, there are projects such as coastal Rong Viet Resort, Nha Mat Resort, upgrading and opening Bac Lieu bird garden. Now, Bac Lieu City is promoting the cooperation with the Department of Culture, Sport, and Tourism to plan Nha Mat - Ganh Hao tourist route. After experimenting this route, Bac Lieu prepared conditions to establish tours on the Bac Lieu - Vam Leo River. 3.6 Human resources 11 The labor resource is abundant and increasing due to young population. Majority of laborers engage in agrriculture – forestry – aquaculture, accounting for 74.6% of total laborer in 2001, in industry and construction: 8.1%, and in trade and service: 18.4%. There were structural transformation in recent years: laborers in aquaculture has increased while those engage in agriculture and forestry decreased. However, the employment situation has not been stable. The provincial unemployment rate in 2004 was 3.2%, including urban 2.5% and rural 3.2%. The laborers’technical standard and workmanship are low. Only 20% of 401,400 laborers has a professional level or higher.

4 Education and health care 4.1 Education 12 According to the General Statistical Office, there are 234 secondary-level schools in 1007, being the lowest in the Mekong Delta. The rate of pupils graduating the high school examination in the school year of 2006-2007 is 59.18%, lower than the average 80.62% of the Mekong Delta and 80.42% of the whole country.

Bac Lieu has one university, two colleges, three technical and vocational secondary schools, and 18 vocational training centres. The basic training of human resources has raised the provincial rate trained labours up to 33% of the total 527,115 people of working age. The province has 234 schools of primary, secondary, and third levels and 6,960 teachers for 138,141 pupils in 2007. 4.2 Health care 13 Please see Annex 3: Health data 2005 – 2011, page 16. The current difficulty is lacking of the medical waste treatment sytem in all medical facilities of the province. Majority of the waste is discharged directly into rivers and streams or simply buried. The medical branch has been published in the country newspapers for its derogation in terms of finance and staffing.

5 Infrastructure

5.1 Transportation + By land 14 Bac Lieu is 280 km from HCMC, 67 km from Ca Mau, 50 km from Soc Trang, and 113km from Can Tho City. The road of Ho Phong-Ganh Hao connects Ganh Hao seaport with NR no. 1A; the road of Ganh Hao – Gia Rai – Vinh Thuan connects to HCMC Road. Specially, the highway of Bac Lieu – Hau Giang – Ha Tien, linking Xa Xia border gate with Kampuchea facilitates border trade with Southeast Asian countries. The road of Northern Hau River along the coast from Soc Trang through Bac Lieu Province crosses Bac Lieu City. After 10 years of re-establishment, Bac Lieu has invested and upgraded 82 important roads of provicial, district, and communal levels, with a total length of 185.5 km and 60 bridges of 2,318 m. The rural communication reaches 600 lines with a total length of 2,220 km, including 1,083 km of asphalt and 839 km of concrete. The total investment capital of 1997 - 2006 period is 1,190 billion VND, including 286 billion from people’s contribution. Consequently, the system increased to 1,781 km of solid road of various types in 2007, an increase of 11 times as of 1997. However, the key roads linking district centers with NR no. 1A are so narrow (only 3.5 m wide) that only trucks under 3.5 tons can transport commodities among districts. The communication still depends on waterway. The province has concentrated on the following key projects: - NR no. 1A: 63.7 km was upgraded in 2009. - Quan Lo – Phung Hiep Road (crossing 4 provinces of Hau Giang, Soc Trang, Bac Lieu, and

Ca Mau) will shorten 40 km from Can Tho City to Ca Mau Province as compared to the NR no. 1A itinerary. Over 50 km of the new line crosses Bac Lieu Province would help the isolate and remote locals to access business opportunities and commodity exchange.

- Southern Hau River crossing Bac Lieu nearly 14 km is in the process of investment. This new road would help improve communication coditions of the people residing along the south of Hau River because they currently depend mainly on waterway for commodity transport.

+ Railway There is no railway in Bac Lieu Province. + Waterway 15 Local transport infrastructures include waterway and roadway. However, major transportation means in Bac Lieu is waterway with total 324.5 km long. 16 Waterway transport with river routes of Bac Lieu – Ca Mau – Phung Hiep canal, Ganh Hao- Ho Phong canal, Ganh Hao seaport (accommodating 10,000-ton ships) are convenient for the local development. + Airway There is no airport in Bac Lieu Province. 5.2 Electricity and water supply + Electricity The first ten turbines with a capacity of 16MW started generating electricity and liked with the national grid. The ten turbines are capable of generating more than 55 million kWh a year. The plant, located on 500 ha in coastal Vinh Trach Dong Commune, Bac Lieu City, is invested by the Cong Ly Construction-Trading-Tourism company with a sum of 5.2 trillion VND. With a total capacity of 99 MW from 62 turbines, the wind mill is expected to generate 320 million kWh per year once its remaining 52 turbines are put into operation in December 2014. 17 + Water supply N/A 5.3 Communications N/A 6 Economy 18 Total GDP in 2011 reached 9,826 billion VND, up 12% compared to 2010. However, the paddy output remains stable at 550,000-600,000 tons/year., ensuring food security and export. Farmers have changed their farming habits from paddy monoculture to paddy cultivation accompanied with other plants and domestic animals. + Aquaculture The province has set up a stable zoning of three ecological areas, i.e. (i) a fresh water for paddy production with an output of 800,000 tons a year, fruit tree, and secondary crops, (ii) a brackish water area with many combined production models such as paddy – shrimp, shrimp – crab, fish, etc. to yield highly economic efficiency in average income above 50 million VND/ha/year, and (iii) a saline area in the south of NR no. 1A, mainly for raising various valuable sea products such as eel, grouper, Pseudapocryptes lanceolatus, crab, and other molluscous species. Aquaculture becomes an important economic field with the yield of 241,000 tons/year, in which the amount of black tiger shrimp reach 80,000 tons/year, contributing in 219 million US$ of export turnover in 2010. The area of 4,000 ha of salt-marsh can produce 120,000 tons of salt a year. The sea product processing is the main provincial industry, producing nearly 40,000 finished products a year. 23 In the 2012-13 salt season, which normally begins in December and lasts until the end of August, Bac Lieu has 2,660 ha of salt with a total output of 138,642 tons, meeting more than 94% the target. The area of salt fields that uses plastic canvas sheets to produce clean salt has increased to 62.6 ha during the current salt season. Bac Lieu began using this method in 2008. Bac Lieu farmers had a bad harvest during this salt season because of unusual rains during the middle and the end of this salt season. In the 2013-14 salt season, the province targets increasing the area that uses plastic sheets to produce clean salt to 100 ha, with an estimated yield of 52 tons per hectare. 24 - Farming: 70,000 ha of agriculture land has been changed to fish farming, especially shrimp

rearing of industrial scale. There are 135,000 ha of land in saline and brackish ecology along NR no. 1A which is suitable for farming and developping of high value sea products, especially tiger shrimp, crab, and mudskipper fish. Simultaneously, the area can be developed as a breeding farm for fishery. In recent years the movement of rearing new species such as crab, mudskipper, marble sleeper, eel, featherback, etc. has been thriving.

- Catching: The water territory has a reserve of 460,000 tons of various types of sea products

which can be exploited over 100,000 tons a year. There are three large estuaries suitable for offshore fishing and providing quatic fingerlings. According to the statistics in 2008, the province has 350 off-shore fishing boats that catch 77,421 tons of sea products a year.

Bac Lieu Province is striving to achieve the following targets until 2020. - Total fishery output: 250,000 tons/year, including farming output: 130,000 tons, catching:

120,000 tons. - 80% of the fishing boats are equipped with engines having over 90 HP. - Fish farming area: 62,823 ha. - Export value from maritime products: 550 million US$. - The maritime economy accounts for 50% of the provincial GDP. - Forestry Bac Lieu has a coastal preventive forest and forest of special uses for bird sanctuary. Total area having forest in 1997 is 4,517 ha, increasing to 5,390 ha in 2003. According to data of the General Statistical Office, total forest area is 4,300 ha on 31/12/2008, including natural forest: 2,300 ha and planted forest: 2,000 ha, reaching a forest coverage of 1.7%. The preliminary value of forestry production is 19.6 billion VND (at constant price 1994) and the wood output is 2,900 m3 in 2008. 6.3 Industry 25 The sea product processing with an output of 40,000 tons/year is becoming the key industry of Bac Lieu. The province has built infrastructure of Tra Kha Industrial Park (IP) and continued to implement other IPs of Lang Tram, Ninh Quoi, and industrial clusters in districts and townlets. The Government has planned to build Gang Hao Sea Port, Ganh Hao Economic Zone, and Bac Lieu Thermal Power Center having a capcity of 3,600 MW, and wind plant. - Total provincial output in 2008 is 2,817 billion VND (134 million US$), ranking 12 out of 13

Mekong Delta provinces. It is contributed by the state, private, and FDI sectors by respective amounts of 903 billion VND, 1,439 billion VND, and 475 billion VND.

- By the end of 2008, the province has 12 frozen factories, processing 28,700 tons of finished product. Other products are milled rice (357,000 tons), salt (91,000 tons), iodine salt (6,000 tons), and animal feed (3,620 tons).

- Handicraft comprises weaving products, mat weaving, textile and garment, sugar processing, various type of food and spices.

6.4 Export and Import N/A 6.5 Tourism 26 The tourist number and tourism turnover have increased in recent years, 9.6% and 4.7% respectively. The average staying time per tourist is 1.4 day/night. The income from tourism was 300 billion VND from 200,000 tourist admissions in 2008, increasing 16.7% of income 27.2% of tourist admissions as of 2007.

6.6 Investment 27 (Please see Annex 5: List of Operating Official Development Aid projects in Bac Lieu, page 18) In 2010, the province licensed 11 domestic direct investment (DDI) projects capitalised at 8,786 billion VND (430 million US$) and four foreign direct investment (FDI) projects worth 2,907,894 US$. In 2011, it granted investment licences to 13 DDI projects worth 2,477 billion VND and 5 FDI projects worth 13,075,000 US$. In 2012, although no FDI projects were licensed, Bac Lieu still drew 6 DDI projects valued at 4,803 billion VND. Many major projects have created new driving forces for local social and economic development.
