Az CRH Highlights

Arizona Rural & Public Health Policy ForumOn February 4, over 125 people attended the Center for Rural Health’sannual Arizona Rural & Public Health Policy Forum at the state capitol. TheForum addresses rural and public health policy during Arizona’s legislative session.

Thirty Arizonans presented over the course of the day. Topics included updates ofinitiatives implemented in the 2019 legislative session such as expanding graduatemedical education (GME) and medical school slots, and implementing a primarycare scholarship program for graduates who agree to practice in Arizona’s rural andurban underserved areas.

Presentations included Governor Ducey’s health policy priorities for the 2020session (Christina Corieri), AHCCCS (Jami Snyder), and ADHS (Sheila Sjolander).Skill building included social media strategies to inform health policy and learninghow to use the Request to Speak (RTS) system. Individuals from advocacy and provider groups that briefly presented included:AACHC, AARP, Advisory Council on Indian Health Care, American Cancer Society,American Heart Association, ArMA, AzAFP, AZ Center on Aging, AZ Coalition forMilitary Families, AZ Council of Human Service Providers, AZ Nurses Association,AzPHA, AzRHA, AZ Telemedicine Program, the Children’s Action Alliance, HealthSystem Alliance of AZ, Local First AZ, March of Dimes, Native Health, SonoranPrevention Works, Southern AZ Oral Health Coalition, and Vitalyst HealthFoundation.

Indian Health Service Health Professions Scholarship Program – February 28. Individuals who are a member of a federally recognized Indian Tribe or AlaskaNative are eligible to apply for financial aid covering tuition, required fees, and othereducational and living expenses. Applicants must be enrolled in an appropriatelyaccredited school and pursuing a course of study in a health profession.

Rural Communities Opioid Response Program-Implementation – April 24. TheHealth Resources and Services Administration’s (HRSA) Federal Office of RuralHealth Policy (FORHP) will be making approximately 89 awards of $1 million each torural communities to enhance substance use disorder, including opioid use disorderservice delivery. Over the course of a three-year period of performance, grantrecipients will implement a set of core prevention, treatment, and recovery activitiesthat align with the U.S. Department of Health and Human Services’ Five-PointStrategy to Combat the Opioid Crisis. Award recipients are strongly encouraged toleverage workforce recruitment and retention programs like the National HealthService Corps (NHSC). All domestic public and private entities, nonprofit and for-profit, are eligible to apply, and all services must be provided in HRSA-designatedrural areas (as defined by the Rural Health Grants Eligibility Analyzer). Theapplicant organization must be part of an established network or consortium thatincludes at least three other separately-owned entities. At least two of these entitiesmust be located in a HRSA-designated rural area. FORHP will hold an hour-longwebinar for applicants on Tuesday, February 25, 2020 from 1-2 p.m., ET. Arecording will be made available for those who cannot attend. SAMHSA Rural Emergency Services Training – March 30. The Substance Abuseand Mental Health Services Administration (SAMHSA) will make 25 awards with atotal investment of $5 million to recruit and train emergency medical services (EMS)personnel in rural areas.DEADLINE: MARCH 30, 2020SAMHSA is accepting applications for its Grants to Implement Zero Suicide in HealthSystems. The Zero Suicide model is a comprehensive, multi-setting approach to

suicide prevention in health systems. SAMHSA plans to issue up to 17 grants of upto $700,000 per year for up to 5 years. Learn more

New Federal Poverty Guidelines. The U.S. Department of Health & HumanServices released new guidelines used to determine financial eligibility for certainfederal programs. Programs using the guidelines include Head Start, theSupplemental Nutrition Assistance Program (SNAP), the National School LunchProgram, the Low-Income Home Energy Assistance Program, and the Children’sHealth Insurance Program.

National Academy of Medicine: Integrating Social Care into the Delivery ofHealth Care. The report from the National Academies of Sciences, Engineering,and Medicine examines the potential for integrating social services into health caredelivery and assesses current efforts. HRSA Addiction Management Fellowship – February 25. The Health Resourcesand Services Administration (HRSA) will make up to 33 awards from an investmentof $26.7 million. The program will expand the number of fellows trained as addictionmedicine specialists who work in underserved communities. Eligible applicantsinclude U.S.-based sponsoring institutions of accredited addiction medicine oraccredited addiction psychiatry fellowship programs, or a consortium consisting of atleast one domestic teaching health center and one domestic addiction medicine oraddiction psychiatry fellowship program.

Strategies for Combating Racism in Health Systems – Thursday, February 13at 3:00 pm ET. The National Institute for Children’s Health Quality will hold a one-hour webinar to provide guidance for identifying and addressing racism and racialbias.

2020 Census Response Rate Challenge. The U.S. Census Bureau created atoolkit designed to help local leaders improve their communities’ response rate in theupcoming national census. The toolkit is downloadable and contains ideas and

resources for creating a local challenge, promotional materials, and generalinformation about the 2020 Census.

Certified Rural Health Clinic Professional Course - Ongoing. The NationalAssociation of Rural Health Clinics offers this course designed to teach directors,clinic administrators, and other Rural Health Clinic leaders how to operate asuccessful Rural Health Clinic. Upon course completion and the attainment of an 80percent or higher exam score, participants will earn Certified Rural Health ClinicProfessional certification.
