(1) The Authority has found that he/she is ableto do that work; or
(2) For at least 6 months within the preceding 24

(iii) Provided aviation maintenanceinstruction or served as the directsupervisor of persons providingaviation maintenance instruction foran AMT course or programacceptable to the Authority;

(iv) Supervised the maintenance,preventive maintenance, oralteration of any aircraft, airframe,

(b) Has received appropriate recurrent training from an
AMO within the preceding 24 months and is familiarboth with current manufacturers and approvedmaintenance organizations instructions and themaintenance manuals pertinent to the particular aircraft
operation to be performed.
(1) The requirements of recurrent trainingapplies to all AMEs when certifying aircraft or
components used in commercial operations.

(a) An applicant for a rating subsequent to the originalissuance of a mechanical license with approvedrating shall meet the training, knowledge andexperience requirements for the rating sought andpass a practical examination established by theAuthority.

(a) This Subpart prescribes the requirements forissuance of Aviation Maintenance Specialist (AMS)licenses and ratings, the conditions under which thislicense and ratings are necessary and the generaloperating rules and limitations of the holder of thislicense and ratings.

(a) An applicant for an AMS license and any associated
rating shall:
(1) Be at least 18 years of age;
(2) Demonstrate the ability to read, write, speak, andunderstand the English language by reading andexplaining appropriate maintenance publications
and by writing defect and repair statements;

(3) Comply with the knowledge, experience, andcompetency requirements prescribed for thelicense and rating sought; and
(4) Pass all of the prescribed tests for the license andrating sought, within a period of 24 months.

(5) Be a citizen of the Philippines or a citizen offoreign country granting similar rights andprivileges to citizens of the Philippines subject,however, to existing treaty or treaties, andagreements, entered into by the PhilippineGovernment with foreign countries, and subject,further, to security measures adopted by thePhilippine Government.

(6) Be specially qualified to performmaintenance on aircraft or components
thereof, appropriate to the job for whichhe/she was employed.
(7) Be employed for a specific job requiringthose special qualifications by a approvedmaintenance organization certificatedunder Part 6 allowed by its operating certificateand approved specific operating provisions to
provide maintenance, preventive maintenance, ormodifications to aircraft; and

(8) Be recommended for certification by his
employer, to the satisfaction of the Authority, asable to satisfactorily maintain aircraft orcomponents, appropriate to the job for which heis employed;
(b) A licensed AMS who applies for an additional ratingmust meet the requirements of this Part and, within aperiod of 24 months pass the tests prescribed by theAuthority for the additional rating sought.

(c) Ratings for an applicant employed by an AMO shallcoincide with the approved specific operating provisions
and the approved maintenance procedures manual thatidentifies the AMOs authorizations limited to thespecific job for which the person is employed to perform,supervise, or sign a maintenance release.
Note: When employed by an AMO, an AviationMaintenance Specialist (AMS) license should correspondto the specialty shop or group in which they perform,
supervise, or sign a maintenance release an aeronauticalproduct or aircraft. For example, Hydraulic componentoverhaul, landing gear overhaul, special inspections, non-destructive testing, turbine disc overhaul, etc.

(a) Each applicant for an AMS license or rating mustpass an oral and a skill test on the license or rating he
seeks. The tests cover the applicants basic skill inperforming practical projects on the subject covered bythe written test for the license or rating and shall containat least the subjects in the IS 2.6.3.7, appropriate to the
license or rating sought.
