Welcome to Vancouver!

On behalf of the Board of Directors, it is with great plea-sure that I welcome you to ATAC’s 80th Annual General Meeting. It is a testament to everyone who participates in ATAC that we are celebrating such a momentous milestone for the organization.

Our AGM and Tradeshow is the premier annual event in Canadian commercial aviation and flight training. I can promise you it will be informative and will offer an excellent forum to discuss issues affecting our industry. It will also provide an exceptional opportunity for net-

working, meeting old friends and making new acquaintances.

Martin J. Eley, Director General, Civil Aviation, Transport Canada

Martin Eley was appointed Canada’s Director General, Civil Aviation, on May 4, 2009. In this capacity, Martin is accountable for Canada’s civil aviation safety regulatory framework and the safety oversight of the civil aviation system. Since being appointed, he has also overseen the extensive modifications made to Transport Canada’s Civil Aviation Program that proactively ensures Canada remains at the leading edge of aviation safety.

As Director General, Martin puts a priority on soliciting the views of stakeholders and promoting collaboration with the industry in implementing new regulations and procedures. He also encourages the same kind of open, honest and respectful discussion within his own team, which helps to break down communication barriers that inevitably exist in large organizations such as the Civil Aviation directorate.

Martin joined the aerospace industry in 1972, working in both the Civil and Military Divisions of British Aerospace. Since joining Transport Canada in 1982, he has worked as a structures specialist, a project manager and in a number of senior management positions.

Martin holds a B.Sc (Hon) in Aeronautical Engineering from the Imperial College of the University of London. He is a Professional Engineer and an Associate Fellow of the Canadian Aeronautics and Space Institute (CASI).

Kathy Fox, Chair, Transportation Safety Board of Canada

Kathy Fox selected air traffic control as a career in 1974, and worked at Transport Canada control towers in Baie-Comeau, Sept-Îles, Saint-Hubert and Montréal-Dorval, as well as at the Montréal Area Control Centre.

Ms. Fox left operational controlling in 1992 to accept a developmental assignment with Air Traffic Services Headquarters in Ottawa, assuming progressively senior positions. She transferred to NAV CANADA in 1996 and

became Director, Safety & Quality, in 1997; then Director, Air Traffic Services, in 1999. In 2000, she was appointed Assistant Vice-President, Air Traffic Services. She became Vice-President, Operations, on April 1, 2003. She retired from NAV CANADA in June 2007. She was appointed as a member of the TSB in 2007 and as Chair in August 2014.

Ms. Fox received a Bachelor of Science degree and a Master’s degree in Business Administration from McGill University. She also completed a Master of Science in Human Factors and System Safety with Lund University in Sweden.

Duncan Dee, Advisor to Chair, Canada Transportation Act Review Secretariat

Mr. Duncan Dee is one of the five advisors that have been named by the Minister of Transport to support the Honourable David Emerson in an independent review of the Canada Transportation Act.

Mr. Dee worked at Air Canada for 15 years, where he was Executive Vice President & Chief Operating Officer, until the fall of 2012. He has considerable expertise in corporate strategy, corporate communications, transportation operations and logistics, customer service and in public, regulatory, and government affairs. As Chief Operating Officer at Air Canada, Mr. Dee had direct oversight for the airline’s worldwide operations and customer service portfolios, as well as responsibility for government and regulatory affairs, safety and environment, and corporate security. In addition, his experience in progressively more senior roles at Air Canada involved overseeing official languages, international sales, marketing and operations and corporate social responsibility.

This includes Maintenance Control Manual (MCM), Maintenance Policy Manual (MPM) and other manuals as well as maintenance schedules for aircraft types typically used in flight training.�� TC will address the Flight Training Unit (FTU) Person Responsible for Maintenance (PRM) duties and roles with particular focus on the situation when the person has other roles as well.
