charge of CIT Central-III, New Delhi. Interested agencies may send sealed bids in the manner specified in

the tender document to the DOD CIT Central-III, New Delhi, Room No.300 on or before 03.12.2014

The technical bids wilt be opened on 04.12.2014 at 3.00 pm In Committee Room, 2nd

Subject: Outsourcing of sen'ices/ provision of Data Entry Operator in the Commissioner of Income-tax (Central)-III, New Delhi - regarding.

1. Sealed tenders are invited for and on behalf of the President of India from experienced and reputed manpower supplying agencies (hereinafter called 'Service Provider') for providing services of Data Entry Operator (DEO) in the Commissioner of Income Tax (Central)-I1I , New Delhi.

2. The duty of DEO would broadly include attending to various typing and other data entry and processing related jobs specific to the Commissioners and also to any other work assigned to them by the senior officer/officials.

3. Total number of DEO are 16 (Sixteen) required.

4. Since the job at the Commissioner of Income-tax (Central)-III is of technical & legal nature, DEOs who are proposed to be deployed for work in the office of the Commissioner of Income-tax, will have to undergo a practical test and interview before a ' screening committee' consisting ofoflicers of the Income-tax Department.

5. The period of contract would be one year but the same may be renewed subject 10

satisfactory perfonnance of the services rendered and the requirement of the Department.

6. Eligibility criteria for Service Provider:

a) The Service Provider should have been in the business of manpower supply for more than 3 years.

b) The Service Provider should have turnover I gross receipt exceeding Rs. 75 lacs per year in F.Y. 2012-13.

c) It should have valid PAN number and should have been assessed to income-tax for the last 3 years.

d) ]t should be registered with Service Tax, Provident Fund and ES] authorities. Necessary documents in this regard must be filed with the technical bid.

e) 11 should not have been blacklisted by any Government Organization. £) It should be agreeable to other terms and conditions as at Annexure-I.

Eligibility of DEOs:

• DEO should possess a mlrumum 10+2 degree. They should have good knowledge of MS Word, MS Access, Windows, MS Office, MS Excel, MS Power Point, Internet. etc.

• The candidates are preferred baving experience of working in the Income Tax Department especially in centra1 charges of Income Tax.

• They should have typing speed of at least 40 words per minute. • Preference may be given to persons having experience of Income tax and

judicial work.

8. Bidding Process:

8.1 An earnest money deposit of Rs. 50,000 (Rs. Fifty Thousand Only) in the form of Demand Draft drawn in favour of the ZAO, CBDT, New Delhi has to be furnished. The same would be forfeited if the bidder withdraws before finalization of the bid. The earnest money shall be refunded to the unsuccessful bidders within a week of conclusion of bid process.

8.2 The interested parties may submit sealed tenders in two parts - Technical Bid and Financial Bid.

A. The Technical Bid shall contain:

(i) The pro·fonna at Annexure-II, duly filled in. (ii) Agency profile, including previous experience of manpower supply. (iii) Copy of Profit and Loss afc, balance sheet and income-tax assessment order or

returns of income filed forthe accounting period 2011-12. 2012-13 and 2013-14. (iv) Acceptance oftenns and conditions at Annexure-I. (v) A list of at least 20 candidate (out of those proposed to be deployed in this

charge)" who have to undergo test with brief particular of their qualifications & experience and one stamp size photograph of each of them.

B. The Financial bid should contain the following: (i) Amount to cover cost of monthly salaryl wages payable to each DEO,

including statutory levies like PF/ESI etc. (ii) Services charges for the Service Provider per DEO. (iii) Total amount i.e. aggregate of (i) & (ii) above per DEO. The lowest bidder shall be decided on the basis of amount in clause (iii) above. It may be clarified that service tax , as applicable. will be separately paid with each monthly bill on actual basis.

8.3 Both the Technical and Financial Bid, should be put in separate sealed envelopes marked as Technical Bid and Financial Bid respectively, and should then be placed in main sealed envelope super scribed 'Tender for outsourcing

/ of OEO,'. This should be addressed to the DCIT(Hqrs.), Commissioner of Income-tax (Central)-IIl, E-2, ARA Centre, Ihandewalan, New Delhi and sent by post or hand delivered before 03.12.2014

9. The technical bids will be opened by the Tender Committee at Committee Room, 2nd Floor, ARA Centre, E-2. Ihandewalan Extn. New Delhi-55 in the presence of the participating bidders who may be present.

10. The technical bid would be rejected and the concerned bidder would be excluded from further bid process in the following circumstances: If any of the eligibility criteria specified in para 6, 7 & 8 and requirements in para SA relating to technical bid art: nut fulfilled. If 8 or more out of the 20 candidate are not found suitable by the screening committee.

11. The bidders fulfilling other pre-qualifications shall be intimated a date to produce Data Entry Operators registered with them for a practical test to assess suitability of Data Entry Operators to determine successful bidders in Technical bid.

12. The financial bid of those bidders, whose technical bid has been successful in respect of all pre-qualifications, would be opened on a date & time intimated to each of them in advance. The successful bidder shall have to execute the contract within three days of the offer & furnish performance guarantee amount as per clause 28 of Annexure - I.

13 . The Commissioner however, reserves its right to reject any or all bids at any stage of bid process without assigning any reason.
