• The proposals were evaluated on:
• Overall quality of proposal & conformance to RFP and Scope of Work
• Understanding of project objectives & work effort
• Effectiveness of proposed project work plan & completeness of scope of work
• Experience, qualifications, & references
• All three proposers were invited for interview
• Sealed fee proposals opened and compared
