(A) Action Plan for Clean Ghaggar 1. Deptt. of Local Govt., Department of Soil Conservation and PWSSB:

EE, PPCB informed the status:

Municipal Corporation, Mohali (45 MLD)

STP installed by GMADA is not achieving the standards prescribed for discharges

and failed to achieve the prescribed standards in the month of May, June and

July. Further, the STP has not yet provided the pipeline network for utilization of

treated wastewater. GMADA has not obtained consent to operate of the Board

under the Water Act, 1974 and Air Act, 1981. GMADA has provided OCEMS and

cameras at the STP.

(i) Focal Point, Dera Bassi (2MLD)

STP installed at Focal Point, Dera Bassi has consistently failed to achieve the

prescribed standards in the month of March, April, May, June and July. PSIEC

has not provided OCEMS and cameras at the STP. PSIEC has not yet obtained

consent to operate of the Board under the Water Act, 1974 and Air Act, 1981.

The AEE, PSIEC informed that the STP is being upgraded to achieve the prescribed

standards, the tendering process for the same has already been started and the

work regarding the upgradation shall be completed within 09 months. Also, the

tenders has been called for installation of CEMS and CCTVs at the STP, which is

under process. Municipal Council, Derabassi (4MLD) (ii)

STP installed by GMADA at Dera Bassi is meeting with the prescribed standards of

the Board except for the month of June, 2021 wherein it failed to achieve the

prescribed standards. GMADA has provided cameras and OCEMS at the site. The

authority has not yet obtained consent to operate of the Board under the Water

Act, 1974 and Air Act, 1981.

(iv) Municipal Council, Banur (4.0 MLD)

STP installed by PWSSB is meeting with the prescribed standards of the Board.

The PWSSB has not yet provided the OCEMS but CCTVs has been provided at the

STP. Distribution network has been provided for utilization of treated wastewater

and has obtained consents of the Board under the Water Act, 1974 and the Air

Act, 1981.

(v) Municipal Council, Lalru (1.5 MLD)

STP installed by GMADA at Lalru was visited on 05.08.2021 by PPCB officer and

found in shut-down state. As per record, it was not being operated since last

month. Effluent was being bye-passed into hassanpur drain. However, the GMADA

has applied for renewal of consents of the Board under the Water Act, 1974 and

Air Act, 1981, which was under process The MC has also not yet provided pipeline

network for distribution of treated wastewater. GMADA has provided cameras

and OCEMS at the site.

(vi) Municipal Council, Zirakpur (17.3 MLD)

STP installed by PwSSB at Zirakpur has failed to meet with the prescribed

standards for discharge of treated wastewater from the outlet of STP for the

month of March, 2021. The STP is under capacity and has not yet provided the

OCEMS, has inadequate sludge handling capacity and has also not obtained

consents to operate under the Water Act, 1974 and Air Act, 1981. No pipeline

network for utilization of treated wastewater has been late till date. CCTVs

cameras has been provided in the premises of STP.

EE, PPCB further informed that a report had been sought by the Hon'ble Principle

Secretary Science Technology and Environment regarding gap in the treatment

capacity of sewerage for Zirakpur and Kharar town and the same had been

supplied with remarks that roughly 17 MLD for Zirakpur and 10 MLD for Kharar is

being presently bypass into water bodies leading to river Ghaggar.

(vi) Municipal Council, Kharar (11 MLD)

STP installed by PWSSB at Kharar has failed to meet with the prescribed standards

for discharge of treated wastewater from the outlet of STP in the month of March,

April and July, 2021. The STP is under capacity and the effluent is being bye passed

leading to stagnation in the nearby villages. PWSSB has not provided OCEMs.

Inadequate sludge handling capacity observed. Consent to operate under the

water Act, 1974 and Air Act, 1981 has not been obtained. No pipeline network for

utilization of treated wastewater. Cameras have been provided.

PWSSB informed that presently around 22 MLD of wastewater is received at the

SP.The present capacity of the STP is 11 MLD and another STP of capacity 10

MLD has been proposed and the same is to be installed adjacent to the existing

STP of capacity 11 MLD for which the MC, Kharar is required to clear the heaps of

solid waste lying dumped at site. Presently, the estimate for the STP has been

approved by the Competent Authority.

(vii) Municipal Council, Kurali (5 MLD)

STP installed by PWSSB and 0&M by MC at Kurali has failed to meet ith the

prescribed standards for discharge of treated wastewater from the outlet of STP in

the month of July, 2021. Cameras and OCEMS has been provided. Inadequate

sludge handling capacity observed. Consent to operate under the Water Act, 1974

and Air Act, 1981 has not been obtained. The STP already provided the pipeline

system for distribution of treated wastewater and it is operational.

ix) 200 & 300 KLD STP at Aerocity

GMADA has installed 02 no. STPs of capacity 200 KLD & 300 KLD as a temporary

arrangement to treat the domestic effluent of Aerocity Mohali, in place of the

proposed STP of capacity 15 MLD, which is under construction. These STPs have

failed to meet with the prescribed standards for discharge of treated wastewater

from the outlet of STP in the month of July, 2021. The STPs are under capacity.

GMADA has not provided oCEMS. Inadequate sludge handling capacity observed.

Consent to operate under the Water Act, 1974 and Air Act, 1981 has not been

obtained. No pipeline network for utilization of treated wastewater.

Status of proposed STPs:

EE, PPCB informed that as per action plan for clean Ghaggar, 4 new STPs proposed at Lalru

of capacity of 1.5 MLD, 1 MLD and two of 0.3 MLD.

AEE, PWSsB informed that a new site has been indentified for establishment of STP of

capacity 1.5 MLD and the tender for the same has been called. EO, Lalru informed that

alternate site has been identified for the installation of STP of capacity 1 MLD at Dappar

Lalru. He further informed that DNIT for the two STPs of 0.3 MLD each has been prepared

and shortly undergo tendering process.

AEE, PwSSB informed that DNIT for the two STPs of 2 MLD each at Derabassi has been

prepared and shortly undergo tendering process.

AEE, PWSSB informed that two new STPs of capacity of 0.5 MLD and 0.15 MLD has been

proposed at Banur. The work regarding construction of STP of capacity 0.5 MLD has been

75% completed & the same shall be commissioned by 31 October, 2021. The DNIT for

the STP of 0.15 MLD has been prepared and shortly undergo tendering process

AEE, PWSSB informed that the tendering for one additional STP of capacity of 17 MLD at

Zirakpur is under process.

It was brought to the knowledge of the Chairperson that no STP yet provided at the Naya

Gaon and the sullage generated from cleaning of soakage pit is collected through tankers

and treated at the STP located at Kharar and Kurali. The EO Naya Gaon submitted that the

STP of capacity 10 MLD has been proposed for Naya Gaon but due to non-availability of

land, the project is getting delayed. He further informed that one land was identified for

establishment of STP in village Nadha but the same has been halted due to complaints of

nearby residents. The matter has been stayed by the Financial Commissioner Revenue,

Punjab vide order dated 16/06/2020 with the directions to complainant to place the stay

application before the Divisional Commissioner, Roopnagar. Accordingly, the

complainants have filed their application for status quo in the court of Divisional

Commissioner, Roopnagar and the next date of hearing in the matter is 31/08/2021. The

DPR for construction of STP and laying of sewerage network in Naya Gaon has been

prepared by the PWSSB. In this regard the ADC(D) SAS Nagar had issued the possession

warrant for Khasra no. 129/1 to the MC, Naya Gaon, however, Sh. Harbhajan Singh Kahlon

&Ors. had issued application against the same in the IRD court and the court has imposed

status quo in the matter. The next date of hearing in the matter is on 14/10/2021. The

MC, Nayagaon is facing issues for installation of STP due to non-availability of land.

EE, PPCB informed that in the last meeting DLSCO in coordination with the respective MC

SAS Nagar/ GMADA/ EO MCs was directed to device proposal for the effective utilization

of the treated effluent from the STPs for construction as well as for irrigation purpose,

however, no report received till date.

Directions given:

PWSSB, MC, SAS Nagar, GMADA and PSIEC to ensure that STPs should run efficiently to

achieve the standards prescribed by MoEF and PPCB.

All MC's and STP operated by PWSSB, PSIEC shall maintain proper record for

generation/disposal of sludge in their respective STPs.

PWSSB shall submit fixed timelines for the proposed STPs with remarks on dates of

calling/ re-calling tenders for the same, within 10 days. The timelines provided by the

PWSSB for the same are attached as Annexure-2.

PWSSB, GMADA, MC, Banur, Zirakpur, Kharar, and PSIEC shall submit fixed timelinesfor

the installation of the Online Continuous Effluent Monitoring System (0CEMS) at their

respective STPS within 10 days.

Municipal Corporation, SAS Nagar, Derabassi, Zirakpur, Kharar, Kurali and PSIEC shall

obtain consent to operate for STPs from PPCB within 15 days without any failure.

ne mc Kharar shall expiditely clear the legacy waste from the proposed site of STP and

the land shall be provided to the PWssB, further shall submit written report to the office

of the ADC(D) SAS Nagar.

The MC, Lalru and PWssB shall jointly visit the proposed site of the STP of capacity 1

MLD at Dappar Lalru and submit report/ recommendations to the office of the ADCc(D)

regarding the status within 10 days.

EO, MC Nayagaon shall submit representation to the office of Deputy Commissioner,

SAS Nagar regarding the issues faced for installation of proposed 11 MLD STP at

Nayagaon and to follow up the matter personally in the Hon'ble Court & submit its

status from time to time.

The District Level Soil Conservation Officer in coordination with Municipal Corporation,

SAS Nagar, GMADA, EO, MCs shall device proposal for effective utilization of the treated

efjiluent from the STPs for construction as well as for irrigation purposes and submit

report within 10 days.

Inspection of 41 industries located in the catchment area of river Ghaggar

EE, PPCB informed that due to outbreak of second wave of COVID-9 pandemic and

engagement of all authorities in COVID related duties, further visits with the DLSTF could

not be carried out after Fetb, 2021. However, routine visits are being conducted by the

PPCB to the 41 industries located on the catchment area of river Ghaggar and 34 no.

industries had been inspected since March, 2021 to till date. Allindustries were found

complying except one industry namely M/s Suguna Foods Pvt. Ltd., Derabassi and the

renewal of consent to operate applied by the industry had been refused by the competent

authority and no further restoration of electricity supply granted to the industry. Further,

the PSPCL authorities were directed to disconnect the electricity supply available to the

industry. The same was restored after almost a month's time as the industry has made the

necessary compliances at site.

Plugging of the unauthorized outlets by MC, Zirakpur

EE, PPCB informed that there are many unauthorized outlets in the area under jurisdiction

of MC Zirakpur through which the domestic effluent is discharged into the natural drain.

The MC has to plug all these unauthorized outlets. A report was sought by the Hon'ble

Principle Secretary Science Technology and Environment regarding gap in the treatment

capacity of sewerage for Zirakpur & its present disposal and a survey was carried out by

PPCB wherein 06 no. bypass/ unauthorized outlets within MC Zirakpur into local water

bodies was observed.

EO, MC Zirakpur informed that the plugging has to be carried out by PwSsB alongwith the

installation of proposed STP of capacity 17 MLD for Zirakpur.

The Chairperson directed the PWsSB to submit report in coordination with M, Zirakpur

regarding the plugging of the unauthorized outlets and in the urban area within 10 days

without failed to ADC[D) office, SAS Nagar as well as to PPCB.

As the DDPO and/or his department representative, was not present in the meeting due to

administrative reasons; the Chairperson directed that the DDPO after receipt of the

proceedings5, in coordination with EE, Drainage shall submit the compliance w.r.t to the

tapping of unauthorized outlets in Rural areas of Zirakpur within 10 days, without fail to ADC

(D) Office, SAS Nagar as well as to Punjab Pollution Control Board.

Plugging of the unauthorized outlets by Mc, Kharar

EE, PPCB informed that there are many unauthorized outlets in the area under jurisdiction

of MC Kharar through which the domestic effluent is discharged into the natural drain(s).

The MC has to plug all these unauthorized outlets. A report was sought by the Hon'ble

Principle Secretary Science Technology and Environment regarding gap in the treatment

capacity of sewerage for Kharar & its present disposal and a survey was carried out by

PPCB wherein bypass/ unauthorized outlets within MC Kharar into local water bodies

were observed. Further, MC, Kharar and PwSsB were given hearing before Chairman,

PPCB on 01.06.2021 wherein MC was asked to carry out digital survey of unauthorized

residential/commercial establishment discharging untreated effluent into drain within 1

month and PWSSB was asked to submit PERT chart within 10 days for the completion of

sewer network to tap the unauthorized disposal.

EO, MC Kharar informed that digital survey of unauthorized residential/ commercial

establishment discharging untreated effluent into drain is being carried out. Further, the

plugging of unauthorized outlets has to be carried out by PWSSB alongwith the

installation of proposed STP of capacity 10 MLD for Kharar. The AEE, PWSSB informed that

the DPR for the proposed STP is under preparation.

The Chairperson directed the PWSSB to submit report in coordination with M, Kharar

regarding the plugging of the unauthorized outlets and in the urban area within 10 days to

ADC[D) office, SAS Nagar as well as to PPCB.

tapping of unauthorized outlets in Rural areas of Kharar within 10 days, to ADC (D) Office,

SAS Nagar as well as to Punjab Pollution Control Board.

Villages discharging their wastewater into drain leading to river Ghaggar and ldentification of

drains/nallahs/ choes, which are eventually meeting river Ghaggar

The EE, PPCB pointed out that the wastewater from certain villages is being discharged

into drains/ creeks/ nallah which falls into river Ghaggar, which needs to be checked

immediately likely Haibatpura Drain, Jharmal Choe, Basauli Drain, Dhabi Nallah etc.

because three cases are under progress in Hon'ble NGT w.r.t. Derabassi area. The matter

could not be reviewed as DDPO, SAS Nagar was not present in the meeting.

However, the Chairperson directed that the Department of Rural Development and

Panchayats after the receipt of the proceedings, shall provide the list of the villages where

proposal for installation of treatment plants are under process within 10 days.

Further, the EE, Drainage to keep regular check on all the drains and River Ghaggar of

District SAS Nagar to the effect that if any industry or other outlet is discharging treated

untreated efluent into any drain/ river, intimation be given to PPCB immediately.

Restoration of water bodies

As per OA no. 325 of 2015 in the matter of Lt. Col Sarvadaman Singh Oberoi Vs Union of

India & ors., the Hon'ble NGT has emphasized for protection and restoration of water

bodies for the environment and it has been directed by the Hon'ble NGT that various

ponds in the vilages be restored and new ponds be created in association with the District

Administration, Deptt. of Irrigation and Flood Control or other concerned Departments

such as Department of Rural Development/Urban Development/ Local Bodies / Forests/

Revenue etc. EE, PPCB informed that Chairman of the Board has issued direction u/s 33-A

of the Water (Prevention & Control of Pollution) Act, 1974 to the DDPOs of the State vide

no. 3326-48 dated 12/02/2021 as under:

Restoration of the water bodies shall be done in a time bound manner by involving village

Panchayats to ensure the compliance of the orders passed by the Hon'ble NGT on

25/02/2020, 01/06/2020 & 18/11/2020 in the matter of OA no. 325/2015 and to submit

PERT chart to the PPCB in this regard.

Deptt. of Rural Development & Panchayats shall issue necessary directions to all the

village Panchayats to the effect that no village shall be allowed to discharge the

untreated/ treated wastewater into borewell in any case and where ever such practice is

adopted, the same shall be stopped immediately. The compliance report be provided by

the DRDPO to the Environmental Engineer, PPCB of the respective area by 31/03/2021.

The Chairperson directed that DDPO shall ensure the compliance of the above directions

in true letter and spirit.

The matter could not be reviewed as DDPO, SAS Nagar was not present in the meeting. The

Chairperson directed that the Department of Rural Development and Panchayats after the

receipt of the proceedings, shall provide the report to the aforementioned points within 10

days. Further, DDPO, SAS Nagar and EE, Rural Development and Panchayats shall submit

the monthly progress report regarding ponds to PPCB as well as to the office of Additional

Deputy Commissioner (D), SAS Nagar and list of the vllages for protection and restoration

of water bodies for the environment in compliance to the NGT orders in compliance to OA

no. 325 of 2015.

Health Check Camps by Deptt. of Health & Family Welfare

EE, PPCB informed that 4 camps per month are required as per directions received from

Hon 'ble NGT Executive Committee. No report received from the Health Department.

The Chairperson directed the representative of Deptt. of Health & Family Welfare to ensure

the compliance of the above directions in true letter and spirit and to organize health

checkup camp in the catchment area of river Ghaggar alongside the vaccination camps

organized there under.

Sprinkling of treated STP water before sweeping of roads-OA no. 283 of 2020

EE, PPCB informed that vide orders dated 03/12/2020 passed in OA no. 283 of 2020; the

Hon'ble NGT directed that all the Municipal Corporations/ Local Bodies to take necessary

steps to ensure sprinkling of water before sweeping of roads using treated water of STPs

and take further steps of planting of grass/ raising small herbs and shrubs on the side of

the pavements/ road shoulders and on open dusty areas including areas on the side of the

pavements/ right of way. Further all the Municipal corporation/ Local Bodies were

required to furnish the reports by 01/02/2021 mentioning the steps initiated and action

taken report every subsequent quarter.

In this regard, PPCB vide letter no. 191 dated 18/01/2021 had requested the GMADA, MC

SAS Nagar and the ULBs to submit the compliance of points mentioned in the order within

15 days.

The Chairperson directed the GMADA, MC SAS Nagar and the ULBs to submit the report

within 10 days, to ADC (D) Office, SAS Nagar as well as to Punjab Pollution Control Board.

Ground water sampling

EE, PPCB informed that the Deptt. of Water Supply and Sanitation are carrying out the

ground water sampling to check the various parameters of the ground water at different

locations in the catchment area of river Ghaggar. Analysis results have not been

submitted by the Department of Water Supply and Sanitation regarding the same as there

are checking vans deputed by the department for carrying out the monitoring of ground

water.

The Chairperson directed that the DWSS shall submit the analysis report with comments of

the samples of drinking water tested from area/ villages along the bank of River Ghaggar

with the help of mobile van, within 10 days.

(B) Action Plan for Non- Attainment city Dera Bassi activities: The EE, PPCB informed that in the 4h meeting of the DEC, the Chairperson directed that a

second meeting at the sub-divisional level shall be conducted under the Chairmanship of

SDM, Dera bassi in which stake holder departments may be called and further progress

made at the Sub Divisional Level meeting w.r.t. compliance of activities mentioned in the

Action Plan will be reviewed in the District Environment Committee meeting. Accordingly,

a meeting was conducted at sub-division level on 05/03/2021 and the proceeding of the

meeting has been sent to the stakeholder departments. The next meeting is scheduled to

be held on 31/08/2021 The Chairperson directed that the progress regarding compliance of activities mentioned in

the Action Plon and proceeding of the meeting of AQMC to be held at Sub-divisional Level

shall be reviewed in the next meeting of DEC.

(C) Solid Waste Management:

The EE, PPCB informed that during the 5th meeting of the DEC, the following directions

were given:

EO, Zirakpur shall comply with the necessary directions passed by NGT vide its order

dated 18 02. 2021 in OA No. 143 of 2020 titled as Mohinder Singh Versus Union Territory

of Chandigarh

The Municipal Corporation, SAS Nagar and Deputy Director, Local Govt. (consolidated

report of all MCs) to ensure that the timelines prescribed by the monitoring committee

shall be complied with and also to submit the timely progress report to PPCB and the

same is to be put up in the next meeting. Deputy Director, Local Govt. shali hold regular

meetings with respect to all points pertaining to all Municipal Councils/ Nagar Panchayats

monthly and submit a consolidated report before the District Environment Committee in

every meeting

The Municipal Corporation, SAS Nagar, MC Dera Basi, Zirakpur, Banur, Lalru shall visit the

drains/ nallahs/ canals within municipal limits and ensure that solid waste, ying dumped

along the banks of these drains/ nallahs/ canas, are removed The progress regarding the

same shall be submitted within 15 days to ADC (D) Office, SAS Nagar as well as to PPCB

DDPO shall instruct the BDPOs to organize Awareness Camps for the officiaB of

Department of Rural Development and Panchayats regarding implementation of Plastic

waste Management Rules, 2016, in rural areas and submit progress within 15 days to the

office of ADC (D)

Directions given during the meeting:

The E0, Zirakpur shall submit its report w.r.t. the directions passed by the NGT

vide its order dated 18.02.2021 in OA No. 143 of 2020 titled as Mohinder Singh

Versus Union Territory of Chandigarh within 10 days.

Environment Committee for reviewing the progress. The MCs SAS Nagar shalf

also submit the some report on monthiy bosis The Chairperson directed thot Municipol Corporation, SAS Nagar, MC Deru Bass

Zirakpur, Banur, Lalru, Kharar & Kurali shall survey the drains/ nallahs/ canals

within municipal limits and ensure that solid waste, lying dumped along the

banks of these drains/ nallahs/ canals, are removed. The report regarding the

same shall be submit within 15 days to the ADC[D) office as well as the PPCB.

The BDPOs shall organize Awareness Camps for the official of Department of

Rural Development and Panchayats regarding implementation of Plastic waste

Management Rules, 2016, in rural areas and submit progress within 15 days to

the office of ADC (D).

(D) Status of llegal sand Mining:

EE, Mining informed that regular Nakas are held at vuinerable road junctions and FIRs are

being registered against the defaulters vehicles carrying illegal mining material, Further,

regular meeting are being taken by the ADC(G) SAS Nagar and the progress being

reviewed there under.

The Chairperson directed the EE, Mining (ater Resources) to ensure that there shall be no

case of illegal mining and if any violations found, the matter may be brought into the

knowledge of DC Office without any lapse. The stone crushers shall be visited as per the

schedule fixed.

(E) Noise Pollution Management Plan:

EE, PPCB brought out that Hon'ble Punjab & Haryana High Court, Chandigarh has issued

fresh directions in the matter of CWP-PIL 32 of 2018 w.r.t. noise pollution and the

relevant part of the orders is as under:

"The Stotes of Punjab, Haryana and Union Territory, Chondigarh are directed to ensure thot the loudspeaker, public address system, musical instrument and sound amplifier are not played during night time except in auditoria, conference rooms, community halls, banquet halls as per norms laid down under the Noise Pollution (Regulation and Control) Rules, 2000. The States of Punjob, Haryana and Union Territory, Chandigarh are directed to ensure that loud speakers or public address systems are not used

between 10.00 pm to 6.00 am, except between 10.00 pm to 12.00 midnight during any cultural or religious festive occasion of a limited duration not exceeding 15 days in all

during a calender year, that too, the noise level shall not exceed 10 dB(A) above the ambient noise standards for the area. The peripheral noise level off a privately owned sound system or a sound producing instrument shall not, at the boundary of the

private place, exceed by more than 5dB(A)."

Directorate of Environment and Climate Change has formulated an Action Plan for Control

of Noise Pollution which was placed on record in the meeting for compliance to be made

by the stake holder departments.

The Chairperson directed that as per the Noise Rules, noise complaints may be dealt on

the priority by the authority designated under the above orders as well as under the Noise

Pollution (Regulation & Control) Rules, 2000 (not below the rank of SDM & DSP of

respective subdivision). In specific cases, where noise samples are to measured, help of

PPCB may be taken.

(F) E-Waste Management:

The Hon'ble NGT in Original Application No. 512/2018 has passed the orders dated

12.02.2019, wherein it was directed to check the informal trading, dismantling and

recycling of waste, facilitate collection and disposal of e- waste, Governance frame work

for monitoring compliance, Capacity building at district/State/CPCB level, IEC plan be

firmed up and executed and strengthen system of enforcement. These activities are to be

carried by the District Administration in-coordination with the stake holder departments.

For the effective implementation of the above orders w.rt. E-Waste Management Rules,

2016, a committee at sub divisional level was constituted to check the premises of

kabaris/ scavengers in the district for -waste and shall motivate bulk generators of E-

waste to get their waste lifted from authorized E-waste recycling facilities already

established in the district as under 1. Naib Tehsildar

2. Executive officer of respective MC

3. Representative of the PPCB.

The Chairperson directed to carry out a meeting at Sub-Divisional level to decide

the SOP and the committee shall visit the area for compliance of the same within

15 days.

(G) Stubble Burning:

EE, PPCB informed that meeting in the matter already taken by the worthy Deputy

Commissioner on 05/08/2021 and proceedings shall be sent to stakeholder departments

to act as per Action Plan notified by the Govt. of Punjab.

It is directed to all that above mentioned works cannot be completed by an individual

department and will be accomplished with the joint efforts of all the departments. Directions

given above as well as in the meeting taken by Hon'ble NGT Monitoring Committee shall be

complied with in Toto. Further, all the departments are directed to submit the requisite reports

within timelines as mentioned in the proceedings
