(a) On 6 May 1970 at 0100 hours, B-I1 came under ground attack and at0140 hours, A-I reported WVA outside their perimeter. Dusters at A-1 fireda total of 1300 rounds. (k) On 6 June 1970 at 2045 hours, personnel located at FSB An Do (T.9Bone) spotted movement heading toward LZ Sally. The Dusters located atAn Do fired 240 rounds. Negative surveillance.

(1) On 10 June 1970 at 1930 hours, A-i received sniper fire from gridYD274750. Dusters at A-I fired 40 rounds and sniper fire ceased.

(m) On 11 June 1970 at 2034 hours, personnel at A-I spotted 10 VC/NVAabout 1000 meters to the northwest. A-1 Dusters fired 50 rounds with nega-tive surveillance. At 2040 hours, personnel at A-2 spotted personnel inapproximately the same area. Dusters from A02 fired 50 rounds with negativesurveillance.

.(n) On 18 June 1970 at 2000 hours, personnel at FSBAnzio reported 3VC moving north, Dusters from FSB Anzio fired• 108 rounds. Negative Sur-veillance. At 2100 hours, movement was again spotted to the northeast.The Dusters fired 100 rounds with negative surveillance.

(o) On 25 June 1970 at 2050 hours, personnel at A-2 spotted an NVAcompany approximately 4000 meters to the northeast. Dusters fired 250rounds at the target. No surveillance was performed on the mission.

(ii) The searchlight battery continued to perform its mission of per-imeter defense for guarding fire support bases, logistics outposts, bridges,roads and other key installations. However, the use of the searchlight hasbeen increased and emphasis shifted from defensive to a more active or of-fensive role. With the development of SCAMS (see para 2 c (2)), and theaddition of 3KW generators to the searchlight battery inventory, lights havebeen positioned on OP's previously inaccessible to jeep mounted searchlights.Used in conjunction with Night Observation Devices and Integrated ObservationSystems, these searchlights have greatly increased the acquisition capabil-ities of their positions. This has resulted in 21 searchlight assisted enemycontacts resulting in 54 enemy KIA, 1 POW, 3 boats sunk and 5 secondary ex-plosions.

e. Religious Activities:

(I) During the quarter, no memorial services were held.

(2) During the reporting period, the Battalion Chaplain conducted 90worship services as follows:

(a) Base Camp - 35

(b) Field locations - 55

(3) During the reporting period, the office of the Battalion Chaplainwas moved to the new battalion headquarters area. Services were establishedat the local chapel. This unit's religious program was coordinated with theexisting program at this compound. The Chaplains serving Dong Ha CombatBase will provide for the troops remaining at that location.

f. Medical:

(I) During the reporting period, there have been 910 out-patient visitsto the Aid Station.

(2) As a result of the battalion's increased area of conmmitment, themedical section has taken the following actions:

(a) Established two forward aid stations, one at Dong Ha Combat Baseand the other at Chu Lai.

(b) The Battalion Surgeon's office has been moved to Da Nang, Uhere anoffice was opened. This will also be the supply point for all the battalion'smedical needs.

(c) Additional medical corpsmen were procured for the newly acquiredfield positions.

(3) Vector control and roach extermination measures were initiated andthe medical sanitation teams were reactivated.

(4) With the advent of additional cases of malaria in the I Corps area,efforts were made to insure the utilization of the malaria prophyloxis bythe field troops.

g. Civil Affairs: The Civil Affairs program of this battalion consistedprimarily of MEDCAP visits by the battalion surgeon. In a joint programwith the 108th Artillery Group Surgeon, weekly visits were made to Gia LinhVillage. The purpose of these visits was to cooperate with the VietnameseNurses and the Rural Health Development Association in the diagnosis andtreatment of patients and in the training of the local Vietnamese healthpersonnel.

administers all courses and tests for Batteries A, B and Battery G, 65th Arty.

2, (C) Lessons Learned: Commanders Observations, Evaluations and Recom-

inmdations:

a. Personnel: None

b. Intelligence: None

c. Operations:

(1) Command and control:

(a) Observation: Effective Command and Control of a Battalion consist-ing of seven batteries deployed in 63 locations in general support of a Corpsrequires additional mobility support in the form of available helicoptert-ansportation.

(b) Evaluation: With the redeployment of the battalion headquarterstc, Da Nang and C Battery to the Chu Lai area, command and control of theb..ttalion presents a greater challenge. The battalion now has assets spreadover a two hundred mile front. The size of this area of operations makes itd;fficult to provide effective battalion level command and staff support bywheeled vehicle. While the battalion receives some helicopter support fromXXIV Corps Artillery, the needs of that headquarters, together with theirlmited helicopter assets, makes the degree of support available from thatsiurce insufficient to meet all of the battalion needs.

(c) Recommendation: That the current TOE be changed to include-an AirS(:ction as part of the battalion staff support. A recommendation for such aclange to the current TOE was forwarded through channels during this report-i,.g period.

(2) Searchlight Employment:

(a) Observation: A test is currently being conducted in the battalionto determine the feasibility of employing a specially configured 23" Xenon

searchlight in stationary positions in areas not accessible by road. ThisSelf-contained Airmobile Searchlight (SCAMS) consists of a searchlight mountedon a standard US Army and Air Force CONEX and is powered by a 3KW DC genarator,

CONFIDENTIALhe CONEX gives the searchlight added height to shine over bunkers and other

rverage sized obstacles and provides living and storage areas for the crewis well as a ready made air portable container for the searchlight generator.nd section equipment during movement.

(b) Evaluation: The SCAMS is capable of being used on any positionvhich affords room for a CONEX. The 3KW DC generator can be remoted to ap-proximately 25 feet from the CONEX. (This is limited only by the length ofpower cable.)

I. SCAMS serves the following purposes:

Supplement the surveillance and detection activities of small orisolated outposts by providing good perimeter defense coverage. As a self-contained unit, quarters and supplies are provided with SCAMS; thus nospecial provisions need be made for searchlight crewmen. SCAMS stays readyrigged for airlift. Moreover, the 3KW DC generator and the search canFe moved into the CONEX and be ready for extraction within minutes.

s Rapid deployment to areas of increased enemy activities. The great-est benefit of SCAMS lies in the fact that the lights can be moved intoareas where enemy activity is being experienced and, as the level of activi-ty decreases, moved to other more active areas with no special considerationsrequired for quartering of personnel or construction of towers or platformsfor the searchlights.

c Provide a means of testing the appropriateness of a proposed search-light location prior to committing searchlight assets to a particular areaand without requiring construction of special platforms.

d SCAMS is intended to supplement rather than to replace the AN/MSS-3jeep mounted searchlight. The mobility of the jeep makes it preferable inthese areas able to use that mobility. However, small areas without roadscan benefit from the compactness and portability of SCAMS.

e. Recommendation: That the experiment be continued until sufficientcIata is accumulated to determine if SCAMS will accomplish its designed pur-

roses. Also, that other searchlight units consider this concept as a pos-!ible method of searchlight employment, where appropriate.

g. Communications: FM Radio Communications:

(i) Observations: With the redeployment of the Battalion, the dif-ficulties in communicating between the battery command posts and the bat-talion command post were somewhat increased. Presently, the Battalion com-mand post is centrally located at Da Nang with the northernmost batterycommand post 140km to the northwest at Dong Ha and the southernmost battery

CONFIDENTIALcommand post 90 km to the voutheast at Chu Lai. A centrally located relaystation has been set up on Hai Van Pass (altitude 720 meters), 10 km northcf the battalion command post. This station utilizes two AN/VRC-46 radiosand an HYL-3 automatic retransmission unit thereby providing automatic re-transmission in the secure voice mode. An RC-292 omni-directional antennawas initially utilized for retransmission but proved to be unretiable. AUSMC type directional log-periodic antenna is presently being used. Bestresults have been attained by pointing the antenna in a direction perpen-dicular to the batteries. This method of antenna orientation, althoughproviding the most effective communications thus far attained, is still beingtasted.

(2) Evaluation: The present deployment of this battalion has createda tenuous situation in which reliable FM communications is sometimes lackingii both the plain and secure modes. This is due to the limited capabilitieso' authorized TOE communications equipment.

(3) Recommendation: Recommend that similar type units be made awareo' the communication limitations experienced by this organization, utilizingTIE equipment. Further recommend that consideration be given to the pos-s'.ble use of the log-periodic antenna to help extend the range of FM Com-minications for similar type units which are required to communicate overl)ng distances.

1. This Headquarters has reviewed the Operational Report-Lessons Learnedfor the quarterly period ending 31 July 1970 from Headquarters, !at Battalion(AW)(SP), 44th Artillery and comments of indorsing headquarters.

2. Reference item concerning "Command and Control," page 14, paragraph 2c(l):nonconcur. Recommendation that the current TOE be changed to include an

air section as part of the battalion staff support does not appear to have

sufficient justification to warrant approval. This particular battalion is

unuwual in the spread of its assets over such a vast area of operations. In

thit case, MTOE action would be more appropriate than a TOE change.

The unit may submit a change to its present MTOE in which it includes

the air section. A submission must include complete justification perparagraph 2-42e, AR 310-49 and page three, USARPAC Supplement I to AR 310-49.Helicopters are a "Closed Loop" item and the losing unit must be cited.Trade-off spaces must be identified to accomodate personnel in the airsection since strength increases cannot be supported by USARV. Force

Development Division of USARV, G3 will render technical advice and assistance

in preparation of the MTOE if desired (telephone 926-4240/4630). Unit has

been so advised.
