AUSTRALIAN OPTIMIST SAILING TEAM & DEVELOPMENT SQUAD 2020 SELECTION PROTOCOL

The opportunity to join any of OptiAUS/AIODA’s Australian Optimist Sailing Teams (AOST) or Development Squads (Squads) is a unique, rewarding and highly sought after experience. Participation in any of the AOST or Squads should be viewed as a privilege to represent Australia and an occasion to experience high quality international competition along with interesting cultures. It is also an opportunity to build sailing experience with a number of similarly motivated sailors trying their best.

Results achieved should not be the sole motivation, nor single performance indicator, but rather the collective learned experiences both in life and sailing afforded by the event, and the experience of being part of a representative team.

To be eligible for the AOST or Squads, a sailor must meet and maintain all of the Eligibility Criteria listed. This document details the procedure to be followed by AIODA to select and administer the Australian Optimist Sailing Team and the Development Squads in 2020.

OptiAUS/AIODA reserves the right to amend and re-publish this Selection Protocol at any time and for any reason.

TEAM REGATTAS / SELECTION PROCEDURE

Positions are to be offered to eligible sailors based on rankings Sailors from the 2020 Australian Optimist Championships and who meet and maintain the Eligibility Criteria. The number of events, number of sailor positions offered and the gender balance requirements at IODA Continental Events are at the discretion of IODA. Usually the positions and regattas offered are based upon Australia’s ranking at the previous World Championships.

As an indication Australia generally sends representative teams to the following events:

AOST Teams Regattas (Tier 1)

Development Squads Regattas (Tier 2)

The Squads are Tier 2 teams aimed at developing sailor’s abilities, providing International regatta experience and exposing them to national coaching programs to prepare them for future AOST qualification.

At the time of publication, the following regattas at the following dates are expected to be offered to the Squads:

(a) Australian Optimist Girls Squad (AOGS) - up to 12 female sailors (Venue to be announced)

(b) Australian Optimist Senior Development Squad (AOSDS) - up to 12 male sailors (Pattaya, Thailand – October 2020)

(c) Australian Optimist Development Squad (AODS) - up to 12 sailors with no gender balance requirement aimed at sailors 12 and under at the time of qualification (New Caledonia – October 2020)

Additional Regattas

From time to time AIODA are offered positions for sailors at additional regattas. These positions can often come after AOST and Squads have been selected and confirmed. Any additional spots will be offered by AIODA on a top down basis to eligible sailors. Should an eligible sailor elect to accept an additional spot, they will not be eligible to participate in any other additional regattas that may become further available. For the avoidance of doubt, this means an eligible sailor may only attend two individual IODA regattas.

AOST / DEVELOPMENT SQUAD SELECTION PROCEDURE

The AOST and Squads Selection Procedure is as follows:

1. To be eligible for AOST and Squad positions, sailors must complete and submit to AIODA an application form (AIODA Event Selection Form) by 5pm on Wednesday 8 January 2020, which will confirm the sailors intent to be eligible for a team (this form must be signed with Parental / Guardian consent). The AIODA Event Selection Form is at Attachment A.

2. Each AIODA Event Selection Form will provide the sailor with options for their preferred regatta from 1 to 7.

3. Selection for the AOST and Squad positions will be offered to sailors on a top down basis from Tier 1 to Tier 2 based on their positions/ rankings from the 2020 Australian Optimist Championship (Open Fleet) and subject to their preferences contained in the AIODA Event Selection Form.

4. A sailor will not be offered a position in the Australian Optimist Senior Development

Squad if they are 12 years old and under at the time of qualification, unless they have previously been selected for and participated in the Australian Optimist Development Squad. Sailors who are 12 years old and under at the time of qualification will be required to participate in the Australian Optimist Development Squad first.

5. Upon acceptance of an offer the sailor and or guardian will need to pay a non-refundable deposit of $1000.00 for AOST, AOGS, AOSDS teams and $500.00 for the AODS team to AIODA to reserve their position on the team, with deposits to be paid within 14 days of being invoiced by AIODA. A breakdown of indicative costs of attendance at the regattas, based on previous attendance, is attached at Attachment E.

6. Sailors who accept an offer to the AOST or Squad will have their position confirmed by

AIODA and will be required to complete the following forms:

o OptiAUS Code of Conduct Form

o OptiAUS Consent Form

7. Sailors will only be eligible for selection to the AOST or Squads if they meet and maintain

the Eligibility Criteria detailed below.

AOST AND SQUADS ELIGIBILITY CRITERIA

To be an AOST / Squad member, the sailor must meet and maintain all of the following Eligibility Criteria:

1. The sailor must be an Australian citizen or permanent resident and meet IODA eligibility requirements or if not a permanent resident must provide to

OptiAUS/AIODA a World Sailing Residency Waiver Certificate in accordance with

the World Sailing Regulations Appendix 3 – Eligibility Code;

2. The sailor must have been born in the year 2005 or later;

3. The sailor must have competed in the 2020 Australian Optimist Championships (Open Fleet);

4. The sailor must be a member of an Australian sailing club affiliated with Australian Sailing and must also be a member of a state optimist class association;

5. The sailor must commit to and attend any compulsory AOST/ Squad camp and state based training program within Australian home States;

6. The sailor must continue to undertake regular training in the Optimist dinghy from the date in which they are selected for the AOST or Squad until the date of the AOST or Squad regatta;

7. The sailor and parent/guardian must complete the required forms by the required dates;

8. The sailor must have a current passport, or the ability to obtain a passport, with the ability to hold any required visa;

9. Have paid all invoiced fees for the AOST or Squad regatta by the required dates;

10. At all times adhere to the OptiAUS Code of Behaviour;

11. In addition to the Eligibility Criteria outlined in items 1 to 10 above, Squad members must also:

• be eligible for and must commit to competing at the 2021 Australian Optimist

Championships; and

• provide a certified copy of their passport or birth certificate to AIODA.

ATTACHMENT B - OPTIAUS CODE OF BEHAVIOUR FORM

OptiAUS Code of Behaviour

This Code of Behaviour applies to all AOST / AOGS / AODS / AOSDS Team sailors, coaches and support personnel attending official team events, including the AOST / AOGS / AODS / AOSDS Training Clinic and all National and International events attended by any AOST / AOGS / AODS / AOSDS team.

1. To ensure AOST/AOGS/AODS/AOSDS coaching and support personnel maintain their duty of care:

• Unaccompanied sailors may not leave the sailing club grounds or billet/hotel accommodation without the permission of the coach or AOST / AOGS / AODS / AOSDS support personnel; and

• Billets are only allowed to leave the billet accommodation at night if accompanied by an adult from the billet household or AOST / AOGS / AODS / AOSDS support personnel.

2. To ensure the protection and welfare of all AOST/ AOGS / AODS / AOSDS members:

• AOST / AOGS / AODS / AOSDS members are responsible for their own property.

• AOST / AOGS / AODS / AOSDS sailors are responsible for the care and set-up of their own charter boats and associated equipment (parents are not to get involved with rigging). Any damage will be at the cost of damage or repairs will be the responsibility of the sailor;

• Smoking and the drinking of alcohol are not permitted;

• Bullying of other team members is prohibited;

• Lights must be out by no later than 10.30PM;

• Personal hygiene and tidiness must be exercised at all times;

• During the sailing activities sailors are responsible for wearing appropriate team uniforms and make themselves available for promotional activities.

• Sailors should also wear other appropriate clothing, such as boots, hats, sunscreen and wet weather gear, complaint PFD’s; and

• During on water coaching sessions sailors are not permitted to sail away from the coaching group unless given specific permission to do so.

3. To ensure that each AOST / AOGS / AODS /AOSDS member achieves to their full potential:

• Sailors are to attend and be punctual at all training sessions, meals and as directed by the coach and AOST / AOGS / AODS / AOSDS support personnel; and

• Sailors are to actively co-operate and responsible for the success of their activities in all areas, especially the coaching and theory sessions.

4. To ensure that the reputation of AOST / AOGS / AODS / AOSDS and the Optimist Class is maintained at the highest level:

• Sailors and parents are to conduct themselves at all times in a manner which promotes the good name of the Optimist Class, OptiAUS and AOST / AOGS / AODS / AOSDS Teams;

• Behaviour which could endanger the well-being of other people will not be tolerated;

• Sailors and parents are to address their coach, AOST / AOGS / AODS / AOSDS support personnel and each other with respect, using language that is appropriate at all times;

• Sailors in breach of this code of conduct may face disciplinary action, including expulsion from AOST / AOGS / AODS / AOSDS and/or from the regatta in which they are competing.

AIODA REP TEAM SAILING PARTICIPANT CODE OF CONDUCT

Competitors are expected to comply with the Basic Principle outlined in the Racing Rules of Sailing. As a competitor / sailor you shall:

• Be tolerant of other users of the waterways and surrounding environs, including showing respect and maintaining the integrity of my fellow competitors, coaches, OptiAUS, Australian Optimist Community, other IODA sailors and the Australian Coat of Arms;

• Never argue with an official or coach;

• Control your temper. Verbal abuse of officials and sledging other sailors/boating participant, deliberately distracting or provoking an opponent are not acceptable or permitted behavior;

• Not abuse other team members, officials, volunteers or other competitors;

• Abide by the Australian Sailing Anti-Doping Code;

• Work equally hard for yourself and/or your team;

• Abide by the rules of sailing as set-out in the event Sailing Instructions, Notice of Race and Event Organizers;

• Be a good sport, applaud your opponents, team mates and fellow competitors for their successes;

• Treat all participants as you like to be treated. Do not bully or try to take an unfair advantage of another competitor;

• Cooperate with your fellow sailors/boating participants, without them there would be no competition;

• Participate for your own enjoyment and benefit not just to please others;

• Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion;

• Appreciate that you are a member of a Team and that your individual actions will reflect upon the collective AOST/AOGS/AODS team, OptiAUS and Australian Optimist Class.

PARENT/GUARDIAN CODE OF CONDUCT

A Parent/Guardian should:

• Be tolerant of others including showing respect and maintaining the integrity other competitors, coaches, OptiAUS, Australian Optimist Community, IODA sailors and the Australian Coat of Arms;

• Remember that children participate in sailing for their enjoyment, not yours;

• Encourage children to participate, not force them;

• Focus on the child’s efforts and performance rather than winning or losing;

• Encourage children to sail according to the rules and to settle disagreements without resorting to hostility, violence or abuse;

• Never ridicule or yell at a child for making a mistake or losing a race;

• Remember that children learn best by example. Appreciate good performances and skills displayed by all participants;

• Support all efforts to eliminate verbal and physical abuse from sport;

• Respect officials’ and coaches decisions and teach children to do likewise. This includes never arguing or challenging an official or coach;

• Show appreciation of the efforts of volunteer coaches, officials, administrators and other helpers as without them there would be no sport for your children to participate in;

• Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion;

• Never argue with an official or coach.

CONSENT FORM

Parent/Guardian hereby applies on behalf the CHILD/MINOR (name specified below) to attend the Event or join the Team (as specified below) being organised by AIODA. In so applying and in consideration of this application for the Team/ Event being accepted PARENT/GUARDIAN acknowledges and agrees that:

Definitions

1. AIODA/OptiAUS means the Associations referred to above and their respective directors, officers, servants or agents responsible for offering the Event that the CHILD/MINOR is seeking to enter or register for.

2. Event means the event or events that the CHILD/MINOR is seeking to enter or register for as detailed below.

3. Team means the team specified below.

Fitness to Participate:

4. PARENT/GUARDIAN declares that the CHILD/MINOR must continue to be medically and physically fit and able to participate in the Team/Event. Should the CHILD/MINOR suffer from an allergy and/or medical or other condition PARENT/GUARDIAN shall fully declare all necessary details to AIODA so as to ensure that the CHILD/MINOR is not and must not be a danger to themselves or to the health and safety of others. PARENT/GUARDIAN will immediately notify the AIODA in writing of any change to the CHILD/MINOR’s fitness and ability to participate. PARENT/GUARDIAN understands and accepts that AIODA will continue to rely upon this declaration as evidence of the child’s fitness and ability to participate.

5. The PARENT/GUARDIAN confirms that all such information is accurate and complete.

Warning

6. PARENT/GUARDIAN acknowledges that sailing is an inherently dangerous activity. Risks of participation in sailing include but are not limited to the remoteness of the areas in which the activity takes place, overexertion, equipment failure, dehydration, serious accidents, weather conditions, difficulties in evacuation, water quality and shark attacks which may result in the CHILD/MINOR being personally injured or the CHILD/MINOR’s property being damaged.

7. PARENT/GUARDIAN has voluntarily read and understood this warning and accepts and assumes the inherent risks in the activity and any Event associated with the activity.

8. The PARENT/GUARDIAN understands and has explained to the CHILD/MINOR the dangers associated with the consumption of alcohol or any mind altering substance before, during or after sailing, and the PARENT/GUARDIAN accepts full responsibility for injury, loss or damage associated with the consumption of alcohol or any other mind altering substance.

Rules and Directions

9. The PARENT/GUARDIAN agrees with AIODA/OptiAUS and has explained to the CHILD/MINOR that they will obey and will comply with all rules and reasonable directions made or given by AIODA/OptiAUS and or the Race Officials in connection with any sailing event. In particular, the CHILD/MINOR has been advised to wear an approved lifejacket at all times on water. If a CHILD/MINOR fails to comply with the AIODA and race venue, rules and/or reasonable direction, the CHILD/MINOR will not be permitted to sail or continue to sail, and may be expelled in which case no refund will be given.

Selection by AIODA/OptiAUS

10. The PARENT/GUARDIAN agrees to AIODA/OptiAUS being the sole determinant for selection for any AIODA/OptiAUS team and arbitrator in any dispute in relation thereto.

Reporting of Accidents and Medical Treatment

11. All accidents, injuries, loss or damage must be reported by the CHILD/MINOR to AIODA/OptiAUS before the CHILD/MINOR leaves AIODA/participating yacht club venue or property.

If the CHILD/MINOR suffers any injury or illness the PARENT/GUARDIAN agrees that AIODA/OptiAUS may provide evacuation, first aid and medical treatment at the PARENT/GUARDIAN’s expense, and the PARENT/GUARDIAN accepts these terms and conditions and constitutes the consent to such evacuation, first aid and/or medical treatment, and the costs thereof.

Parent responsibility

ATTACHMENT D – FURTHER INFORMATION REGARDING

REGATTA DETAILS AND LOGISTICS

AOST / DEVELOPMENT SQUAD TEAM UNIFORMS The AIODA administrator of the AOST/Squads program will co-ordinate the preparation and distribution of the uniforms and team gear. Team uniforms are at the sailor’s cost and there is a minimum number of items required to be worn by the sailor at nominated times (and regattas). To maximize return to sponsors AIODA reserves the right to ensure only branding of AIODA sponsors is shown on sailors’ boats or attire at nominated times.

Should a team member wish to compete in the AOST or Squad uniform at other International events they should contact the AIODA Secretary. While racing (on-water) all AOST and Squad sailors are required to wear only approved sailing attire (including PFD or bibs) at official/AIODA sanctioned regattas.

Sailors must also make themselves available from time to time in their uniform to satisfy requirements for AIODA sponsors – including photos and interviews.

Team Manager A Team Manager will be appointed to each team from interested parents of the sailors. These appointments are made by the AIODA Board. Amongst other duties outlined in the managers brief, Team Managers are responsible for ensuring that AIODA are kept informed of all transactions, incidents and significant occurrences as well as regular preparation updates. (Historical event costs are outlined in Attachment E, an event budget template and checklist will be provided). The Team Manager is also responsible (in cooperation with the Team Coach) for updating the AIODA Communications/ Promotions officer of significant highlights prior to and throughout events (via approved AIODA media channels) and ensuring Team coaches submit reports at an event conclusion. Team managers will also be the conduit for all communication between the parents and sailors.

Parents & Communications All communications between parents and the coach is to go via the Team Manager or an AIODA official. At no stage – especially at regattas – are parents to directly question or challenge a coach. To do so will be considered an immediate breach of the Code of Conduct.

At no stage shall parents contact IODA directly, any correspondence with IODA should be through the Team Manager for administrative clarifications and through the AIODA Board for any technical / selection clarifications. To do so will be considered a breach of the Code of Conduct.

Country Representative AIODA is required to appoint a country representative to IODA regattas. This is generally an AIODA Board person but may be filled by a non-AIODA Board member at the discretion of AIODA.

Coach Selections AIODA will seek expressions of interest from available coaches to coach various teams. The AIODA Board will determine the final selection of any team coach in consultation with the AIODA Head Coach.

Payments In order to ensure fair and timely entry for events, parents are asked to ensure prompt payments via the AIODA Treasurer as required herein and by Team Managers at due dates. Failure to do so may result in the offer being withdrawn.

Team managers will provide a spreadsheet (based on template provided) indicating all costs and payments received and made.

On acceptance, payment of non-refundable deposit applicable to the team that the sailor is selected for to cover the AOST Squads administration fee by applicable due date. Failure to pay by due date will result in offer being withdrawn. This fee will be put towards the sailor’s regatta payment

AOST and Squads Camp coaching fees are payable within 14 days of an AIODA invoice. Failure to pay within the due date will result in offer being withdrawn.

Regatta and charter boat entry fees are typically prepaid by AIODA with sailors repaying these fees in total to AIODA no later than 14 days prior to commencement of the selected event. Team Managers will provide this advice. Failure to pay this fee may jeopardise the sailor’s offer.

Sailors, parents and siblings are responsible for all costs at events including but not exclusively travel to and from, accommodation, coach expenses (including travel expenses, accommodation, allowance for meals / incidentals, coach boat, coach uniform, coach fee), charter boat, spectator boat, transfers, food and beverage etc

Regatta Entries The Team Managers will co-ordinate with the AIODA Treasurer regarding block payments for, and lodgement of, regatta entries, where required. AIODA will prepare the relevant letters to the event organisers to endorse the individual members of the teams entering any closed event.

Regatta Summaries AOST / Squad members are required to prepare suitable regatta summaries and presentations either on an individual or collective team basis to be distributed via state associations for the interest of and knowledge transfer to other optimist sailors in Australia. Parents are expected to ensure this is completed.

AOST / Squad Team Camps The AOST / Squad Camps are mandatory and are usually run over a weekend with the AOST and Squads held on separate weekends.

Team events are not ‘live in’. Parents are responsible for their children at all times before and after on water training / racing activities.

Details on the camp (timing/camp/logistics) are provided once the teams are selected and usually occur in February / March / April each year. The cost of running the camps and any required travel and accommodation is the responsibility of the sailor’s parents/guardian.

Supervision Parents and/or guardians are responsible for their sailors at all times at AIODA sanctioned events or activities. Parents or guardians are responsible for the strict adherence to the Sailor and the Parent Codes of Conduct. The AIODA Board and its employees, contractors, volunteers or agents are not responsible for the safety, or well-being of AOST or Squad sailors. AIODA will wherever possible seek to ensure the safety and wellbeing of sailors is paramount.

Siblings/Friend Sailors To preserve the integrity and maximize the resource for AOST and Squads, selected members, siblings or friends not a part of the AOST or Squad are not permitted to utilise the appointed coach/es, or any resources arranged for that purpose unless with the express prearranged permission of the AIODA Board. For similar reasons the coach boat is not available for use for any parent/guardian or associated spectators at coached regattas.
